Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes
I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010. Like most missing persons cases I have covered in the past, I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another. This approach has worked in resolving some of my previous cases. I am proud of that. I remain steadfast to the integrity involved in those and future cases.
Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom, Terri Horman. Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey. Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child. There are dozens of sources, collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.
Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did. I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping. Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode. When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her, I most certainly respected that. I still do.
While Dr. Phil seems like a gregarious fellow for sure, I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth. There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions. Not what I signed on for. A missing 7 year old boy six years running is not a framework for entertaining a target audience. He is not fodder for online social media bully campaigns- yet it occurs.
I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil. I appreciate your patience and your understanding. Feel free to discuss the show below.

Arthur Balizan, the then FBI Field Office Director, was very involved in the first couple months, with his mug before the cameras. He appeared to have an MO for stings & setups to entrap while in that job & a history of working joint drug cases with DEA agents prior to promotion to Portland. He was hispanic & fluent in Spanish. I think there are a few more statistics I would like to see tracked wrt the outcome stats of recording GJ’s to date- Out of the cases reviewed for true bills- how many resulted in a true bill and how many true bill requests ended in a no true bill from the grand jury. From there- how many true bills actually proceed to trial and how many of those result in verdict vs a plea? Cause, ps- that is really the issue here- what effect does moving to a recorded gj format have on conviction and acquittal rates AND does the gj help (as it observes OR law overseeing the process and actors) the perceived negative aspects (you know, how does it support Underhill’s newly exonerated prior convictions exploration?)

Assuming KH was a CI resulting from TH call to the cops for his steroid use/abuse/sales? and assuming he agreed to cooperate, and assuming she called a local agency (MCSO or PPD) then would someone there have alerted the feds? They ultimately busted the car dealership. Would the local law know about the federal investigation in advance?

I can’t account for the DEA agent in the sting- unless he was attached as some sort of task force out of a sheriff’s office or PD. To this day, I cannot exclude that Kaine acted as a CI- there are certain orders in place re info requests that one only sees under that set of circumstances.

erose- as the DEA involvement with Kaine pre dates Kyron’s disappearance (April 2009) I can’t exclude the possibility he was a CI then, during, after or “at all”. Kaine admitted steroid use and purchase dating back to 2005 during his civil deposition in the dissolution case, I don’t know what he said during the civil deposition he gave in DY’s suit but I do presume since TH Lawyers would have been present for it- they would have acted on any information they gleaned in the best interest of their client. Because of the “orders in place” as they relate to what would normally be subject to public information disclosure generally, and the various agencies then and now that are custodians of said records and the reason they gave (under the law) for non release, that had since DIFFERED from what the investigators from Houze’s request were given, it does lead me to the conclusion that the records in question’s “status” did change over time.
My apologies for sounding obtuse, it is not my intention to. If and when I publish a combo update/interview I would be obliged to quote the the persons and informational basis I am working from in support and I won’t (and can’t) do that outside of context. Your follow up question is completely relevant, of course.
Readers digest version- in my previous case work- the denial responses I got from my official requests for specific information and the agencies from which they came in a substantively similar set of circumstances lead me to believe there is a Federal agency based exclusion from providing them that does not exclude exemption due to someone’s CI status.
It’s not the only reason I strongly suspect that Kaine acted in some sort of CI capacity wrt the entire “steroid issue”, the fact that some people he bought and sold from ended up facing charges, some were interviewed by the DEA and were not arrested, and some lost their jobs from Kaine’s gym allegedly, but did not face criminal charges then, also seem to support the theory. The fact that a DEA agent was sitting next to RSE, who Kaine openly testified and through counsel denied having any knowledge of prior to disclosure by MCSO- well, there’s also that.
Circling back here to the reason we care to unpack this in the first place. How in the what now does Kaine and his very recent and future involvement in a drug ring under DEA investigation not force (at full throttle) exclusion of any and all persons both direct and tangential? Oh, and no- nobody from the multi agency task force was ever told about it either.

If you recall I posted a few links last year re how to review the public aspect of personnel records of MCSO to include Mr. O’Donnell. Imo, those records and what I would term loosely as that individuals career track both tell the story and point to what will be contained in his private HR matters file. How else do you explain how the lead det in the largest profile case in recent Oregon history, a mp (child) case originated at a public school goes from that position to canine patrol?

Desiree was at Terri’s at the time because that’s the caregiving parent auto calls went to. Anyway, she recites her distress when the call came standing next to “the devil” who took him at the time. Ergo there’s no doubt in my mind she & Tony were screaming all over mcso that first weekend that the devil stepmother took him.
That woukd’ve skewed every interview mcso conducted with those on The List (witnesses) on the preceding weekend.

When you look on the Facebook page it looks like there are a lot of Teri stalkers but in reality most of the people on her page also follow many other pages and although they say they are interested their compassion is divided between multiple victims. I think some of these people have nothing else to do. California is a big state so maybe 20 posters go up not enough to make a difference and cause people to stalk Teri and her husband.
When there is no arrest and no new evidence found people will once again get bored with the nothing happening case and move on to more interesting true crime stories. Or they will realize that Soldier is lying to them about evidence against Teri because if the BS she spouts were even half true Teri would have been in prison years ago. Eventually people begin to notice that. Soldier has some pretty lame excuses for why with all of the evidence she says law enforcement has Teri has not even been named an official person of interest by MCSO in almost 9 years.
And as far as Dede goes (whom soldier keeps accusing) No one involved in Kyron’s case even mentions her name only Soldier and Dede’s crazy cousin. Desiree has not mentioned Dede in years Kaine never says anything about her,The local news (even Kyle Iboshi) never says anything about Dede when they have the yearly blurb about Kyron’s disappearance . The only one accusing Dede is Soldier and she is not in a position to have official case details. How long before people start noticing that?, and realizing someones lying to them.
The whole lesbian lover thing about Teri and Dede is a huge piece Bull Droppings. Where was that ever mentioned by anyone involved in Kyron’s case except Soldier(NEVER). Plus Teri is remarried and Dede has not seen her since she moved back to Klamath Falls 8-9 years ago?
Thank you cd. Soldier named a specific small town. Not all that far, really, from So Oregon. Soldier & Desiree are sending teasers about the Walsh show. My guess is as it approaches Soldier will get more & more agitated. As she is. It only takes one person putting up fliers in that town to destroy Terri’s life again. They will find that someone when the Walsh show airs. Terri’s civil tort attorney should be watching & recording it. Then when post-show stalking has monetary adverse conquences for Terri, I suggest a multiparty defendant suit against at least 5 parties, 2 with deep pockets, will be well-founded, depending on what her lawyer sees in that video, and Soldier is even now laying an evidence trail. In Terri’s shoes, I’d give the gals all the rope they want. Any act against Terri in her small town after Soldier’s post and/or the video, will give jurisdiction in Terri’s County imo for monetary or reputational loss. Soldier is ignorant of the law because she repeatedly says it will give her a chance to litigate the abduction. As if she could even afford an attorney or travel there. As to her there’ll likely be a default judgment. But Terri can bank on the 2 deep pockets. She’ll want a 1st Amendment plus civil tort attorney.
Give whom a chance to litigate the abduction? Both Ramsey men are double digit millions richer today after their recent settlement from their plaintiff defamation case following a direct allegation under the guise of an investigation made for TV.

The whole fiasco in the fall of 2017 spring of 2018 with the dropped stolen car, the stolen gun trial where Teri was acquitted, and the restraining order filed by someone who was on 3 years probation for violating a restraining order filed by another woman makes me think law enforcement here has nada. I don’t know what they report to Kaine and DY that keeps Kaine and DY from pursuing Kyron’s case by getting it turned over to the FBI.

I don’t think Teri or Dede would ever sue Soldier because Soldier probably does not even have enough assets to pay for the litigants lawyers. investigation Discovery that would be worth the effort.
The only thing I would think could happen to Soldier is being charged with harassment of Teri or being charged as an accessory in any violence that was perpetuated against Teri and/or her family . If it could be proven that Soldier either advanced the idea of violence by supplying Teri’s address work place etc.. Or a crime was committed as a direct result of Soldiers accusations.( As in getting someone with a mental disability to do something violent by egging them on) Same with Dede.

1) she does not regularly read Soldier’s FB blog bcz apparently she was contacted, Soldier says, by many people to inform her after the fact.
2) She is fully able & willing to disavow Soldier’s FB posts & activities when she wants to and have Soldier post her differences. So she could have done that about any of Soldier’s accusations, threats, & activities dating to that page’s founding.
Imo she’d have been better off saying nothing.

De Becker’s firm would’ve been great for Kaine to spend that $30,000 from Bank of America donation acct back in summer 2010 bcz whoever he assigned to be the PI would have outside eyes & no tunnel vision, have been able to address any LE corruption—like a Sheriff with too much meds making him erratic & the plotters in his Court— and he’s familiar with western WA/OR. His reports would’ve blown Kaine’s judicial storyline though.

Who hooked the Sheriff on the “pain drugs” that allegedly made him erratic, explosive, & unpredictable, thus unable to supervise his deputies adequately, which apparently occurred in the summer of 2010 per his staff accusers.

I don’t see how it could be John Walsh’s show. In Pursuit is about fugitives who have escaped law enforcement and are hiding somewhere. John’s show shows the crime the fugitive has committed and asks anyone who sees the criminal to report to law enforcement where they saw him .The fugitives current address, so the criminal can be taken into custody. America’s most wanted had the same format.
Teri does not have any kind of a warrant to take her into custody with, and everyone already knows where she lives. So she would not fit into the format of John’s show In Pursuit.
So other then showing Kyron as one of the Two 20 second blurbs about identifying missing children(which the in pursuit show has already done for Kyron) it is doubtful Teri and Kyron’s case will be featured on John Walsh’s show.
DY must have interviewed with one of the other shows which are in the ID channel and there are more than a few of those
True crime, Paula Zahn, People, See no evil, Evil lives here, Wives with Knives and many more. Walsh’s show In Pursuit is just one of them.
Walsh did make like a youtube snippet featuring Kyron for Soldier which he sent to Soldier to use on her facebook page and will not be featured on his ID channel show. There were some inaccurate statements in the snippet which had the ID channel logo on it so who knows where that will go if anywhere.
Another institutional missing child like Kyron. If this were a private residence it would be treated as a crime scene just in case. Just sayin’

Im sure everyone that reads here already knows this- but such an agency does not have the protocol or right to do anything but call 911 when a minor in their care is missing. In this case, apparently LE is already putting it out there they waited 90 minutes. God Bless this sweet child.
