Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    If someone with knowledge/experience could tell me that an event ending with the still unsolved disappearance with a 7 year old child did not result in some sort of IB approval I would be much obliged.

    Sorry to be intrusive to her, but if TH will be transparent w/u Blink, imo it is quite relevant whether she was “involved” with any staff, parent, contractor or employee of Skyline, on the order of her alleged engagements w/Rudy & Cook, who might fear her “loose lips” & seek to intimidate her.

    I agree it is a fair question and I was given a vehement no at the start of our interviews. In the triple digit interviews I have done in this case to include some of the “pool” you are referring to- I have never heard that allegation, either. The only individual I am aware of that Terri had “involvement” with that fits the description of ever having access to the school is Rudy Sanchez Estrada.

    Your map read and run activity is similar to what motorcycle clubs run over miles of back roads. The goal is to make it from one check point to the next in the precise time listed on the run check point sheet. Not early or late.

    The island created with dredge material is typical of dam construction. Over time, a river will deposit a large amount of silt including rock in the river bed. A dam has to be anchored to the solid rock underneath. Otherwise, the river flow will undercut the dam structure and destroy the dam.

    Your link to the Veolia services at Gresham, Oregon reminds me of the U.S. Company Halliburton services. Halliburton began business as an oil well service company in the oil fields of NE Texas, NW La. and SW Arkansas. One of their main services beginning in the 1940′s was high pressure fracturing (fracking)of the oil sand and rock. Today, through purchase and merger activities, they have acquired engineering and construction companies and other companies around the world similar to Veolia. I think they are every bit as large as Veolia. Yes, “fracking” has been around a long time. Much longer than the general population believes. Both companies depend on government contracts for a large part of their revenue stream.

    In the Gresham piece they talk about producing methane gas in the sludge operation and using it to power a gas fired generator for electric power generation. All such operations, including garbage land fills produce methane and are often tapped to supply energy to other operations.

    The Gresham link also mentioned that Veolia added computer control to the SCADA (Supervisory Control And Data Acquisition)system at Gresham.
    I hope they were smart enough to Not connect the computers via the internet. The article only mentioned a computer, but quality systems should have two or three computers for redundancy.

    The Bonneville Power Administration was created August 20, 1937 as a federal agency section of the Federal Power Commission. It was tasked with building electrical power distribution systems for the hydroelectric generation from the multiple dams along the Columbia and Snake Rivers in the United States and to co-ordinate with Canada on the portion of the Columbia river in that country. It was also tasked with educating the public on the benefits of electric power. Few rural areas outside of the towns and cities had access to electric power until the late 1930′s and early 1940′s.

    Following WWII, the Federal Power Commission was also tasked with the administration and regulation of large interstate gas pipelines. This has all been merged into The Department of Energy with the addition of crude oil pipelines and refined products lines that were formally under the regulation of the Interstate Commerce Commission.

    S Zabel on SiteCouncil was the3rd principal after keefer. there was wood then Sage. a new one this summer. Site Councils should’ve been in existence at Skyline for years and years. they’re pretty do nothing in my opinion.

    I agree with your conclusion about the site councils. I rather suspected such lack of success from the link with the minutes.

    I spent some time this evening trying to find details about the wind turbine installed at Skyline. In some places the turbine is sized at 2.5Kw and others at 3.0KW. Both values put it in the micro size area. Large commercial wind turbines have an output at 5.0MW

    Micro size wind turbines are in the personal use arena to provide small amounts of power for a single purpose at a home or for backup in the event the regular power source is interrupted. They can provide power in single phase AC mode or DC output to a battery bank that has an inverter to produce AC power to the system.

    This power system cannot produce enough power to make a material difference in the daily electrical requirement of the school. It was installed by the environmental division of the Bonneville Power Authority as a teaching tool and IMO as mostly a PR tool.

    One of the articles contained information about the students making models of the turbine with different size and shaped blades as a learning exercise. However, since the school doesn’t have an instrumented wind tunnel, there is no way to actually determine the viability of the various designs. School teachers without engineering knowledge are not capable of leading such an exercise. So this was an exercise of experimenting and not learning anything valuable. What a waste of time. But, it makes good PR for the environmentalists.

    Why doesn’t law enforcement correct media when they keep saying that Terri Horman was the last one to see him. It really bothers me that there hasn’t been a press release of some sort to clear up misinformation in the media.

    They did. Unannounced. Because LE is under no obligation to correct media misinformation to the public- even when they put it there.

    It appears that Mike Reese the Multnomah county sheriff may have a short stay in office. He refused an ICE retain order on an illegal alien that had been deported 20 times. He then released him back into the city where the illegal assaulted a 65 year old woman and stole her car and used the vehicle to go to another location where he assaulted and raped another woman.

    Under federal law, Reese could be charged with aiding an illegal to commit a crime. AG Sessions may get into this one as he promised. The women have a case to go after the County and Reese as well.

    This agency just cannot function. It is time the Feds come in and take it over for a good house cleaning and retraining of those that are able to be retrained. I would take out all of those from Sgt. up to the sheriff and retain only the patrol officers and maybe not all of them.

    I am NO expert in understanding the nuances of a local agency refusing to enforce an ICE hold by any means, except to say it obviously puts the community at great risk. This is a terrifying and egregious example of what can happen when a sanctuary city outright refuses to comply with an ICE hold. He had a criminal record to include probation violations and was deported 20 times- there is simply no excuse for not detaining him to include flat out negligence.

    I apologize in advance for sounding negative and my political beliefs are not an issue here- you have a community with extremely high property values (real estate) an enormous homeless population and a le agency that refuses to comply with ICE holds or report undocumented individuals who have a very high probability of recidivism. This isn’t profiling, this is people living among others they literally have no idea about their risks and most certainly cannot rely on any sort of crime stat reporting in this area either. Bottom line- unless the constituents take a stand here, it is definitely going to take some sort of Federal intervention and you are entirely correct that this offense and offender will be front and center as a case study of that effort.

    This on the heels of arresting folks for showing up at the DA’s house. The irony.

    The real flaw is Reese’s failure to collaborate with the FBI local field office. There were Federal probation violations. Local FBI coukd’ve picked this guy up if Reese had a relationship & requested. Marshalls or FBI could’ve housed him in any Fed facility in the US. The Fed prison system does nit want to open up prison beds to immigration probation violaters. It’s a mkney thing. But MCSO to US Marshalls or FBI to Fed prison is how this should be working in Oregon. Conversely, State LE depts don’t want to spend money on jail beds for a Federal offender and imo that’s right.

    Although there are at least two federal statues that apply to this type of activity by local officials, I have not studied and researched them to know exactly what can happen. There may be more than two.

    I don’t like stalkers. However, there are times when elected officials do not behave properly towards the people and peaceful rallies will get their attention. The most important thing is to not break the law when holding such a rally. Learn where public property stops and make certain that all who rally do not trespass.

    I am actually amazed that the people of Portland have not organized and taken steps to stop this bad behavior of those in the local criminal justice system. This includes the entire system from the courts down to the lowest level of the LEO on the streets.

    Homeless people are not all homeless by choice, but a significant number have made themselves homeless thru the abuse of drugs which includes alcohol. However, all illegal aliens have made the choice to come to our country without papers. The term “Illegal Immigrants” is a false title for those without papers.

    I don’t care about the environment. It is time to do just what Sheriff Joe in Arizona did with the outdoor jails to hold those here illegally and to extend this to the homeless in a similar but separate facility.

    The state of Oregon is now reporting that the PERS retirement program is now more than 46 billion underfunded. This is the retirement fund for all government employees. It has reached a point of certain collapse and will drive the public bonds into junk status.

    Soon the criminal justice system will not have funds to operate except in a very reduced capacity. Not a good situation for the citizen.

    Wow- I wonder if that news will start a “run” on accounts.

    I agree Rose about the cost of prisoner housing. The local jail has to house these federal prisoners at their cost until reimbursed by federal funds. This happens everywhere illegal aliens are caught.

    These people are non-citizens and should not be afforded the same rights as our citizens.

    If it were up to me, any of these criminals who came into the country and committed a crime against a citizen would be dispatched to meet their maker with an inexpensive 22 cal bullet. This would quickly put an end to our illegal problem.

I don’t know the area, but the driving directions encompass a few of the roads that are on “the list” and had someone left Skyline and gone to Forest Park via Springville they would not have used for example Germantown Rd. Someone could have left Skyline and headed to Hwy 30 via Germantown, though. Is the “list of roads” just a list of any potential roads that someone leaving Skyline might have used?

    I don’t agree with ATG that we should be offing anyone, lol, (it is a Texan thing, he was not entirely serious) but the thing about non-citizens in this country illegally is that they do not have a right to due process, imo. There have been enough amnesty opportunities over the years for folks to become documented and in my view the actual citizens of this country and our constitution should be protected as a priority. Disclosure: I do not work in any capacity in immigration law but I do have colleagues that do and we simply never discuss it. Too hot of an issue.

    per mcso kaine’s truck was on Skyline between Springville & Newberry.

    It is asking for reports of it being seen from 10:15 to 11:30 am- which, given the date I presume is some obtuse reference to when/where Terri stopped on the side of the road with Kiara. I can tell you the timeline and location are incorrect. Given the location though, it could also be ruling out an area where someone could have seen Kyron walking had he left the school grounds himself. Personally, if either is true it is pretty shocking to think that area has not been searched in 7 years so I hope neither is true. I guess considering they spent most of their time searching the areas around Sauvie early, where there is no cell tower they said her cell pinged from (in other news, even if there had been, which again, I maintain there is direct information available to LE to prove her location at the time of her last ping prior to the gym) it should not surprise me.

    I have zero basis for saying this other than my experience in other cases and my knowledge of the status of this one, but this reminds me of activity that occurs when a gj is about to wrap up (if you recall just prior to the first one, I mean, days before, the search activity to include divers was at an all time high outside of the first week). I could be wrong, but I would think an obvious gj question/inquiry would be to request the maps of search areas in a case where it is likely their charter to determine a crime was committed in the first place.

    I don’t know if the PERS retirement system is covered by insurance of any type. If it is already underfunded by that amount, then the current retirement benefits are probably being paid with current tax revenue.

    Do retirees have the right to withdraw funds from the system? Perhaps, but there may not be any funds available. Drawing money from an empty pot gets nothing out.

    I’ve been thinking about your reply to me as to why Jeff Sessions will not do anything regarding Multnomah county ignoring the ICE requests. What you have described is we no longer have a justice system with equal justice for all. Instead, big money and high positions enable one to escape the law. A multi-tiered system that no longer follows the Constitution. This behavior cannot stand although it has been going on for more than a century. At some point tyranny thwarts the law so much that it forces anarchy and the country becomes a lawless nation with all its attendant dangers.
