The Jennifer Kesse Case: Six Years of Fears, Tears and Degrees Heat Up The Hunt

Last evening, 6 Years ago at 10:40 PM, Jennifer Kesse’s cell phone battery was removed.

Experts from the newly formed SMART panel concur it was likely removed by the person or persons responsible for her disappearance.

As chronicled in an expose  last week by www.blinkoncrime.com,  current leads are pointing to further investigation of Jennifer’s professional associations and colleagues at Central Florida Investments.

On November 15, 2005, Jennifer’s promotion to Manager of Mortgage Process Engineering  was announced.

While there is no known indication her responsibilities included corporate real estate acquisition and divestitures, www.blinkoncrime.com’s investigation into her disappearance has uncovered a very notable corporate transaction worthy of a  Made-off* award.

Is this the meeting Jennifer missed that prompted the call by a colleague to her Mother Joyce?

The very morning Jennifer disappeared,  under the direction of CFI’s CEO-  David Siegel- the company sold an undeveloped parcel of commercial land for 4.7million dollars on GrandNational Drive .  The financing agreement was finalized on January 24th and the sales contracts were signed two days later.

Joyce , Don & Associates agreed to pay interest-only installments of 10% on the 4.2million balance monthly until the third year anniversary; at which time a balloon payment for the entire remaining amount was due and payable.  That is like the zeppelin of balloons in commercial real estate without so much as a plat plan or wetland study.

Who agreed to fund the acquisition for JD&A?  Central Florida Investments.

Why CFI would to carry that amount of debt with no “win” on the balance sheet at the start of the decline in home sales leading to lack of funds for time shares, I have no idea.  Why CFI would agree to such a proposal without appropriate due diligence is the next head scratcher.  As the new process improvement specialist- did this come under Jennifer Kesse’s review?

Joy, Don & Associates was the latest brainchild of Osmond Decoteau, and Donna Rachael Daniels.

The short version:  After the dirty duo bought up 2 remaining parcels on International Drive they did not have funds for, Decoteau & Daniels were indicted in 2008 for wire fraud.   Both were accused of bilking investors, landowners and residents of over $20million dollars for properties in Brooklyn, California and Florida.

What started out as the slum-lord version of ponzi worked so well the Trinidad native decided to migrate South and rip off wealthier folks in a warmer climate.  Makes sense if the villagers are crossing the Brooklyn bridge  with torches and  you have been unsuccessful in selling it thus far.

 

Decoteau is currently in Federal prison awaiting an order for the govt to forcibly medicate him to be competent to stand trial.

Bernie Madoff walks past his cell and mutters “underachieving slacker” under his breathe on his way to Canasta in the rec lounge.

Daniels is free on a $500K bond and is believed to be cooperating with prosecutors.  An unsuccessful hand-written bankruptcy filing was dismissed.  Deconteau set up his family members to buy the property at a loss under the now defunct  Ambeeka  Holding Corp.

In the end CFI got the property back by default.

Members of Decoteau’s extended family also own a timeshare in Westgate’s Sand Lake Resort; the sale of which was processed during Jennifer’s tenure at CFI.

NOT THE VALET

Just about the same time Jenn’s enrapt co-worker Johnny Campos arrives at the CFI offices in Ocoee, the mystery suspect , the only named suspect in her disappearance to date, is parking her car next to the pool at the Huntington On The Green apartments.

He pulls in, quickly reverses and straightens the wheel, waits about 32 seconds and makes his way past 3 separately angled security cameras making no attempt to hide his appearance.

Theories abound about his attire.  Cook, painter, security patrol, bike runner or messenger.

New leads acquired in Jennifer’s case by www.blinkoncrime.com have presented a new possibility.

 

Is the video a break or a bumper?  We are talking cricket-speak.

While it is not known if she was alone or with a friend,  Jennifer visited the Cricketers Arms 2 month prior to her disappearance.

Could the man parking Jennifer’s car at noon on January 24th, 2006 be wearing a cricket uniform?

Cricket is a major fave among the younger Euro-set in Orlando as well as the pub named in their honor- The Cricketers Arms.  In 2006 “Cricketers” was located on Industrial Drive and recently re-opened on W. Sand Lake Rd, adjacent to the Sand Lake Resorts owned by Westgate.

    I’m trying to think through the co-worker contacting Jennifer’s parents so early in the day. Put yourself in a co-worker’s shoes…at what point would you call someone’s parents (or emergency contact)? Was the co-worker instructed to call Jennifer’s parents or did the co-worker have reason enough to be concerned to call on his/her own? I know there was a meeting she was missing, but I’m not sure that even that would provoke me to start contacting the emergency contacts of a co-worker. I don’t really have an answer of when I would call, I’m just thinking I don’t think I would have called that early and I’m wondering if the co-worker was instructed to call or chose to call on his/her own. I may have even had someone make a trip to the condo before calling emergency contact numbers if the condo was within a reasonable distance. Was Jennifer close to any of the other ladies at work? Just my thoughts…sorry if this has been covered.

    I think that was an excellent question. We must take into account that Mr. Campos and Jennifer were both out that morning until about noon. I am not aware of anyone calling his family or that he missed a meeting. What escalated that emergency call is very important.

    I think that the time she left her apartment is absolutely critical. I think it is odd, or quite telling, that her cell phone ping outside her apartment occurred shortly after her conversation with Rob, almost as if it was setup to be that way (well, I got that conversation done with, now I can go meet x), or she remembered she had something to do (like mail out Travis’ cell phone). If she went out, it was unknown to anyone, her shoes were missing, so her leaving would appear to have been voluntary. Perhaps she was attacked during one of these scenarios.

    Tarheel – I too have been giving this some thought. Absent the important meeting, I’m not sure at my office anyone would call an emergency contact if a co-worker hadn’t shown up for work by noon. My office tends to be rather flexible with time in the office, however.

    I can see co-workers trying to reach someone by phone, but I think most of the time an assumption would be made that something had come up and management would wait until the person didn’t show a second day to contact emergency contacts.

    I think something/someone escalated the call. Was it ‘Adam Frank’?

I was on WS when some of this was brought to the forefront but Jenn’s “missing” site has uncovered more.   5. Looking forward to the update whenever you are able to post Blink. I think your last staement about how both Mr. Campos and Jenn were both out until about noon speaks volumes. I can tell you that my co-workers know that I’m due in around 9- if I’m not in by 9:30am and I have not called to let them know I am running late then I need them to call my mother as something is fishy.

    In my prior life I always had a fairly long commute. In general due to my responsibilities I was on the horn with staff or clients on the way in. If I had client visits that day, I could see a few hours going by until someone was like.. uh, where’s Ms. Rainmaker?

    Tarheel: You brought up a great point. Although my dad and I had a retail business, if someone did not show up for work we would call them. If there was a concern beyond that, we would get their closest friend in the business to go check on them at their residence just to be safe. I never called their parents right off the bat. Could lead to more clues.

    Regarding what escalated the emergency call, it might also help to check the time and frequency of calls placed from the office to her home or cell. It would seem they would call her there several times before reaching out to the emergency contact. Also, what time did they start calling? Before Mr. Campos returned to the office or after? How long after?

    We have nice names for others who come to the United States without first applying for entry into this nation. “Undocumanted worker” we have lots of nice names for them. The fact is this. They committed a criminal act by entering this nation illegal. It is criminal behavior.
    If a person did not apply, then there is a reason. If you have a criminal record in the originating nation. Then that is a good reason to come here illegal.

    Now apparently we have a contractor who was building the condo project that Jennifer lived in who allowed illegal workers to stay in unfinished sections of the project. There is not a contractors insurance policy that would allow for such things and most of the time when building such a project, it is done with a contractor loan, which would require such insurance. The liability of workers staying in unfinished units is beyond belief. Who would be responsible if they had a fire ? or died of a drug overdose? or died of a heart attack or fell down the stairs ? or attacked a resident that payed big money to own a condo?
    What is the name of that contractor ?

    I’ve always considered this a homicide case.
    It was made difficult by inept investigation at the start.
    Then there is the complication of:

    No body
    No crime scene
    No witnesses
    Little to no physical evidence

    Of the motives for murder, in this case I suspect:

    Love/sex
    Jealousy

    I doubt the ethics of Jennifer’s employer has anything to do with her demise.
    How many other employees have been abducted and vanished without trace?

    The way I see it an awful lot hangs on Blink’s latest discovery (JC).
    Just about everything else was available to the 2009 SMART team.

    Blink, thank you so much! That’s what I was trying to find out. I keep going over the clothes the poi was wearing & wondering, speculating, could fit any give number of profiles. There was a golf course (small but had a clubhouse) about a mile away. I was trying to figure out if her building was visible to that country club bc in all reality the poi could be wearing gold clothes as well. The hat looks just like one of those beanies & trainers most usually wear light khakis & a white polo shirt with similar shoes shown. The golf course closed in 2007. It was right on Vineland Rd. Anyway, that the reason I was wondering about the view. I wasn’t concerned with “her” view but rather the view of her condo from “outsiders”.

    How ironic that her balcony faced the mall bc the country club is right across from the mall.

    Hey Blink, dontcha wonder why the poi picked HOTG to park Jenn’s car? Dontcha think it’s ironic the valet parked her car at HOTG around the same time that management at Mosaic was checking Jenn’s condo? Plus it’s really weird that several of the workers didn’t show up that next day.

    I wonder if HOTG & Mosaic at Millenia used the same contracting companies, be it landscaping, security, building & painting, managing, etc.

    There’s something I know as a fact – if FL cracked down on illegals, their minimum wage would increase big time. Heck, if they started cracking down in the businesses that hire illegals and start slapping them with fines, maybe that could help put a dent in their public education funding. Either our govt needs to make it easier for non nationals to work in our country or else do something different like turn them away.

    Blink I am still on the fence about this being a Cricket uniform.I searched and didn’t see a lot of white,mostly colors in Florida.I know
    there are cruise ships there,could this be someone that worked on one.(She just came off a cruise) or even looks like a uniform a painter would wear.Thinking outside the box Blink and I am sure Campos has a

    A got a lump in my throat, too, when Drew told of the FBI leaving them and seeming to say ‘go away.’ And then when he said how humbled he felt that progress was being made by those of us in the public who keep pushing for answers…how nice to hear that hopefulness in his voice.

    re: the clothes. it does look like cricket clothes to me, but it also looks like it could be anything. cricket seems to be huge in FL – and the west indies. and there seems to be a large population from those areas in FL.

    but – do people wear those clothes even if they are not on a team? e around here people wear jogging clothes or red sox caps, that type of thing.

    there are tons of websites for cricket clothes. you can even buy them in sports authority.

    SO! This should be interesting. I did not follow the Caylee Anthony story except what they had here on our local news so I guess I am going to go back in time and try and read up if you could have been referring to LE or who I have no idea. I never remember hearing that you were not a fan of LE in that case. As a matter of fact quit the opposite. Of course I didn’t follow from the beginning so I don’t know. Things that make you go hmmmm.
    JC and crew must be feeling squirmy. I mean even if they are somehow not at all involved with them knowing they are the topic of conversation (not that I know they read hear but it does seem that most of the time suspects do) I know one thing. I wouldn’t want BOC or SM on my tail if I did something horrible like this but if something happened to me or my family I know who I would want in my corner. Just sayin’

    Your post this afternoon regarding master keys. A master key system for a commercial building or apartment complex is a designed system so that you have a key for the apartment that will only open that particular lock. There can be three or four levels of pins in a lock. There can be a building master that will open every lock for a particular building and then a group master that would unlock a group of buildings and finally a Grand master that would open every lock in the building or complex. The locksmith that designs the system would leave a plan with the appropriate person so that additional locks could be added to the system. This would or should be kept in a secure place.

    Many maintenance people are given a master key so they can get into any service area or apartment without having to carry a big ring of keys. The protection of the Grand master is paramount. When such a key is known to be missing, there is a major security problem. At that point in time, the police and the locksmith should be notified. The locksmith can take immediate steps to change the system to prevent the old lost or stolen key from working while the police can begin the process of determining the how and who lost the key.

    Did the management of this facility take the correct steps with the missing master key? It doesn’t appear that they did since it was used later to commit unlawful entry to some of the residences. Liability is great for the management in such a case.

    Forty years ago, two programmer friends of mine became interested in locksmithing. They studied in their spare time and took all the seminars and classes to become master locksmiths. When the small personal computers appeared, each of them wrote programs for master key systems. Several of the lock companies contracted for their work to be specific to their locks. I was lucky enough to be the tester for some of this work. Yes, I can pick a lock on the master pins with a pick set. That is not an easy task. The lock picking shown on TV is a joke. They don’t even show the proper tools.

    Until we as a people demand that illegals are not allowed to work in this country, and those that employee them are severly punished, we will continue to have problems in our society.

    I can pick the lock on Blink Jr’s XBOX game if that counts?

    I welcome diversity in our great land. LEGAL diversity as defined by citizenship or current Visa.

    For those that do NOT think it is a problem just have a lookey at all the INS filings for Jane and John DOe and SS fraud. Pandemic.

    A thought – maybe Jenn’s phone was taken at the same time that Jenn was “taken” from her apartment that night – and the battery removed later (after 10 p.m.) by the person(s) who abducted her. It doesn’t necessarily mean that Jenn left her apartment on her own after 10 – it could mean that she was abducted or “removed” from her apartment before 10 and the abducter realized that her phone could “ping” her location, so he removed the battery from her phone.

    If JC came to her condo that night where would he have parked? Where normally did her visitors park? Neighbors , workers, landscapers, management may have seen his vehicle? if she planned on leaving and meeting him, the phone trail should be there.

    Blink – SS is a disgrace in our country! I’ve said this for years. I live in Jersey as well and can cite a few areas where the “hired help” purchase citizen’s SS#s for $25-$50 and work under those numbers! Sometimes it’s easier for them to work under the table but seriously this is a big issue when dealing with the state our SS is in right now! Personally I believe all US citizens should have to have their picture and fingerprint on their SS cards and I think it should be done pronto, just like a Driver’s license or a state issued id card.

    Wanted to note… There was another golf course right by the Mosaic. As a matter of fact it’s smack dead in the middle of Mosaic at Millenia and HOTG. It closed in 2008 and the name was Eaglewood Golf Club.

    I know the valet looks like he’s wearing cricket garb but it could also be golf garb. The attire is extremely similar to both.

    Also, the Ocasio that lives on Rose Blvd, are they related to Tracy?

    With respect to the topic of hiring illegal immigrants, check up on Alabama’s new controversial law on this. An employer can be penalized if they hire illegals. It has it’s good points and a few really questionable points.

    Another thing, as employers, we can all do is to utilize e-verify (a free service, online) that matches up SSN’s and names/other ID. There have been numerous times that I’ve had to refer someone to their local SS office to get their issues taken care of within the requisite 10 days (you can’t accuse them, but don’t ever expect them to grace your office again)
    I believe at this point, the onus for solving undocumented immigration is on the employers. If there was no work available for undocumented workers, we would see our numbers greatly diminish. The fact remains that some employers turn a blind eye to the problem, in an effort to “save” money.

    Blink, that Eaglewood Golf Club was sold. There’s tons of litigation on this land. Seems developers fraudulently sold a rundown apartment complex with the promise of converting them into luxury condominiums with a world class spa, soccer training facility and luxury golf course. Oh yeah, plus the promise of use of a private jet if they were club members. It was supposed to be Orlando Cay Club. Sunvest Developers has/had a class a tion lawsuit against them. It was big stuff in the news & papers. I’m looking to see if there’s a link behind the scenes with the company Jenn worked for. Seems they owned everything around her. Anyway, apparently this is where some of the highest crime in the area is.

    Blink, it sorta makes me wonder about real estate investment & developer companies. I have this itchy idea in the back of my head that the ultimate goal of real estate is to own or develop for sale as much as you can to make a profit. The easiest way for a multiple billion dollar company to be able to purchase land otherwise unavailable to them in mass market would be to form a bunch of llcs to purchase small amounts, then either abandon them to foreclose or run them down. This would create low value in neighboring areas and possibly crime. Once an area is crime ridden, property value drops. Once that drops, it’s easily purchased, redeveloped and sold or rented for huge profit. Orlando will always have good vs bad sections just like any other major metro city. The thing is that the land will always be versatile, easily molded bc of the extra curricular activities there, as well as all the higher education facilities. Orlando has fast made it’s own mark on technology as it’s becoming the go to place for learning and starting up a tech co. Land that was once beautiful can be made into a slum and then redeveloped yet again for luxury. It will always be that way for as long as it’s allowed, legal loopholes. Except investors are getting smart…finally.

    One can only wonder.

    Not really clear on your question Titch if you can help a gal out. I will say I am floored at the lack of professional licensures and credentials of real estate transactions I am seeing. Developing land today, or anything for that matter is entirely different today than it was then, on the wave of the real estate bubble.

    Further north up International Drive are the Premium Outlets (open 10am to11pm).

    fwiw, across from the Outlets – - west across Interstate 4 – - are more WG properties (Bule Tree Resorts).

    And even further north at 8445 International Drive was the 2006 site of the Mercado International Plaza (demolished and fenced-in, fall 2007) where the Cricketer’s Arms Pub was located (close to WG property on W Sand Lake Road).

    Blink, the tip/tipster must have been validated in some way (poly?) before such a massive effort was launched?

    And, Blink, do you know the make/color of the alleged pickup truck?
