Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today

Charlottesville, VA-  Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia  as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest  follows an extensive investigation conducted by the prosecutors office.

While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes,  we have learned that a complaint of rape against Horn was received in the Fall of 2011.

 

The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.

Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted.  Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.   Denise Lunsord,  prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.

Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead  was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen.  Snead’s former mentor and Sherriff, Willie Morris,  committed suicide on January 28th.

Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital.  Morris was removed from life sustaining efforts without ever regaining consciousness.    A suicide note blamed his tinnitus condition.

In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.   An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.   Horn has Sheriff Smith listed as a friend on his facebook profile.  Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.

Albemarle county is also the home of The Anchorage Farm,  where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.   Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security.  DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005.  Former lead detective now retired, Lt. Rader,  has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.

Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.

Corrine Geller,  public information officer for the Virginia State Police,  whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:

“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”

Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance.  It is not known if the two were acquainted.

Horn is being held in the Albemarle Regional jail pending his bond hearing today.

    Thanks to Gil for sharing Morgan’s writing.

    We see that Morgan was beginning to understand the world around her. Mom knew the value of working the land, as in gardening, to provide insights and lessons.

    While this is not polished writing, it is from the heart. The one statement in the piece is that the gardner can do just so much to help the plant and then it must survive on its own is so true. This is also true of parents and their chldren. Parents who really care are all about lessons to help the young understand what is required to survive in the world. Just as Morgan mentioned in her piece,some survive and some do not.

    Allow some info out. That’s about the only thing that I can think of at this point. I can see keeping some things back, but not as many as is being held back in Morgan’s case. Being tight lipped isn’t helping solve this case, or any other and they all seem to just sit for years and grow colder and colder. What exactly is the sense in that?

    Alexandra: I am hoping that there is more going on behind the scenes than we know, even at this point- two years and some change from the time Morgan’s body was discovered on AF. I thought that the FBI was going to be aiding in the investigation, but I am not sure if that is accurate or, if so, to what extent. I would like to see VSP take a different approach at least as far as getting the public involved is concerned, that’s for sure.

    When I was looking for any recent links with respect to FBI involvement, I did stumble across this link that has probably been linked by someone on one of Blink’s Morgan threads before. It quotes FBI profiler and Spotsylvania County resident, Gregg McCrary on his thoughts not long after the Sketch was released, July 2010. I think that there are a number of relevant comments that serve as sobering reminders as the case “evolves”:

    The other reminder is above in the thread, and it is from Morgan herself, by way of her mom. I really like what she wrote and I think that it is extremely profound and stunning, particularly when it is juxtaposed in the context of her own life and death. I am really glad that her mother shared Morgan’s essay. I hope that it invigorates investigators as much as it has me.

    Your comment on how Morgan may have been driven to a point very close to where she was found got me thinking. It would be very risky to drive her there in a normal car or truck under the conditions – wet, muddy field – without a real risk of getting stuck. Then how would the assailant explain to the landowner how his vehicle got stuck in the middle of the farmer’s field?

    But what if she was driven there in motorized farm equipment normally seen in the fields? Two nearby barns come to mind: the “red” barn on the Bass property near his daughter’s house, and the “green” barn on the adjoining property northwest of where Morgan was found. The green barn fronts Blandemar Farms Road. I would like to know which farm workers (maybe part-time) had access to the tractors and equipment in the barns.

    here’s a thought about what might help progress the case. CentVA Native Away links us to an article that points out that the sketch resulted 80 tips in a couple of weeks time (nevermind the fact that it was not shown to eyewitnesses for the moment).

    obviously, not all 80 tips were useful or accurate. assuming they have been investigated, which perhaps is too much of a leap of faith, why not release some details about the tips that were not useful or were inaccurate or just plain dead ends?

    it would help keep the case on peoples minds without releasing material that is too case-sensitive, and the process of elimination could be enlightening to someone that might have important information but needs some convincing.

    sadly, i just don’t think this case has been worked hard enough, and we can only continue to speculate why.

    Your possible method of moving Morgan to the site on AF may be worth investigating. However, the evening of the concert the weather was misty with intermittent rain showers. Riding a tractor without lights while holding another person over terrain that sometimes is steep would not be easy.

    The haying operation for AF was contracted out to others. By October, the hay season would be over. Any equipment on the farms would have been removed except for the tractor used by Mr. Bass to check the fences in January.

    I live in an area of Texas that is similar to the area around AF. While visibility is somewhat limited on a rainy night, it is possible to see a lighted vehicle for more than a mile. In addition, tractors have a unique sound. Those who live in the country are always alerted when a tractor or other piece of heavy equipment is moving at night.

    This is why I believe that Morgan was abducted by more than one person.

    There is a path following a low voltage (220 or 440V) local service powerline right-of-way that would allow a small engine ATV vehicle similar to a golf cart to get very near the place she was found. With cloudy overcast sky and no visible moon, this IMO would have been difficult without using headlights or a flashlight.

    One thing that has always bothered me was the direct attempt by UVA to make it appear as if the abduction took place off campus grounds. We don’t have information regarding the part campus police played in the early part of the case.

    Professionals are not afraid to seek help and to look at the data from another prospective to find the solution to a problem. We are mostly in the dark about what VSP have accomplished. It may be time for them to use the services of a good criminal profiler and get some new eyes on the case.

    Thanks for your input. The “green” barn on the adjoining parcel of land is the one that has me interested. They could drive 1,500 feet from the green barn southeast through the fields toward the Bass property line while and then place Morgan about 100 feet inside the Bass property line-the point where she was found.

    Also I am thinking it may have been a day or so before they came up with the plan to place Morgan’s body.

    Does anyone know who was actually present in the North Garden house on the night of the concert?. The one that burned down hours before Morgan was found.

    I have a question that I’m hoping someone can answer. We know that the DNA from the 2005 rape case was also found somewhere attached to Morgan in some way. My question is, how often is that DNA run through the system against the DNA that is currently coming in? There have been rape arrests and other crimes around the country since Morgan’s case was top news. So, are the new cases ALWAYS checked in the system to crimes from past years and how often is this done?

    I can’t tell you how it works, though I bet the FBI would have a help line that may discuss it with you, but, in my mind, the way to think of it is not that the 2005 dna is run through the system to check on the new cases, but that the new cases are run through the system which includes the 2005 dna as they come in and are processed. I am sure there are many unprocessed samples though.

And just have our caucasian population have their own grudge matches, AA males seem to still hold grudges from their ancestors days. And dear God, I hate to stir this pot however to me, this really could get us to where we need to be focusing on the case.

    The black male who was driving the Jeep on David Bass’s property told someone that he was his brother. Now, one needs to ask ones self what the motivation of that person was to have said something like that if it wasn’t true? And futher more, what was he doing driving on the back 40, 41A to be exact or at least close enough to it.

    Have they looked into ALL Black Jeeps and African American males within say a 50 mile radius? I can’t remember at the moment how close Fairfax is to C’ville, but the radius needs to be moved out if Fairfax is more than 50 miles. And by no means am I suggesting that whoever this male was, murdered Morgan. There could be many reasons he may have been up in that area that day, but I would think that if he didn’t have anything to hide, and was really David Bass’s brother he would own up and say, “it was me” driving on the property that day. Has this EVER happened? If it hasn’t all I can say to that person is, you have no self-esteem, or self-respect to hold this information back from law enforcement or the Harrington family. I’m certain after reading Blink’s article if you had any, you would have done the right thing and at least put your story to rest and possibly furthered along the investigation. More to come>>

    The track along the property line from the Green Barn is one I found very early. There is a fence line that divides the property. On the East side of the fence there is a field roadway underneath the trees that gets very close to the little draw containing the headwaters of the Hardware River- creek like area South of AF property. This has a good potential for a route.

    I, like you, do not think Morgan was placed on AF the night she was abducted. In fact, I don’t believe Morgan was killed the night of her abduction. The very good condition of the T-shirt placed on the bush as a decoy, is the major thing that makes me believe that she was held for several days to a week.

    The use of DNA by LE to help solve a crime is something that is not brand new, but is new enough that processes have not been coordinated between the various agencies. Any new proceedure or technique has to go through a period of time before good protocols are developed.

    It is estimated that nation wide, there are more than one million rape cases that have never been entered in the CODIS system. Like the magician says, “If the rabbit isn’t in the hat, I cannot get it out”.

    I remember in the middle 1960′s attending a lecture given by Captain Grace Hopper and Dr. Dan McCracken on the state of professionalism in Data Processing. The application of the term “Information Technology” had not yet come into use.

    For those who do not know the history of computing, Captain Hopper (later to be Admiral Hopper) worked with the team that built the original ENIAC computer at the More School of Engineering at the University of Penn. and later was the person behind the development of the COBOL language. Dr. McCracken was an electrical engineer who had written several books on the design and application of computers.

    Dr. McCracken was disappointed that progress towards a higher level of professionalism had not in his opinion been achieved. My comment to him was that engineering was centuries old and had evolved from military developments. In other words, he was hoping for something to have occured that may need a good period of time to develop.

    I think this is exactly the position we find ourselves in the use of technology within LE and the criminal justice systems in the United States. Both of you desire improvement and a better understanding of where we may be in using technology to achieve the goal of solving and prosecuting crimes. And now you find yourselves exacty in the same place as Dr. McCracken regarding computers.

    By asking questions and posting on blogs such as this, it may motovate improvement in the system. We can only try.

    It is absurd for us to attempt to ignore what the elephant looks like that is sitting directly in front of us, and even though that elephant is one that has been sitting there now for centuries in Virginia has been poked and prodded not too long ago by the DNA sweep
    of the AA male population of C’ville, it just may need to be done again, but in a slightly different way.

    Morgan was a young woman with wealth and privilege to a certain extent, but she was raised by parents who weren’t prudish, arrogant, or conceited, in fact just the opposite. The work that Gill does in Africa is a testament to the devotion to her fellow man which in turn she imparted to her daughter in increments, not realizing that Morgan would need to absord so much in so little time. The smallest, weakest with no voice is being helped by Gill Harrington in her visits to Africa.

    Morgan’s killer didn’t know this when he killed her, but if he knows now, does that make a difference, or was that necklace, her boots, her beauty just too much for him not to pass up and posses and control even for an hour? Is it enough for him now to know that Morgan was a young woman with depth, trust in her fellow man, loved people of all different hues, and beliefs?

    Someone has knowledge of their ancestors and their children and their childrens children, and has a stake in this ongoing saga. Is it doing you or your family any good to stay silent? Have you even given the slightest thought to it being someone in your family? And if so, can you look beyond this awful secret to a place where you start looking at the Harrington’s side, because once you do, and until you do, your family will be plagued for another several centuries, and is it worth it?

    It may be the money that attracts you, and so be it. Let the bitterness end with you and yours. Do the right thing for Morgan Dana Harrington.

    Ok…so glad you posted Q’s comment Miss B. I am thinking when the guy in the black jeep was on the property, he may have said he was a brother to someone who lived there…or brother to the owner …and the carpenter may have thought he meant Bass (when in reality he may have been a relation to past people who lived there). Wonder if there is an old obscure slave cemetery there for slaves who worked for the White family?

    Not on the property, but very nearby. I very much believe that incident underscores my piece opining that “sketch” or someone involved that is known to him, has a legacy attachment to AF.

    You could be correct ATG, but statistical probability, albeit not ever 100% accurate, indicates the opposite. Sexually motivated deviants with a propensity for violent behavior (based on past crimes here) are typically “hit and run” assailants, meaning their primary motivator is the hunt/power over victim, which in turn fuels the violent attack. Typically, these episodes are short-lived and stimulated by intense adrenaline, the psychological “high”. All this means is that she was probably not alive very long AFTER she encountered her attacker.

    It can’t, however, be ruled out 100% that she was placed at AF after the 17th, but again, if she was deceased, probability also suggests that she was promptly disposed of rather quickly.

    i attented the atlanta college of art.on nov 1 1988, i heard that three different groups of students had been mugged in the brand new IBM parking lot, returning to the dorms from the halloween party at my house.a couple days later ,i was walking home from class,located next door to the HIGH museum ,IBM tower ,and MARTA STATION. as the parking lot had been under construction ,it was now open ,and the shortcut to my home ,now required going thru the ibm parking lot,as i headed that way, i remembered the muggings,got creeped out and walked faster,i got to end of the parking lot and encountered a new ledge,above the sidewalk,and either had to jump or turn and go back ,i jumped ,stumbled my landing,which caused me to notice that someone else had jumped too ,at the exact same time ,behind me,and so stealthly, that had i not stumbled, i would not have known he was behind me. i got creeped out again, and had to cross a flat field ,that, was my extended back yard,(the field was next door to gorins icecream) i was so close to home ,that i chanced it , telling myself it was my imagination that this guy might be following me.about midfield i turned around and the guy had crossed the street, same as me .entered the field, same as me ,and the sun went down , i ran ,and could hear him running too,as my feet hit the safety of the sidewalk and lit street lamp,he rushed me,bumped me,and i felt a grab at my butt,and my purse was yanked,i screamed , didnt want him to see where i lived ,so kept running , when i reached the top of the street i looked back to see where he was ,and he had his hands down his pants and was humping the street light. robbery attempt or rape attempt? sharing, cause the style reminds me of fairfax attack.and close to a metro station.and all the parking lot muggings around uva.the apartments complexes.if sketch turns out to be an employee of uva or security and they havent caught him,what price can you put on a life?i took a break ,cause i thought i was gettin to fiction-y ,but i’ve been reading.

    You are absolutly correct about the majority of crimes of this nature where someone is abducted, raped and murdered.

    I would not know of the real percentages of those that were different. However, there are cases where people are kept captive for a time. One case in particular is the case of the female photographer in Wisconsin. Kept four or five days and then killed.

    Blink I have a question regarding Morgan’s shirt. Was any information ever released about the condition of the shirt? I seem to recall that at first all that was known was the location of the shirt and that police declined tor release further details. I keep reading in various recent comments that the shirt was in relatively good condition and my interpretation of that is that there was no significant tearing of the fabric nor any excessive bodily fluids. Would that assumption be correct?

    It was in good condition, I dunno that anyone has ever characterized it as not having excessive body fluids.

    TGF, it is hard to imagine that on the night of October 17, 2009, with no moon to make light and where it rained very hard and then turned to drizzle and it was cold, how this killer was able to place her on AF, through rough terrain, tall grass and soggy ground. It would have been pitch black outside. IDK, why LE and many here believe she was taken directly to AF? Something they know that we don’t know? Did that house fire have anything to do with Morgan? I heard that Fairfax county is looking for a man who approached a woman from behind last week. I didn’t hear the whole news story on it sounded like the same MO as the one we are looking for. What have you heard about this incident in FF county, Blink?

    I have not, but there have been a few of those similar attempts since Morgan’s murder in Charlottesville, iirc. I would be very interested in any that include the attacker engaging his victim casually prior to an attack.

    BURKE, Va. — Fairfax County police say a 24-year-old woman was dragged into the woods and sexually assaulted in Burke.

    Police say the woman was walking in the 9700 block of Commonwealth Boulevard about 10 p.m. Wednesday when the man grabbed her from behind and pulled her into a wooded area. Authorities say the man threatened her with knife or similar weapon and sexually assaulted her.

    Police say the man was startled by a noise and fled.

    I wonder if she was headed to, or just came from the bus stop. Annoys me that the press does not seek a physical description of the attacker.

    BURKE, Va. – Fairfax County Police are asking for help tracking down a suspect in a violent sexual assault in Burke, Virginia. It happened Wednesday night around 10 p.m. in a wooded area off busy Commonwealth Boulevard.

    Fairfax County police say a 24-year-old woman was walking along the road when she was grabbed from behind and dragged into the wooded area. They say she was sexually assaulted at knife point.

    The suspect didn’t stop until he was startled by a noise and then ran away.

    Janeen Kincaid walks frequently in the area where the attack happened. She says she is frightened. She says, “I actually just turned around to go home, cause I’m a little bit freaked out.”

    Fairfax County Police are going door to door in the Kingspark West subdivision, looking for information that will help lead them to a suspect.

    They say the attack was especially violent. It happened in an area that is very well traveled.
    They are concerned for the safety of others in the neighborhood.

    Officer Bud Walker says, “Frankly, if the suspect had not been interrupted by nearby noise and fled, we’re very concerned about what may have happened.”

    Mike Cosgrove lives across the street from where the attack happened. He says he didn’t hear or see anything and that surprises him. He says he is worried about the attack and like other neighbors are taking safety precautions.

    Cosgrove says, “It’s like everything in the world today, you gotta pay attention to what’s going on; what’s going around, especially your neighbors; people walking the streets.”

    The suspect description is very vague; police are looking for a white man, about 5’7″ and wearing a hooded sweatshirt. They say his face was covered. The victim was injured by the weapon and is recovering.

    I see, they say he is a white male, but his face was covered. Just his MO and the fact that they describe the attack as very violent is making me wonder. I suppose our sketch DNA is definately not from a white man? I hope this one left a DNA sample for LE.

    Sketch is definitely African American, however, I have always maintained that I believe more than one person was involved and one of those folks is not.

    I agree with you Texas Grandfather. In my opinion she was Kept for awhile and then murdered and possibly at the spot where her body was found..she was walked to her death area.

    With regards to the red barn painting by Morgan. Does anyone know if she did it on location. It is similar terain to the red barn painting of Nancy Bass.(I am sure there are other similar barns around there)
    (I still see a chasing scene in Morgan’s painting “Driving”) She might have known she was being stalked by someone bigger and who weilded a club. (I know I have read that the Harringtons did not thinkMorgan had ever been on AF.)

    Susanm it would depend on how badly the ribs were broken. While there may be internal bleeding into the lungs or heart lung cavity if they were pushed inward, there may be nothing more than severe brusing to the torso in the area. That would not transfer to the shirt if she were wearing it. At this point, I don’t think she was wearimg it.

    The problem is that we have no description of the clothing found with the body. In addition, the body tissue was mostly gone, so even if the crime scene technicians recoverd everything they possibly could, it may not tell anything about bleeding.

    Using the address from your link, I used Google Earth to look up the area of the attack. This is an area of very nice homes. The tree are mature and cover the ground and buidings. The 9700 block is a block East of the Swim Club.

    This woman did not cry out and probably froze mentally from the attack. If I am looking at the correct location,she would have been moved more than a block to reach the wooded area around the tennis courts. I am not suprised that the person who lived across the street heard nothing.

    Blink could you elaborate on what fluids were found on the shirt? I recall the young man who found the shirt stated that it could not have been the location where it was found for very long without someone noticing it.My understanding via comments made by Morgan’s mother is that her bones where shattered while she was still alive. If this is in fact true what method of murder could shatter someone’s bones without significantly damaging the shirt she was wearing? None which I can think of off the top of my head. So if the bones were shattered while she was still alive then that leads me to believe that she wasn’t wearing her shirt when she died. We also know that the necklace wasn’t found with her body. This suggests that for some reason the killer and any potential accomplices not only chose to remove Morgan’s clothing and jewelry but that at least one of them chose to save it. So we have a perp( or perps) who separated Morgan from her shirt at some point ( potentially during a rape), disposed of Morgan, kept her shirt somewhere despite the fact that it had bodily fluids on it, and then one morning that person retrieved that shirt, strolled on over to 15th street and laid the shirt flatly onto a bush. It would be less confusing given the proximity of the bush to the street if the shirt looked like it was just tossed out of a window as opposed to knowing there is a perp who is so brazen that he can just walk over to a bush in broad daylight and nonchalantly ,neatly,and flatly,dispose of the shirt. I would love to know the trigger for such mind boggling behavior. Perhaps the killer was simply trying to place an item of Morgan’s far away from where her body was located. Then again why was that person not concerned that the DNA present on that shirt could easily result in police being able to track him down?

    Couple of things …

    At least some of dear Morgan’s ribs were recovered as part of her remains. Forensic science tells us that if there has been breakage of bones before death, those broken/shattered ribs appear different than ribs broken after death.

    Dr. Harrington is an M.D. and Gil Harrington is a Registered Nurse, both of them would more than likely recognize the difference.

    On another aspect: Looking for commonalities, I note the proximity to a swimming pool in the Burke, VA attack. The road/pathway was similar in proximity to a pool, as in the Fairfax attack. Is it as simple as the fact that a swimming pool area is deserted at night or is it a clue to the occupation of the perpetrators? (Landscape/pool maintainence?)

    Thoughts of Peace and Love to the Harrington family, and Justice for Morgan.

    I thought I read that Morgan purchased a new Metallica t-shirt at the event that night. what happened to that t-shirt? Did one of her friends keep it for her? I wondered to what condition the Pantera shirt was in when it was found on the bush. Another question who feeds the cows for mr bass? this person/s would have anytime access to the farm and equipment.

    Regarding Q’s statement about the carpenter who reported a man in a black jeep on AF, claiming to be brother to Bass. Awhile back there was a homeless man in Charlottesville that was beaten to death. This man used to do construction work and repairs on homes and at farms around the area (he had a motorcycle).The community of people around him loved him and couldn’t imagine why anyone would harm him. I wonder if he could have been the carpenter who spoke to the press after Morgan was found. Perhaps someone thought him a threat to their identity…?
