Nittany Nightmare Continues Past Sandusky: Former President Spanier Charged- NEW Charges for Curley and Schultz Filed
Happy Valley- PA On the heels of convicted child molester Jerry Sandusky’s transfer to his new home, what most predicted would follow- has.
Former Penn State President Graham Spanier, fired by the Penn State Board of Trust the same day as legendary late-Nittany Lions Coach Joe Paterno, is facing serious charges today filed by Sandusky’s prosecutors.
Spanier is facing counts of obstruction of justice, perjury, conspiracy, endangering the welfare of children and failure to report allegations of child abuse.
Tim Curley and Gary Schultz, who were facing perjury and charges based on “non-reporting”, are now facing all five similar charges as Spanier- additional filings occurred simultaneously.
Linda L. Kelly stated the men “used their positions to conceal and cover up for years the activities of a known child predator,” on Thursday following the announcement.

has interests running to vics. His settlements with Penn State are based on the credibility & conclusions of the Freeh Report. Apparently Carluccio presented evidence to the GJ (“as well as”) of a “feud between Kane & Fina” over the handling of various investigations. What kind of evidence would that be other than newspaper articles. Such evidence politicizes the GJ and would tend to inflame them.
I am not sure I can articulate just how small this fishbowl is. I think Parks Miller has her issues/agenda, but I don’t think she would risk her career as alleged. we shall see.

Imo Town Solicitor should be fired for seriously exposing Centre Cty to a civil suit.
1) Govt bodies always discuss personnel matters in Executive Session.
He should have advised receiving Bernie his Bldg Buddy’s public comment and scheduling an Exec Session for discussion.
He should not have permitted a discussion among Commissioners & Counsel during a public comment period. That’s not how public comment works. At my Town’s Council mtgs, Comments are received into the record, but no responses are made, and absolutely no action would be taken in a Council meeting based on a public comment that night. Commissioners’ Actions require Notice best given in a published Agenda, even if the Exec Session is the next day. Instead Louis led off the discussion with Courthouse gossip.
2) Knowing this affidavit was coming (he said it had been talked about for some time), if he was to permit a public discussion & action taken, he should have ensured the DA had notice and a chance to respond–minimal due process. In fact, Shubin had notice, attended, and made public comment, cagily not in the Minutes.
DA deserved the same opportunity to be heard as Shubin, Bernie & Glantz.
A review of the 2014 agendas shows much money and many contracts swim through the Commissioners on Exarchos’ recommendations at every meeting. Some are small, like $5,000 from the $90M employee retirement fund to Twin Capital in McMurray. Some are large.
Attpical counsel and action taken in a public meeting based on public comment allegations which expose the County to a large civil suit makes one wonder what else has gone on since the Solicitor’s private firm was retained in the 1990s. One thought of drug dealors and past criminal cases with Gricar, did anyone think of possible County corruption? Since he was retiring, it would not trouble Gricar to start a local corruption investigation.

There was no way for Bernie and his plaintiff to know & allege that unless the “unnamed Commissioner” told him directly to buttress his suit (in which the County was a defendant. Glantz the Solicitor obviously advised settlement when imo this plaintiff’s suit should have been litigated because Madiera took action to fire Marshall the moment he was informed. But the Commissioner, doubtless the one who keeps appointing Glantz, would have been deposed & have been the lynchpin of the case against the County. Looks like there has been a Glantz-unnamed Commissioner-Bernie triangle dating back at keast to this imo extortive settlement. Someone fed Bernie the 2005 Commissioner allegation.

I saw- I wish it was broken down by offense plea ( less DUI) and original charge- that tells me the story more empirically I think.
In no way is ARD to be an option for an offense with a victim- as Lee was granted. I still can’t believe that was not revoked considering the fact his probation officer recommended it directly. I can’t explain it better- except to say when he came on my radar I absolutely knew he would re-offend and he absolutely has the equivalent of important people and farm animal pics.

I would like to see a comparative study under 3 DAs from 2003-2013; there is great variation.
With FOIA, or a study done by a PS PhD candidate or group of PS grad students for a crim justice internship commissioned by the Commissioners, or the local District Judicial Administration, one ought to be able to get each case’s original charges & trace each case to disposition, names blacked out. In this computer era, statistical analysis by year, by charge, by prosecutor, & by DA should not be a hard project. Probably belongs in Soc Dept. Problem is failed ADAs teach at PS & probably run the criminology seminars. The results as compared to variables like budgets & staffing would be interesting

I’d like to know if any attorneys go to trial more frequently in the last couple years as opposed to being offered a plea or ARD. These solo crim def practitioners depend on avoiding resource draining trials & dispositions by plea. hi volume turniver. Now if a small shop made a habit of hiring terminated employees under a cloud, I’d find the collegial trust needed to take an ARD or plea withering. And I doubt Masorti will forget or forgive his “Go to Jail” card. Maybe posting Miller’s perp walk pic is salve, but it helps discredit his employee.

Town Solicitor represents not the Town (OK, so he does in the rest of the mtg), but Chris Exarchos Owner, & Glantz’ son, Owner’s Engineer, at Planning Commission wrt a Development project. Owner Exarchos is the the who keeps appointing Glantz, his apparent personal development attorney. Miller must scare these cronys xxxxless.
Where IS the County press? Imo this is the tip of a 2 decade iceberg. Miller might call the AG, but they are both disabled.

I live in an historically bitterly divided small Town. Elections turn on issues of development, stormwater, variances (front/side, fences), tree ordinance, and so on. No one gives a rats bippy about the terribke management & office practices of a decade, or cronyism. I remember when a bad mgr fired our long term tree folks, gave an expensive no bid contract to a co. then went to work for that co. no one cared. They care about “planning” issues–building permits & variances. Centre Cty seems a clone, yet beset with profoundlegal conflicts if interest & cronyism. which my Town has. But we have an independent Solicitor.

I am seeing some commonalities that suggest Gricar, Lee, & Sandusky were all more
Centre County & Town problems than PS gown problems. So you’d think
Liz Grove would be throwing herself at Mller’s feet; but the 409 tribe torch

All 3 had or should have had the same local police investigators–botched in
all 3 cases. The role of local investigators is the biggest commonality.
All 3 were involved with the judiciary… courts & crime, in Jerry’s case & Lee’s,
juvenile involvements. TSM was involved in development,
real estate, bldg, & had developer supporters, and Sandusky cultivated judges.
Lee had variance & bldg issues, development issues (fundraising), and political
County ties. Gricar had political involvement just by the nature of his job.
Gricar had to deal with Commissioners–
