    Feds need to bring in auditors to pour over PS investments & monies asap.   

    As far as Freeh’s report saying PS BOT abysmally failed in Duty of Care.  I agree and I bet it extends to money mgmt & investment.  I am not going to pour over State Corp law.  But Imo some Board member needs to get a Hot Shot Corp lawyer asap and file a suit against PS Board on duty of care issues.  Case is so good, surely would take on contingency.  needs to be a newly elected Board member not there during the negligence.  Unfortunately the one I saw on TV yesterday at the Deli going back into Board meeting seemed linehis only platform was a culture of reverence for football program and a determination to “save the statue.”  Seemed Vacuous.   And likely a Lubert ally. 

    Maybe DOJ racketeering office needs to look around at potential duty of care violations by BOT as to investments.

    Thanks for your long post and the book references. I’ll spend some time with the Nick Bryant book. If you go back and read one of my early posts in another piece by Blink on this subject, you will find that I predicted that there would be links found to PSU, the local government including the criminal justice system and all the way to the state level as well as possible outside the state links.

    Sandusky did not manage to keep it under wraps for IMO the entire life of The Second Mile without outside help by those that were benifiting from the close association of PSU. I have also predicted that it may take as long as ten years to ferret out all of those involved. How much the feds will help is yet to be determined.

    I am quite aware that pedaphilla is not limited to boys as victims. We also are beginning to find that pedaphilla is not limited to males as perps. It also includes females as well.

    This ugly evil behavior has been with our society a very long time. In times past it was taken care of by the local community when it was found. Today, with all the access of communication and social media on the internet, we have a much larger community for a pedaphile to pick from.

That person wrote in an aspergerish way: intellectual analysis, convoluted thoughts, very detailed, social deafness. This one is breezy and social and lacks detail. Word girl?

    I agree with your thoughts in the 10:35 A.M. post regarding the payments to the Freeh group vs those in a jury. I am suprised to learn that jurors are paid as much as $25 per day in some places. That is more than twice as much as jurors get paid in Texas. The last time I served on a jury in Harris County,Texas we were paid the sum of six dollars. It would not cover the cost of a good lunch.

    While I think the work of Freeh did reveal some things, IMO there are many things that it did not touch. This is a way for the PSU BOT to prove to the public that they were not sitting idly by regarding this scandal. This was an expensive report in dollars. Did it satisfy the public? Probably some would be satisfied, but not those that are more astute.

    Maybe just for today. One of the last lengthy conversations with Ma Mere was about this very topic. She told me she hates when I use the word perview when I speak. She said it sounds like a Sales Training Brochure or forward analysis and could be taken as condescending by anyone that did not share it.

    Not the qualities of a message I was invested in delivering, she says, lol.

    It was incredibly educational for me. A few key points: 1) not all molesters are true pedophiles and vice versa. Some will view child porn and never act on urges; whereas some child molesters are “situational” and take advantage of an opportunity but do not have a strict preference for children. 2) Related to this first point, there are preferential child molesters vs. situational child molesters – those that prefer to have sex with children and will seek them out vs. those that will have sex with children if given access. I am not a doctor but I do think Mr. Sandusky may fit into the former category. I think it is very telling that (and someone correct me if I’m wrong) the Sanduskys never had any biological children. Maybe Dottie was not really into sex and her husband did not pursue it because, well, he wasn’t really into sex with her either. In this case I could see it as being a marriage of “image” rather than true love. They both get what they want, as wrong as that sounds. 3) Not all pedophiles/molesters have a gender preference. Some, as in Father Oliver O’Grady’s case, will molest both genders. Pedophiliac urges are more about having a weak/vulnerable and available victim than it is about having a boy or girl. Also, most true pedophiles were molested as children themselves, and sexual abuse as you can imagine has a devastating effect on one’s sexual development – it pretty much “stops” you at that point in time in your development. Whoever molested Sandusky as a child (and I’m certain he was), was instrumental in determining this psychosexual blueprint for him.
    I am very much pro gay rights and have been active in the gay community, and my old instinct would have been to get mad at you for your thoughts on homosexuality and pedophilia, but I see that you just want to understand it further because you honestly didn’t know, and I commend you for reaching out and asking for that information instead of making assumptions as most do. For me the overriding difference is always CONSENT. Homosexuals, like heterosexuals, want to have sex with ADULTS of their same or different gender who consent. Pedophiles want to have sex with CHILDREN, boys OR girls, who cannot give consent. Sex between consenting adults is none of my business and has been happening between both homosexuals and heterosexuals since the beginning of the time. By and large, the overwhelming majority of both homosexual adults, the same percentage as heterosexual adults, do not want to have sex with children. So the attraction toward a specific gender is really kind of irrelevant.
    Read the report above and I also recommend as other commenters have noted, that you watch the film “Deliver Us from Evil” about Father Oliver O’Grady which is available on Hulu.com (not sure if it’s free as I have a subscription) – it is as informative as it is disturbing.

    There’s a false belief that more information may still come from The Second Mile’s internal investigation.

    It won’t.

    Essentially, what Lynne Abraham’s (who is she) firm found, they used to recommend the children’s charity dissolve and transfer assets to Texas-based charity Arrow Ministries.

    No internal report was completed and no public reflection about whether policies were violated will be released publicly.

    Thank you for your reference to the FBI based document. It is 212 pages long and will take a little while to get through it. I agree that all of society must become better educated to the activities of those who harm children and youths. Education that will help to quickly recognize potential bad behavior in order to save the future victims.

    I did read a report from Harvard Medical today that has investigated the various levels of clinical classes of behavior regarding deviant individuals. There was some consideration given to an area that coincides with my belief. This did not attempt to look at the criminal aspects of deviant behavior.

    Ohh Word Girl is chocaholic who is hooked on Belgium chocolate. I have to convess that I too love dark chocolate and have been known to take a block of dark bakers chocolate and shave it with a knive. It is way too hard to eat at room temperature unless it is shaved.

    Do all PA roads lead back to the exposes by Bill Keisling? That’s where I ended up on my meanderings in PA’s Dept of Public Welfare last night.

    Back in York County. Which also has that nasty open-secret history of the prostitution (some underage) ring surrounding its courthouse. And a pending request for a federal inquiry into that (need to update status on that).

    Snips here are from Keisling’s article; link at the end. Quotes are from the article, interspersed with my summary material from it (not in quotes).

    “Time and again, corrupt court and county officials have intervened to protect Children and Youth Services — and other insiders — from scrutiny, and blame, while kids continue to be hurt.”

    “Aleta Bailey [a 5 yr old, raped, beaten, died of brain hemorrhage] was supposedly under protection of York County Children and Youth Services. Her caseworker was Beverly Mackereth, who would go on to become a prominent York County Republican….

    Mackereth’s official biography on the Pennsylvania House of Representatives website reads that Mackereth, “became a Supervisor at York County Children and Youth Services overseeing intake investigations of alleged child abuse and neglect from 1980 to 1987.””

    In 1983 Aleta’s estate brought a federal lawsuit was filed on behalf of Aleta’s estate.

    Mackereth was elected to the state General Assembly in 2000, where she held a seat until 2008.

    In 2008 Rebecca Downing, chief county detective then, brought a federal lawsuit involving a courthouse electioneering scheme. It implicated Mackereth’s campaign treasurer, Susan Voyzey. Tom Corbett was AG then; refused to investigate the allegations. [per beejay: I believe all these folks were Republicans, like Corbett]

    “County GOP officials then appointed Mackereth as Executive Director of York County Human Services — in charge of county Children and Youth Services.     After checking PA Dept of Public Welfare’s organizational chart, I randomly picked a place to start: the current #2 person, Deputy Secretary Beverly D. Mackereth.

    She’s moved on up in the state agencies since her early work as a caseworker in York county’ County Children and Youth Services. I don’t envy her any of her jobs. But she’s currently taking heat over in Washington County (home of Sandusky). From the only judge there who is currently hearing Family Court cases.

    Yes, he is a member of a community group which has made contributions to the Brownson House. It’s the local Second Mile, and I mean that in a good way. He seems to be the good guy in this instance. (And I think that’s a relative of his, Richard, who is/was with the law firm that Corbett used to work for, Rose something-something, in Wash and Pittsburgh. Nevertheless…)

    “The Washington County Children and Youth Services agency may have received a favorable review this year from the state Department of Public Welfare, but the judge who oversees CYS court cases was “shocked and flabbergasted” when he learned of the evaluation.

    … judge [John DiSalle] has been critical of both the agency [Wash CYS] and a Department of Public Welfare review, writing to a state official in a four-page letter about [several cases he has been involved with that moved him to pen his lengthy letter]”

    [beejay’s quick summary: this spring DPW interviewed 20 people, including DiSalle, county Human Services Director Tim Kimmel, CYS Director Lori Harbert, several caseworkers and supervisors about five specific cases. Mackereth then issued a report, which did not sit well with Judge DiSalle. He followed up with a letter to her, quote below from the reporter]

    ““What is perhaps most insulting about your report” is that there needs to be a trusting, working relationship between the court and the agency.

    “Since your report has vindicated the agency by disregarding everything the (juvenile) master and I have reported … the only inference that can be drawn is that the problem is with the court, that the court must have cut these allegations out of whole cloth. If the reviewers could find no evidence of deception by the agency … how can we work on trust?””

    [Mackereth called him; said that wasn’t a complete review of the Wash CYS agency—just of a few cases called to her attention. She then ordered a CYS licensing review, which is more intensive. Said the latest one in Washington County is not yet complete.]

    [Judge DiSalle had apparently told the county commissioners about some of those disturbing cases, and CYS’ lack of effort wrt them; back in November, 2011.]
    “The judge accused the agency of developing “into a culture of deception.””

    Well, there’s more to read. Poor Ms. Mackereth; her job must be endlessly trying, yet she’s stuck with this business for decades. She might just be one of the good guys, dealing with a huge mess.

    Yesterday there was an article in the Omaha press, where Tom Osborne was interviewed. I posted long ago comments about UN football, Osborne, Roskens, Spanier, etc. A reporter apparently decided to look up Mr. Osborne in light of the current PSU scandal.

    It takes time. Things are in flux. It’s an easy leap to make. And men especially are comfortable with the bending-over-in-the-shower-for-the-soap joke. So, don’t feel like an aardvark on that.

    Blink: I have no happy news. Being from Georgia, home of the late state senator Nancy Schaefer, and her late husband. Who, unfortunately, were “murder-suicided” on the very weekend she was preparing some important work to be presented publicly. The topic: child protective service agency corruption and endangerment of children in its purview. Not only GA was mentioned.

    There’s a link to a pdf file to one of her senatorly reports–see my link below. Rose–you know any happy news? For, I do not in my tangential acquaintance with such agencies thru the decades. Except for the dedication of the majority of the actual caseworkers. Till they burned out.

    (Schaeffer was not without her faults or detractors. But I vouch for the spirit of her work.)

    I wish someone had said precisely where Jerry Lauro fit into his agency’s structure. He was an Investigator with PA’s DPW. So, I always figured he was whatever they called child protective services in PA at the time. Anybody know exactly?

    Rose has posted about the incentivizing of placements with federal funds. That drove a lot of past abuses within these agencies; I know it did in GA.

    I’ve read a lot about all these PA partnerships to find permanent/adoptive homes for kids. Which is wonderful. Also read that PA has had an unusually high placement of troubled kids into group (trendy term is now “congregate”) facilities–as opposed to families. So, there’s activity there to reduce that too. Both of which need to be watched carefully.

    Also, I’ve seen state agencies institute “programmatic changes” in response to bad press, as well as $$ incentives. In light of that, I should bring over one more accusation from Judge John DiSalle:

    “The judge, in the March letter, zeroed in on a decline in the number of dependency cases, where abused and neglected children are placed under court supervision, claiming that it was an attempt by CYS to “artificially control its budget.” The number of dependency cases was down to 101 in 2011 compared with more than 300 in 2009. This trend has been reversed in 2012, with 118 cases filed so far this year, DiSalle said.”

    Rose you are just a little too young or maybe you didn’t live in a large community where state fairs were held. Royal American Shows is the largest carnival contractor in the county. They do most of the state fairs. In the period between 1930 and 1960 they would usually have one or more shell game booths. It was fun to watch. It’s tough stuff to absorb. I don’ t know how Blink keeps her advocacy going – there must be huge burnout with clinicians, police and advocates like her.
    Thank God there is one glimmer emanating from the Sandusky Penn State tragedy – awareness across millions has been furthered. The rest of the world must catch up.
    For example, in Belgium, I live in the medieval city of Gent. This weekend is the kickoff for the week long annual city festival ( for about 500 years) called the Gentse Feesten. To my horror, the city has allowed this children’s attraction. I saw this and nearly fell over once I realized what it was.     Court Receiverships iirc happened in Portland, which pioneered mbo
    as a country model, but nevertheless institutionally failed. ditto receivership
    of govt foster care in DC after I left, which had eventually tried to follow Portland’s mbo model.
    I don’t remember workers lying to the Court though. The Receiverships around the country were filed by advocacy groups.
    I did through working the system win the right to go rat out my cps agency’s failings with recommendations for remedies to Mayor’s Asst. for same. She took over the govt Child Welfare agency but eventually decamped to Harvard. Agency was too tough to remedy. I imagine Blink it’s just worsened with lean budgets and contracting out. As we saw with Powell case.

The Court involved cases need not all be foster care; some could be relative placements. Personally, I think it could have myriad causes–from better in home supports & services, to a reduction in State workers/higher caseloads/less attention, or to (most likely) changes in State laws making removal dependent on a higher standard thus better documentation to prove a case.

    The closing sentence of your reference made me rethink the application of the term “soul murder”. Since I believe that a soul is a creation of ones self by making moral decisions, in collaboration with GOD, it is not possible to commit the murder of a soul of another.

    However, in rethinking this, whose soul is being murdered? It could very well be the soul of the perp. Constant choosing of evil leads to iniquity and that may lead to the death of the soul. And that would IMO be eternal death.

    The Harvard Medical Report addressed the next level beyond pedaphillia as ephebophillia. Most of JS’ victims were in the range of ephebophillia. Clinically this may be true, but it is non- consensual sex according to our laws and that makes it rape.

    @Word Girl: yup, I’m aware that very few of those that are abused themselves go on to abuse others. Most who are abusers though, were abused themselves. It’s a difficult thing to describe/word.
    @ A Texas Grandfather: I still think the priest abuse issue is one of access. Because altar boys are used in the church and expected to spend time with priests, they are more accessible. Young females in the church have less contact with priests. But there are plenty of cases of girls molested by priests as well. The fact is that outside of abuse by clergy, “the overwhelming numbers of juvenile victims of sexual abuse are female” (according to Psychology Today). http://www.psychologytoday.com/blog/crimes-violence/201005/priest-abuse-male-compared-female-victimization-impact. If there were some correlation between homosexuality and pedophilia, you would expect to see much higher numbers of juvenile male victims outside of the church, would you not? It would be interesting however to see if these numbers would change if the Church’s policy on priest celibacy changes – if it truly is one of pedophiles choosing the priesthood to hide behind, or of their sexual development being interrupted and somehow warped by the vow of celibacy, and these suppressed urges acted upon with the most accessible and vulnerable victims. I haven’t heard of other religions having problems to this extent with their clergy and church elders.

    In regards to the mural. I don’t know the cause of the halo over JoPa’s head. I do know from my music teaching experience that children born around 1990 and later seemed to have the concept that anyone with a lot of skill was some sort of GOD. Just where that concept originated is unknown to me. Maybe JaPa was aware of the mural or maybe not. If he was aware and he allowed that to exist,it just lowers my opinio another notch.

    Ok, clean up you attitude. LoL This is going to take a long time for some to come to grips with reality. It may take hundreds of pages on google before it completes.

    @Beejay, According to this Lauro was a state specialist supervisor during the investigation the state took over from the county regarding Sandusky in 1998. His career with DPW ended in 2006, (looks like he had 30 years in.) Now he is with NHS.
