Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes
I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010. Like most missing persons cases I have covered in the past, I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another. This approach has worked in resolving some of my previous cases. I am proud of that. I remain steadfast to the integrity involved in those and future cases.
Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom, Terri Horman. Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey. Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child. There are dozens of sources, collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.
Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did. I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping. Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode. When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her, I most certainly respected that. I still do.
While Dr. Phil seems like a gregarious fellow for sure, I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth. There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions. Not what I signed on for. A missing 7 year old boy six years running is not a framework for entertaining a target audience. He is not fodder for online social media bully campaigns- yet it occurs.
I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil. I appreciate your patience and your understanding. Feel free to discuss the show below.

We all are struggling to find a cause for Kyron’s abduction. Behaviors of his parents are in my opinion a prime reason. However, there is not much evidence we have as to how those behaviors could be tied to the actual deed.
Predators take many trails to get what they want. What could be the true motive for the abduction? I believe it is revenge regarding a parental act relating to illegal drugs. I have zero proof of the truth of that belief. This case is going to be difficult to solve and may only accidentally be solved when the predator is tied to a solvable crime sometime in the future.

DNA links man to 1979 cold-case murder: police
A Texas man has been indicted in the cold-case killing of a newlywed who was found dead in her bed after being sexually assaulted and strangled.
Michael Anthony Galvan, 64, of Austin, faces one count each of capital murder and murder after new DNA evidence linked him to the 1979 death of Debra Sue Reiding, the Austin American-Statesman reports, citing Travis County District Attorney Margaret Moore.
Galvan initially was considered a suspect in Reiding’s death, but there wasn’t sufficient evidence to charge him in the brutal south Austin killing. Police told the newspaper that Galvan had kept living and working in Austin since that time.

About those time stamped locations of Terri. I thought Desiree’s beliefs stated to the public were Terri walked him out the school door (as she faithfully recounts above) and then handed him off to DeDe who disposed of him. My opinion is if what you say is true Blink (depos that he left w/a man out Mathews’ door) Desiree is a lunatic or egosyntonic liar.
Well, you noticed she has never said another word about Dede. On that I am 1000% certain she has been told by LE, DA and attorneys that Spcicher was eliminated of any knowledge or involvement via her grand jury testimony and required polygraph.
I have every reason to believe MCSO is still beating the Terri drum- if for no other reason but to keep the bios from filing complaints about the investigation or worse- requesting the FBI take jurisdiction or review.

The understanding and processing of DNA for forensics continues to evolve. Now with the addition of finding family markers,some old cold cases are being solved.
The family connections could probably be improved if the U.S. census records were not locked away from the public for the period of seventy years. In the 2020 census, the public will finally be able to access the 1950 census. Perhaps in special cases, LE could be allowed to access these important records in order to solve cases.
The case cited by T.Ruth took place prior to the time DNA could be used in a court for positive identification of a person.
After watching Young’s interview tape, it seems to me she is in a very bad place and if Tony truly wished to help her he’d arrange Qualitative inpatient treatment for as long as stabilizing her takes, followed by twice weekly outpatient therapy of quality (capable psychiatrist). For her sake. My opinion.

MockingbirdSings was a retired high school guidance counselor who was knowledgeable expressing respect for some PPB employees, the Weatheroys, one of whom iirc formerly a school resource officer is now the DA’s Chief Investigator. So my guess is MBS sings knows wife Reese from their prof duty era. if MBS still reads here, this is a plea from an average distant joe blow that she might consider asking Wife Reese to query him as to what his plans are for case management and why its not been transferred to FBI, and most of all why her Sheriff husband keeps letting Desiree spout off that Terri walked out the door with Kyron without making public correction. Because misleading info about “the stepmom did it” really hurts public cooperation and public tips. MBS was a very impressive contributor. I would value hearing from her again as to what she thinks is going on with the Reese Approach to Case Management.

I will say I have asked that question re DY public statements from sources aware of them, and in contact with her. A unanimous “Desiree is Desiree” was the response. They cannot control her narrative and the reason she was admonished and warned re Spicher was because they had expressly told her the truth and so that would and could the basis of any defamation on her part. In other words, she could not hide behind the defense of thats what LE told her- because it was a lie. I guess one can infer from that if DY wants to espouse her theory as an opinion and MCSO has only the incentive to keep her inline- is what it is.
MCSO has 2 bio parents who openly and publicly state they are supportive of an 8 year old investigation of a missing 7 year old that has not recovered him live or dead, nor has it so much as filed a charge against anyone after 2 failed and dismissed grand juries (over simply stated as to the investigative activity leveled at nobody but TH) in the same matter.
Why in the Hell would they piss them off?

1) Professionalism in the course of duty, including this investigation to include self-study and correction as
well as public disclosure when unprofessional investigatory techniques were employed.
2) Truthful public communication, to include public correction of untruths. Apart from the bios, MCSO/DA said plenty dirrcting the public to Terri and only Terri for the girst couple years.
3) Then there’s integrity and ethics. Good Sheriffs & DAs have them. The other sort? American LE has plenty of the other sort, too. And that’s kind of Multnomah & Oregon’s history.

I agree with everything you are saying- and I would point out that MOST LEA would likely operate differently- most especially 8 years in. I know that part of the issue is that there is dissent within the agency past and present, and with outside agencies who were involved at one time. As long as DY and Kaine stay inline, and Kyron remains missing this is going to be the case.

The reason I am asking this is ……
According to DY how could Terri see Kyron walking to his classroom at 8:45AM if she had been in his classroom with him at 8:44AM(taking his picture). Also if she took his picture in front of the tree frog project at 8:44 she would have had to leave the school pretty quickly to make it to Fred Meyer by 9:12AM when she got the receipt. This is why DY says she thinks Terri walked out with Kyron immediately after taking the tree frog picture.

Honestly, sometimes I wonder if it isn’t or (wasn’t initially) the goal to impact witnesses that corroborate TH’s timeline by stating known misinformation. It’s futile, the only thing DY’s theory (or worse) has going for it is the fact that apparently no member of the media whatsoever is going to ask her if anyone in LE or the DA’s office is willing to corroborate her assertion.

There is irrefutable evidence that Terri Horman did not leave with Kyron, not only wrt the school and deposed witnesses where it is actually in a deposition transcript, but it is also physically impossible for her for her to be at the school at the time Kyron was actually last seen, and she is on camera parking her truck, with a clear view to the occupants, and the walk into Fred Meyers- ALL RECORDED. Why is anyone taking the disappearance of this little guy at face value in the first place?
Lastly- the FBI is on record as well- they could not confirm a crime was actually committed with the information they were given from MCSO.

Nor would ge humiliate the biggest name family of employees he worked with at PPB. MBS’ positive comments, several times over several years, re said family fixed them in my memory.
Paul Weatheroy who did homicide & cold cases is Underhill’s Chief Investigator. they are close due to years of working cases. No way Underhill-Rees will cross Weatheroy. In fact he was likely the one who pushed GJ2 on Rees.

I am referring to the tunnel vision, unyielding focus on TH as their suspect without a scintilla of evidence and apparently 2 grand juries agree with that. MCSO maintains they have jurisdiction in this case, so it is what it is. That said, I am also very confident a great deal of “investigation” to that end (at least previously) has occurred without the knowledge of the DA or any ADA’s. I have also never seen anyone ask DY why (she thinks) previous investigators were removed from the case, and either were demoted or are no longer even detectives. She’s married to a detective- she is quite clear what that means.

After more research around the internet I am getting a time that the tree frog SF pic was taken around 9:15 when Zimmerman said she saw Terri and Kyron by his project. It seems like every year around the anniversary of Kyron disappearing that Desire throws out a new made up fact to get attention. And this is one of them. or maybe she need to alter things in her mind to try to convince herself of her own misrepresentation of the past.
It was definitely prior to 8:45- and iirc Zimmerman puts the time seeing them at 8:15 am. I would also add that I believe the pics of Kyron taken with his pal Curtis were taken a few minutes apart, and I don’t know if DY is considering that is also a pic of Kyron taken in front of his project as well.

Oregon Live is reporting the new school superintendent for Portland schools has cut 65 jobs in the administration. Probably a clean-out to make room for some new hires by the superintendent.
Most school districts have far too many administrative personnel for the size of the district.
The Portland schools have a very low rating in one of the nationwide rating system reports. In a scale of one to ten with ten being top score, they score most Portland schools at five or less.

True, however, Staton did walk back on that personally. There is no way to know exactly what MCSO personnel knew “what” and “when”for a variety of reasons, but as I have stated before, I have actually interviewed LE sources that were NEVER given updated timeline information in their tenure of the case. It is actually very common in high profile, multi agency investigations to use what is called a “silo” approach in terms of case sensitive information. You can imagine what that “looked like” to some of those resources when Steve Houze announced in open court that statement was false, and there were and/are witnesses he intended to bring forward that were the subject of the motion to quash.
Fwiw, there is not a single Atty in Oregon I have ever interviewed that when they heard that argument, had any doubt whatsoever that Houze was 1000% confident that the depositions he sought would prove his assertion, and that was that Kyron did not leave with Terri, could not have, and he was seen afterward AND he was LAST SEEN walking out of Matthews classroom as I have previously reported years ago.
My point, I don’t really wonder if the reason MCSO is silent on the Horman case then and now has to do (in part) with the fact that Gates gave a public statement on behalf of MCSO so the Judge had no choice but to allow Houze to depose witnesses on the record who refuted that fact, unequivocally.

POLICY (640.40)
When it is necessary to conduct an investigation or take a student or other person into custody at any school, members will attempt to keep the purpose of his/her presence confidential. Members will also contact the school principal or his/her representative before proceeding or taking action, unless such contact would impede the investigation, create a hazardous or dangerous situation, or allow a person to escape. Members will immediately notify their supervisor if such action is taken without notification of the principal.

Directive Specific Definitions
Public School Property: All property owned, rented, or leased by the school districts (David Douglas, Parkrose and Portland) for instructional, administrative, or support purposes.
Student-occupied school: An elementary, middle or high school that is designated by the school districts as being part of an identified school cluster and is used to instruct students.
School Police Division Responsibilities (640.40)
The School Resource Officers (SRO) at each precinct have primary responsibility for calls for service and the preliminary investigation of criminal acts that occur on student occupied property while on duty or during school hours.
The SROs are responsible for conducting follow-up investigations of misdemeanor criminal acts that occur on student occupied property during school hours.
Contract security personnel will make primary contact for after hour alarms and on weekends at school properties.
Bureau Member Responsibilities (640.40)
Precinct officers will be responsible for calls for service if SROs are off duty or unavailable. Bureau members responding to calls for service involving non-occupied buildings will be responsible for primary and follow-up investigation.
Follow-up investigations of felonies occurring on school property will be conducted

Once TRuth I wished PPB had had the investigation. But Reese was in charge if not in 2010 not too long after, & most all his top command was discredited in past years, & we learned from some female officers litigation the PPB was misogynistic in culture so Terri would’ve been in the same place. Then there’d have been a Weatheroy Youth Div Scool Resource & a Weatheroy Homicie det, and no way would they let their brand get tarnished..again, Terri in crosshairs.
Why would any mother whose child is missing purposely give out false/incorrect information? I don’t think any would. My opinion is that DY hasn’t been told anything different by LE, so she simply repeats (over and over) what she was told in the beginning, when LE was doing waaaaaay to much sharing. My question is, why is that? I notice KH never gives out any information involving Terri’s timeline one way or another, is that because he has been told something different (purposely) by LE? IDK, but it’s the only thing that makes any logical sense in my mind.
Why in the heck don’t reporters ask the right questions in this case? Why isn’t there one comment from LE after 8 years on? Crazy this. And crazy that the bios put up with it.
Completely incredulous when you also consider that the only public reference to Kyron’s case I have ever heard from Rees was in his online introduction of Balizan- like its a highlight.
Kaine was present in depos that confirmed Kyron was seen at the school after Terri left and that Kyron was last seen leaving Matthews classroom. Do you remember when Terri’s counsel asserted Kaine was “deliberately disseminating false information” about her? Well, you noticed that stopped as well. None of it makes sense to reasonable people.

News Release from: Multnomah Co. Sheriff’s Office MULTNOMAH COUNTY SHERRIFF’S OFFICE CONTINUES SEARCH FOR 7 YEAR OLD KYRON HORMAN

Kyron did not return home on his school bus as scheduled at 330 PM Friday June 4. Family called Skyline Elementary School to report that he had not returned home. Multnomah County Sherriff’s Office was contacted at approximately 4 PM.
Kyron’s stepmother reports she last saw him at approximately 845 AM Friday, walking down the hallway towards his classroom. School staff report not seeing him after 845 AM and that he did not make it to his classroom. Multnomah County called in their Search and Rescue team to begin their search of the area surrounding the school. As the evening progressed, SearchOne Canine Inc. and Portland Police also joined in the search.
A decision was made to upgrade the search to a Major Crimes Team investigation. This allows for more resources to be deployed, which included resources from Portland Police Bureau, Gresham Police Department, Fairview Police Department, Oregon State Patrol and the FBI.
Search and Rescue resources also expanded to include SearchOne Canine Inc., Mountain Rescue, Yamhill County Canine, along with additional members of the Multnomah County Search and Rescue team. Members continued their searching throughout the night, encompassing over 20 miles of road and 2 square miles. Portland Police Bureau’s air unit was another resource called in.
This morning, at approximately 7 AM, Multnomah County Sherriff’s Office readied for their second operational period.
The mission is the same as last night; that being to locate Kyron Horman. Also, ordering more resources, which include Search and Rescue resources from Washington County Sherriff’s Office, Yamhill County Sherriff’s Office, Clark County Washington, Pacific NW Search and Rescue, and a National Guard helicopter.

Several other law enforcement agencies around the metro area said they are still undecided as to whether they could join the task force.
Hillsboro police, the Washington County Sheriff’s Office and the Clackamas County Sheriff’s Office all said they haven’t yet made a decision.
A spokeswoman for the Beaverton Police Department said, “At this point, we don’t have anyone dedicated to it.”
However, the Portland Police Bureau’s spokeswoman said they would be happy to provide a detective.
“I think we’re all grateful that (Portland Police Chief Michael) Reese has stepped up and offered help. The real tragedy is that the sheriff’s office waited four months to ask Portland for assistance,” McCain said.

Multnomah County Sheriff Dan Staton said he is pulling back all but two of his detectives and an administrative technician on the case and instead is asking the Portland Police Bureau and other area law enforcement agencies to provide a dedicated detective. He hopes to put together a task force of eight to 10 detectives to continue focusing on the case.

Don’t bother to click the links cuz they no longer work,but wth was going on with PPB here? They responded in tandem with MCSO when Kyron first was reported missing. MCSO says they were on the “team” as of June 5 (when it became a Major Crimes investigation!). Then for 4 months they were out of the picture and came back to the team in October?
None of this made any sense to me back then, which is why I kept these snippets, and none of it makes sense to me today. Kyron has been dealt some sort of horrible injustice by those responsible for this investigation. Makes me mad and sad.
