Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today
Charlottesville, VA- Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest follows an extensive investigation conducted by the prosecutors office.
While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes, we have learned that a complaint of rape against Horn was received in the Fall of 2011.
The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.
Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted. Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.  Denise Lunsord, prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.
Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen. Snead’s former mentor and Sherriff, Willie Morris, committed suicide on January 28th.
Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital. Morris was removed from life sustaining efforts without ever regaining consciousness.   A suicide note blamed his tinnitus condition.
In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.  An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.  Horn has Sheriff Smith listed as a friend on his facebook profile. Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.
Albemarle county is also the home of The Anchorage Farm, where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.  Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security. DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005. Former lead detective now retired, Lt. Rader, has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.
Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.
Corrine Geller, public information officer for the Virginia State Police, whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:
“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”
Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance. It is not known if the two were acquainted.
Horn is being held in the Albemarle Regional jail pending his bond hearing today.

I believe the shirt was planted. The DNA source with a full profile on it is very difficult to plant outside of doing so in a lab, and of course needing either access to the individual or evidence in a case.
It could absolutely be a secondary transfer, but again, it has not been made public what, if any, other samples were found and where.

A former school resource officer and current reserve deputy with the Albemarle County Sheriff’s Office was arrested on a rape charge Thursday night, according to the Albemarle County Police Department.
Sean M. Horn, who had been employed by both the Albemarle County police and the University of Virginia Police Department, was granted a $5,000 secured bond during a closed hearing Friday in the county’s Juvenile and Domestic Relations Court, said Assistant County Commonwealth’s Attorney Darby Lowe.
Lowe confirmed that the alleged victim was an adult with a domestic relationship to Horn. The rape charge was not related to Horn’s duties as a law-enforcement officer, said Sgt. Darrell Byers of the county police department.
Byers declined to elaborate on the charges against Horn. An arrest warrant charges that Horn committed the offense Thanksgiving weekend by having sexual intercourse with the alleged victim when the victim was mentally incapacitated or physically helpless.
Horn only has one subscription on Facebook – to Erin Andrews’ page – she being the attractive female ESPN reporter whom a stalker followed from hotel to hotel videotaping surreptitiously in various states of undress.

I have a question. An NBC29 comment indicates Michael and Janice to be his wealthy parents – leading to his getting good legal representation. Are these his parents? If so, why do I think I read his grandmom raised him from infancy? Is this an old, wealthy Virginia family?

As always you raise some real interesting points. The post containing the drink business makes me wonder how many homes, club events and other places used this frozen drink service.
Based on your information one gets the impression that the drink service provided alcoholic beverages for adult consumption. However, they may also have provided non-alcoholic frozen drinks. A question immediately comes to mind regarding the possibility of this small company providing vending machines to JPJA. May be something worth investigating.
Someone made the observation about the perps regarding Morgan hiding in plain sight. Also to the fact that it could be hidden so well.
We are still going through the problems at PSU and it took thirty years to uncover that mess. So why not at Charlettesville and UVA? This may also lead to some different conclusions regarding the cases along highway 29.

Praying this leads to a break in Morgans case, either through direct involvement by this officer or by a plea bargain deal by him, for an exchange of any information he knows re Morgans case.
Yes we must state he is not he is guilty until proven.
I will say dirty cops gravitate towards and operate with others just like them, and with drug addicts and dealers and students who buy drugs.
The facts are this guy is in close proximity to the athletes, worked for UVAPD , graduated from UVA and his whole family has ties, including his current wifes’ ex husband , who I think is a professor there.
Talk about a “wall” of silence.
Also officer Horn better watch his back, a lot of people have ended up dead in Albemarle County and thereabouts through apparent suicides or shoot outs etc.
As we have said before Sketch could be dead already and therefore silenced ….or a part of a group of perps and for whatever reason only his DNA was found.
Please let this be what blows this case apart and brings justice for Morgan and a clean up of police corruption in the area.

$5G secured is a domestic rape charge, is very low. That said, because it is sealed, we do not know if that amount was actually agreed upon with other conditions. Even if the dude is sporting an ankle bracelet and only allowed to confer with an attorney everyday, a bond like this is a message to the victim and the state.
I have to say, there is no basis for clearing the press from a bond hearing, which does not even broach the merits of the case really. That still floors me. Huguely did not get a gag order?
I have to be very careful here. We know a great deal, and superficially if I were to post it all, it is the equivalent of pointing a finger really. Not there yet.

Yikes ! last night my daughter and I walked down to Whole Foods around 9 pm to get her a fruit smoothie and the was a hell of a screeching racket up one of the very tall trees. It was obviously the huge raccoon family having some sort of a domestic!!
I jumped and rapidly crossed to the other side of the road as far away from those ornery critters as I could get . My daughter killed herself laughing at me.

No mention of any business accounts on the site, just homeowner parties. Wonder if there were plans to expand in that direction though.

What can the take away right now be?- meaning without knowing if the accusations are true or not- what can we learn?
what I have learned is that it seems it is quite easy to gain what seems to be great access to UVA facilities, games, ect.
Whether or not this man is a bad man-
what can we learn from his past employment accesses ect- which can help us to correct any loop holes that BGuys may be relying on-
do LE and security ect turn in their uniforms, their badges- is the staff and campus alerted to the dismissal ect are codes changed- keys changed?
we know, he at one time was a UVApd officer- he had access to students and arena and staff- he built up friendships ect- we know he left his employment-
How easy is it for anyone to be thought of as one of the good guys and be comfortable in and around the students and the staff?
Is it common for even past employees to be held in a revered position and still have access to the campus of schools ect even after dismissal or change of employment?
he seems to be dressed in the attire of coaches-
- How many have this type of access? How easy is it for a person to acquire this access, and how hard is it to cuts ties once given this access? what can it mean to patrons and students that are familiar with one time employees or a person posing as an employee who may be confronted by someone who seems to be in authority, or dressed in uniform ect?

The accusations of rape come from a young woman who seems to have some familial ties-
This, if true, does not fit with MO of known brutal rapist the m.o seems to be taking sexual advantage over a victim who is somehow incapacitated at the time…
Right now we dont know the complete back story, but if the accusations are true than it seems to underscore the fact that BGs, with bad thoughts have slipped through the cracks and have held positions of authority over even children- how can we fix this- or educate ourselves and our children to the dangers?

You’re confused; he was not ACPD, he was an ACSO reserve (auxiliary) officer. Their background checks are far less thorough than any of the PDs – no polygraph for example. These charges are bogus and a conspiracy for money. Sean is a good hearted man who did nothing wrong. This woman is insane. She just wants to ruin his reputation.
I know Sean very well and I was in shock when I heard this. I have a hard time believing he did this. I’ll have to hear all the evidence first but my gut reaction is that he didn’t do it.
Even though it doesn’t look that way as of right now, I really hope Officer Horn is not guilty. He helped a lot of people in my class in 8th grade. A lot of us were really good friends with one of his step-daughters and he was always so kind and welcoming when you would be at their house (not in a sketchy way). It’s such a weird feeling knowing someone you’ve always trusted and who helped get you through a lot would end up on the front of NBC29 being charged with rape. If you knew Mr. Horn, you would know he is not a scum. I really hope this is not true..

I have known Sean Horn for 14 years. He has always been gracious to me, my family and all of the students that he was there to help and guide. I know he did not rape anyone. Not all police officers are dirty cops. Officer Pistulka…yes. Officer Horn…no. This is the perfect example of a woman not getting her way and doing everything in her power to destroy her reputation.

This is a false accusation made out of anger. Obviously, the “young family member” who will be left nameless has some internal anger issues and is doing this for a reaction. Now, the damage is done and an innocent man’s reputation is ruined because someone didn’t get their way. I don’t think she realized how big this was all going to be and now she is caught in a lie.
This will all be ironed out soon and you will see, Sean is innocent!!!! She knew how to kick him down but she will be the one paying for this in the end.

Officer’s that work the schools are not all lazy good for nothings although I will admit a majority of them are loafers who want an easy assignment. But to down all the officer’s in the schools is a pity. There are actually ones there that care enough about their job, family, reputation, and the children they are there to protect to do right and it’s not a holding cell position for those who have done something wrong to get put there. A good portion of the officer’s go out of their way to help a child that needs it. I have known many to spend their own money to help an underpriviledged child. Just like any other profession, you have your good apples and bad ones.
Now, I have known Sean for a long time and to hear this really bothers me but I don’t know all the facts. So with that being said, if it’s true, burn his butt and make him accountable and if it’s not, charge the false allegation. But either way pray because there is a victim involved one way or another.

Why dont we let the EVIDENCE convict him…If he did this and there is sufficient evidence he will pay the price. We cannot try and sentence this (innocent until proven guilty)

cancer treatment? Are any locals willing to divulge this–without giving away the identity of the victim?
WG- Because no docket info is available about the bond, I am assuming based on the charge and the term “secured”, that a $5000 cashier check or surety needed to be presented and was not the normal 10%.
Not that it matters to a person of means, but I have to say taking a lien on a margeurita machine for a rape charge (glib) makes me ill.

Understood Blink, from following some other cases you have covered I realize how opinions, especially anonymous public opinions can swing and cause unneeded drama-
I also realize from following your other cases such as with Christine Sheddy ect, that some of the local talk can be what promotes advocacy in others ect.
Having read alot of the publics thoughts on this arrest, it tells me one thing for certain, Sean Horn seems to be well-liked and respected in his community. He seems to have helped a great many people.
Those that seem to be assuming he is guilty or might be guilty, are the only ones that have anything negative to say about him and that may be a case of over-generalizing. I thought it was important to bring/share those thoughts with others here.
Again, the majority of opinions I have read, tend to be from those that are taking a wait and see attitude. Innocent until proven guilty. Which is as it should be.

We must be careful not to rush to judgement. However if Horn was associated with the Albemarle County Sheriff’s Department, then he probably knew of the location where the deputies parked to commit sex acts while on the job. As yet we do not know the place where Morgan was assaulted. It might be the same location?

Hi thanks I agree. We just cant know what is going on at this point, and since it seems any further information may be withheld, due to the judge’s decision, we may never know.
I think because this was brought before the juvenile/domestic courts it is a very touchy situation and will prove to be a very complicated case- So for right now, all I am comfortable in offering are my prayers to all, and my hope that truth, justice and healing will prevail.
Having said that, I still think it is important to consider what procedures/precautions ETC businesses use when dealing with past employees- irt uniforms, access codes and the like.

@GriffyMom I know his face looks familiar, especially his eyes. I think he might have dressed up as a clown and painted blue rings around his eyes, and painted the rest of his face white, then reached up and quickly choked Morgan with a silver wire with purple ends, then carried her in his golf cart to AF, hiding the camera and necklace along the way in golf holes. As mom3 would say, all just MHO, or my humble dream from long ago. Those eyes are creepy and familiar, and I am sure B will not publish this nonsense I write. (I think it just might be true though. Laughing at Blinks comment about speed of speech. Women seem to have a much better connection to their brain in the area of speech than do men. If you are slowed down still in your speech, you were really fast. Your Houston guy is not at all experienced to rapid speech. People in Texas tend to speak much more slowly and that is what he is referring to. When I visit NJ I have to speed up my ear to brain connection. LOL
Please stop getting these winter colds. Prime reason could be a need for additional vitamin C. Sudafed stuffs my head so bad that I can hardly speak or hear. I Don’t take it unless there is nothing else available. A 1,000 mg of vitamin C per day over three or four days will get rid of a cold for me. Knock on wood, I havn’t had one in three years.
I don’t know what to think about the very low bond figure regarding a rape. This looks as if there is special consideration for LE accused of a crime. I am already highly suspicious of the conty DA when she allowed the people involved in the shenagins on Red Hill road to more or less have a pass.
In regards to the access to facilities at UVA. We don’t know how the buildings lock system is set up and also if UVAPD personnel are given
keys for access to everything. Most large facilities are on a master key system. This is done in order for people to have just a few keys to keep up with.
A master key system will have at least three sets of pins in a tumbler lock. There may be a Grand Master that allows one to access any door on the campus. There would be a building master that allows access to a single building and all its doors and finally a key that would just open a single door. UVA could also have a hybrid system where the older buildings use keys and newer buildings use electronic locks. There are locks that use special keys that can only be duplicated by a registered locksmith. Most school buildings use locks with seven rows of pins rather than the five or six found in homes and some small commercial buildings. These can be duplicated by anyone who can use a key duplicator and has a proper blank.
Then we have the card key locks that one finds in hotels and some commercial buildings. Unfortunately, these keys are just a version of the American Bankers Association (ABA)codes encoded in the tape strip on the back of your credit cards. A card reader/writer is all one needs to duplicate a card key. Most hotels have them. Makes one feel real secure in a room protected by such a lock.
The point of all this lock information is to point out if a UVAPD officer is given a Grand Master key for the older buildings and a card key master, they can be duplicated. The officer when leaving the force would turn in his issued keys and could keep an unauthorized set for his own use. This same lock system can be used to key padlocks used on gates or they can all be keyed alike so anyone with a padlock key can open the lock wherever they are placed.
Mr Horn may have done many good things for people in the community. However, that does not mean he is incapable of the acts he is charged with. Just the other day a school in Georgia dismissed a male teacher who was well thought of in the community. He had been abusing his female students for almost twenty years. The whole community was shocked when the facts came out.

This guy is accused of something bad, and the police don’t arrest one of their own on a whim.
There are oddities in his history: What is a “Orthopaedic Trauma Consultant”? A live person would obviously see an orthopaedic surgeon and a dead one a forensic pathologist. This guy has a psychology degree, and his only known medical exposure is that of a sales rep (I know a number of orthopaedic sales rep, and they have no real expertise in orthopaedics. I wonder if he sells his services to law firms looking for a cheap orthopaedic screening before spending money on a real orthopaedist.
The only orthopaedic equipment a sale rep would have would be sizers and screws. Not the kind of instruments that would break bones of the living. Orthopaeists routinely use hammers and saws, but these would not be anymore useful in a brutal killing than regular hammers.
The low bail suggests and limited details on the alleged crime suggest that he may have taken advantage of a legally incompetent or excessively drunk family member, in what was probably not forceful rape. I suspect that giving the public any significant details of the alleged crime would reveal the victim’s identity.
To me, this guy does not fit the profile of someone who kidnaps women, rapes them and then beats them to death and leaves their remains in a field.
He should be investigated, but I doubt he is our bad guy.
I am open to the possibility, but before a jump on the he-did-it bandwagon I would have to see some of the following:
1) Ties to Fairfax
2) Ties to previous rape investigations, preferably around Fairfax
3) History of short temper
4) History of aggressive physical violence
I do not disagree, and I do not believe anyone is accusing him of involvement in Morgan’s case, but more that he has had a significant level of recent access, and the obvious LE ties.

I looked on the net and found that a number of sales reps list themselves as “Orthopaedic Trauma Sales Consultants”, particularly common with Stryker reps.. I guess it sounds better than “sales rep”. If this is the case, he would probably have 6-12 weeks of training in his company’s products, but little to no medical training.
He was there 4 months, likely one month out of training realized cops do not make great ortho device reps?

His linked-in profile states he is/was a vendor of a certain brand of
medical equipment, and has expertise in orthopedic trauma. Vendors of this kind are allowed in hospital operating rooms and doctors offices.
Hubby and I have to go to a major urban hospital on a weekly basis and
often see people walking around in scrubs that are clearly marked “Vendor,” wearing surgical masks and head coverings etc because they’re allowed into surgical suites.
These folks are no longer viewed as “just salespersons” but are seen as consultants and even teachers by many doctors. They are sent by the equipment vendor’s company to help the docs to integrate a new piece of equipment (or implant) into their practices. Their training is anywhere from minimal to expert and to my mind opting out of vendors involved in medical care is a good idea for any patient.
Also worth considering that being an orthopedic trauma specialist on a resume could lead one to a job in the UVA sports complex.
