Kyron Horman Missing: New Years Eve Settlement Ends Horman Marriage

Portland, OR- In a surprise court hearing,  Judge Henry Kantor signed off on the agreement between Kaine Horman and Terri Moulton Horman to end their marriage this afternoon.

Details of the agreement have not been released publicly, but according to KGW,  a financial settlement to include child support and a lump payment to Terri Horman has been reached.

In what can only be described as a bitter family court feud-  the divorce matter was last in court on December 16th to decide if the Horman landscaper,  Rodolfo Sanchez Estrada -who alleges Terri Horman tried to hire him to murder Kaine Horman at a lunch meeting – would testify.

Judge Kantor has not yet filed an order from that hearing but Attorneys for Terri Horman were granted a continuance from the pending temporary custody motion scheduled for December 19th and 20th.

    Rogers had electronic items in his home confiscated on January 22, 2015. He was placed on paid leave the day after.

    That leave was changed to UNPAID on March 25th so either there is some time allotment for paid leave within the school district or there was a change in the investigation which proved to the school Loren Rogers would not be coming back to work for them.

    imo It is unusual to have a male paraeducator in eled.

    It is my guess there was a “Basic Life Skills” child at Skyline at the time requiring intensive services.
    (think toileting, sitting in a chair, staying in a line, eating skills)-ie 1 on 1.

    Lou Terrones was a new Oregon hire “captain” of the Skyline sped ship but his Calif license cert was also Basic Life Skills, not say Reading, & he too left soon after to Keefer’s next school for that type of work. They were mismatches for Skyline imo. Perhaps Salvia followed a particular child to the next school.

    The home last sold November 2011 so if it’s Loren Rogers home he probably did not reside there when Kyron was taken.

    Blink, have you confirmed the home belongs to Rogers?

    I have not had an oppty to check prop records and may not until the week’s end. I can say that is his address of record so far.

    This is such a great question or I should say multiple questions.

    -Does it reflect the seriousness of the rift between Kyron’s parents?
    -Is this behavior a strategy that DY truly, honestly believes will produce good results? (e.g., finding her own child?) If so, why?
    -Is this behavior — these decisions from planning to fund raising to PR in any form — based on DY’s lack of presence in Portland over the years that Kyron was living with KH and TMH? Is she just thinking that “someone else has Portland” and she needs to cover other areas?
    -Does she feel that hers is a “statewide” approach and is superior to KH’s methods at the events like the car shows, which might have such a niche draw that they really don’t have the reach that he believes they do?

    Having just re-read that, I’m struck by the wording. While LE was looking into potiential persons of interest they discovered phone and computer records missing from Skyline.

    Does that indicate a potential POI is a staff member or some other person with access to phones and computers at Skyline?

    One would think so but then again with the way this story has been reported…

    Multnomah County Sheriff’s detectives, FBI agents and up to four state justice department investigators have spent the past six months examining at least 60 persons of interest in the disappearance of Kyron from his school.

    Their multi-agency task force has looked at registered sex offenders in the area of the school, the Horman home, visitors to the school that day, and others who may have made cell phone calls that were routed to cell phone towers near the school, the Horman home and Sauvie Island the morning he disappeared.

    At the one-year anniversary of Kyron’s disappearance, Kyron’s stepmother, Terri Moulton Horman, remains the focus of investigators. But they still don’t know what happened to the child and have had to consider all options, including his being abducted, becoming a victim of human trafficking or being killed.
    During the six months, the team divided up lists of dozens of other people of interest, interviewed them, checked accounts of where they were June 4, and in some cases, administered polygraph tests before scratching names off lists.

    “A large part of an investigation like this is eliminating people as suspects,” sheriff’s chief deputy Jason Gates said.

    During the investigation of the other potential persons of interest, the team realized that some evidence — namely phone records and computer log-on information from Skyline School the day Kyron went missing — were not kept by the school district as the sheriff’s office didn’t request the preservation of those records.

    Staton and Gates said they did obtain other information from the school via a search warrant submitted to Superintendent Carole Smith, but could not comment on the school phone records or computer data being preserved.

    There are still “millions of data points” that need to be examined. Those points come from all the cell phone calls picked up by 11 towers within a certain radius of Skyline School — what investigators call “ground zero” — during the six-hour span on June 4, 2010, when Kyron’s disappearance went unreported.

    The Facilities Director of Hillsboro schools arrest reminds me of the deleted phone/computer log in information from Skyline right after Kyron’s disappearance.

    I wonder what valuable information might have been gleaned from what was deleted? Investigators had to have requested the information for a reason. Unfortunate they waited as long as they did to request it though the question is how soon after June 4th was the info deleted and by whom?

    AS- sometimes you just get into my head like a bolt- ya know?
    I am still not certain I believe that deletion was not intentional, or that MCSO does not possess the ability ( through other agencies) to reproduce it.

    At any rate- they have to know (if it did) how it was deleted and by what means.

    CURRENT COMMENTS:
    In the statements I saw (I believe there was one more I can’t find now), I thought the district said they had a maximum time for saving certain kinds of data each year and without overriding that timeline manually, that data is automatically deleted. That’s why they said since no asked (or subpoenaed, I suppose) no PPS staff intervened in that process. I’m sure that’s what was said by someone because I remember it fit with what I thought the district had done in the past.

    I’m sure emails, for example, are not part of that erasing, but computer log-in’s were. The log-in’s would probably show for certain WHEN Kyron was actually marked absent, and from whose computer. Whether Ms. Porter realized Kyron was absent or not, if someone else logged onto her computer or had her password, and marked him absent, then all the other teachers would think he was and not ask about him – his math teacher, anything extra like PE or music or library, and whoever was checking on the talent show. Only the teacher, the school secretary (principal’s designee), and the principal are supposed to be able to mark any attendance information, with corrections allowed for up to 3 days (excused rather than unexcused, for example.) Of course, that leaves also anyone with someone else’s password, a computer left on and unattended, an aide (not supposed to, but is done), and anything else I haven’t thought of.

    Okay, thank you both. Nancy Yates & Robert Salvia, are two of the people neighbor mentioned by neighbor as not being back at the school since June 4, 2010. Thing is, they weren’t even on the roster for the school year that Kyron disappeared, which was the 2010-2011 school year. (Also, neither of whom appear on the TF list as attendees, though Mastin does, which I’ve always thought strange.)

    So, I’m still left wondering, as I’m sure most here are, why would neighbor list them in the first place? And secondly, why list BG? The only BG for both those years is Brian Gardes. Why would any local parent say that BG had left (he’s still there, or was last time I looked anyway a couple of years ago) and why would neighbor, if neighbor was indeed an informed parent, be mentioning people from the year prior to Ky’s abduction?

    Sigh, just more confusion.

    Yes, the deleted information would have shown when Kyron was marked absent. I had not thought of that.

    Also, the log in information would have helped track where staff were the day Kyron went missing and the days/weeks leading up to and after.

    I still wonder what led investigators to believe that information would be pertinent?

    As a parent I would have a huge problem with that, personally. But I was pretty unpopular among admins when I voiced my objection at a board meeting about my children picking up trash and chewed gum at the park with their bare hands. Lots of parents were as pizzed as I was- but nobody but me was willing to open their yaps. That said I did donate an 11 box supply of latex gloves from Sams and my kids learned the term OCD.

Interestingly neighbor listed BG as not being back (the only BG I see is Brian Gardes), and listed TW, who according to Quiz’s list and the SM list wasn’t on the 2009-10 school year roster to begin with, so I’m guessing maybe started later in the year, but what’s weird is she IS listed as starting on the 2010-11 year and yet neighbor included her. You can see she was trying to be thorough as she even listed JZ, the americorps volunteer and listed Dave Stenson the city-paid landscaper.

    So why leave off PM, Paul Mastin? and why leave off JK, Jill Kooning and KM, Kenny Moylan?

    IDK, maybe neighbor just didn’t realize these folks had left. But what I find most interesting is she listed BG, Brian Gardes, unless we don’t have a complete list from 2009-10. ? Makes me wonder if after Kyron’s abudction she knew he planned on leaving, but did not.

    Hell, it’s been 5 years, no wonder I’m confused. Thanks for all your help Quiz, erose & Rose.

    for PPS on June 4, 2010, it was at another school, and he would not be

    @MBS. I find it very odd that LE issued a subpeona to skyline at all. It was a crime scene, a public building, and the last place a still missing child was seen. It makes me seriously believe that skyline lawyered up soon after june 4
    @Rose. Kenny m the janitor was a big mystery early on, i cant remember if he wasnt yet an employee, had quit a week earlier, or right after june 4. A local or two had commented that they were surprised that he was there at the science fair working.
    I get internet back next week and will post links to his info. Also remarkable with him was his roomate at that time, if i remember correctly, roomate had criminal background record.

    I am actually not sure of the origin of the 2009-2010 list. I think the 2010-2011 list may have come from the Skyline website staff list, as the first iterations included staff email addresses.

    Imo LE gets evidence by subpoena or warrant when … anticipates a trial & is preserving evidence.

    I doubt that, likely by consent.
    That said, it is hard for me to discuss protocol when most of it has not been followed in this case- I can’t make typical presumptions

    Re the staff lists going around – just a comment.
    There is a date when the district finalizes enrollment numbers in each school with regard to the assignment of FTE for the year. In my experience, there was some variation from year to year, but it was always in the month of October. School principals assigned staff according to their projected FTE needs and then adjusted their staffing in the fall. Nobody wanted to start school and then make cuts, but they sometimes had to.

    I wasn’t hired until November 1st for my first year because they had to wait and see if enough students enrolled to justify hiring another counselor – and then I was only half time until my VP pieced together a full time job using grant money. This policy included all staff members, but of course, carrying it out was more complicated in high school than elementary.

    The point is that staff lists are not necessarily stable and it helps to have the actual date such a list was compiled. Sometimes it could be one factor that would help to explain discrepancies.

    If i had a daycare or similar and a child disapeared under my care no subpeona would needed. I would glady provide access to everything and anything. I might even realize on my own that electronic clock ins of my staff should be preserved as well as all records i had from that day and recently before. Thats what i was implying, subpeonas are needed when disclosure of info or evidence is withheld, with the exception of medical and psych records.

    I need to get fingerprinted for child care clearance. Oregon recently passed a law that all fingerprints should be done by computer scan. They contracted with a company which puts the computers for the fingerprinting in various locations such as UPS stores and the store employee sends the scan to the FBI. Once that program is in place everywhere in the state, they will no longer accept prints done with ink.

    The last time I had prints done (2009), the computer could not get any from me. They (DHS) tried several times, then called a retired guy who could do ink ones. He got some partial ones but it was painful. I have arthritis in my fingers and cannot flatten them on a screen or pad, plus some of what they need seems to be worn off my fingers – piano, typing, old age, I don’t know. The man wrote an explanation and they accepted the ink prints. That was 2009.

    So I called this new company and asked what I should do. They said you have to try the computer, wait, and if rejected by the FBI, make another appointment to try again, and eventually, we just run your name for the background check.

    I don’t feel much confidence in this system. It seems to me there could be multiple ways to beat it, but I don’t really know. Does anyone have experience with this system? (oregon.fieldprint.com) I assume the state is saving money and the company gets its money no matter what my results. (Fortunately, I don’t have to pay for this.)

    Paul Mastin did not work for PPS 2010-11 school year. He was working in Albuquerque New Mexico at Eisenhower middle school.

    So, if we look at the 2009-10 school year, when Kyron attended the science fair, these are the people listed on the 2009-10 list, who were NOT on the task force list as being present that day:

    Terrones, Lou, resource teacher
    Salvia, Robert, para educ.
    Romanaggi, Joanne, PE
    Cox, Stephanie, Couselor
    Yates, Nancy, School Psychologist

    Also adding Molly Porterfield & Selim Malic who apparently left earlier in the school year. (And for all we know, so could have Salvia and Yates, correct?)

    Just thinking of the Task Force’s strange wording about who may have been there that day who was not on their list.

    It appears that Mastin taught at Skyline during the 2008/9 and 2009/10, school year and prior to that, I’m guessing at Meadow Park Middle School in Beaverton during at least part of 2007/8 school year, assuming these ratings applied to the prior school year.

    Mastin’s father passed away in 2008, which according to the above OTC search is the same year he got his license to teach in PPS district, so I’m not sure what that has to do with anything. Only looking at him as one who did not return to the school after June 4, 2010.

    MASTIN — Loren Everett Mastin passed away in Beaumont, TX. He is survived by Lenore Mastin; daughters Sara and Mary; and son Paul. He left behind grieving family, cousins, nieces, nephews, and many friends. He was a self employed architect, avid skier, tennis and racquetball player. In the past, he was an active member of Ski Patrol, Civil Air Patrol, and he was a member of many service organizations. He will be missed.
