Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today

Charlottesville, VA-  Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia  as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest  follows an extensive investigation conducted by the prosecutors office.

While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes,  we have learned that a complaint of rape against Horn was received in the Fall of 2011.

 

The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.

Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted.  Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.   Denise Lunsord,  prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.

Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead  was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen.  Snead’s former mentor and Sherriff, Willie Morris,  committed suicide on January 28th.

Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital.  Morris was removed from life sustaining efforts without ever regaining consciousness.    A suicide note blamed his tinnitus condition.

In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.   An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.   Horn has Sheriff Smith listed as a friend on his facebook profile.  Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.

Albemarle county is also the home of The Anchorage Farm,  where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.   Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security.  DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005.  Former lead detective now retired, Lt. Rader,  has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.

Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.

Corrine Geller,  public information officer for the Virginia State Police,  whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:

“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”

Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance.  It is not known if the two were acquainted.

Horn is being held in the Albemarle Regional jail pending his bond hearing today.

    Do you know, or are you free to say anymore about the landscape truck seen leaving morning Morgan was found. Who were the men in truck? Was the landscaping truck named. Was it P. Landscaping?? Most impoirtantly….was the truck stopped and inspected by LE as they left the farm? Dis the camera show the truck being emptied out of all its cargo. If now, what is police escuse for not doing this. Do we know if truck was carrying any evidence from the scene? Do we know if there were anymore bodies at the scene? Why was the landscapers there so early? Well, that in itself is reasonable, but the fact they finished and took off so early is the big question. (I cut a few trees down on my property and with help of teen boy took us 8 hours to clean up. You would think they would need more time to complete their cleanup job. Did the landscapers see Morgan’s body? Were they the ones who actually found it? Did the police ask them to leave? (think not, because they were just arriving as truck was leaving.) (J.me….at least I am off the leggings) ; – ))

    Haha John, Yes you are off the leggings and have a few new “ones”! And actually, I have wondered alot of those questions myself. But no, I do not know anything more about the landscape truck. I imagine that they came to do a job and never had time to finish but were told to leave as soon as VSP arrived. The camera only showed the truck leaving and I cannot find a clear clip or picture of the truck anywhere but I doubt they are suspects since upon exiting the farm they talked to reporters, telling them that “police were searching a wooded area over the hill” (if they were involved in any way, they’d have hightailed it out of there without stopping). Morgan’s body was the only one found and I don’t see any reason for anyone to lie about who found the body. But there are many questions that VSP won’t answer. For instance, I myself would like to know how many people’s dna was (were?)found with her body or on the shirt. We only know about Sketch’s because it matched with other dna in the criminal system. But could there have been more? We seem to only talk about finding this one person. But there could be others whose dna was present and significant enough to be suspect, remaining a mystery as to whom it belongs.

    I agree with most of what you have said, probably, but do not absolutely agree that the truck “would hightail it out of there” An inexperienced, amateur beginner criminal type would do exactly that, but a smooth operating SOB. like the type who has so far gotten away with killing Morgan would (I think) stop and “chat” with the press to throw off suspicion. You see, even if police told truck to leave, they should have searched truck (could be that they did), because it was at the scene of the crime. The reporters will know whose truck it was, and how many men were in it, and what race they were. I wonder if they were told to keep quiet. I feel sorry for my suspicions of them if they are completely innocent. I wonder if the DNA of the truckers was obtained.

    Rose, Jeep guy is definitely a big interest since at the time he was on the farm even Morgan was not “in the mix” yet (Summer/2009.I would hope that Mr.Bass gave VSP the contact information of the carpenter that encountered Jeep guy.

    We are always left wondering if LE interviewed all of the people we have discussed. I hope so, I just can’t stand the thought of thinking that they are not beating the pavement conducting their investigation. I want to know they are working on this, is that unreasonable?

    There is still a sadistic rapist/murderer on the loose and the police don’t seem concerned with the public knowing that. I praise the Harringtons for trying to “Save the next girl” because imo LE has dropped the ball.

I thought it was against the law to employ a RSO as a plumber/electrician, teacher, lawyer, hospital worker etc (or anyone in personal contact with the unsuspecting public) Are employers required to check? Also, the person I referenced could possibly be a lead to sketch, or the “missing link”? to AF?

    It depends on the law and the policy of the employer. For the most part, anyone requiring a “bond” to employ a laboror, as an example, had better inform anyone they are doing work for, but sadly, in many cases, I can tell you that is not done.

    As far as anyone applying for electrician,plumber,carpenter,or any other construction job. I have only had to fill out paper work for background checks when I was working at a school,or sites ran by the state or fed govt.Most smaller companies don’t get enough bond for jobs over 500k.Therefore,If I had a shady past I would want to work for a small non union outfit.Since VA is a “Right to Work” state there are a ton of these outfits down there.I spent a year in NOVA working with a ton of non-union(which is annoying since I am union)laborers with most of them being foreign.

    *Correction to my last post.The only times I’ve filled out paper work for a background check is when I was on a job ran by Federal Govt or schools.The schools are anywhere from elem through colleges & Univ.Although not every college or University has made me do this.I guess it depends how long in between jobs at schools.What I mean is if I worked at 5 schools in a year,I would only get 1 background check,bc it was in the same year.Jobs ran by state make you sign papers with your trade and wage to make sure you are getting the right rate in pay.When I was extending the metro to Dulles airport I didn’t get a background check until I was actually working close to the tracks.That was more for terrorisom I believe.Although,we had 2 guys not allowed to work by tracks bc of DUI’s.

    There honestly has to be a common denominator between Sketch,AF,and either the concert(event or venue)or C’VILLE.With what I’ve read the pasture Morgan was found in is located only 30ft away from a sub division.With Morgan’s body being located about 100yds inside this pasture.Having to only maneuver around a stream and 2 barb wire fences doesn’t seem all that risky if you’ve been there before.I guarantee plenty of people(and their friends)who grew up around that sub division have been on that particular pasture.

    I think the common denominator is music.That could be security,roadies,electricians and a few others.However,if Sketch’s clothing attire is correct from the Fairfax incident any labor job could be ruled out.If I’m not mistaken there is a decent venue close to wear the Fairfax attack happened.We always have a group of AA who wonder the parking lots at different venues dressed nice selling candy bars and what not.Judging from khakis and a pullover I don’t know if there is significance or not to his line of work.I have a feeling the answer maybe in that subdivision somewhere whether directly or indirectly.

    LE has not released any info regarding this person’s identity.

    Do they know who denied her?

    If they do not, why?

    Is it because they do not have footage of her being denied re-entry?

    If they do not have footage of this…why?
    –Because the state of the art equipment was not so state of the art?
    –Because it happened to not be working at that particular moment?
    –Because someone with knowledge made it not be on the footage?

    By now, Id assume this angle would have been thoroughly investigated and ruled out.

    But I have a rule to NEVER assume.

    B- you have recently been very open and detailed regarding your thoughts on this case. It would be very helpful to know if and why you still believe that an employee is somehow involved.

    If you do not still suspect this, I would like to know why as well.

    They know who denied her re-entry. To my knowledge they have not shared that information with her family, and RMC events has not been forthcoming either, thus the suit.

    My opinion has been since very early in this case that the person or persons responsible for Morgan’s disappearance and death was and possibly and/is either a direct employee of JPJ or a contract employee through a vendor. Emphasis on the latter.

    I am not going to specify why I believe that in detail, for obvious reasons, but my feeling has not changed one iota.

    Sometime in the last 2 months I watched a story on either the I.D. channel,or on youtube.It actually may have been on AMW,now that I think of it.Anyway,it was a guy who worked at the Louisana Superdome in the concession stands.When Katrina hit New Orleans the guy left and traveled the US working at different venues.He apparently either raped one woman or it was several in a couple different cities.It was a pretty big AA and the vid showed him shoving a victim in the elevator.As I type I’m starting to remember it was AMW,one woman,and I think it was in TX.I AM NOT SAYING THIS IS SKETCH.I AM NOT SAYING THIS INDIV HAS ANYTHING TOO DO WITH MORGAN’S CASE.My point is,I never thought there were really a lot of people who traveled in that line of work.It just seems that these people who travel with vendors somehow find themselves wrapped up in trouble.

    Hallelujah! I am guessing that this guy is an “interstate” perp, at least if you consider his proximity to Maryland and D.C. when he committed the 9/2005 assault in Fairfax. Blink, do all states/ jurisdictions have access to the DNA database, or maybe better stated, participate? I am concerned that there could be hits in other places, but there is no follow-up/initiative.

    I have simply assumed for the past two years that RMC had provided a list of employees to LE. I was just about to ask why they haven’t followed each one & picked up their trash & tested DNA. But then it dawned on me—not forthcoming–Has RMC refused to give investigators a (complete or any) list of employees (contract or full time) who were working tha night or a list of everyone on their payroll??????????!!!!!!!?

    If so, the following would make sense:

    LE does not have enough evidence to compel RMC to provide that info.
    -may be one of the reasons B has emphasized the need to re-interview witnesses- especially the ones who were not shown a composite of Sketch. 
    -also another reason B thinks the key to solving this is the FFX rape & how VSP needs to work with FFPD.
    They need a reason to compel RMC to hand over list of employees
    –Civil Lawsuit has been filed in attempts to do so (amongst other things)

    So far. Finding a cause for sop has not happened.

    UVA is a state run institution. Employees and their salaries are matters of public record. Even if JPJ employees are not listed on the website where you can look those up- JPJ employees are state employees. I’d assume those names would be available via FOIA. Not sure if that’d apply to former employees.
    -does LE have those names?

    In regards to vendors- food/beverage vendors? Delivery guys?
    Ie- a potatoe chip or hot dog or beer delivery guy who delivers to grocery stores, convenient stores, ballparks, arenas along a specific route that could possibly be state or Tri state wide?

    I guess it’d be pretty hard to compel employers to provide names of employees

    ideally ,using the vanishing blonde case as a model, uva ,jpja,& rmc’s lawyers ,and insurance companies should have their own investigators looking at this case,in light of the lawsuit . and the law firm for the estate of morgan harrington,should have an investigator , so in all that would be at least 3 investigators outside of le.hard to imagine an employee could escape the scrutnity,a vendor ,hmm,le did go to following nights concert in north carolina,and a hotelin charlottesville . wonder if there were traveling vendors ,and if they stayed overnight in charlottesville,at the hotel investigated .i read a comment on one of the virginia news sites ,it said -raise the reward to a million.

    I drove past Anchorage Farm this morning and noticed about 40 +- cows grazing close to rt 29. The notion that they are pets is not feasible. They either belong to Mr. Bass or he leases his farmland to another. If leased this person and his hired help would know the farm pretty well. Last week there was a man weedwacking the entrance of the farm. He had a silver pickup without any signs. He did not look like sketch or Mr. Bass. I drive past Anchorage Farm twice a day and to this day it gives me chills at the thought of what happened.

I can’t understand why “Sketch” would leave Morgans shirt to be found with (imo) his DNA on it. I know they have not said his DNA was on the shirt, but everything I have read, leads me to believe that it was. I think it was left to throw off the investigation.

With some strong suspicions of an LE involvement, and threads of that through out the time Morgan faced the exit doors at JPJA, shouldn’t it be considered a possible ruse and other suspects be developed as well?     I am not sure that I understand what you are saying. If the DNA is linked to Morgan, so is it’s accompanying physical description, which was released in conjunction with her case.

There have been several instances in the news where persons convicted of a crime on the basis of DNA evidence have been released from prison when it was determined that the DNA samples were switched, the wrong interpretation was made, or the test otherwise bungled. There is no doubt that the Fairfax victim was assaulted by a black male, as per her description. There is every reason to suspect that the DNA associated with her assailant may have been poorly processed. The DNA associated with Morgan and “matched” to the Fairfax assailant may actually belong to a white, Anglo-Saxon, drug-dealing college student, or other type no one is looking for.

    George- please cite a case where someone was released from prison because of DNA samples being switched, a profile was “interpreted wrongly” ( I do not even know what that means) or where 2 different DNA samples taken 4 years apart in 2 different counties that match one another lets someone out of the slammer. Seriously already. I am well aware of DNA exonerating some falsely accused, as well as DNA confirming guilt in many cases that was not available at the time of trial.

    Where are you coming up with “there is every reason to believe that the DNA associated with her assailant may have been poorly processed.” ??

    What do you know that apparently nobody else does?- there is a full profile, meaning it MUST conform to CODIS standard so I can assure you there is no issue with it’s processing. It has a solid match of full strand non-mitochondrial result. Again, this is fact.

    I gotta be honest, you are very outspoken about misinformation or non-information as it relates to Morgan’s case, I find YOU constantly making meritless and unsubstantiated comments that can be construed the same way so I am not understanding how you continue to ignore that.

    Many posters here have taken the time to ask me or others about areas of investigation, biology or forensics so that they better understand these process”eeze” and the links are all here for you to take the time to do the same.

    I do not know if “sketch” is the only DNA profile associated with Morgan, but I do know that it is that of a man who allegedly attacked the woman in Fairfax, and the likelyhood that she came into contact with him the night she disappeared and was ultimately found murdered.

    Guys- this is not a conspiracy or episode of the killing. The known facts of this case are simple and solid. The LE work investigating it, with much respect, is lacking for me, and I don’t think I need to laundry list why that is as we have covered every step of it.

    That said, focusing on the established evidence of the case is constructive, the rest is counterproductive.

    It is like a physician treating what they see when a patient “presents.”

    If they treated a snake bite like a snake bite that could really be disguising a broken ankle and not a snake bite, the patient would be dead. Let’s treat what we see here folks.

    The DNA of a suspect in two separate attacks of which both samples are full DNA profiles are that of an as yet unamed african american male. That is fact. No getting around it, no calling it profiling, no blame it on the black man going on here.

    If your wife is in the field then perhaps you could ask her to explain the difference between Mitochondrial DNA (mtDNA) and Nuclear DNA.

    In Codis and NDIS mtDNA can only be searched and housed based on certain criteria and for the usage of identification of missing persons or unidentified remains.

    As I said, once again, specifically, an offender profile, and in this case, the same offender having nuclear DNA profiles that match, is not mtDNA, so not only is your argument meritless, but you are not even discussing “real” comparisons of samples in the first place. And then you post an article about a type of sample that has no bearing on this case in the first place. I know the difference, and I can assure you that if sketch profile was mtDNA from either case, I would consider it appropriately.

    It’s not.

    Lastly, To Kill a MockingBird is my all time favorite book, I have read it three times, and plan to read it with my daughter when she reads it in Fall AP Literature class next year. Since I doubt you will take my word for it, I have supplied a pic of a mantel in my home, where it sits.

In particular I recall the farm equipment theory that undressed the victim and amazingly did not disrupt the soil and or hay around same, in a freaking hollow.     As if facts, data, and their support are of no consequence to you. I told you that you offended me, which btw, is really hard to do- and you continue to trudge with BS links that every person and their brothers brother are aware of.

    You bungled the difference between mtDNA, you bungled the need for anthro study, you bungle when you should be humble and then diss me about my time?

    I’ve never had the impression that Sketch’s DNA was on the t-shirt. Morgan’s was, obviously, for it to be identified as definitely belonging to her. But there was foreign DNA found with her remains which matched the foreign DNA from the Fairfax rape which we know was committed by Sketch. It’s my opinion there was a good bit able to be determined from what little remained of the earthly Morgan. The soil beneath can be tox screened and insect analyzed. There is going to be an arrest in this case; its just not gonna come as soon as any of us would have liked.

    We do not know about foreign DNA found with her remains, that is not accurate.

    The rest, is only possible at best, we just do not have that info.
