Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today

Charlottesville, VA-  Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia  as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest  follows an extensive investigation conducted by the prosecutors office.

While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes,  we have learned that a complaint of rape against Horn was received in the Fall of 2011.

 

The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.

Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted.  Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.   Denise Lunsord,  prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.

Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead  was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen.  Snead’s former mentor and Sherriff, Willie Morris,  committed suicide on January 28th.

Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital.  Morris was removed from life sustaining efforts without ever regaining consciousness.    A suicide note blamed his tinnitus condition.

In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.   An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.   Horn has Sheriff Smith listed as a friend on his facebook profile.  Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.

Albemarle county is also the home of The Anchorage Farm,  where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.   Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security.  DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005.  Former lead detective now retired, Lt. Rader,  has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.

Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.

Corrine Geller,  public information officer for the Virginia State Police,  whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:

“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”

Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance.  It is not known if the two were acquainted.

Horn is being held in the Albemarle Regional jail pending his bond hearing today.

    George, yes. Two medical professionals who are also Morgan’s parents said that bones were broken before death.

    All the perp would need to do is stand or kneel on a limb and pull up to shatter the bone. I’ve seen the results of this type of violent injury and it’s ugly.

    Bones are tissue and tissue bleeds when there is an insult to the circulatory system.

    Handedness might not be determined if weapons were used with both hands or because of the state of decomposition in which our victim was found.

    Only eleven percent of the population is left-handed, making the odds of a right-handed killer more likely.

    Finally, I doubt LE would release, confirm, or deny such case-sensitive information, even if they knew.

    The autopsy in VA is considered private and non-public information. That said, if it should have relevance in the civil case prior to any criminal proceeding, it may be subject to public release.

    VSP via a forensic anthro study, knows exactly what Morgan’s remains “told them”.

    This is one of those rare times I agree that this information should be kept confidential until an arrest.

    I believe Morgan’s bones were broken, as her mother said. This killer is a violent and brutal beast. There is no doubt. Some of us don’t want to believe how anyone could do this to her, or anyone for that matter, and it is easier on us to think that maybe she was run over by a car or equipment and even by accident. It didn’t happen that way. This creep brutally murdered her. May there be no mercy for him/them when they are caught.

    Lately, there seems to be more than a few posts about Morgan’s broken bones and what instrument could have been used to “shatter” her bones. Sometime ago I formed an idea that a “rebar” may have been used. That is a reinforcing bar for concrete. It is usually about 3/4 inches in diameter for your average concrete work. It can be cut to any length. It is particularly nasty and would shatter anyone’s bones. I think this is a possibility if Morgan was killed in an around AF. I recall that there were several houses in the process of being built – some seemed to be closer to Red Hill Road, southerly I guess of where she was found. I believe that there was at least one house nearer to Blandmere (sp?). Usually there is some rebar left over from building projects. Surveyors may find it handy to put in temporary stakes when surveying. Did the cops try to find out if any of this stuff was out near AF and may have been disturbed or missing.

    Just some thoughts. It’s as though Morgan vanished into thin air. There do not even seem to exist any webcam or surveillance photos of her at all. This is odd, given the prevalence of surveillance webcams nowadays. Would somebody in the know know that no surveillance cams would be on or available. Amazingly, the webcams facing Copeley Bridge at the intersection of Alderman/Copeley and Ivy were not even turned on. This too seems odd given that there was a major event going on at jpj and high traffic coming and going could be expected.

    I can only say that I have inside contacts that refute the video inside JPJ and the lot information conveyed by LE.

    At any rate, the official video explanation with it’s very careful wording I do not buy.

    Conversely, as I have said before- who knows exactly where cameras are placed within JPJ and in any employee area on campus and outside the arena specifically?

    Employees or contract employees- it is in the employment handbook and bylaws. They must be notified.

    Blink before posting a potentially ridiculous theory may I ask if the UVA basketball players seen with Morgan were ruled out as potential suspects?

    To my knowledge, VSP has not officially excluded or “ruled out” anyone in this investigation as is their policy. They do not consider the bball players suspects however.

    I would request that any posited theories do NOT include accusations please.

    Word Girl: thank you for the link re: the 9/24/2005 assault in Fairfax. That has by far given me the best perspective of the area and her movements that night. Again, that area is not too far from the Fairfax Judicial Center where the county lock-up facility is also located. I have done work there myself and there are always bail bondsmen and their literature present.

    To Mike: I think that the premise regarding rebar is a definite possibility. In addition to the new housing construction, there is also an asphalt/ paving plant across 29 on Red Hill Rd., slwilliamson.com. They have plants throughout the area and have worked on a number of high profile projects in Central Virginia and elsewhere, including JPJA and other UVA properties. They seem to be quite a reputable company but that would not preclude them or anyone from having someone working for them that could perpetrate such a crime, particularly if the work is transient in nature (depending on the scope and location of the project).

    Well, to me, it doesn’t make any sense to withhold the results of the Medical Examiner as to how the bones were broken any more than it would make sense to withhold the likeness of “sketch”. What is the point?

    The Harringtons certainly would not be able to make that determination. they might, as a psychiatrist and nurse, be able to understand the Medical Examiner’s report more readily that the general public, but they would not be able to write the report and come to conclusions.

    It would help a great deal if we knew where Morgan wanted to be taken by the basketball players as well as the results of the medical examination, including the toxicology report.

    There are more than likely, dozens of people who saw Morgan that evening both inside and outside the arena. The problem is that few wanted to make a public statement about what they observed. Then, there are those who did not see anything worth remembering and just went on with their normal activities.

    UVA is suposed to have a state of the art video system for the arena. However, no one seems to have concrete information on just what that system is designed to cover. The fact that video found was reported to be useless has always been a sticking point with me.

    Police investigators often do not publish accurate information about what they really know. This is to not let the perp(s) have a heads up on the investigation. I can only hope that this is the case.

    Mike is suggesting that perhaps a piece of steel rebar was used to cause the injuries that Morgan recieved. He is also speculating that it would be possible for a person working for one of the asphalt companies had access to rebar to create them. Ordinarily, asphalt is placed without the use of rebar. However, concrete curbing has rebar it. If the asphalt company was contracted to supply curbing, they may be a source of rebar. Construction people carry all kinds of construction material in their vehicles.

    When I traveled on engineering and construction projects, I often carried a short piece of 350MCM double insulated electrical cable to be use as a billy club if necessary. It is possible to break a persons shoulder with a single blow with that cable.

    We do not have any knowledge of the conditions reported by the crime scene technicians or access to the ME report to help us understand the condition of the remains. This will possibly be revealed at the civil trial. Although both of Morgan’s parents work in the medical field, neither of them may have the special knowledge to observe broken or shattered bones and know when they were broken. That is, pre or post mortem.

    Mike and AtG–I was thinking about rebar, too, if someone in the trade just had it hanging around. More likely though, I think the perpetrator may have had a baton on his belt.

    Many LE and Security companies use the telescoping, steel baton, which one ‘flicks out’ if that’s the word, to extend the length.
    They are about and arm’s length long, weigh about 1 lb., cost $30 and come with a holster.

    They are very dangerous and LE is not supposed to hit the skull, sternum, spine, or groin with them.(uh, many do, however, and it’s ugly and potentially fatal.)

    Instead, the strike areas are the back of the knee (peroneal nerve), up farther on the quadricepts, or on the bicep.

    Rebar or baton or even a flashlight–which can do some horrendous damage, also–we know that Morgan’s attack was termed “brutal.”

    I believe that revealing how and which bones were broken could tip off a perpetrator that LE is getting close, by George.

    We’re all wondering about which instruments of torture the perp(s) used but wordgirl is suggesting that he/they may have worked with just hands and body to break her bones. I cannot bear thinking that this monster is walking around Charlottesville. Is he on the move up and down 29, as the Harringtons suggest? Someone mentioned that Dan Harrington recently handed out flyers with info about other women who have disappeared around Virginia in the last few years. I would like to see his info. Is there a way to get it?

    I know exactly what rebar is and think it’s a valid theory as to weapon used, especially given the close proximity to construction sites. Unfortunately Morgan’s bones could have been broken just from brute force, punching, kicking, etc. I have no doubt the Virginia medical examiner has a pretty good idea when these injuries occurred, whether pre or postmortem. I sincerely hope the VSP will release something new soon.

    This is off topic, but I have to share something going on in my neck of the woods. The CEO of our state hospitality industry went missing for I think 11 days before his body was finally found in some type of closet in his office parking garage, his death ruled a suicide. An investigation has now been launched into the police handling of the case. There’s also around $900,000 missing from the organization, but the missing CEO was not the focus of that investigation. The mistakes made by our capital city’s police department are pretty irritating.

    Men don t ‘ stop’ watching so I think one of them kept waiting for a chance, someone she either interacted with or who was lurking around. What I don t understand is the crime location UVA/JPJ/Athlete lot , possibly one with the most (in theory) lights, witnesses, traffic, guards and so further

    I also don t get the apparently extensive false leads that are placed and the obtuse location of the corpse.

    Its imperative to keep re interviewing everyone every 2 weeks till one of them tells the real story this does not compute

    but thats my modest opinion !

    Rebar looks like a good option for a weapon,especially if there was construction going on..The only thing is,is that the only construction going on was the building of houses,no?The use for rebar is minimal in residental construction.The only thing rebar could be used for is putting in the footers(foundation),or pouring the driveways or sidewalks..How far along were the houses being built?Rebar often comes assembled for the footers depending on the specs of the design.Also,with the way the economy is today steel,copper,etc become the first things stolen off construction sites and scrapped for cash…

    It is human nature to observe people and their behavior. This is how a bad person can make anyone a target or victim of a crime. There is no public location that is safe. People should learn that traveling in a group provides the most protection.

    A beautiful young woman will always be noticed in a public place.

    I agree with Word Girl in the use of a flashlight for protection. I learned the value of that as a teenager when throwing a paper route.
    Batteries are heavy. If a flashlight is made of metal and uses D cells for power, it is formidable weapon.

    In fact, a lot of the stores that sell self defense equipment have flashlights that are very, very bright and all are using metal bodies. I have one that is small enough to fit in a pocket that will put out 200 lumens (very bright light) and the lens compartment has an extension that is designed to be used as a weapon.

    I’m thinking it’s a possiblity that Morgan could have been abducted under similar circumstances to the Aimee Willard case that happened in my area in 1996. I drive past the exit everyday on way home from work where Aimee was abducted by an evil man named Aruther Bomar, impersonating a police officer and can’t help but think of Morgan and the possiblity that she was thought she was being stopped by an officer, security guard, etc and was abducted by that person. I personally believe that based on everything we have read so far, this is the most likely scenario.

    The cop with I think by the name of Randall Snead from Greene County has no apparent connection with Morgans’ case. However he was on desk duty when he responded to and was first on the scene of the sheriff Willy ( last name?) who committed suicide right around the time Morgans’ body was found. Also he was involved in the Colby Eppard chase, around that time. He was miles out of his jurisdiction, and participated in the final shoot out where Colby died.
    These and some other weird things happened, like the house fire, and the explosives on the train tracks not far from the bridge Morgan was last seen etc.

    back when i first noticed this, i also noted she was facebook friends with randall snead, which i have brought up here before. this is either no longer the case, or her privacy settings prevent me from confirming this now.

    at any rate, randall is still fb friends with a bailbondsman, who is or was a partner of the above car detail business owner, so i guess we don’t need to see amy’s friends to see who might be connected to whom in my example.

    and just for review, because it has been awhile, bailbondsman is fb friends with the ng volunteer fireman/electrician that took that long strange ride to jersey right after the electrical fire that occurred the night before Morgan’s remains were found on a property very near where bailbondsmen grew up.

    tango, that is the one piece of info in my post that i cannot speak to directly, and i am not sure my hastily typed “grew up” is 100% accurate. perhaps i should have said “parent’s live” but, truthfully idk which is true.

    i can tell you that a peoplefinders.com search by the bondsman’s surname does provide a match for one of the same in north garden. iirc correctly, that address, which i do not know precisely, has been described on here as either “stone’s throw” or “spitting distance”.

    i’d bet there are folks that read here regularly that know more, and i too would like to hear from them.

    “My Philosophy of Life”

    This weekend, my mom told me that my chores would involve outdoor work instead of the usual indoor vacuuming. I was not thrilled about this change from my typical routine and had a bad attitude when I first knelt down to begin gardening. Once my body finally adjusted to the heat and my hand movements developed a circular pattern to spread the soil, I grew comfortable in nature next to my mom. As I thumped the earth around the roots of the flowers, my mind began to wander. It was then that I realized how plants are very similar to people.
    Just as people need certain things to survive, plants do as well. A young plant needs serious attention from a gardener until it grows strong enough to thrive on its own. A gardener must position the plant in an area where the sprout will receive just the right amount of sunlight; however, too much sun will cause the plant’s leaves to shrivel up and eventually it will die. Regular water is also a necessity required for plant survival but too much water will wash the roots right out of the ground and kill the plant. After the plant has been placed, and nurtured, the gardener has to step back and let nature run its course. The plant still requires some nurturing and care, but survival is up to the plant. Some seeds never sprout, some blooms shrivel up and die unexplainably, and some plants never seem to grow to the expected size and splendor. There is only so much tending a gardener can do and the rest is up to nature and the plant. A person must be carefully nurtured and have good values instilled in him when he is young and begins maturing. Childhood is a “make or break it” stage in development where the individual is very fragile; therefore, parents must raise their kids with the best intentions. Parents must introduce tools for success to their children at a young age, for example, stressing the value of a good education. If a parent is overly emphatic and insistent about school, though, a child might reject learning altogether. Informing kids about the hardships in life is also something that a parent must do; however, if the parent reveals too much about suffering, the child could become overwhelmed and fearful of the world. Protection from overexposure to danger is necessary to a certain extent to maintain innocence, but there is a fine line between being protective and smothering the individual one tries to protect. Parents lay a foundation for their children, but after a certain point, it is truly up to the child whether or not he wants to thrive. Some kids have many opportunities presented to them but never take advantage of them, some kids drop out of high school, and some kids fail to reach their full potential. There is only so much a parent can do and it is really up to each child to lift his head up and reach for the sun.
    I watched my mom clip dead basil leaves and I felt even more confident that my newly discovered philosophy of life was correct. My mom taught me about life and raised me to uphold certain values, but now I’m a senior in high school and I’m starting to make decisions for myself and emerge as my own person. I will always remember what she taught me and keep that knowledge in mind as I make independent decisions. Now I can only hope that the flowers we planted will do the same – but even if they don’t, I still have experienced a growth of insight as well as greater closeness with my mom through this simple gardening project.

    Morgan had insight far in advance of her actual years, and it was largely due to her wonderful parental influence, introducing her to gardening I have the feeling was just the tip of the iceberg. Just looking at Morgan’s artwork allowed me to see deep into her heart and soul. She had so much potential. Heartsick is what I feel when I think about all of it, just heartsick. I’m just so sorry that we aren’t able to do more.

    Thought I would pass this on to you. This is a local update from a lady at Va Tech.

    Thought everyone would like to have an update about the efforts that Dan and Gil have continued through the findmorgan website, the helpsavethenextgirl(HSTNG) Foundation and website, and their recent appearance on “The Hour of Joy.” Here are some things that have been going on:
    1)Gil has made a blog entry onto findmorgan.com and included with this is an essay written by Morgan in 2006.
    2)Virginia Tech has granted permission for the official VT logo to be used by the HSTNG Foundation/in advertising.
    3)There is now an official student led organization on the Virginia Tech campus for HSTNG.
    4)Gil met with Coach Frank Beamer and his staff yesterday and Coach Beamer filmed a statement for the HSTNG Foundation.
    5)Dan and Gil made an appearance on the new Roanoke talkshow “The Hour of Joy” in February, and discussed how to cope with a horrific tragedy such as Morgan’s murder. This can be viewed by googling “The Hour and Joy and video Dan and Gil Harrington”.
    Dan and Gil have continued their efforts to keep Morgan’s story in the media, to focus on safety for all young women, and have continued to represent Morgan with dignity and grace. May we continue to keep them in our thoughts and prayers as their diligence as parents continues.

    bern1417, i think its the other way around. i think there is a lot of info being held back for reasons unknown and has been subject to speculation.

    i have to think the civil case has been brought about to get more information out to the public and on the legal record.

    The civil case will have little to no impact on the criminal case. IMO the civil case will never go to trial anyway. It will either be settled by the insurance company covering the claim if the plaintiff wants money or will be resolved on a summary judgment motion if not. Regardless, it looks like the parties have reached some standstill agreement for now and no deadlines are currently being enforced. Either that or the online docket is simply never updated (which seems unlikely).

    Regarding the possibility of a piece of rebar being used to subdue/murder Morgan…..rebar is also used in the building of concrete swimming pools. I didn’t really take notice if there were any pools in the development, but you’d think so, since the homes are pretty pricey.

    Interesting discussion earlier about where the murder took place….a few days ago, I was watching “48 Hours”, and my husband happened to be sort of listening in, which he usually doesn’t do. Somehow we started talking about Morgan (he can’t help but be familiar with her case, as much as I mention it), and I was saying how the perp had to be really strong to carry her to the spot where she was found. He says “What makes you think he carried her?” I was a little taken aback….I asked him what he meant. He said it makes more sense to him that she was already there, under the premise of going to party at the farm, probably very close to where she was found.

    I think it was tango who said that “75% of bodies are found within 200 feet of the murder site”, according to statistics. I wonder if Morgan knew about the 7 mile sleepover the next weekend at AF, after all, it was on fb. Could someone have picked her up and offered to take her to a “pre” sleepover party, just to check the place out, you know, in case she wanted to maybe attend next weekend? It seems like an event Morgan may have been interested in….Did something go wrong out there? It’s just such a weird place to dump a body, if the murder happened miles away…you could tell it threw VSP for a real loop when Bass found her there.

    Georgie, Your statement that she was already on AF before death is interesting. I am hoping that VSP has investigated the nearby parties that evening or at least searched the grounds from possible entry points onto the spot at AF. Could it be her necklace and boots/socks were dropped along the ground on the way? Would it also be advisable for the Harringtons’/Bass’ and VSP to organize a ground search with MANY volunteers to comb the terrain/woods around those limited areas?

    J.me, I would certainly hope that VSP did a thorough search of the AF area and possible entrance points, but who knows? The more I think about it, it’s a really odd coincidence that Morgan’s body was “placed” (again with the placing…t-shirt) in a field where, in a matter of days, there would be large gathering of people for a publicized party. I can’t help but remember those photos from the 7-mile sleepover, those guys walking all around AF….but the one photo that really stuck in my craw was the guy holding his nose shut, like there was a bad smell in the air. I looked at those photos again several months ago, and iirc, that particular photo was no longer there.

    The Facebook pictures takes or posted on October 28, 2009 are really strange. The drawings are eerie. It looks like they walked all over Anchorage Farm. IDK what to think. I’ve saved them too but I couldn’t find one with anyone holding their nose.

    Several people have made pretty strong statements (Blink, I think, and Gil) that Morgan likely died before the concert ended on October 17th. I have wondered why they seem so sure but I believe there is probably a good reason, maybe insider information. But it does seem possible that she was taken to AF while she was still alive, as some have suggested. If I recall correctly, the field is enclosed by fencing and trees or forest on all sides–too thick for a vehicle to penetrate but one could drive up fairly close to it. Perhaps a part of the fencing could be removed and replaced–large enough to drive or walk through? It’s hard for me to recall the details of the field–I know there were some very good photos with arrows on this site many months ago.
