Portland, OR-  The tangled web that is the life of Terri Horman continues to weave.

In an Exclusive development to blinkoncrime.com, a Portland local, declining to be identified, provides the bombshell revelation that Terri Horman was behind the 5:16PM call to 911 last June 26th.

The object of her “threat based” call to 911 requiring officers response?

The Landscaper, in his white truck, on her property, demanding his payment for $10,000.

The same Portland source confirmed that an undercover detective, playing the role of an associate of the landscaper turned alleged assassin, was present. It was also confirmed a bulk of the incident was overheard on the police scanner.  The Truck registration and plate were called in on an open channel as well. 

What they did not count on, during the surreptitious meeting, was that Terri Horman would shut down the brief meeting and call Police; thwarting what they were hopeful would end in an arrest.

Kaine Horman had been advised to remove the couples 18 month old daughter in advance, for their safety, earlier in the day.

Upon deputies arrival, as informed by Multnomah County Sheriff’s Office about the sting, detectives were forced to tell Terri Horman she was a suspect.  Horman hired Stephen Houze, prominent Portland defense attorney by Monday June 28th.

The identity of the landscaper has been withheld as this is an ongoing investigation, but blinkoncrime.com has learned that it is contained in the sealed portion of the restraining order obtained by Kaine Horman.

    Next up:
    I’ve watched the video from this afternoon a few times now, and while I’m not the extremely emotional type, listening to that, watching their pain, I am ready to pack up the car and go to Portland to help DY, and I don’t know her and there’s nothing I could really do. This is just an emotional response to someone who seems like such a good person who is in so much pain.

    Tonight, Kaine’s & Desiree’s anger & frustration was palpable, and deservedly so. I cannot imagine how awful the situation; imo they are showing amazing restraint and control. And on top of just anger and frustration, I can’t imagine the guilt Kaine must feel for marrying TH only to have her involved in hurting Kyron and Desiree must feel for leaving Kyron with TH. For all of Kaine’s perceived faults, he seems to really love Kyron and be a sensible, if non-reactionary, compartmentalized kind of guy.

    Until recently, I’d never thought about whether TH & KH were having an affair during Desiree’s pregnancy, but given the recent info, I’m fairly certain that they were. When DY was asked if it was hard not to say how she feels, she said that “Honestly, I’ve been doing it since Kyron was born”, and I think that indicates there was an affair when coupled with the other statements from Tuesday. I don’t think Desiree had warm, fuzzy feelings for TH ever. I think Desiree is just, as the reporter said, “a class act”, and put the needs of her child before her own needs.

    But the most interesting statement to me came near the end, and I’m puzzled by it. When Desiree was asked about the first news conference if she felt at that point that she (TH) had some involvement, Desiree answered that “…mothers have instincts and unfortunately, I had feelings about this when I got the phone call” and then when asked what those “feelings were”, Desiree replied that she couldn’t answer because “that is part of the investigation”. Does anyone else find that odd that Desiree’s feelings are part of the investigation? It makes me wonder if Desiree knew something about TH prior…

    The father of missing second-grader Kyron Horman said Thursday that his marriage to the boy’s stepmom began to grow rocky after she gave birth to their little girl 19 months ago.

    During the news conference, Young said she has long suspected that Terri Horman has been involved in Kyron’s disappearance.

    Asked about her body language at the family’s first public appearance June 11 — at the time, she appeared stiff and closed her eyes tight when Terri Horman put her arm around Young’s shoulder — Young said she thought then that Horman was involved.

    “Mothers have instincts,” Young said, “and unfortunately I had feelings about this when I got the phone call.”

    She and Kaine Horman also said that Terri Horman has failed two polygraph tests and went on to make it clear they are upset with her.

    “I’ve known her a long time,” Young said. “I know she’s lying.”

    Kaine Horman added that he was upset about Terri occupying the family home, keeping him and his daughter out of it.

    “Displacing a child for the comfort of an adult. I think we all have our opinions on how appropriate that is,” he said.

    “It still puts me looking for my boy,” he said. “It’s our kids first, and everything else comes after. So Kyron, he’s missing, he’s in danger — he’s No. 1 priority. And after that, Kiara is No. 2 priority. And based on what I filed (in) the restraining order, we feel that she’s possibly in danger. So we’ve got two children that are in bad places.”

    Well it sounds like desiree and Kaine are pretty sure they know who is involved, and it appears that they got all their information from LE. If LE is wrong (and they could be) then whoever took Kyron must be feeling pretty confident that Terri will take the fall for his/her actions. How devastating that would be if that were the case. So sad!

    Kyron I’m praying for you,I am praying that tomorrow God will direct ALL the adults in this world to open their eyes and minds to information that they may have missed and find you. And God I pray that the information is made So obvious it can not be misinterpreted. That it is put directly in front of someone of authority, without prejudice, that they will take notice of it and will immediately and efficiently take action. Lord the adults have failed Kyron, Your all that Kyron has right now. Bring him home.

    Horman purchased the house on 11 Jan 2007 according to the second website. The first is the Oregonian interview where he states it was purchased in 2007. It’s possible they purchased it together even though they weren’t married yet. County records will show who purchased it or possibly the tax records for Multnomah Co.

    And finally – about the kids.
    If true, the collective picture painted of TH leads me to believe that although she expresses love for all 3 children and has appeared to be a somewhat adequate caretaker for them, she is incapable of understanding and meeting the deep emotional needs of any child she is parenting no matter how much that child loves and tries to connect with her. I also believe any deficits she felt in her parent-child relationships would be considered the child’s “failure”, rather than her own (which is never true). Problems surface at different ages, but there would be problems sooner or later with each child. If the parent does not get help, the parent may begin to see the child as troubled or troublesome, a burden, unattractive, or embarrassing and a challenge. The parent may recognize that others don’t feel this way and try to cover up their feelings leading to even more frustration. (This is a personal issue – not a stepparent issue.)

    Children cannot verbalize the subtle things that happen in relationships, but every behavior of a child has meaning – joy, accomplishment, confidence, fear, anxiety, etc. Children may act out in school because it’s safer than acting out at home and they hope to be heard without hurting those they love. Often, schools look at the behaviors and try to fix them without finding out why. Working parents and divorced parents may not be able to see the “big picture” until a pattern emerges.

    It has been said that James was “sent away” because of problems with Kaine. This may be true, but it’s also possible that Kaine was set up to be the “bad guy” and enforce the rules while TH was the “loving mother”. The challenges of being a teen in a blended family are many.

    Kyron may have been showing subtle signs of anxiety or distress. This could mean he was dealing with some sensory issues (as does my grandson) and/or he was feeling worried about what happened to James and whether he could also be sent away (a conflict, since that could also have been a good thing, but no child wants to be in that position). It could also be a response to how TH handled things at home.

    Think about the contrast between morning routines at the 2 homes and spending extra time in bed, his trouble following directions at school when he obviously is a kid who wanted to please and do well, the addition of a baby to the family, the comment that he would get upset if toys didn’t go together just as he wanted them to, and his dislike of loud noises. None of these things are “bad”, but they are signs that a competent person (counselor) needs to take a look at his situation to determine what he needs. They could indicate more about TH’s frustration level in dealing with him than about Kyron himself as he reflected how she treated him. Sometimes in all the efforts adults make to be cooperative for the sake of the kids, the kids don’t get a chance to really be heard. I pray Kyron gets that chance

After looking over the RO, it looks like that legal firm has some poor paralegals that let those kinds of errors out the door.     I just need to say this out-loud to someone who will ‘get’ it, and the people here seem more sane than other sites :-/ This has hit my heart and my gut SO close to home, my mind reels continuously. I actually had, who I thought of as, a close friend who killed her husband and originally intended also to kill her children. Her original plan was inadvertently thwarted by her husband and she simply changed plans…ultimately she succeeded in taking his life.

    You cannot quell the constant “Why would she do this”? You cannot rationalize something so inexplicably irrational…best to stop trying, i guess?

    The detectives in that case said she had what they referred to as “Diane Downs Syndrome” (yes, they had a name for it) She apparently was so effectively shut down that if they hadn’t had someone else that admitted helping her, they were concerned she would never have ‘cracked’ at all. These kind of people are so cold in that way that they don’t admit guilt – ever. My ‘friend’ still hasn’t admitted her own culpability – she just blames it on the other person. Thankfully they had enough from the accomplice to get her to deal. There is an accomplice somewhere in this case & LE may already know who it is and terri, your days are numbered.

    Possibly TH had planned to kill Kaine & make it look suicidal. She needed a reason Kaine would do this – one would say his son’s abduction was a plausible reason. Except something went wrong with only half of her plan executed? How do I stop my mind from speculating?

    Message to TH: All our speculation aside – you WILL be found out.. God loves that little boy more than any person could and HE will not let you off. You better round up your accomplice/s and get your stories straight –
    the truth WILL catch up with you.

    Theory:

    SM hatches a plan to have Kyron “kidnapped” for ransom. The money paid to “kidnapper” is then to be used to pay for “hit” on Kaine.

    This plan would explain why parents still think Kyron could be alive, could explain (if the rumor is true) why Kyron’s glasses were mailed to house, and why police have said all along that this is an isolated incident and there was no imminent danger to others. It would also explain the silence from police if they are busy trying to bust Terri on her plan but can’t reveal that is the course of their investigation.

    It probably didn’t go as planned for Terri once police got involved. No payout of ransom, no finish to her plan.

    So maybe that is why they think Kyron might still be out there somewhere. If so, my biggest fear is that Kryon becomes a liability more every day to these people.

    Just a theory.

    I am wondering what exactly it is her high powered attorney is going to do for her, negotiate with the media for money to tell her side of the story? That would be sickening, that info on Kyron to the investigation would be held up due to negotiations about money for Terri.

    Speaking of lying, why do they not lock her up for lying in the first polygraph, if that is what she did.

    I’m sure that’s exactly what the lawyer is doing, shopping her side for a big payday. As disgusting as selling her story is, I’m sure the lawyer isn’t defending her out of the goodness of his heart; he knows it’s a huge story, with huge $$ for interviews, for Terri and himself. As for not locking her up for failing the polygraphs; I’m no legal expert, but considering they aren’t admissible in a court of law, I can’t see how charges could be pressed against her solely on failing a LDT. I do agree with you though that she is not going to talk to police; she has no incentive to. As much as I hate to say it, I’m not sure that even with a body, that they can necessarily get a conviction? There still doesn’t seem to be evidence of her even being seen leaving the school with Kyron.

    My guess is, that the RO would cover the school because that’s where Kyron disappeared from. It’s part of a criminal investigation, where despite what police have said publicly, privately they obviously feel she has at least some involvement.

    There’s also info that he purchased the house in January 2007, 3 months prior to their wedding. Since he bought the house prior, I would assume it’s not community property and that she has no claim to it now, or after the divorce?

    With regards to someone finding Kyron; I noticed a poster focused on the word “they”. The poster here took that to mean “they” as in the perpetrator(s); meaning more than one. But in context it looks to me as if “they” means LE.

    Quoting Kaine: In Thursday’s interview, Horman said one reason he wants to move back into his house is to return his daughter to her normal surroundings. He and his daughter have been living in an undisclosed location.

    “Part two is, we find Kyron, what are they gonna do, ship him off to our undisclosed location?” Horman said. “I mean, how homey is that gonna be for him when we find him?”

    Article also confirms that the Landscaper was at the house with regards to Kaine, not Kyron. Landscaper told Terri that if she didn’t pay up, he would squeal about her Murder For Hire plot. Just wanted to put that out there, as there has been speculation as to whether he was there to say he was going to mention the aborted MFH plan, or whether he was there to talk about having done something with Kyron.

    Lots of interesting tidbits in that link actually; including the admission that Desiree was uncomfortable with Terri leaning on her at the first Press Conference, because she was already thinking Terri was involved by then. It’s interesting because we all pretty much picked up on that.

    Personally, If I were Kaine I wouldn’t want to settle back into that house UNTIL Terri was sitting behind bars. I’d fear for my life and the life of my child until I was SURE she couldn’t get to us.

    I took that to mean the following: TH first call to Desiree was probably a timeline of what took place on Fri. Since that has been disputed and is part of the investigation, and we don’t know what TH claims she was doing or what LE thinks she was doing, it cannot be discussed.

    I spent most of my life in Oregon and went through a separation where the familial home was purchased in my partners name. At that time, 12 years ago, it was my understanding that a spouse is eligible for a split in the equity that has developed during the relationship. Another words, if the house were purchased prior to the marriage for $5, had a value of $6 at the time of marriage and then a value of $10 at the time of divorce, the house accrued $4 equity during the time in question and that is what would be considered community property.

    That’s my understanding at least.

    If it is purchased in the contemplation of marriage it is subject to the equity laws of the jurisdiction. If she produced any income during that marriage, which I know she did, or contributed to the down payment, etc, it will be treated as a joint asset.

    The timeline listed in the RO for Terri’s ‘normal’ daily activity includes the 11-2pm stint at 24. Either she typically works out there or is employed as a trainer, but he believes that is her normal schedule.

    Kaine Horman also indicates that TH is at the residence “Throughout day–typically runs errands mid-day, back in afternoon.” (p 16 of 19)

    @ HK: That is an interesting theory! TH didn’t work outside the home and probably didn’t have access to KH’s money – which could explain why LS didn’t carry out the first plot on KH’s life. Through a ransom-based kidnapping, she could hope to obtain money for a second MFH scheme from KH himself (the irony of it!) and other family members and friends contributing to the ransom payment. The plot hasn’t worked because LE became suspicious of TH early in the case. To reveal Ky’s location now, or the identity of the person who knows it, would certainly incriminate her. She would think it more advantageous to create doubts about the authenticity of LS’s claim.

    Portland’s public website portlandmaps.com allows you to type in any street address in portland minus the “portland, or and zip” and view property information; owner, owner adress, purchase price, date of purchase, taxes, size of property, etc. Kaine purchased this home alone as Blink says in Dec 2006 and it appears he never added Terri on to the title.

    As a counselor I sometimes try to imagine a picture of a family according to how they bring out an emotional response in me. It’s just another way of trying to discern who’s got the power, who’s hiding something, who isn’t getting a chance to be heard, etc. – not a true diagnostic tool. Does anyone else “see” Terri as a child who got caught doing something bad, Desiree rising up to become her parent figure telling her she’s been found out and she’s about to be grounded for life, attorney as “dad” who will now try to fix it all so she gets by with it (again!) with the least possible consequences?
    I don’t think TH is in denial about whatever she did, but I do think she sees it in an entirely different context without personal blame. Getting her to bargain with LE could be tough for any attorney even if it would be her best bet. I wonder at what point her attorney would simply quit? Hopefully, she will listen.

    I kinda find it interesting, that though Terri is unemployed (supposedly to be a Stay at Home Mom), that she spends 3 hours a day at the gym. I mean, I could see her wanting to stay home with her baby; makes sense. But it appears instead that she puts the baby in daycare and is not working, so that she can devote her time to working out, not parenting.

    And maybe it’s just me, but 3 hours a day at the gym sounds excessive. Maybe she’s trying to do the bodybuilder thing again. But, it just seems to me that she’s putting that before caring for her child. JMO.

    Watching that it appears that Desiree and Kaine may have just been told about the info LE had on Terri.

    We know that Terri made contact with the landscaper that did the sting operation with the LE. We also know that another landscaper had gotten a message from Terri in April by Terri and he wasn’t able to personally talk to her & considered it a dead lead. So,what if there was a third landscaper that was contacted to murder Kaine. Perhaps that 3rd landscaper was associated with the first guy or he worked at the school on the Garden and Habitat project so he was familiar with the school activies. They spoke and she arranged an incentive, sort of like a “cash advance”, that she would give him X amount of $ in advance…and when she didn’t give him that money, #3 hitman appeared at school on June 4th and lured Terri & Kyron outside of the school (that way there wouldn’t have been a fuss about Kyron going with a stranger) and then taking Kyron from school. Maybe in those “missing 4 hours” that Terri cannot explain, she was trying to come up with money to give to this hitman as ransom $ so she could get Kyron back?

    Nothing in this surprises me, EXCEPT when Kaine describes the changes after Kyron would get off the school bus after school in the days prior to him going missing. I don’t know how it will strike you folks, but I get the impression Terri was counting on something happening. Each day Kyron would get off the bus (show up) would set her off terribly. It’s like something didn’t ‘work.’ There’s GOT to be a connection there, IMO.

    To me, it certainly doesn’t seem right that she is sitting like a fat cat (especially under the horrific circumstances)in the house he purchased himself ~ & he is the one looking in the window~! My goodness,I certainly hope she is packing her bags unless the investigators feel at least they know where she is at this point & she is a flight risk~! All I know she is a piece of work~ & God have pity on her soul~ :-(

    Great question.
    Too early to tell. I would prefer not to speculate so far, because in all honesty, Kaine has said publicly that Terri suffered from PPD, and had psychological problems necessitating she be monitored, and Desiree said she pretty much felt she has lied since she knew her.

    If she is convicted of anything that has a nexus, after the fact, that can attempt the SOS laws, but honestly that law is seeing alot of holes these days and OR has a very, very strong victims fund law, they would be better off cutting into any monies that way.

    The reality is, Kaine’s actions are preforming a financial turniket (sp) and while imo, they are completely justified, I stand behind the fact that if there is the slightest possibility that treatment of Terri Horman could produce a result that includes finding Kyron, I hope those discussions are being held between the attorneys.

    The report stated that he believed she was with the attorney’s assistant.

    KATU is also reporting the names of some of the businesses that turned over their surveillance videos from June 3rd & June 4th (that were requested by the police of certain areas).

    As Blink mentioned on the interview she had on Dana Pretzer show the other evening, KATU (and KOIN) here in Portland, OR have asked to cover BLINK’s reporting info.

    I support Katu’s attempt to interview Terri. She needs to know she is in a fishbowl. If this happened in Orlando Kathi Belich would be around every corner waiting for this woman.

    That said, there is no doubt in my mind that she is mounting a mental defense, and she will be arrested for something in the near future.

    Sidebar: Stephen Houze has an excellent reputation in his profession. I have interviewed past clients of his, and I am told that he is a no BS esquire that will cut her off immediately if she is dishonest or blows smoke because his biggest peave is to be surprised in court. Sorry for the contrast, but I can’t help thinking if Casey Anthony had counsel like this..

    It appears to be a known fact or at least public record that TH drinks.

    In our local Oregon elementary there is a parent (s) who are “known” to drink even been in and out of rehab. They also volunteer at the school regularly (constantly). Interestingly this is not something that bothers the school or the school ignores and has bothered me and others.

    Do schools need to raise the bar? Is a background check not enough? Is a DUII with aminor in the car in the last 3 years should exclude a parent ( or a teacher)? Should a regular volunteer in the classroom be subject to random drug and alcohol testing just like staff?

    The drinking is part of the puzzle and part of the personality we are seeing and we wouldnt let a teacher inthe classroom with her drinking but we let a parent.

    My thought is(was) she is setting up the school to sue them and didn’t think the light would shine back on her. With that in mind
    I still keep thinking he is closer to the school where it would look like the school was negligent.

    We need more than cameras we need a no DUII in the last 3-5 years and something to address the drinking parents who have yet to get a DUII.

    A mental defense – possibly, but I’m doubtful they could use only PPD. I am a counselor, not an attorney, but my research found that in the US, postpartum depression and postpartum delusions (alone) are not considered a legal defense or as mitigating circumstances. In other countries, PPD is considered, but only during the sentencing. And even then, you’d expect the crime to be somewhat related to the symptoms of PPD.

    I have personal experience with this due to a family member. Her crime did not involve directly physically hurting her child or anyone else, but (as is common) a detachment from the baby, a great deal of guilt about her feelings, and resulted from unreasonable anxiety. My family member should have been, but was not interviewed or screened by the doctor or hospital for this, even though they put in the file she was at risk for it. Her actions were obviously out of character for her although you could see some connections in her thinking (in hindsight). In hers, and all the cases of PPD that I have read or read about (hundreds), the normal relationship with the baby is disturbed in some negative way, but that hasn’t been indicated here between TH and Kiara. It also appears that even though TH may have had some behavior changes after Kiara’s birth, there was concern about her behavior long before that (lying, DUI, etc.).

    I believe it was said that TH received some treatment (usually antidepressants) for PPD after Kiara was born. If there are undiagnosed underlying mental health (or drug) issues, the treatment may not be as successful or may not respond to particular meds – but it still does not appear that there were problems between TH and Kiara that would have been explained by PPD, and even if so at birth, certainly not that would or did continue into the time period involving potential harm to Kaine or Kyron.

    Side note: I believe the reason PPD is not considered a legal defense anywhere in the world that I know of, is the lack of scientifically measurable evidence such as a blood test and the variability of the changes it causes – and possibly because men don’t have it. There is work being done that is leading to the ability to screen physically for PPD or the risk of it, and I believe that will change how the law looks at it – in the distant future.

    I have not heard anyone discuss the possibility of TH being an alcoholic. I’ve known some alcoholics who were masters of hiding the fact. Obviously, the DUI brings that to mind, but also in following some of the different posts that seemed to be TH, I have noticed subtle changes in ability to spell and express themselves that caused me to wonder if the person (same poster) were drinking and typing. (TH apparently does normally have adequate writing skills.) I also found a post by “rejoice99″ on koin.com this morning that made me wonder if it is TH again. There had been only one so far, and the posting began yesterday.
