Kyron Horman Missing Case: Terri Horman Breaks Her Silence In People Magazine Interview

New York, NY-  For nearly five and a half years Terri Horman has refused to speak publicly about her step-sons case.  Outside of one assertion of her innocence while on the stand in a name change hearing she ultimately was denied, Horman did not speak to any reporters or answer any of their questions regarding Kyron Hormans disappearance. Until Now.

Horman was interviewed by People Magazines Elaine Aradillas for both the print and online editions,  and will be doing a series of personal interviews over the next week, to include wwww.blinkoncrime.com.

In the brief online video excerpt , the second part to air on ABC’s Good Morning America Friday morning,  Horman  maintains she is deaf in her left ear, a critical factor in the outcome of her first polygraph.

Christina Stoy, www.blinkoncrime.com Editor In Chief was able to confirm with Ms. Horman directly that she has been willing to meet with Kyron’s investigators both previously and in the future with the sole provision that it be conducted in the presence of her Attorney,  Portland criminal defense lawyer Stephen Houze.

Horman went on to say that investigators with the Multnomah County Sheriff’s Office have been well aware of “that” over the last five and a half years and they have never requested an interview.  Um, What?

Horman reveals some shocking details about the subsequent polygraphs examinations referenced by Kaine Horman and Desiree Young and other allegations of improper tactics on behalf of MCSO in the second half of her interview to air tomorrow morning on abc’s GMA and on Nightline.

    Don’t apologize for wasting my time. It took all of ten minutes to find the referenced portion of law. During the search, I found some other things of interest.

    I read your reference for the AG opinion and it does not specifically address anything except qualifications for the office of County Sheriff and how two sections of previous legislation could be read to conflict with one another.

    I still don’t like the concept of having a County Commission with the authority to appoint the Sheriff. State law requires an election for sheriff and home rule counties should not have the power to override state law in that regard. Having the authority to extend the state qualifications for sheriff is perfectly fine.

    Perhaps what the investigative commission should be doing is to remove the burden of running a large county jail operation from the office of Sheriff leaving the Sheriff with just law enforcement and public safety issues.

    Where is the county auditor and county treasurer regarding budgets and operating funding for the Sheriff?

    Rookhuyzen spent six years as one of the dozen or so people working exclusively in the WCSO’s Child Crimes Unit, investigating cases just like this.

    “I think it shocks people that we have more people working on child abuse matters than we do robberies, homicides, burglaries, property crimes,” he added. “It is a huge issue here.”

    He says, at a minimum, parents needs to be friends with their kids on their social media platforms, and regularly check-in on what they’re doing and who they’re talking to.

    He also says online predators don’t need weeks to groom your child – it only takes a matter of hours.

    “I’ve had hundreds of cases involving child victims over the last six years and many of them involve same-day meet ups,” he said. “So it can be that fast.”

    I wonder if many parents realize how fast it can happen – you have to check on your kid everyday, not once a week or whenever you happen to think of it.

    I doubt many.

    This is a conversation that starts early and continues with monitoring. My kids have not always been fans of our approach, but they would tell you they live in “Mom’s cloud”. It certainly does not take the place of vigilant observation of all of their e-world and devices, but setting the precedent that all e-devices we provide fall under the “non expectation of privacy” is helpful.

    this is a bit instructive re County processes in the investigation of elected officials.
    One just substitutes Sheriff for County Chair.
    Madkour’s advisory clients are both the govt entities and employees acting in their official capacities.
    She says the Board can’t tell an elected official what to do (and that elected officials are on salary only),
    but she had advised the Board a majority could retain an independent Counsel in the matter.
    That’s analogous to hiring an indepent auditor. Next thing she knew the Sheriff and DA had instead
    done a letter fo the Oregon DOJ, criminal division. Getting to be a habit of Rod’s with elected officials?
    Also, the press had reports she was conducting an investigation. She denied that and attributed the story to some press statements of some Commissioners that were inaccurate as to her work.

    Madhour also says, I think, elected officials aren’t subject to the County proscriptions that employees are, and iirc it was unlikely she’d find wrongdoing as to Cogen for several reasons. Sandhas was an at will employee. Perhaps some leave violation could have been unearthed relative to her. She says HR for the Depts usually do that type of investigation. (that’s Ott with Sheriff) But when the Sheriff & DA referred this Cogen-Sandhas to the OR DOJ it was pretty clear there would’ve been no criminal violation found. So why’d they jump the gun and not follow the City Attorney’s advice to the Board ( you can hire an independent counsel)? Ditto for Sheriff.

    I have thought that since DY did not see Kyron on a regular basis as he was growing up that she thought of him as a baby as he was when he last lived in her residence. Since he did not grow up in her presence she still saw him as a baby. The other cause could be that something bad was happening to Kyron while he was staying with the Youngs that made him fearful. Or It could also be that DY was so overprotective of Kyron when he stayed with DY that he picked up on DY’s anxity and it made him fearful in her presence.

Imo there is no need to do journalism perfection (and you could never live up to we posters’ own high opinion of you anyway.) imo Just protect the interviewee(s) legally & otherwise and let it all hang out. So why in both cases did he solicit an ally to co-refer to Rosenblum’s DOJ a criminal thrust? Seems overkill. And he shoukd’ve been deferential to City Atty imo.

    It was because on July 23 the Board majority issued a statement indicating they (planned to follow their City Attorney Madhour’s advice) to appoint an independent counsel investigator.

    The Commissioners’ Statement does not say it could be the OR AG. That’s the interpretation of the reporter who works for Ellen’s husband. Madhour told the OR DOJ telephone interviewer someone apparently in ber office was feeding a lot of inside info to the press.

    So Rod’s quick action, using the Sheriff to buttress his request, to keep Cogen within his own State prosecutorial system before criminal violations had any probable cause (which an independent counsel could have found, then referred to AG) was imo an effort to take the power of appointment away from the Commissioners.

He was given time served, plus five years in an intensive out-patient sex-abuse treatment program as part of his probation, with successful completion of the program as a requirement.     First, a DA who has to shut down his FB page rather than deal with a completely psychotic crazy woman who has amassed a following of drooling pit vipers as sorry excuses for “crusaders” for Kyron cannot convince me that he’s good at his job.

    Why is law enforcement allowing this nut case to intimidate a District Attorney, for cryin’ out loud? It’s as if LE just wants this evil woman to destroy TMH so they can wash their hands of the case.     When there are so many areas of question and deliberate misdirection as we have found in this case, I would think it would take a lot of organization and planning to write a good narrative.

    One of the things I once taught field engineers to do was to evaluate accurately the actual job progress for a week. Some would have fifty percent of the work complete when the actual amount was perhaps twenty-five percent.

    I like Blink’s “Moms Cloud” approach to managing children’s electronic devices. All children and youths who have access to phones and other devices provided by parents need to understand that the real ownership is mom and dad and further that he or she who owns sets the rules for their use.

    One needs an Oregon nonprofit legal specialist, but it seems to me a lay person from cursory reading online that Oregon recipient donation solicitations, particularly across state boundaries, need the disclaimer the donation is not STATE tax deductible in Oregon. Oregon law does not regulate Federal tax deductions. An escape hatch appears to be very small donation solicitations for a particular need. That suggests to me 2 things: 1) Kaine by his work to get and maintain 501c3 never intended a small nor a short term charitable enterprise. 2) while Desiree’s (Ramirez/Soldier and associates) solicitation results are indeed small, her achilles heel is the solicitations have gone on longterm (6 yrs) and are ongoing, openended imo.

    11-24-13? The case in which he was to testify (on the side of MCSO’s angel) was settled in 12-2013.

    With the derogatory remarks Staton made about Underhill, and depending upon who was there when he made them, my guess it was more than just the complainant, as Staton settled, so I’m guessing at least one other witness to said remarks, I would not be surprised to see this DOJ investigation an attempt by Underhill to throw Staton under the bus in regard to Kyron’s case. (Have I already said that? if so, I appoly.)

    Also, I think Staton using the term “someone will be capped” is the reason this went before the DOJ. He certainly wasn’t referring to a dunce cap, that’s a serious accusation for a Sheriff to be making. JMO.

    it is my slsuggestion the principals (Ramirez/Daviddon) consult a local tax attorney regarding a 6 year continuous campaign without tax disclaimers, as this effort presents as an ongoing enterprise.

    It would be easiest to close out that gofundme campaign (leaving the record open online as a legacy),
    and open a new campaign (same site, different campaign goal).

    I humbly suggest funding a credible licensed private investigator would bring in
    more donations than a sister-planned search.

    I recommend McGruffSafeguard. In addition to monitoring sites and usage, I also recommend that if you have ANY reason for concern, that you enable keystroke logging and watch for key sequences (including home address, phone number, and all kinds of suspect words). It’s the only way I found to monitor many messaging platforms.

    It’s also good for restricting social media sites to hours at which you can be checking over the shoulder without warning.

    I’m sure there are other similar programs/services, but this one saved the day for us.

    Interestting thought, never went there. Hmmmm? I’ve always been thinking if this was not a perfect stranger abduction, then who was and would be owed the most favors to get it done and why? Who could pull off a stranger abduction if it wasn’t one? A housewife taking care of three kids never made sense, although I suppose anything is possible.

    I believe his joint referral with Kafoury to Ellen, which imo is sure to exhonorate Staton (the public not realizing it’s only as to State criminal charges & likely will mistakenly think it also covers torts and Federal issues) is an attempt to control the political narrative and to whitewash Staton because each and every day he relies on MCSO deputies to bring, and testify in, criminal cases, and he must preserve mcso’s public credibility.
