Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today

Charlottesville, VA-  Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia  as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest  follows an extensive investigation conducted by the prosecutors office.

While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes,  we have learned that a complaint of rape against Horn was received in the Fall of 2011.

 

The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.

Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted.  Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.   Denise Lunsord,  prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.

Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead  was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen.  Snead’s former mentor and Sherriff, Willie Morris,  committed suicide on January 28th.

Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital.  Morris was removed from life sustaining efforts without ever regaining consciousness.    A suicide note blamed his tinnitus condition.

In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.   An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.   Horn has Sheriff Smith listed as a friend on his facebook profile.  Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.

Albemarle county is also the home of The Anchorage Farm,  where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.   Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security.  DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005.  Former lead detective now retired, Lt. Rader,  has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.

Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.

Corrine Geller,  public information officer for the Virginia State Police,  whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:

“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”

Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance.  It is not known if the two were acquainted.

Horn is being held in the Albemarle Regional jail pending his bond hearing today.

    Just a note on the ortho trauma sales-

    You all would be surprised at how many gadgets they have. In the case of trauma- maybe a variety of splints/ice pack devices. Then there is exercise equipment etc. I wouldn’t find it very exciting- but some do.

    If these reps fall under the same category of visit as pharma, I can tell you they are very strictly monitored as to their time in a clinical setting, and they do not have any access to patients or OR.

    No disrespect intended, but they are the shamwow demonstrators and product trainers. The real presentations are given by MD colleagues until such time everything has FDA approval.

    The trial data is likely available for these at Phase II, so ortho has already been following the development for years outside of contrandications or new indications for existing devices once it hits mass market- it is like that Snap On truck.

    Pharma companies are different in device development than drug development of course, but the overall FDA approval process is the same.

    Yes, there are different devices for different specificities of course.

    Has anyone zeroed in on the following info from the Hook article yet? (I have capitalized the letters below):

    “Horn shares a $400,000, five bedroom home in the Dunlora development with his current wife, Amy Wicks-Horn, currently the executive director of the Virginia Discovery Museum, and three daughters; ONE IN COLLEGE, one in high school, and a younger one whom the couple conceived together.”

    Q: Could his college-age step-daughter be the female “adult” victim, incapacitated over Thanksgiving weekend, whom he is accused of raping?

    “Deputy Commonwealth’s Attorney Darby Lowe did say that there was an ADULT VICTIM and that Horn had been released on a $5,000 secured bond. Since the case is being handled in Juvenile and Domestic Relations Court, it’s possible the victim is a family member.”

    The victim is an adult female family member, and that is as much as I want said here about her.
    It is our policy not to report the names of alleged sexual crime victims, and I will not allow that information or sleuthing results of same to appear on this site.

    Oooh oooh! Regarding the etc/ect issue! I have a great way to remember that I have been using since I was about 10 years old, LOL. I just remember that it has “ET” in it, as in ET the Extraterrestrial! It works like a charm for me. :D

    Also, just to back up what people are saying about orthopedics sales reps and so on: after I broke my elbow and the cast was taken off, I had to rent this overpriced, stupid splint to gradually straighten my arm back out since it was stuck at a 90 degree angle with scar tissue around the elbow. The sales rep met with me twice, first at physical therapy (at my university, in fact–lots of sports injuries!) and the next time she came right to my house. This is just to say that yes, orthopedic devices are a lucrative business, and pretty much anyone can sell them. It’s just a sales job, although I could imagine them calling themselves consultants. I wonder if anyone in the Bass family had broken bones in 2009? Just speculation of course, we’ll have to wait and see, innocent until proven guilty as always. Keeping the Harringtons in my thoughts, as well as this latest victim.

    i’m just back from a few weeks abroad and have some catching up to do on checking some links in this piece and in the comments of the last MDH thread too.

    for now, i’d like to once again repeat myself, as your piece here convinces me further that there is definitely a “nexus” in Morgan’s case. gcso RS can be connected to RH of H & H fame. i am also willing to bet that the heat and pressure are rising in the charlottesville area.

    Albemarle Police, was let go in February 2010. You know, right around the time of the mass disciplines. So, I have no idea what background Harding is referring to.
    Just want to remind folks that even though it is clear ACPD was an absolute mess, there are credible and honorable officers that were a part of that PD at one time. I feel very bad for them.

    Actually, device reps frequently do go into the OR. They are not consultants, do not “scrub in” and cannot directly interact with patients. But are there to make sure that devices are applied properly. In many procedures, a surgeon will want the rep present for all implants. Different devices by different manufacturers may have subtle differences in screw placement, etc.

    Also, since many of these devices are very expensive, smaller hospitals cannot afford to purchase all sizes and devices in advance, and the rep will bring in the necessary devices/hardware and bill the hospital.

    I have never heard a surgeon, nurse or scrub tech refer to them as “consultants”, however.

    Successful orthopaedic reps can work long hours, travel a lot, and make a good income. It can be a hard business to get in to, since the rep has to develop relationships with his surgeons. A non-”people person” would have a very hard time getting into this business. They provide valuable technical assistance to the OR team. They do not have direct access to patients.

    This has nothing to do with this case, or course.
    The fact that SMH did this for only a short period of time may reflect on SMH’s personality, as does the fact that he puts such an uppity-sounding item on his resume.

    I absolutely stand corrected on this point- I got an email from a gentlemen I know who is an orthopedic surgeon and he set me straight. They DO scrub in, they are required to observe.

    How that happens with such limited training leads me to believe that occurs much further in tenure.

There is what police are calling a “groper” in my neighborhood who has attacked two women in one day, one at 9 am, the other at 9 pm on a very busy street, he then runs down a street that is parallell to my street. The women described him as maybe caucasian or hispanic. One of my old neighbors was convicted of child sexual abuse two years ago and is now on megans law, he moved but has a son who is in his early 20′s that i know has emotional problems and has been in trouble with the law. i think he still live in the immediate area. I called the police with this information as they were requesting anyone with info to call. The father and son also both are part caucasian part hispanic. I told a family member I called and made an anonymous tip and was told to “stay out of it” and “why should i want to get a young boy who’s been through enough already in trouble.” Am i a completely horrible person for calling this in? I just felt it was something the police should look into and because the father lives a few towns over they might not have seen him in the megans law registry for my zip code, but I know the son still lives around the corner. Sorry for the off topic, I just needed a safe place to vent. Thanks for everything you do blink!

    i don’t have time to confirm it is still the case atm, but i do recall RS and SH being FB friends many moons ago. the SH to whom i refer is a bailbondsman and also i believe one of the H’s in H & H.

    H&H car care FB page also features a snead raving about the excellent service she received from RH at H&H. i realize that’s trivial for sure, and possibly just a coincidence. then again, i have to wonder how exceptional the service on a car detailing job would need to be in order for me to get on fb to rave about it. the raving snead, also FB friends with RS btw.

    we’ve played coincidence or clue before in this case. now i’m no math whiz, but even if we assume everything is purely coincidence, when you start to add all the coincidences up, we are going to need a bigger calculator.

    Considering that Ms Harrington was very much looking forward to the Metallica concert I find it hard to believe she would tear her ticket to pieces, unless it was some sort of gesture toward the friend she had a bust up with in the arena. The ticket stub is usually kept as a memento, it`s what I do anyway and I remember before seeing Morgan had a collection of such mementos in her room, the behaviour seemingly does not fit the personality.

    I completely agree, regardless of the situation, I have no doubt Morgan would have done something creative with her ticket at a minimum.

    It is my belief that security ripped her ticket so she could not attempt to get in again, after turning her away. So where is it?

Could it possibly be that they were both drunk and something happened and she got scared or whatever and said he raped her after? Just throwing it out there.

    He is very creepy looking though. But then again, Ted Bundy was a fairly normal looking guy.

    By definition a person that is incapacitated in some manner, means there could be no “consent”. I have every indication that this incident was investigated appropriately and a charge of rape is a very serious one. He is a LEO, and was arrested in that same jurisdiction, which I can tell you, is the last thing any other leo ever wants to do. Everything is sealed in this case, which is just bizarre since it is not a minor, but domestic violence rules have changed a great deal of public information reporting.

    It has likely been sealed to date because it would otherwise be obvious to everyone who the alleged victim is. It is certainly a serious charge but he will get his day in court to try to clear his name. Zero indication this has anything at all to do with Morgan though (and several things suggesting that it doesn’t).

    You cannot seal criminal proceedings without a legal standing (reason) to do so. In most cases, victims are simply referred to as a victim and all information pointing to identity is redacted.

    This is in family/domestic court because the victim is a family member who had to have resided in the same dwelling as the accused. So, in theory and for practical legal reasons, it also allows one of the individuals an instant temporary restraining order and evicts the suspect. I am being intentionally vague so in short, alleged bad guy must leave whether or not the victim is a permanent resident.

    Domestic violence situations are treated that way because they also have to protect the other members in the home from outside influence or potential crimes, and escalating a situation.

    one of the reasons for wanting to re enter could be the car keys and this would make the following plausible:

    Recentely I been thinking Morgan had a plan to wait at the same place the friends went to look. Maybe because she felt nauseous or maybe because she was angry or maybe something terrible we don t know happened inside.

    wanting to wait for her friends outside until after the concert, she may have planned to go by car but realized D. had the keys when outside JPJ. She did not want to ask her friends for help because there was some argument. One friend called her to ask what was going on. We don t know what Morgan said except that she may get a ride to (restaurant?). This may be confirmed by the BBP.

    After the concert the friend waited at the car and were suprised Morgan was not there. Then they went to the restaurant?

    Then it becomes strange because they must have been worried sick?

    But another strange fact would be why noone helped and why none of her friends came outside or why noone was alarmed (golfcar, BBP, HH witness)

    Part of all the answers are already out there and it won t change a thing because the darkest part is still hidden. Who did she trust enough to get in a car with? The bridge part to me is still inconcievable esp combined with the items that were thrown there in the lot on purpose is my belief.

One of the ladies has a history of mental illness, a corroborated break-down in front of a friend outside of the man that is actually named in the article, which corroborates his own account. If someone puts the words serial killer and a person’s name and hometown linking 2 crimes, I would absolutely make sure I could establish a nexus. Any search warrants?

    I also agree that Morgan did not get into a car voluntarily. She approached the BB players because they fell within her “comfort zone” – fellow college students, and atheletes. But, a complete stranger, nope, I don’t buy it. I have always believed that Morgan either A) sneak attacked from behind and incapacitated quickly and quietly or B) Morgan thought she was being arrested, and/or being given a ride by someone of public trust, such as a security or police officer.

    The following is just my opinion and is not in any way meant to be anything more than me stating my personal opinions and sharing my thoughts :-)

    COULD he get the access and have the ability to plant Sketch’s DNA? Did LE suspect from the start that the DNA was planted and that is why they did not release sketch’s sketch right away? Did they suspect it was someone in enforcement and thus the reason for the lack of public warnings and the “downplay” of attention (my opinin of course)?

    I would assume that it would not be difficult to confirm if he was working that night through payroll records.

    IF he were to be confirmed as working the concert, I think there’s no choice but to consider him a suspect.

    And, IF he was working the concert, I wonder if they will also re-check the security videos to see if they can track any of HIS steps that night.

    Considering your thoughts on this Blink, I’m assuming you don’t believe she was hitchhiking? To believe she was hitchhiking, one would have to assume that she was willing to take a ride from someone she didn’t know. Because what would be the chances that someone she knew would be the one to stop? Or, I guess she could have attempted to hitch hike but no one stopped, so never mind I guess I answered by own question.

    She asked for a ride from the BB players (maybe she thought there was safety in a group).

    She tried to walk off with “kickee”. In that case, I’m not sure what would have happened if kickee had responded positively. Maybe she was trying to show someone else that “I’m with him”, but she may have gone off with kickee (we’ll never know).

    I suspect that if a non-creepy dude offered her a ride, she might have accepted. (Again, she was apparently not in her usual state of mind). I didn’t know Morgan, and as a result, am very hesitant to exclude any type of behavior as “she would never do that”.

    However, I don’t think that is what happened. I suspect she encountered someone while walking around, and it quickly escalated out of her control.

    I also suspect that she aggravated security, and they ran her off. I doubt security involvement with her disappearance. A missing security guard during the concert should have come to light by now.

    I think a lesson from this for me is that Security should not “get aggravated” when a young person is having problems (emotional, mental, physical) at a public event; their job should be to protect, and that includes protecting that person from himself, herself or anyone who might take advantage of him/her in whatever state they are in–which means not simply kicking the person out of the event but actually finding help or getting police involved. I mean, they are “Security.” I’m just thinking as I post, not meaning to provoke.

    I finally got to do some catching up on here….I thought I give some bullet points- Oh and Questioner- I feel like we’ve been on the same wave length lately.

    My recent thoughts:
    1. Was Sketch’s DNA found just on the shirt? Just on the body? or both?

    I may be wrong, but IMO, if the killer left any DNA on her body, wouldnt it have most likely been washed away by the rain and snow?

    When I realized that, it became pretty obvious to me- that it may be safe to assume his DNA was NOT found on her, but on her shirt.

    If that is the case, it could explain LE’s hesitation in focusing on Sketch, delay of releasing etc.

    So I guess IMO, it is highly likely that Sketch’s DNA was found on the shirt and not her body. So I am going to go with that for the time being.

    I go to college football games quite often. When you have thousands of people packed into one area= good luck getting calls to go through. Good luck getting text messages to go through. Good luck trying to hear someone on the phone while you are in the concert.

    But honestly, I think the reasons for her leaving the concert and wanting to go back in- are irrelevant. (IMO)

    Just like when you get pulled over for speeding and the cop decides to just give you a warning and let you go without a ticket.

    A cop deciding to write you a ticket for speeding is equivalent to the security guard denying her re-entry.

    Both are choices. Both require paper work / report to be filed.

    Your question and speculation about Morgan slipping past security and LE is a good one.

    Morgan may have been drunk and drugged and was certainly hurt in the fall in the arena, but I still think the only way she would get in a vehicle was if she was forced or led to believe the person was secutity or LE.

    I don’t know what possible connection, if any, this case has with Morgan’s. However, this may lead to some clues during the investigation.

    i got a kick out of a comment on the hook awhile back that suggested the bracelet returned to gil , was a replica, more seriously the poster questioned whether that meant it was likely or unlikely that defensive wounds were or were not present ,i kinda agree that at my level of wound knowledge or i mean ,my lack of wound level knowledge ,i find it suggestible that perhaps it could be indictive of: “no possible defense wounds” which could mean that she was incapacitated for a duration ,if that were the case ,that surely would be a rare profile marker,right? if her bones were broken while incapacitated,an uva le w/ orthopedic connection suspect,would surely stick out like a sore thumb to the bone experts.if the s.h. victim was incapacitated ,how did she know(rhetorical)?did someone else see?if indeed it came from a witness?second sore thumb,that a duration of incapacitation is the mo ,third sore thumb if s.h. caused the incapitation. i do wonder if additional dna was found.defensive dents on the bracelet would require it held as evidence ,right? .

    I may be wrong, but IMO, if the killer left any DNA on her body, wouldnt it have most likely been washed away by the rain and snow?

    When I realized that, it became pretty obvious to me- that it may be safe to assume his DNA was NOT found on her, but on her shirt.

    If that is the case, it could explain LE’s hesitation in focusing on Sketch, delay of releasing etc.

    So I guess IMO, it is highly likely that Sketch’s DNA was found on the shirt and not her body. So I am going to go with that for the time being.

    Dr. Pepper — IMO it is not highly likely that the DNA was found on the shirt and not the body site (there were things other than the body at that site). Blood stains or sexual fluid stains on clothing at the body site would be degraded but detectable for a long time, especially if they dried at some point. More likely than anything, tissue under fingernails if morgan had any opportunity to defend herself would be recoverable. The timing of when LE got the sketch results back and some comments by Gil (though I tend not to rely much on those) indicate the sketch dna was probably found at the body site.

    Ode/Pearl etc. — IMO it is obvious she was murdered by sketch, and it is obvious Horn is not sketch. We used to hear that MO was vitally important (when folks were arguing she was most likely attacked from behind and not in a car), Horn has not been accused of anything remotely similar to what happened to morgan or to the first sketch victim. There is no suggestion of violence and nothing whatsoever suggesting he had anything to do with morgan’s death. He seems to be being talked about solely because he was a UVA cop at some time in the past and now has got in trouble.

    For the folks who say that all the evidence shows that she would not have got in a car with a stranger, what evidence is that exactly? it can’t be the evidence that she grabbed kickee (a stranger) by the arm, said let’s go and then tried to walk off with him (only to kick him when he declined),; it can’t be the evidence that she met some stranger basketball players and asked them minutes later to drive her somewhere and it can’t be the evidence that she was seen hitchhiking by various different witnesses.

    We all know that sans sketch, it seems a connection to event staff or security seems highly likely due to the fact that they’re responsible for her not being allowed back into the concert. There’s no video (that has been good enough to solve the case) and she is thought to have accepted a ride from a stranger. IMO, until this happened, The only stranger I’d feel comfortable catching a ride from would be from someone in public safety. Yes, she did kick kickee & ask the bb players for a ride–all strangers but all with multiple ppl around. Accepting a ride from a stranger on cold dark night when no one else was around….IMO – she either thought it was someone he could trust (security vehicle) or she was forced.

    Question: anyone know if any of the event staff or UVA security vehicles were searched/examined for evidence? Any have wrecks and totaled after Morgan dissappeard? Were any stolen?

    Also- if security/event staff were involved

    If isnt out the question to ponder a buddy system. Someone on the inside alerts someone on the outside (sketch)

    I hope that everyone working that night has been not only interviewed but I hope some efforts have been made to see if sketch is by some chance an acquaintence.

    I would like to know if LE has obtained a DNA sample and tested it from each employee working that evening. If not, why? Because they do not have probable cause to obtain sample?
    Has everyone been ruled out?

    If sketch isn’t on UVA or RMC payroll, the missing link could still be.

    Make sense?

    One of the only hopes of solving this case IMO is if one the of “scared/unknowing” participants eventually comes forward. I think there is too much trust there, though, and the person was duped initially, believing that Morgan had overdosed and they helped cover up the result, now that they are too involved in the situation, the only decision going forward was to keep quiet and remain calm (seems to have worked thus far). I have a feeling that the evil is shifting among the shadows though, the day of not knowing will soon be followed by the day of knowing. If LE ever gets close, this person will crack.

    agreed but to add that I sincerely hope anyone who might be aware realizes that coming forward privately could stop this from happening again, and it absolutely will if he is not stopped.
