Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    Blink, hope you recover quickly, but also nature has a way of forcing us to slow down sometimes!

    Regarding license plates in California: I live in California and in 1977 my husband bought personalized plates MKYMOUS for our motorhome. I transferred the personalized plates over the years to vehicles I purchased. Last year I bought a Chrysler Van from Mobility Works and could transfer the plates Tom bought in 1977 to my new van.

    traffic stops this year are not kind to Terri:
    speeding 7/4 garnered an arrest.
    car maintenance issue garnered this week’s.
    is it possible she’s followed from time to time?
    and a brake light could’ve been loosened.

    press said her plates were run after a routine stop for the car’s functional violation.
    Since it was 1 pm, we know it wasn’t head or tail lites.
    other option is brake light. or a broken light cover. or broken mirror.

    at 1:30 pm Police have to want to maje a stop to write something like that up.

    I’ve had a van brake light written up at 2 am in a bad neighborhood–
    police want to see who’s out at that hour and use any functional violation to stop..
    A white female in a good neighborhood at noon is a different matter.
    Just feels fishy.

    I hope her pic demeanor is due to crying, not a substance.

    I don’t disagree I see red flags within this flurry of LE activity. Not just because of the obvious ( I think I mentioned the dates for the 12/16 hearings at the same time did not line up- AND TH was never served (how is one getting around a DV TRO leaked to media in different state, lol) but because in my source interviews, I can state with certainty that current MCSO investigators continually tap certain db resources to check on TH status (intentionally vague). What would possibly prompt a conversation with MCSO if Cristobal was unaware of who “TM” was. I am not sure if it is present in CA, but is everyone aware that when one files a DV (FAPA) in OR they are immediately entitled to up to a $1200 rent/mtg/housing voucher ? For some, they receive a few of these. That blew me away. Before anyone asks, I do not know if Kaine sought one, but I do know he would not qualify due to his income so I doubt it.

    A mechanical failure as the reason for someone being pulled over resulting in an arrest of a person who (on paper I verified) owns this vehicle- does not mean there aren’t records out there that conflict- I just haven’t seen any and I am aware they can take months to update. Does this go back to a tag issue from her previous vehicle? In my view there is a past history of undisputed misuse and absuse of LE power and the color of law against this woman. Do I really think any LEA is dumb enough to follow up MCSO acts here, most certainly in a climate where throughout the US LE is taking a bath in nearly every high profile case? No. Do I think a desperate person can make bad decisions, especially when it is probably true she has a history of them? Yes. We will all have to wait it out-

    Apple was a pioneer in using computers for the technical side of music production. Nearly all of the early work was by people working on Apple machines.

    The pads are perfect for using to display sheet music for performance. A whole concert can be performed by storing the music in the pad. It also only requires a single screen touch to turn the page. This is helpful because some page turns a placed in difficult places on the music. Professional level music is often multiple pages long. Especially is this true of classical music such as a symphony. Some of the arrangements for Broadway shows are between 12 and 20 pages.

    The music testing program was developed by Finale a music software company that produces software for composition and arrangement. The test music is loaded into the pad and the person doing the audition or test plays into the microphone. The program then scores the results by comparing the accuracy of time and pitches. The one drawback is it cannot, at the present time, examine the quality of tone an important aspect for young musicians nor is it capable of testing for proper articulation (use of the tongue) for wind instruments. It is a good practice tool for what it does, but I would never use it in an audition. It was first released in 2005.

    imo he stays in touch with mcso chief reese, having connected his son there as head of Business.
    I would not be surprised if fbi field agents out of Sac and SF were tailing Terri and looking for stop issues.
    Imo they’re working on 3 felony strikes and you’re jailed for life in Calif.
    Except for returns for Court appearances, imo she needs to live back over the Oregon line. I don’t think
    bcz she believes she’s innocent she’s taken her jeopardy seriously.
    Tamara M btw is no longer a Sacramento deputy per her book promo.
    Imo one problem was when Terri emerged, she managed her own media choices and PR. She shoukd’ve gotten a PR professional’s mgmt. Dr Phil was a h u g e mistake. Now she needs PR mgmt more than ever.

    About driving a car with a stolen license plate.

    This is what happened to my husband and I. We had dinner at a local restaurant. When we went to get into our vehicle the drivers side door had damage as though someone was trying to open the door heard us coming and left. We didn’t call police or anything because my husband was just going to file an insurance claim to get the door/lock damage fixed. When my husband went out to the garage to take the car to the dealer to get an estimate of the damage he noticed that the license plates had been replaced with some other license plates then ours.

    My husband originally thought that someone just stole our license plates replacing them with plates from a stolen car or something. I told him I thought car thieves were putting different plates on our car because they planned to steal the car and if we reported it stolen then LE would not be able identify the stolen car by the license plates.

    But where did the plates they replaced our plates with come from and what didi the thieves plan to do with the plates they stole from our car.

    I think maybe some car thief could have stolen a car and needed some plates that were not reported stolen they may have switched the plates with plates from a car they stole and Terri did not notice the change

    Terri bought a car from a shady dealer and the plates were actually stolen plates all along.

    I have heard that car theft rings steal cars up and down on I5 and sell them in Mexico so all they have to do is get the car past the border.

    Your story about the license plates is very plausible. You probably interrupted the thieves before they could complete the job of stealing your vehicle.

    Plate swapping or stealing appears to be one of the tricks that criminals use to help them move vehicles from one state to another.

    While attending a seminar at the University Of British Columbia in 1999,we had the rear plate stolen from our car. We immediately drove to the nearby Canadian Mountie facility and reported the theft. The plate had been issued in 1995 as the 150 year celebration of Texas becoming a state. We figured that it may have been some student at the University who took it to make a wall mount in a dorm room. The front plate remained on the car. We had a letter prepared to present to any LE that stopped us explaining the missing plate.

    We crossed back into the US and traveled down I-5 through Washington state and all the way to the parking lot about five miles from crater lake in Oregon before we were stopped for no plate on the back. The letter was shown to the officer with the Canadian phone number to call for verification. That was the only time we were stopped. Drove all the way back to Texas with no other stops.

    This whole thing about Terri and the recent LE activities is disturbing. Is Rose correct in her assessment of what is going on? Very possible.

    We have a vehicle that stays in the garage a lot. In WA, up until last year, plates had to be replaced every 3 years (to generate revenue). We put our new plates in the garage with the vehicle, not on it and someone (probably a friend of a friend of one of the kids) snagged them.

    We found out they were missing when we got a toll bill for several hundred dollars. It was a fight to prove the car on the bridge was not the vehicle the plates were registered to. Even though we had photo proof, the only way to legally get out of the bill was to go to DMV and report the plates stolen.

    Right. A fairly cumbersome process- although the 3 year life span on plates is news to me- wow.

    Soldier has NO contacts in LE in OR or CA. She has no rational contacts of any kind related to the Court system in Marin Cty. Her only contact is Desiree or the mouthpiece sister. So, imo Desiree personally, or thru Kelly, told Soldier a BF pd the bail %.

    Deductio: Desiree was on tenderhooks as to whether TMH would weekend in jail or be bailed, and was informed toot sweet by Master Planner that bail had occurred and who paid it.

    Desiree has some source who informed her it was a bf. Who could that be? No one other than the “Investigatory” (lightly said) Master Planner keeping tabs on TMH’s ins and outs.     Terri’s defense atty needs to find out.

    I do not think Desiree makes this “inside information” up; I think her flaw is gossiping to Soldier what some LE insider is feeding her.

    Because, Soldier’s postings, if accurate, are a defense attorney’s dream. If TMH were in Oregon with Houze that is. Now she is rolling the dice with possible defense dodos.

    I always try to put myself in the target’s shoes to see what the Planner’s objective is.

    My daughter called me hysterial recently on a Sat am after her car had been towed. She had played a “gig” making %300 Fri night, and drove her employer home. Leaving the car briefly in the employer’s apt lot, it was gone on return. Bailing it cost $225 of the $300.
    And she was emotionally distraught at just the injustice (in her mind) of being towed.

    So, what was even worse, in my mind, than the charge of stolen whatever, and a very brief period in jail, is the loss of the car.
    She was far from “home”, whether Roseberg or Sacramento. Her car was impounded as evidence. She was on foot. No way to get anywhere. And she cannot contest this until Jan l0. Until Jan l0 she is guaranteed wheeless. To find someone to drive to Marin Cty jail to pick you up (humiliatingly), to pay the bill, to drive you around, etc. would make her as hysterical as my adult kid. For a poor person without a job, being also without wheels for 3 weeks is appalling. And there is no way around it but waiting for that Court hearing, even if You Own the Car. It would be so easy to lure her to a wealthy suburb of SF on the pretext of interviewing for an inhome caregiver l to l job. What an easy peasey sting. No idea if that happened, but to the extent she keeps biting on personal caregiver jobs of any kind, imo she is beyond bad judgment and just writing her own tickets to jail.

    Wth was dau car towed? Poor thing.

    I cant shake the feeling this all looks like a bad breakup fallout- or is it me?

    I think these activities, taking advantage of an admitted bad judgment naif who thinks innocence (of the abduction) is any kind of a shield, moreover one in poverty without resources, are most likely not MCSO, but MCSO tapping friendly resources in the Sacramento and/or SF FBI field offices as arranged by Baltizan, former head of those offices as well as Portland at the time of the abduction, prior to his retirement. After all, if Reese hired his son–a relatively newly minted college grad with just a few yrs of experience– with a great job, Baltizan owes Reese one. After all previously the job was held by a Deputy, not a civilian.

    California was the first state that I learned about that used multiple year plates. That began in the 1940′s to save metal for the war effort in WWII. Most Southern states had one year plates until the late 1970′s.

    Texas began to issue multi-year plates with a sticker to be placed on the plate itself. One could pay extra for a new metal plate at plate change time. That is how we had the special plate on the vehicle that was stolen in Canada. The present method in Texas is to issue metal plates at the time a car is purchased and use a windshield sticker to show the current year. The life of metal plates is now 10 years in Texas. After that time you are forced to accept new metal plates and start the process of stickers for that plate.

    With the loss of steel and aluminum production in the U.S., this makes sense.

    O.J. Simpson moved to Florida to escape payments of the civil case. His problem is that he kept moving around the country hanging out with some of his friends. They finally got him in Nevada for the robbery where he tried to recover some of the things that were seized by the court and sold.

    I think TH was trying to stay reasonably close in hopes that she would be given an opportunity to have visitation with her child. Your supposition about her activities being tracked by Federal agents could well be happening.

    People swap license plates for a variety of reasons. So we consider if TH did it or someone swapped them without her knowledge. One of the articles said they were swapped in Sacramento.

    Either TH took them and they were reported stolen, so we consider why she didn’t want her car identified, or someone placed them on her car and then reported them stolen. The latter seems to make the most sense.

    Stolen or incorrect plates is def a different charge though, no?
    If she possesses a valid registration and maintains insurance I am just not seeing the basis for the charge. Me wonders if someone might be on the title or maybe in a position from a legal/financial issue to assert it is stolen?

    Not that I am aware of, running a plate could result in either issue, and neither possibility on its face constitutes driving a vehicle without permission vs stealing one so I am at a loss like y’all. The only thing I do know from a source is that TH was in the location on a work-related assignment AND she was not charged with anything related to a mechanical failure.

    This seems like a good opportunity to provide a (maybe) off topic link of a case I continue to be absolutely fascinated with, which occurs “pretty close” to this one.

    On reflection, I assumed TH’s 7/4 speed ticket was say @0 on a hwy.
    It woukd be EASY if tracing her vehicle with this hit shot lic plate technology to pick her ordinary route and choose a low mileage street, say 25 or 35, and nap her as soon as she showed 36 moh.
    Blink, I hope she informs you ALL the curcumstances of that stop (where, how fast vs posted limit, etc). Tho if she was given a ticket maybe that’s on record. Maybe sge was never ticketed to keep the stop out if Richards’ defense hands. Imo incident 1 is not a gun case, whatever it is.

    I am sure you noticed Blink in the article I posted onthis 14 Calif county collaboration on pooling of licplate data amongst all Federal and local (county and city) LE, that the Stationary cameras are at the only 2 entrances to Tiburon–the area where TH was stopped? That her caregiver job was in the only regional area with the 2 stationary cameras capturing all vehicles which come and go fromTiburon suggests to me that “work” was a sting element.

    One wonders Cristobal’s immigration status.

    skilled at defending entrapment cases.

    I suggest the weight of public information tips this to the 51 ft yard line towards a sting, utilizing some
    incentive flowing to Cristobal. Although today I’m thinking (without evidence), it is very possible whatever agency’s LE lead (I posit SF Office FBI) visited RightatHome (a national chain but local franchisees) and asked for cooperation well before TH resigned.

    The story in Blinks link about the one in Irvine is one that everyone needs to read. Not locking a vehicle or one’s residence is a dangerous practice and has been one for fifty years or more.

    I remember arriving a my paternal grandmother’s house one afternoon in the summer of 1957 to find her all upset because she could not find her keys to the front and back doors. A radio announcement about some escaped prisoners from a facility forty miles away had requested everyone to lock their doors. Thinking she had simply put them in a place that was different from normal I began to question her in ways that might jog her memory. She stopped me after the third question and told me she had not locked the doors since 1935. Then I really looked at the locks. They were skelton key types that anyone could pick with a thin screwdriver or a small blade on a pocket knife.

    I was not planning to spend the night, but did so and jammed an oak dinning room chair under the knob for the night. The next day I went to the hardware store and bought double cylinder dead bolt locks and installed them.

    Everyone should develop the habit of locking vehicle doors immediately when exiting. The moral habits of the current times are far different than those I experienced as a youth. Thieves and others of questionable character are walking the streets of every size community just waiting for a careless mistake on your part.

    You are one resourceful and loyal Grandson, and G-Grandfather (duh). I just felt like I was watching a Paul Newman movie with your personal story.

    Still sitting in a chair with my foot in traction, in case anyone wondered if these are the mutterings of a woman about to undergo ass-fuse-recliner syndrome. It is.

    In regards to the license plate readers. Society is in a position of technological advancements that make possible things that impinge on our personal privacy rights. While these things may help LE and our criminal justice system in some ways, there is also the area of abuse by those that have access.

    Where do we draw the line for control? It is going to be a difficult process to have laws and regulations that both allow their use and protect our privacy rights.

    I am finding in my work LPRs are going the way of Stingray. It will be abused, and Judges will figure out it is impeding the 4 corners doctrine (kind description) and they will react.

    I read the story, so interesting. Dateline or someone did it as well but this was more detailed. Parents with a vendetta on something so trivial give food for thought on what a parent may do if their thought someone murdered their child. KH and DY have many LE ties, and MCSO is more scheming than detecting or investigating. Will an overzealous cop shoot her and claim resisting, or the like. What is the end game and whose game is it and how does this help Kyron?

    Rose, I thought the cops up here in WA all used those license plate detectors. In WA we have optional chips (RFID) in our drivers licenses, called “enhanced,” for ease in crossing the Canadian border, they say. Boarder Patrol knows who we are before our car reaches the gate shack.

    Apparently erose the unique feature of TMH’s geographic location is the metadata sharing in real time within and amongst was it 14 northern Calif counties– all branches of Federal (like fbi, Homeland Sec, CIA (tho its not supposed to do domestic), DEA, and so on), State, County, and City LE agencies — metadata mining as run and mediated by Palantir located in palo alto.     imo this 14 Cty thing is a pilot. It not only does plates, but takes pics of people withtheir children in their driveway per that article. These cameras are quite expensive. Marin Cty Sheriff has only one. Cities in Marin have 1-2, Tiburon has 2 stationary at entrances and exits. This is not yet widely disseminated. Look for funding flowing to Palantir buried in Defense, CIA, DHS, etc budgets.     OT & to erose. over 35 yrs ago I was the first AA to the Dir of the newly formed Space group in the Congressional Office of Tech Assessment. Had to set up recording for a top secret round table with heads of industry and within govt (ie nasa) featuring Wm Colby briefing them on capabilities wrt satelitte resolution of intel ground targets which was then seen as amazing. The recording came out as white noise to the Congessional agency Dir’s distress, and we both blamed me. Now of course imo Colby had a jamming gizmo.

    However today these capabilities are much advanced, well-known to the public, used for commercial purposes (gps navigators, google geospace etc). The interesting thing will be when Thiel’s products move out of govt secrecy, LE and defensive applications, and into the commercial applications mainstream. His stuff is like satellite pics only from ground locations (which google has now) but enhanced with data mining and sharing capabilities. Oh the revenue streams after ad agencies harness for targeting.
