Kyron Horman Missing Case: Terri Horman Breaks Her Silence In People Magazine Interview

New York, NY-  For nearly five and a half years Terri Horman has refused to speak publicly about her step-sons case.  Outside of one assertion of her innocence while on the stand in a name change hearing she ultimately was denied, Horman did not speak to any reporters or answer any of their questions regarding Kyron Hormans disappearance. Until Now.

Horman was interviewed by People Magazines Elaine Aradillas for both the print and online editions,  and will be doing a series of personal interviews over the next week, to include wwww.blinkoncrime.com.

In the brief online video excerpt , the second part to air on ABC’s Good Morning America Friday morning,  Horman  maintains she is deaf in her left ear, a critical factor in the outcome of her first polygraph.

“…There is so much the public is not being told about this investigation, that’s why I am doing this- nobody is looking for Kyron…”

Horman’s interview drew sharp reactions from Kaine Horman and Desiree Young, Kyron’s parents.

“…Why is she silent for 5 1/2 years if she is innocent.  I want her to tell me where Kyron is.  If she is innocent she should call Multnomah County Sheriffs Office and sit down for an interview…”-  Desiree Young

Christina Stoy, www.blinkoncrime.com Editor In Chief was able to confirm with Ms. Horman directly that she has been willing to meet with Kyron’s investigators both previously and in the future with the sole provision that it be conducted in the presence of her Attorney,  Portland criminal defense lawyer Stephen Houze.

Horman went on to say that investigators with the Multnomah County Sheriff’s Office have been well aware of “that” over the last five and a half years and they have never requested an interview.  Um, What?

Horman reveals some shocking details about the subsequent polygraphs examinations referenced by Kaine Horman and Desiree Young and other allegations of improper tactics on behalf of MCSO in the second half of her interview to air tomorrow morning on abc’s GMA and on Nightline.

    Regarding T.Ruth’s comment about the sheriff captain stealing the money.

    This is one of the things that requires good procedures regarding the seizure of money relating to a crime. Drug money is often seized during a raid and is found as cash in shoe boxes or other containers.

    This money does not yet belong to the agency until it is cleared by a court case. It should be photographed still in its container-multiple angles-then taken to a bank where they have counting machines to count with a printed output for each group of bills counted. Then it should be placed in a secure safety deposit box requiring two keys and a court order to remove it.

    Loose money in an evidence room is a temptation to some who cannot resist the opportunity to steal.

    Deputies discovered the funds on September 12.

    Trocki was placed on administrative leave and booked into the Lane County Jail.

    Trocki faces aggravated theft charges and is scheduled to be arraigned on September 27.

    How in the world could any investigator know in the JBR case, that the duct tape used on her was not from her home? Isn’t it highly possible that that the duct tape was from the home and then the perp took the rest of the roll with him in a pocket or whatever? I don’t see how that possibility could be at all eliminated. ????

    No duct tape matching it was ever found, nor was the cording, no receipt for purchase by any individual, no recognition of that “black” tape in or around the home going back through 94 at least and every domestic employee hired direct or contracted. You would be pretty hard pressed to prove that tape came from that house when there is no evidence it did. Not to be glib, but after the Anthony case- I know how to pull my MSDS on Duct tape. To your point, wrt what can be considered relevant evidence, the tape coming from the home is ruled out unless it can ever be ruled in by some means.

    Just in general after observing how sheriff’s offices are managed by being there doing IT work. They are in dire need of good procedures to prevent problems with money seized in criminal actions as well as how they manage money for operations. Places of business have experienced people charged with taking care of money so that it becomes difficult for someone to steal.

    The problem with LE is few actually have the training to understand the importance of good financial procedures or the experience it takes to conceive of how to build them.

    There is nothing that tells us just how the thefts in the cases mention occurred. Were they seized money placed in an evidence room or were they operational funds that lacked proper protection from internal theft? An audit trail of how things work is always a good deterrent to prevent theft in government or business. Multiple sign-offs for operational funds helps insure their security.

    It doesn’t matter if it is cash money or a commodity that can be sold on the market. If a person wants to steal, they will search for a way to accomplish the theft. Sometimes they succeed and are not caught for a long time, but eventually they will make a mistake and they are caught.

    I have seen some of the most egregious schemes in some LEA’s. Most of which either started with a newly developed Fed subsidized task force or undercover work where seizures happen frequently in ongoing cases before anyone realizes it and they end up not prosecuting people so they keep what was seized. This was a tangential issue in the Bobo case as I reported.

Terrones is not there, but he didn’t follow Keefer to Vernon either. His contract was extended to cover 16-17 last March. I’ve never seen such a large sped staff at a middle school as George has. It is staffed as tho it’s a pullout center for the whole District.

    My high school had more students with IEP’s than any other PPS high school when I went there in 1986. Nobody particularly noticed the actual numbers except one terrific VP who hired me half time to be their counselor – so my caseload number showed up after that. I became full time by spring, but always kept my first caseload in addition to any other duties because I loved them, they were time consuming and I didn’t mind that, and because the other counselors did other things. In those days, you were supposed to have an academic reason (a language we didn’t offer, an IB program, etc.) to apply for a transfer to another school – it was hard for my students to do that if they wanted to. The only other option was to allow a family member in the desired school boundary to become temporary guardian and say they lived there.

    Nobody to my knowledge was ever sent to my school from another school because of an IEP (probably not legal). There are many reasons for disabilities which, of course, cover a broad range of needs. Then there is lack of early diagnosis, intervention and support – also for a variety of reasons. Most George students didn’t live in our attendance area, but it wasn’t far away in Portland. Having more staff may also be motivated by efforts to bring all middle schools to achieve more successful results.

    A lot of my time was spent helping students understand their “label”, get past being labeled, what it means, and how to take part in your own plan. I also had students with IEP’s who were also recognized as gifted in some area. Every student had options and choices and I tried to help them make good ones. I hope that’s what they are doing at George. Money and parent persistence also matter re the level of service.

    As far as staff following a principal, it’s like checkers. You can’t guarantee that unless there’s an opening or other administrative reason. I’ve heard that a principal can choose/hire his own secretary when he starts at a new school if he wants to – I know of one who did that and the secretary in place was reassigned. Everybody else had to follow the normal procedures. So you can leave if you want, but not always choose where you end up.

The people need to be aware that these events happen. This is why every citizen should make themselves aware of what LE and the courts are doing in their community.

    I posted as requested. This is kind of an overlap so hope it applies to this thread. I just finished 3rd part of the Burke series. Seems like Phil McGraw (PM) was bringing the public up to speed on some basic facts of the case, so I am hoping he does the same for Kyron’s case (ie. TH was not the last person to see Kyron, etc.) Another overlap, I believe is the local media’s cooperation with LE to intentionally publish lies in order to get the family to turn on one another. It did not divide the Ramsey’s, it did divide the Horman’s.

    Your case against the PPS by the IT worker is a 50/50 one regarding who will succeed. After reading the referenced document it becomes clear that the Woman IT manager found out that she was exposing the no bid contractor and destroying someone’s money machine. For that she was sent for indoctrination behavior training so they could claim an effort to help her understand the culture of the organization.

    Her wireless designs for the schools may or may not save money and they would cause training expenses for everyone. In addition, wired systems are much more secure than wireless. Giga-bit transmission is possible with 802.11n series wireless radios, but is generally about 800 MBS in actual operation. The newer AC radios will range from 1.2Gbs to 1.7Gbs.

    My new laptop had an option to include an AC radio for $60.00 additional cost. I chose not to spend the money.

    Installing cable of any type in an old building is difficult in places and it is expensive from a time perspective. Been there and done that.

    The existing computers and servers are not likely to have AC radios, but will have Giga-bit ethernet capability via the RJ-45 connector for cable.

    This manager is probably well versed in software, but lacked the necessary knowledge,experience and training to design and install physical systems. She had the right motivation of trying to save the school system money.
