Tracy Ocasio Case: Pleas For FDLE and FBI Reach Governor Crist

The Following Is an update to the Tracy Ocasio case. Blinkoncrime and contributing editors are currently working on an inside look at Ms. Ocasios’ disappearance, and perhaps some of the reasons many may feel Ocoee Police should be requesting outside asisstance in this case. Check Back to Blinkoncrime.com for our exclusive expose based on witness statements.

Ocoee, FL– The disappearance of 27 year old Tracy Ocasio seems to have hit a wall. Tracy was last seen leaving the Tap Room Bar in Orlando after 1:30am on May 27th, with James “Jimmy” Hataway. Late this morning, I received a copy of a letter sent to Florida Governor Charlie Crist:

Office of Governor Charlie Crist
State of Florida
The Capitol
400 S. Monroe St.
Tallahassee, FL 32399-0001

Dear Governor Crist:

I write to you today as a voter, and a Florida resident, but most importantly I write to you as a parent. We have a situation going on in a small suburb of Orlando called Ocoee, that needs your immediate attention, and action. On 5/27/09 a beautiful young woman by the name of Tracy Ocasio went missing. Her parents Joe and Liz are living every parent’s worst nightmare, they know that something terrible has happened to their beloved daughter, but as of today she still hasn’t been found. The police have a person of interest in jail on another charge, but there are other people involved that have not been investigated by the police, and no one seems to know why. Sir, please ask the FBI, and the FDLE to step in and take control of this case, Tracy’s parents deserve that and so does Tracy. I’m afraid if another agency doesn’t take over this investigation that, Tracy will never be found, and justice will never be served.

Please I implore you, help Tracy and her parents, get the FDLE and FBI to Ocoee today.

Thank you,

Hataway is currently in the Seminole County Jail awaiting a preliminary hearing on July 28 on charges stemming from an incident last August that prosecutors originally declined to file. When Hataway surfaced as a person of interest and arrested on a paraphenalia charge while Ocoee Police were searching his home, his alleged victim, Rachel Clarke, returned to the States Attorneys’ office to again request that charges were filed.

Requests for comments from Gov. Crists office were unreturned as of press time.

Whoever wrote that letter to Florida Governor Charlie Crist is to be commended. I hope the Governor will act upon it.

Boy, Blink. You are right, when you look at this investigation and all that hasn’t been done, the stench is really foul.

There’s alot of corruption everywhere these days…. All you need to do is know the right people. Florida seems to have just really brought it to light. Seems there’s corruption all over that state. Really makes you wonder if it might be a little like Aruba. Kinda scary to go on vacation there if you follow their news!

However, I hope that someone higher up intervenes and brings justice for the Ocasio’s and the Kesse’s. I really do think these two crimes probably involve some of the same people. But, as we all know…..EVERYTHING that happens in the darkness, is ALWAYS brought to light.

  4. dddeerma says:

Is there a reason why LE is not investigating the case fully?

  5. Riddlemethis says:

    Calilady,

I am sure to the greatest extent she can, Blink is assisting the family on this, as she has been shining a light on it, and providing more insight than any Main Stream News. And she is far better suited than I to give opinions.

As with many others on here, I’ve started following cases of missing persons, and determindedly try to follow up until, at the very least, an answer is found. In the limited experience I have with this, I must say, this case with Tracy seems bedeviled with so much more than meets the eye. (as stated by others)

Bedeviled to the degree I hope the family pushes ‘UP’ for answers. Maybe WAY UP.(and keeps going higher) until your answers are found. It was unbelievable to me that FDLE hasn’t been involved in this to date. And I did not realize that until Blinks latest post. That is unacceptable. I think there are Roadblocks being put in the way of your answers, and they have nothing to do with Tracy, just the ‘best interests of others’. And there may be more roadblocks ahead I fear,… keep pushing.

My prayers and best wishes to you and your family.

  6. Riddlemethis says:

    Also Ms. Cali-
If I may ask….we do not often hear of how much the family of a crime victim is kept abreast of an investigation.

I think we all understand that not every thing is shared by LE, and that in many cases family members must be ruled out first…..but what happens after they are ‘ruled out’ ??

I imagine it is highly dependent upon the locality and the culture of any local PD in an investigation…..but I’m more wondering if there is like a “Bill of Rights” so to speak for families in this situation? Like a commonly accepted practice of what is shared and what is not?
I hope that was not an inappropriate question, and do not want to add to your distress by asking.

  7. Memory Keeper says:

This case clearly illistrates why the general public should demand that the police departments become integrated so that a small Police Department could benefit from the larger, speciality educated, professional, well equipped departments.Crime does not occur only with-in city or county lines. Communication needs to be defined and organized and become policy to ensure the safety of the community. The need for centralization’s for shared resources and specialities is needed because of the escalating cost of the newer methods of scientific investigation. No case should be dropped because “think” they have a suspect. All leads need to be investigated and re-investigated by another set of eyes. Parents deserve the fullest explanation along with the prosecution of the person or persons responsible for the murder of their child.
I complelety support this, but moreover, I believe there needs to be an SOP for missing person’s cases in general. A specialized resource team that only works on MP.

Blink, doesn’t the US Justice Dept. have a division which investigates police corruption?

  10. wendy says:

Blink – so am I correct that you believe Paul Hutto is responsible for this crime, but because he “works” for LE they will not touch him. So they are holding Hataway on these other charges and he will most likely be released in less than a year.

Who did Tracy spit on? Was it Paul or his brother? Also, do you think her boyfriend has anything to do with this or hangs with this crowd?

I love visiting this site. Its better than readying crime novels.
Tracy smacked and spit on Paul after her shoved her down. He was arrested and spent the night in the klink.

you guys would not belive how much our family knows, but really, we still don’t know enough. we know things that aren’t on here and i can’t say due to the investigation. what i can tell you, is that we are still holding hope that we will find her, and have her back with us. at this point, we are going through a numb state, as in, we don’t know how to feel about her condition when we find her. if i can give any good news in this mess, it is that our family, across the world, has come together in support of one another.this is the first time we have had a member of our family vanish. that’s alot to think about. i have posted my thoughts about the police in florida – the post is for the police that really still love helping us, and a smack in the face of those who i feel are working for themselves. stacy and i have cousins up here that are police and they work hard, sometimes putting us on the backburners(we were supposed to hang out, but they had to work. it hurts my feelings but i deal with it.), to help other people that we never met. same with our troopers up here, our police hold themselves to their oaths – TO PROTECT AND TO SERVE. if any police read this – you can see how my family is feeling by looking through the other posts. i assure the police that our family is doing everything we can to let the decent cops and detectives handle this, however, just like every family, we have members losing patience. and names of people not being investigated.

  14. wendy says:

Blink I heard Tracy poured her drink on another girl. Was this Paul’s girlfriend? Is that why he pushed her down?
She did, but that occurred inside the bar, the altercation was outside. Definately part of it though.

Steph, I am so very sorry for you all. I sincerely hope Tracy is found soon. Tracy and your entire family are in my thoughts and prayers.

  16. Me says:

FDLE HAS been involved in this case since near the beginning. More behind the scenes stuff, so maybe many weren’t aware of it.

Also, LE may not be telling the family every single thing they are doing – it is an active investigation, and in some instances telling the family everything at this point could compromise some things.

And I hope the open accusing of “corruption” and “not investigating this case fully” here does not hurt the case.

That is not actually true, the lead on the disappearance of Tracy Ocasio is the Ocoee PD, FDLE is asissting as far as their lead tracking mechanism and any forensics, but that’s it. I completely support that LE cannot disclose everything they know to the family, of course not. However, I can also say I DO NOT put out everything I know as well, and they are focused on Hataway only. IMO, that is hat hurts this investigation.

WOW I am betting “me” works for Ocoee PD. What do you think? Beside there was an article posted here from the ocoee local paper that shed some light on possible Ocoee PD corruption. It’s not like that was pulled out of Blinks’s *ss.
I think we all should and want to support LE. When the family comes on here, with their own info, I might add, which corroberates my own, and there have been zero new leads, sites unchecked. I swear to God if I hear one bit of crap about Human trafficking I am going to lose my lunch.

Again, allow me to *Clearify*- I have concerns about how this investigation is being conducted because I have interviewed witnesses that are direct witnesses in this case. Im a staunch proponent of LE in general, to a fault. I will predict that you will see a very serious look at how county and local PD jurisdictions operate their framework of CI’s in the near future.

I agree corruption is not the word I would use, at this point I want to use confused. However, as I already know the answer as to how to clear that up, I dont know what my new word will be.

Thanks for your thoughts Riddle. The fact is that a 911 call was made on May 27,it came from Paul Hutto’s house and the police never checked on it. Hey Calilady, I am not aware of the 911 call coming from the Huttos house. I know it came from their street. I also read when someone asked if the report that was linked had the results. Someone said no, it didn’t. That somehow got transposed into “The 911 hangup was never followed up on.” You may be privy to more information than me, given your family ties. I was under the understanding that it was a given that if a 911 call hung up, a wellness check is always performed.

Do you know it to be a fact that the 911 call came drom the Hutto’s house? I don’t need a link, I’ll take your word if you do.

    Blink,

You mentioned on Dana’s show last night, that the 911 call on the police log came from the Hutto House. Is that confirmed? I know on the log that it came from their street, but you said it came from their house on the show last night.

You also mention that you were unable to obtain a copy of the police report from the Ocasio/Hutto spat back in April. That incident, by itself, seems to be pretty minor. If no charges were filed, why keep the report hidden? That is odd to me.

In my opinion, I can’t believe Hataway is the guy. Giving a voluntary DNA sample, reportedly passing a polygraph, and never once denying he was with her that night. Coupled with the fact that searches have turned up nothing to point to him and he as never been labeled as the prime suspect or been charged in her disappearance. If he was the guy, I think we would be seeing a lot more information and progression in proving he is the one.

Grub- where did you see it reported he passed a polly?

Does anyone know what time the 911 call hang up occured. Does the 180356 mean 6:03:56 PM EST on 05/27? WYOMING CT 5/27/09 180356 911 HANG UP 002009017520
Also, I thought I read Tracy’s phone either made or received a call at 4:00 AM EST on 05/27 and then the Mom’s incoming call came at 8:30am. Did they ever say who the 4:00AM call was from or made to?

  35. wendy says:

Please provide information that verifyies the 911 hangup came from Paul Hutto’s house? Let’s keep the fact straight so we don’t become like NG! I only saw the 911 call came from the same street Paul Hutto lives on.

Wendy, as I stated I was given that information from a source. Police would not confirm or deny the call came from there.
    B

  36. FairWitness says:

Red Ranger, I read a post from Joe Ocasio at http://www.tracyocasio.com in which he stated some searches were to be conducted this week. I don’t know if the searches ever happened, though.

As to the exact address of the 911 hang up, Blink stated on Scared Monkeys Radio show last night that the call did come from the Huttos home. She wouldn’t make a statement like that if she hadn’t confirmed it. Furthermore, the “shots fired” 911 call on the same night came from a known Hutto associate.

Toward the beginning of Blink’s report last night, I thought I heard her state that early on in the search for the missing Tracy Ocasio, Paul Hutto was leading law enforcement officers investigating the case to places “he thought” Tracy might be. How the hell would Paul Hutto know where she might be? I’m not sure I understood that correctly. I’m waiting for Blink to confirm what I thought I heard her say.

  37. Me says:

Wendy – you would lose that bet.

Fairwitness – while publicly criticizing the Ocoee PD may make you feel better, it will not help move the investigation forward and may actually hurt the relationship between the family and LE. Learn some restraint. There are other, more effective ways to accomplish what you want. Honey and flies, you know…

Blink – poster Riddlemethis stated “It was unbelievable to me that FDLE hasn’t been involved in this to date” which is what prompted me to comment, since you did not correct that statement. While they are not the lead agency, as you pointed out, they are involved to some extent and are also the coordinating agency between Apopka, Ocoee and Orlando.

And Blink, while I respect your investigative skills, unless the lead detective has filled you and/or the family in on everything he’s investigating – which I highly doubt, as that could compromise the investigation, which I’m sure you are aware of – you don’t know with 100% certainty that they have focused on Hataway only and are not checking out other leads.

My only purpose in posting is to correct misinformation posted here, and also to ask posters to use a little restraint. Openly calling for corruption investigations, etc. could actually do more harm than good. I want to see this case successfully closed as much as you all do, as quickly as possible, but stirring up a bunch of crap unnecessarily will not make that happen quicker.

Me, respectfully, I am on record stating I am not, and do not feel corruption allegations are appropriate randomly or in this case. I just posted a piece that reflects my current information and sentiments as well as my radio interview last evening I will post the podcast of later. I want to be careful in your efforts to “balance” the dialog, you dont do what your accusing others of by making generalities facts.
ie: I NEVER said that LE was not following other leads. I state my position on this issue clearly and dont feel the need to clarify it. There is a side to this your not considering although I think your intentions are in the right place and I support them. Releasing information that I know for a fact is not being investigated will progress the case. Also, my priority is and will always be in finding the victim for her family. That means time is of the essence. It also means the softball game can wait. Not a criticism but I dont think sometimes people realize how closely people are paying attention when it comes to a case like this.

  38. FairWitness says:

Good evening “Me”, I am a staunch supporter of police officers and law enforcement. I have enormous respect, admiration and gratitude for the job they do for us all. I think the standards we hold police officers to, especially when they’re in life & death circumstances, is grossly unfair. I despise the hoops they are forced to jump through in court and the outrageous blame game played in court against men and women just doing their jobs. For instance, I despise Johnny Cochrane’s defense strategy, Judge Ito’s management of the trial and the idiotic jury’s verdict, did during the OJ trial; I thought it was total BULLSHIT!

Having said that, I do wonder why Paul Hutto’s house hasn’t been searched, why he hasn’t been interrogated, not as “a helpful friend” of law enforcement leading investigators on a tour of places “he thought” Tracy might be; but seriously as a suspect.

BTW, holding commenters & posters (on an EXCELLENT crime reporter-investigator’s website) responsible for a “potential” deterioration of relations between the victim’s family & loved ones and law enforcement is ridiculous. Talk about being manipulative! Please, spare me the veiled threats to STFU or I might hurt the investigation. LE needs to just do its job, without affording favors to slimeballs like the Hutto brothers.

  39. Me says:

FairWitness, there are no “veiled threats” or manipulating. And not ridiculous – maybe Blink will kindly explain to you privately how internet postings can and have caused trouble in ongoing investigations.

Your anger is misplaced, as I have the same overall goal as you.

Blink, thank you for your replies and understanding of my intentions. Great work, keep it up.

Fair saw something in your post that I agree was a misinterpretation, but that is going to happen in a comment post where the subject matter is this sensitive. This is a financial strain on a small police department. Officers that would normally be out writing tickets and creating revenue were tromping through the woods looking for Mr Joe and Mrs Liz’s daughter. It would benefit the Ocoee PD to have FDLE take over the search and investigation. Or to join the team in a more proactive manner.

State funds could be appropriated to ease the financial burden of the small department. I am sure that Charlie Crist has some emergency funds set aside for these type situations. Also, there are about 9 State Representatives within 20-25 miles. They all have staffs that are just jonesing to hear from their constituents.

I think that is an excellent suggestion Red. I hope Ocoee PD knows the tremendous support we would be able to rally in that community for them if they did.

I’ll just say “Me”, if comments posted by a woman in rural West Virginia, on an investigative crime reporter’s blog, can cause the relationship between the Ocoee Police Department and the Tracy Ocasio family to deteriorate, then the investigation into Tracy’s disappearance is in serious peril. Proverbs 8 1-13 “Wisdom calls for a hearing” “Listen as wisdom calls out! Hear as understanding raises her voice! On the hilltop along the road, she takes her stand at the crossroads. By the gates at the entrance to the town, on the road leading in,she cries aloud, ” I call to you, to all of you! I raise my voice to all people. You simple people, use good judgement. You foolish people, show some understanding. Listen to me!For I have important things to tell you. Everything I say is right, for I speak the truth and detest every kind of deception. My advice is wholesome. There is nothing devious or crooked in it. My words are plain to anyone with understanding, clear to those with knowledge.Choose my instruction rather than silver, and knowledge rather than pure gold. For wisdom is far more valuable than rubies. Nothin you desire can compare with it. “I, Wisdom, live together with good judgement. I know where to discover knowledge and discernment. All who fear the Lord will hate evil. Therefore, I hate pride and arrogance, corruption and perverse speech.”
I have read all of your comments and theories. The only problem is that 99% of your information is wrong. Paul Hutto never went to jail that night. “LoLo” was not there, the disagreement didnt even happen the way people are claiming! Hutto’s HAVE done jail time and been punished for the minor crimes that they did participate in. However they are FAR from the murderers and druggies that you claim they are. As a matter of fact most of them are involved in the church community!! They have families of their own and are doing everything possiable to be productive members of the community. Their childrens pictures or names do not deserve to be posted on any site. I understand that most of you are only going on what information you have been given but may i suggest that before you condemn someone you first find out ALL of the facts from both sides. Please feel free to look up the email recently published by Joe Ocasio clearing the Hutto’s of any involvement. That being said my thoughts and prayers are with the Ocasio family. I hope that closure comes to them soon and that all involved will be brought forth and punished! Proverbs 10-7 ” We have happy memories of the godly, but the name of a wicked person rots away.”

Respectfully, I do not appreciate my words, written or other, being misrepresented, most especially following scripture.

I never called either one of them murderers or druggies, but I know about 50% more than I have ever reported to date in an effort to protect the investigation. I have spoken to and interviewed direct witnesses in this case that would absolutely dispute that Paul Hutto has been cleared. I know Mr. Ocasio, who together with Tracy and her family are in my prayers, has to go by what he is told and I respect that.

I have had people on the ground, and on the searches investigating this case, and btw, do you think Erica McHenry would consider Jeremiah’s crimes petty? Doubtful. How’s your scripture on beating up women?

I was not quoting you on the murderer/druggie coment. I was refering to other people that have posted on here. I am sorry if it sounded like I was. I did not know Erica HENRY and no I do not make any excuse for the beating of any woman or any man either. But I have also heard both sides of the story and he did in fact do almost two years for that particular offense. I am also praying for Tracy and her family. I do hope they get closure soon. I choose not to point fingers at anyone, however I will continue to believe in Paul and Jeremiah and their innocents. Hopefully sooner rather then later all truth’s will be revealed.

Yes, he was facing a parole violation when she died, no?

No, he was in jail when she died. Didnt get out until months after her death. May she rest in peace.
