Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    Rose, You said “I am not a behaviorist…” I say, you should be, because you definitely exhibit the expertise. What I think you are saying is people without personality disorders don’t “act out” under personal stress. I can see that. Like Blink said, (I paraphrase) it could be that TH is a “safe” target to blame because she would never hurt Kyron. DY seems to have had a rough childhood and a somewhat unstable adulthood from what we know.

    Her emotional distress while pregnant, to me is understandable, as is her current emotional distress. (Who would want to be a single mom if not by choice, and who would want to be the mom of a missing child, unless they themselves participated). What is hard to understand is her alliances and her husband’s passive approval of those alliances, that coupled with her acceptance of the status quo with the investigators on the case.

    Sometimes I don’t think we will know the truth until she and KH are ready to accept the truth. And they may never be. Who can blame them though.

    My concern is Desiree’s “targeting” methods over time (physical stalking, multiple interviews and written statements demanding Terri “pay”, and use of Facebook surrogates who combine violent threats with money-raising)of “safe” Terri as her delusional scapegoat for “whodunnit” are not safe, not safe at all. And the DA, Sheriff, press, & spouse doing nothing to mitigate or regulate those unsafe threats at all.

    My concern regarding the posts about the behavior of DY is that some
    “nut case” could be energized to make a physical attack on TM.

    We don’t have enough information on DY to trace her behavior from an early age. Each of us are a unique individual, different than all others, because of heredity and the social life of ourselves and our parents when we are children and youths.

    Fractured families are often very unstable, creating a serious situation for their off-spring regarding beliefs and behaviors. Sometimes these fractures result in a person with very strong character and a sense of always striving to do the right thing. I hope this happened with James Moulton.

    I agree with you and Rose (and others) on the issue of inciting violence or harassment, etc, because this has actually happened. There are actual police reports in multiple jurisdictions re same.

    I also agree that non nuclear and sometimes fractured families can produce a positive outcome as a result.

    There is evidence in history that this is not a new thing for the 20th and 21st centuries. It happened in colonial times and all through the following centuries.

    I only post this because I believe at one point, Blink said that KH had an affair with someone he worked with. If that is so, why wasn’t he let go? Wasn’t KH a “manager”? Was this one of KH’s bosses?

    To my knowledge he was not in a mgt capacity (or supervisory) but it was a colleague. I am inclined to think nobody knew about it within Intel and it ended pretty shortly after Kyron’s disappearance. She was not part of the disollution proceedings and I do not believe she has ever been interviewed by MCSO. Terri believed they were simply friends as explained to her by Kaine when she voiced her concerns- it is my understanding that Terri did not have any confirmation there was a romantic relationship until the divorce/custody case began.

    Even if Intel became aware after the fact, I would say that likely fell under one of the areas of Kaine’s “dont talk about me or my situation to the media” in his original Intel email blast so I don’t anyone was willing to walk back on it if they were ever told or learned about it. Kaine’s work computer was never even seized by MCSO, only Terri’s.

    Intel learned of Mr. Krzanich’s relationship in the past week from an employee who raised concerns, according to people familiar with the matter. The company said an investigation by internal and external counsel into what it called “a past consensual relationship” confirmed a violation of its nonfraternization policy, which was put into place in 2011 and applies to all managers.

    I thought Kaine was in a management/supervisory role, but no matter I guess because according to this article, the INTEL policy didn’t take effect until 2011. Interesting timing. And yes, I too wonder if that memo to INTEL staff where he states that he’s already contacted INTEL legal, may have had something to do with the scrutiny KH knew he would now be under.

    Unbelievable that they did not confiscate every family member’s computer! They did that in the C.A. case didn’t they? Seems like it would be protocol.

    Maybe they couldn’t get a warrant. Did TMH volunteer her computer, or was it seized?

    Supreme Court rules police typically need warrants to access cell phone location info

    Chief Justice John Roberts joined the four justices appointed by Democratic presidents in the decision Friday, which continued an expansion by the Roberts court of privacy rights in a digital age.

    The Justice Department under both the Obama and Trump administrations argued that no warrant is required for access to cell-phone location information, because the user voluntarily reveals that data to the phone company.

    Roberts said the realities of modern life make that distinction too simple, especially considering the way many humans and their phones have become essentially inseparable.

    “A cell phone—almost a ‘feature of human anatomy,’ … tracks nearly exactly the movements of its owner. While individuals regularly leave their vehicles, they compulsively carry cell phones with them all the time,” the chief justice wrote. “A cell phone faithfully follows its owner beyond public thoroughfares and into private residences, doctor’s offices, political headquarters, and other potentially revealing locales….Accordingly, when the Government tracks the location of a cell phone it achieves near perfect surveillance, as if it had attached an ankle monitor to the phone’s user.”

    Roberts said the courts could not look the other way at that intrusion simply because the way phones work requires sharing that information with wireless carriers.

    “Given the unique nature of cell phone location records, the fact that the information is held by a third party does not by itself overcome the user’s claim to Fourth Amendment protection,” the chief justice wrote. “Whether the Government employs its own surveillance technology…or leverages the technology of a wireless carrier, we hold that an individual maintains a legitimate expectation of privacy in the record of his physical movements as captured through CSLI (Cell Site Location Information).”

    I stumbled on this while looking up the Supervisor of Enforcement (Investigations) Gates, who Reese seems to have tasked with some youtubes for the public, not that he’s photogenic on them. When it comes to the current Kyron investigation, look to the Chief Deputy of Enforcement for accountability.

    the way I see it, the current Sheriff is a PERS double-dipper (ppb & mcso) who’ll retire a year or two before the end of the term he will be elected to in Nov, so Kafoury can appoint the next Dem yes-man timely as is the Oregon way. His former HS guidance counselor wife is already retired on PERS, so none too soon can they vacation in Hawaii in their golden years. In the meantime I hope Chief Outlaw humiliates him a little by contrast with her professionalism.

    I think that MCSO and other LE agencies in the area are very afraid to mess with Intel and their employees. Therefore, they give them a pass unless there is very hard evidence to support an investigation. They would need a warrant to seize a company owned computer even though it was in the possession of an employee outside the work place.

    ot human interest. @erose. last week on arrival in Seattle, we promptly went to the waterfront to Pike Place Market to eat. Gratified to have a rare parallel spot adjacent to the waterfront, just past a police suv we thot was at the busy intersection to quell traffic, I dispatched the males for seafood and exited to enjoy looking around, as I heard sudden shout & turned to see several police vehicles had appeared. a number of young white male officers were pointing AR l5s (or something) at the group (of likely homeless) in the park screaming some kind of instructions to someone, guns raised. Who knew at who? Who knew what weapon that person had? Would it be gun on gun? Who knew if shots were going to fly striking pedestrians and cars. I ducked back onto the car floor thinking it useless and phoned the husbd/son last seen walking to that intersection to run for cover. It turned out after much yelling and auto weapon pointing, they got their man…,I saw a babbling older black male, obviously confused and mentally ill, bundled up hands behind back sitting on their bumper well out of it. One certainly understood why the homeless mentally ill get shot by police in Portland and other States. These officers were fools. Who would point loaded auto rifles into a crowded park and market? I gather they got a call from a patron of the park (likely a rival homeless man). That is, I bet one homeless person decided to get rid of someone troublesome, or whose space he wanted. But what sane babbling mentally ill geezer would do something irrational such as walk towards a bunch of white young officers pointing auto rifles at him and screaming?     Staton certainly had a lustrous career until the medication he was taking for his injuries sideswiped him.
    I thought Yandell was new (Desiree’s relentless aggressive det.) but there he is in 2009 cleaning up a pig farm.
    Another familiar name, Det Yohe, appears a couple of times and appears to be part of the lustrous River Patrol deputy group.He got an award for pulling someone from the water in the dark.
    And there’s Lt Shults whose name appeared wrt Kyron in 2010. Has he retired?

    In this article 2 weeks after the abduction, he tells the public, in a press event to dispel rumors, Terri was the last known person to see Kyron. Apparently within the school community it was known he was seen with others after she left.

    One wishes Kyron had been taken, if someone was driven to do so, in June 2009, not 2010, before Skipper retired and an inexperienced accountant and former military man, whose MCSO background was numbers, hazmat, & diving, took over and completely shook up and replaced the command staff, sidelining Tim Moore who was at least knowledgeable and promoting the familiar from River Patrol like Gates, who promoted more river patrollers in 2010.

    Besides pretty much all of mcso’s command staff, what was different in 2010 from June 2009? The Horman’s divorce at Terri’s instigation was imminent. She had a way out and a plan initiated with moving James. Disposing of Kyron was hardly necessary. When she left, Desiree would either get off her dime and file for custody, or not, but the war between Kaine & Desiree would no longer sap Terri’s energy.

    And, Skyline School since the previous fall had been crawling with various types of contractors, laborers, nonprofit employees, PPS County maintenance personel related to bldg contracts & structural work, & some of the several nonprofits personnel had political & business connections. the S4S proj mgr actually had to go in classrooms & do lessons.

    All these folks who were onsite in 2009-10 for the then leadership OR project were suspects. What a job for MCSO to obtain that list of people on site during the school year from all stakeholders and verify the whereabouts on June 4 of likely over 50 adult males who’d previously passed thru Skyline’s site designing, assessing infrastructure, bidding on, teaching about, etc the project. electricians, roofers, construction mgrs, BEF employees, S4S employees, funding sources, OR Energy Trust folks, PPS hdqtrs & construction dept employees, the list goes on and on. I can’t imagine a single detective in mcso capable of it. It would take a devoted LE team several months to manage that task alone. Needed to be FBI. But the OR Field Office Dir wasn’t capable of it either and imo was likely forced into retirement over the Mohammed teen setup bungling if not additional bungling. It was his first Dir of a Field Office job. Now he has a cushy mcso job and is part of the mcso work-product coverup.     I have a long distance fantasy that OR Sheriffs, who strike me as mostly rural and “red,” are like the inordinately politically-powerful locally TX County Road Commissioners of the 1950s. State Police need to take over more of their “investigatory” powers Statewide so that more career professional detectives are assigned to major cases. But I don’t see local Sheriffs ceding a dram of power, and they’re elected, so who would make them? The only leverage point is a County Chair and the power of the yearly budget approval. Kafoury strikes me as Reese’s poodle, in Geo Will terms. So as long as she’s County Chair, this expensive case will be in Multnomah’s taxpayers’ laps without further progress. The bios should care.

    The only explanation for the tolerance of 2 County Chairs for MCSO Horman case extreme expenditures is they see exceptional progress, or they are subject to indirect blackmail by County LE due to personal foibles known to LE but not the public, or gross incompetence, or a personal fondness for the Sheriff. Reese was no great shakes at PPB; he was virtually run off the job by the Mayor & rightly so. There has been no case progress since 2010. Kafoury is not grossly incompetent across the board. That leaves 2 alternatives.

    In June 2010 Lt Gates was a prominent mcso spokesman pinning the tail on Terri in media interviews right up front within the first week with visuals, ie Spot that truck? Pretty responsible spot for a deputy whose area is Patrol. Maybe he volunteered as the Most Photogenic for the camera when important facts were released to the public. Anyway, Staton really depended on him.

    in 2011 iirc he was promoted to Chief Deputy, Enforcement, which has put him ever since in charge of the deput(ies) handling this investigation. He assigns them; he gets their reports.

    We know Staton’s motive to overlook steroid use. He had them, prescribed, to treat his job injuries, and they appeared to affect his moods and temperment. Why would Enforcement Chief, though, look the other way on Kaine’s steroid use when “cover up” had had such dire consequences in Wash Cty Sheriffs’ and Canby police, rather than do a branch off investigation and roll up Kaine’s supply chain to protect the County? A 5State Federal roll up of suppliers captured a friend of Kaine’s per Blink. But in 2010-2011 that Multnomah-based supplier network of Kaine’s should have been at the forefront of Gates’ Horman abduction investigation given Terri’s previous report to the DEA. Blink, when Terri made her report, did she name Kaine’s supplier to LE?

    Anyway, imo first as head of Patrol and later head of Enforcement to include Investigations 2011ff, Gates was either profoundly negligent on this case investigatory branch or had something to hide that he feared on a personal/professional level.

    Rose- I am only comfortable saying that Terri gave information to LE both prior to and during her post Kyron disappearance interviews that resulted in arrests of some of those individuals for crimes she provided intel (regarding.)
    This would be another irrefutable fact- How is it a different agency found this woman credible?

    What interests me is AG Ellen’s husband’s paper WW long promoted legal mj, so I’m wondering if Mitch supplied Meeker as well as his brother. If so, that’s a good one Mitch could hold over an AG’s head when she’s investigating Jeff for criminal conduct in office. (she cleared him.) And why didn’t PPB in Reese’s Chief tenure go after Jeff & his CA coke supplier, or Union- reppingMitch and his distributee network, etc. Imo same sort of reasons these LE agencies in Multnomah didn’t go after steroid distribution networks—self-interest.

    Well factually, the DEA as they acted on her information several times up to and including the arrest/indictment of named persons directly related to her husband’s purchase of steroids and the subsequent removal of them from her home, as well as what ensued following her LE interviews. I will say again this is my opinion only, but I do not believe the the original stipulation that included verbiage re criminal charges (Kaine) was a clerical error. It is my belief he acted as a CI as opposed to facing his own charges. He openly admitted to a felony in a deposition- I don’t know any counsel that would “allow” that in a civil deposition that was not positive there would be no legal implications.

    I would add that through sources from both agencies, MCSO and the FBI, I am told the FBI does not believe Terri is or should be the target suspect in Kyron’s disappearance. That intel was the beginning of the unraveling of the Staton/MCSO relationship, imo.

    Lastly, to this day, Terri Horman has never been requested to participate in a MCSO interview since July 2010. Not once.

    Really, really o/t Rose, That is one crazy experience you’ll not soon forget. Almost 30 years ago when my Mom came to visit, my sis and I took her to Pike Place. We parked on the waterfront and came up the back steps to street level. We walked past someone shooting what I assumed was heroin into their arm. They are putting mega-bucks into that area (google viaduct replacement tunnel Seattle), but until they address the homelessness and educate the police force it will never change. At least it hasn’t in 30 yrs.

    This site has been under investigation for pollution since 1991. Chemicals and their processes often include materials that are toxic.

    One of the real problems I learned in working with the EPA is that they are overloaded with chemists who are limited in practical knowledge of how to approach problems. They are “laboratory experts”.

    I didn’t read the entire piece, but did read enough to understand that they have not found a proper solution to the remediation. This paper was written as a progress report and at the same time a reason for acquiring more funds for clean-up.

    AT&T owns over 75 percent of U.S. landline switches and has the second largest share of cell towers and wireless infrastructure. It keeps cell tower data going all the way back to 2008. Whereas Verizon only keeps those records for one year and Sprint keeps them for 18 months.

    AT&T keeps details of every phone call, text, or other communication that has been made on its infrastructure dating back to the late 1980s. The New York Times says this database has trillions of records and is larger than any phone record database collected by the NSA under the Patriot Act. AT&T is allegedly being paid as much as $1 million a year by different police departments for access to Hemisphere.

    I was watching a story last night on the Lacy Peterson (and son) murders. I saw some interviews with Scott Peterson I had not seen before and also the report gave some information I hadn’t heard before. In one part, he was asked why he was not speaking to the media, and when he said (not direct quote) *we need to keep this about Lacy, we’re not the ones the media should be looking at, it’s not about us*, I got chills. Where have we heard that before?

    So here’s my question, I’m guessing Blink has this answer. Who was *running the show* as far as the family talking to the media? (Or in Kyron’s case, NOT talking.) Who was the first one to say “we need to keep this about Kyron” when the family was together in those first days. We know Kaine actually threw out some media, but whose idea was that? Was it his or someone else? We have heard TMH say (which has not been publicly refuted by anyone btw) that she was “told to lie” by LE.

    Blink, do you know why the family did not plead for their missing son’s return in the early days? Did TMH tell you who was running the show wit in the family? Do you know whose idea it was and who came up with the statement that this needed to be only focused on Kyron? We already know that TY was telling the family what was going to happen and what to get ready for, so was it him? Was it Kaine? Was it someone else?

    When I saw Scott Peterson say those words, I felt sick. It also reported that Scott Peterson would come in every day to the center they had set up to distribute flyers, etc. and remove every picture of Lacy that included himself from the bulletin board, and if they put up more, he would do the same, day after day.

    Those words just creeped me out. “keep this about Lacy, it’s not about us”.

    So T.Ruth, that is a very broad (but good) question. Unfortunately I don’t have just one answer because it changed over time and in some cases based on circumstances. To your question about who ran the show re media- absolutely it was Kaine, and there was input by Frink’s office and MCSO. I would suggest to you that the press conf at the church was the FBI’s contribution to the program and is/was standard protocol for non parental and unsub abduction and/or circumstance leading to Kyron’s disappearance.

    As another example, Rod Underhill held the “request for public info” around Aug 22 or so- and this was in direct response from feedback from the sitting grand jury. I don’t think any parent or loved one is prepared for the high profile escalation process that has occurred in some of the cases we follow- and to be honest Scott Peterson is such a flagrant sociopath I doubt that really phased him.

    Sorry I can’t be more specific, even out of context, but the only thing I can say with certainty is that one person WAS forbidden to speak to the media for years (in fact her representation may have hinged on it, that is standard in any criminal matters I work on) was Terri Horman.

    Put yourself in LE’s or the families place. If they really believed that giving Terri immunity would return their son why would they not immediately do so. Would they rather be right and get revenge or recover a hapless Kyron whom they all claim to love(8 yrs later). This would not even be a choice for me as long as I could get my son safely returned to me.

    Is revenge is more important to these people then a living Kyron returned to them? I don’t really know but it seems odd. If you love your children that’s crazy.

    So they either believe Kyron is deceased or Terri does not really know where he is.

    It’s hard to believe that DY would rather have the satisfaction of revenge against Terri then her son returned to her but you never know about people.

    Poor forgotten Kyron.

    I will never believe DY would ever choose “revenge” over recovering her “kidnapped” son. DY also told Dr. Philmore that she believed Terri buried Kyron at the family home. The home that was cleared by the FBI by the morning light of June 5, 2010, and to my knowledge at least 11 more times by 2013.

    Can you imagine laying in bed at night believing your child was being held against their will every day and night suffering who can imagine what, waiting for you to save them, and not doing everything in your power to find him. because you are more interested in getting your pound of flesh from Terri then saving him?

    it’s hard to believe that any parent could be that heartless so DY and Kaine must have always thought Kyron was deceased or?

    No Rose. I cannot. It is one of the reasons why I do not truly believe either Kaine nor DY believe that. It is a simple coping strategy.

    Obviously that makes sense to Jason Gates, the Chief Deputy, Enforcement (Investigations Commander)
    since 2013 who as early as the first week, while head of Land & River Patrol, appeared in public asking Terri in Truck to be a tip focus. One infers he synchophantically promotedStaton to Skipper, as he was richly rewarded after Staton became interim in Nov 09. And he is the one who seized on this case opportunistically imo to move up the Command structure. He must have a motive beyond agency self-promotion and stupidity.
