Former UVA Cop Charged With Rape: Sean Michael Horn Faces Bond Hearing Today

Charlottesville, VA-  Sean Michael Horn, 42, current Albemarle County reserve deputy and former police officer for the University of Virginia  as well as the Albemarle Sheriffs Office was arrested last evening for rape. The arrest  follows an extensive investigation conducted by the prosecutors office.

While there has been no specifics released, and it is the policy of www.blinkoncrime not to identify alleged victims of sexual crimes,  we have learned that a complaint of rape against Horn was received in the Fall of 2011.

 

The arrest follows what can only be described as a series of chaotic incidents and events affecting Albemarle county law enforcement officers since 2009 at a minimum.

Following the death of 18 year old Greene County resident Colby Eppard on New Years Day 2010 by police gunfire, 7 Albemarle county officers were either suspended and/or demoted.  Caleb Marden, a decorated sharp-shooter who served in Iraq was fired.   Denise Lunsord,  prosecutor for Albemarle county and North Garden resident, cleared all officers of any wrongdoing from the incident.

Eppard allegedly stole a neighboring Greene County patrol car and traveled almost 60 miles to Albemarle county. Although off duty Greene Sgt Randall Snead  was out of his jurisdiction, Snead was among the officers in pursuit of Eppard and participated in the ambush to stop the teen.  Snead’s former mentor and Sherriff, Willie Morris,  committed suicide on January 28th.

Although he was on desk assignment pending the investigation of Eppard’s death, Snead responded to the scene of Morris’s home where he was located and rushed to the hospital.  Morris was removed from life sustaining efforts without ever regaining consciousness.    A suicide note blamed his tinnitus condition.

In a recent election, Steve Smith won the Sheriff slot running against Snead, and has since met with controversy after releasing nearly all of his staff.   An email criticizing Smith was received by several news outlets from a previously fired Albemarle County Lt. Scott Cox, then a Greene county deputy who has since been released.   Horn has Sheriff Smith listed as a friend on his facebook profile.  Cox was among the Albemarle County Officers who was demoted after 18 years of service in the scandal.

Albemarle county is also the home of The Anchorage Farm,  where murdered Virginia Tech student Morgan Harrington was recovered after exhaustive searches of the areas surrounding the JPJ arena, UVA campus and private LE searches failed to locate her.   Harrington disappeared from a Metallica concert at the John Paul Jones Arena on October 17, 2009 after being refused re-entry by security.  DNA evidence has linked the Harrington case to a suspect in an unsolved rape in Fairfax, VA in 2005.  Former lead detective now retired, Lt. Rader,  has only indicated that forensic link means that Morgan came into contact with that individual prior to leaving Charlottesville.

Efforts to confirm whether Sean Horn was working the event as a UVA officer that evening have not been returned.

Corrine Geller,  public information officer for the Virginia State Police,  whose agency leads the probe into Morgan’s homicide responded to our inquiry as to whether or not Horn was a target of their continuing investigation this morning:

“The investigation remains ongoing at this time. I’m not able to comment on who our agents have or have not looked into during the course of their investigation.”

Horn lists Virginia Tech among his educational credentials on his facebook account, where Harrington was a junior at the time of her disappearance.  It is not known if the two were acquainted.

Horn is being held in the Albemarle Regional jail pending his bond hearing today.

    Good post Leelee. That’s exactly what I thought too when I read about the first weird thing. Why she walked out of the arena in the first place was one of the questions extensively studied from the beginning here on BOC. I’ve watched a lot of Disappeared episodes lately trying to find similarities and one thing I’ve noticed is that friends of the person missing are usually interviewed, especially if they were with the person at the time of their disappearance or shortly before. Gil spoke not long ago of seeing one of Morgan’s old friends who looked at her in a way that said she had moved on and Gil should too, was that one of those “friends”? WOW. It just doesn’t make sense to me. It’s very sad.

    IRT the civil case, is there a time limit for it to proceed?

    I am aware of it, and it has my interest. It is my understanding that police have Id’d this guy because he dropped his cell phone and keys on the 15th, but they have not located him.

    Don’t know if that link will work but judging from the map, the assaults occurred about 10 miles apart and both were just off 66. Jermantown Road (Fairfax) is where Sketch attacked in 2005 and Washington Blvd.(Arlington)is where the May 12th attack occurred.

    Morgan’s tights may have been found. The volunteer searchers reported them found in Charlottesville Nov 2009. But LE didn’t act quickly (months?, weeks?) and then they were gone.

    SEXUAL BATTERY, 05/15/12, 2900 block of S. 13th Street. At 9:33 pm on May 15, a victim was walking into her apartment building when a subject ran up from behind and sexually assaulted her. The victim began throwing punches and was able to take the subject to the ground. As the suspect fled the scene, he dropped his cell phone and car keys. Police have knowledge of the suspect’s identity, but have been unable to locate him at this time.

    The other two happened on the same night, May 12th. At 11 pm a man tried to get into a woman’s garage and she was able to get away, and then an hour later a man sexually attacked another woman and threw her into some dense foliage by the side of the road. Police believe that one man is behind both incidents. In the Fox report of May 17th, there was no mention of the May 12th assaults being related to the May 15th assault when a cell phone was dropped. That seems odd.

    Regarding the Arlington attacks….I don’t understand, if they know his identity because of the dropped cell phone, why is there no wanted poster out there, no name no nothing? Blink?

    You and me both J.me- this is a dangerous predator, the only thing I can think of is that they “know” where he is, and do not want to escalate a situation when trying to apprehend.

    Otherwise, I would freak out if that man was running around my hood, as I am sure the good people of Arlington would as well.

    Let’s go back to WEIRD THINGS ABOUT THIS CASE…or maybe just QUESTIONS I HAVE ABOUT THIS CASE…Here’s my list.

    1. Why did Morgan leave the arena? This has not been answered publically and I think it’s one of the things being kept secret by LE so I won’t speculate except to say I can’t imagine a phone convo in which a friend tells me they’re outside of the venue and can’t get back in where I don’t immediately ask “how in the world did you get outside?”

    2. Why was the ticket “in pieces” in Morgan’s purse? Why was the ticket never recovered?

    3. Why are there no pictures or video of Morgan from the night of 10/17/09? Where is her camera?

    4. Where is the necklace? Where are the boots?

    5. Was Morgan’s debit card used after 9:30 pm?

    6. Who were the guys in the van at the convenience store frantically asking for directions to Harrisonburg? Are they related to the case?

    7. Why did Morgan walk to the RV lot with/but not with the basketball players? What in the Sam Hill was discussed? Where did Morgan want to be taken? What was the other event the players had to attend? Who were the non-students that saw Morgan curtsy?

    8. Why didn’t Morgan’s friends try to help her….or did they? What restaurant did they go to in hopes of finding Morgan after the concert? Why did they think it was okay to drive her car back to Harrisonburg? What are they doing now?

    9. Why was Morgan placed at Anchorage Farm? How did she get there?

    10. Who put the t-shirt on a bush at 15th & Grady? Why? When? What clothes were found with Morgan? Were her leggings really found during a search but discounted by authorities?

    11. Was Sketch’s DNA found on the shirt or at AF? Or both?

    Gotta go…hubby’s cooking supper and things aren’t going well….

    Excellent questions Tango really puts things in some kind of perspective as to what we DON’T know….
    I especially agree that surely the first thing out of Morgans mouth to her friend would have been to explain why and how she got outside the concert …which once again makes me think she may have been evicted by security …..hopefully this and many other answers to these questions will come out in the civil case.

    If Morgan did call her friends in the concert when she was outside JPJ, unless the friend(s)?(I Don’t know if she spoke to more than one of them?) left their seats, and went into the lobby area to talk to Morgan, I don’t see how they could have even heard each other. Have you ever tried to have a cell phone conversation from a rock concert? I have a few times and it actually was not possible for me to hear anything unless I got as far away from the music I could. Even going outside the venue to talk, it was very difficult.
    Yes Tango, sooo many un-answered questions in this case, it just drives me crazy to think about all the possible answers to each one of those questions. What exactly happend to Morgan on that night? Will we ever know? :(

    Great questions Tango. I might have to steal your idea when I get some free time because i have so many questions regarding Morgan’s disappearance. It seems like with this case I never find any real answers to my questions because any fact I learn just leaves me with more questions. I often hear people say there are really no coincidences in crimes. If all the evidence in a case points to one conclusion then chances are that the evidence does tell us the truth and the defendant doesn’t just happen to be a totally innocent person who just happened to be unlucky enough for all the evidence in a case to point to guilt in a crime he didn’t commit. But with this case there are so many coincidences and they lead me to a plethora of theories and possible suspects.
    When I saw your question about the camera I had a bit of an epiphany. It seems that there must be video and/or pictures of Morgan inside the arena that night. If not the Harrington’s civil trial wouldnt have a snowball’s chance in Hell of going forward because the security company could claim there was no evidence she was ever even in that arena. Logically that sounds stupid but my torts class this semester has taught me to think in a way that often leads me morally disgusted with myself. Whenever I would read over the situations that we would discuss in class it would feel like there was a little devil on my shoulder encouraging me to go as low as possible in terms of blaming the victim and protecting a potential client. Therefore there must be evidence more concrete than the words of her friends placing her inside the arena that night. That security company would not waste time and money to go to trial in an attempt to justify the propriety of their re-admission policy if they could get away with claiming Morgan was never even in the arena.
    Sydneyfrog you made an excellent point about attempting a cell phone conversation inside an arena. Not only are arenas noisy but there used to be an issue with being able to get good reception inside the venue. I sort of feel dumb for not thinking of something so simple and obvious!

    When Mr. Bass gave his interview after discovering Morgans body he states that “At first he thought it was a deer,and then he got closer and realized it was a human skull.Now does this mean partial?Or was her entire head skeleton?During the Disappeared episode around the 19:25 mark(on youtube)Rader fumbles his words and I’m not sure if he was talking to fast or if there was a minor hiccup.He says “We don’t know if she was slipped a drug.We know she probably fell.based on the abrasion it didnt app(catches himself) it wouldn’t have appear to be a serious head wound”…Now somebody make sense of that for me,please?That’s one reason why I say bs to Morgan not being on video.If there is no skin on her face,how do they know the size of the abrasion?Or are they clearly going off of witnesses saying how big the cut was?

    I can make sense of it, they are withholding video of what they think might be her image with an abrasion to her chin.

    According to the reports, Morgan did not call her friends. Sarah called her when she did not return from the bathroom, and it was between sets so no music.

    My thoughts on a couple of the questions (just guesses of course).

    2. I doubt the ticket was in pieces in her purse. We have no info that it actually was. My guess is Morgan was just lying to try to get back in and was trying to make up a reason why she couldn’t produce her ticket. I think she wanted to get back in because she realized right after leaving that she had lost her camera, perhaps in the restroom.

    3. There are almost certainly pictures of morgan. She looks like a little blob of blonde hair surrounded by hundreds of other blobs, some of whom also have blonde hair. The pictures are not useful as they are not conclusive of anything. She was in the building and then left. They pretty much know her exact path throughout the night until the players left the lot. Then it gets a little more confusing.

    5. Probably not. I think they would have released that info by now, even if they initially wanted to sit on it to vet witnesses.

    6. Probably not relevant.

    7. I am guessing she wanted to go out to party.

    8. I again guess that this wasn’t unprecedented behavior from morgan. One of her early facebook or myspace entries suggested a similar act of getting messed up during an outdoor festival of some sort and wandering off with a guy she didn’t know. They probably went to a place on the Corner (the bar strip). All bars in c’ville are also restaurants as they have a strict rule about the % of food they have to sell to have their liquor license. Maybe Boylan Heights as it has been the popular place for a few years now. What else would they do with her car? They couldn’t stay there. They presumably hoped she had hooked up with a guy, was being an annoying idiot and that they could all laugh about it when she did the call of shame in the morning. It was either that or call the parents and the police right then, and I think most college age kids would not do that.

There is someone responsible for this and SOME reason the initial investigation was a hodge-lodge of intentional mis- information, expressly ( it seems to me) NOT to solve this case.     I think I know what you mean, Tango. I think you meant “give up” in trying to pose new questions or answers about this case when it seems to be at a standstill in terms of what information the public is being given and, possibly, in terms of what the police are doing to move it forward. How do we keep talking about it? How do we progress here (at BOC) when there seems to be little or no progression by LE? We could try to explore the Charlottesville/Albemarle area geographically, try to find clues, try to talk to people face-to-face. But we would become “enemies” or POI to the police for “interfering.” We could try to spread the word about Morgan and Sketch and the Fairfax victim, s that the public stays alerted and someone might recall something. I think we’re just wondering: will he strike again–and screw up the next time? That’s why I’m wondering about these rapes or near assaults near 66 in Northern Va. in May…

    Redly interesting comments regarding Morgan’s friends since they have been a recent topic of discussing. But even though Morgan had a history of rambling off and being a bit out of control I still don’t understand how close friends aren’t incredibly concerned about where their friend rambled off to. Assuming that she hooked up with a guy and would be doing the walk of shame the next morning wouldn’t bother me too much if they had been at VT where she could just walk back to the dorm/apartment the next morning. But they were in a another town and unless there was someone specific they assumed she was with I still think it was thoughtless to take her car and drive it home.

    Somebody’s post said that the pics are little blobs…How old is JPJ arena?I have a friend who was part of installing the security cameras and other things at the Consol Energy center here in PGH.Now I understand theres a drastic difference between the 2 arenas.Consol is 2 yrs old and state of the art ,and also for the 2nd yr in a row voted #1 indoor venue in the country.I don’t understand if JPJ arena was built in the last 7 yrs,the vid/security equipment would be a little better than everything looking like a blob.That’s actually fact per my friend,who has been doing that line of work for 12yrs..

    Has anyone here attended a concert at the arena? Or any event that wasn’t related to athletics at UVA.The reason I ask is because of Redly’s comment about Morgan potentially wanting to re-enter because she realized her camera was gone. From what I have read online,cameras aren’t allowed during Metallica concerts. That seems pretty standard these days however enforcement varies. I have yet to successfully sneak in a camera. Usually your bags and coat are checked by security and if you have a camera on you you are directed to an area of the arena where they take your camera and store it. You are given a slip of paper with a number on it that corresponds to your camera and you present it after the concert is over to get your camera back. It is beyond annoying and the arena in Atlanta where I attended a Widespread Panic concert a few years ago somehow gave my camera to the wrong person and after a month of back and forth with the company that handled that service I was finally given a new camera. So Id love to hear about how strict JPJ is with that policy. Could Morgan have snuck her camera in or would it have been confiscated? While that question might seem a little pointless it could help in terms of understanding why Morgan left and why she tried to get back in that night.

    Leelee, we don’t know if the tip was specifically regarding a fire, and i don’t recall which fire JB’s fb page referred too.

    the fire i am referring to is the one at sutherland road that occurred hours before Morgan’s remains were discovered. one north garden firefighter took off almost immediately after on a trip to new jersey, seemingly driving straight there and back seemingly.

    at approximately the same time, in the hours after her discovery and the fire, a different firefighter made a tip.

    It should be noted the firefighters were with the same NG fire co.

    I remember someone on here saying that rock concerts at JPJ have very rough and mean staff. It could be Morgan was pushed off of a chair on purpose because of her camera. It could be she was made to leave the arena. Where’s her camera?

    Which scenario do you subscribe to?

    A. Morgan was picked up hitchhiking on the bridge.

    B. Morgan was picked up in the RV lot, after hitchhiking, thus phone was found there. Dad presumably drove back over the bridge right around the time that she was abducted. Did not see her or anyone else there, presumably. Was this when Morgan was peeing by the porta-potty? (Police suggest that she did this prior to hitching.) Two witnesses were in the utility cart. No time given when they witnessed her “curtsy,” though. What does LE know about them? Have they been interviewed multiple times?

    C. Morgan was walking back through the larger parking lot (across the street from RV lot) around 9:30, maybe witnessed by Grandma arguing with someone, and then picked up from there. That’s why the back of her phone was found there. Hair in ponytail.

    Ode I remember JB being upset about the boat but either within or around that post where she and her friends were “joking” about the curse of Morgan Harrington there was a reference to somehing like the soup sisters house burning down. I know it is specifically mentioned in the comment section of one of the older articles I will see if I can dig it up.

    Since my sinuses and I are in another epic battle I’m browsing old blink articles while everyone else is having fun for the holiday. While look for JB’s specific Facebook post I found an interesting comment in a Blink article entitled “Morgan Harrington Murder:Anchorage Farm Could Yield Even More Clues.” It gives an interesting view of recent discussion regardingthe behavior of Morgan’s friends as well as thoughts regarding how she ended up outside of the arena. So the comment comes from Mom3.0 on 6-19-10 at 3:17 PM in case anyone wants to go back and read around a bit as there are tons of excellent comments on that article especially from Mom3.0 and Hummingbird. So here is the comment :

    I cannot find information right now on the granny sighting. She saw a blond girl with a ponytail matching Morgan’s description in the large U-Hall parking lot, I believe AFTER 9:30. I wish I could remember more. I do recall Blink saying fairly recently that she had reasons for thinking that the Granny sighting was important to this case. Morgan did, apparently, put her hair up in a ponytail quite often.

    So, although police do not give credence to this scenario publicly, Morgan may have left the bridge (9:25-9:30), entered the U-Hall parking lot walking back toward the JPJ Arena, and she may have been arguing with a man there–where they were witnessed by Granny. Thus, Morgan may not have been abducted from the bridge. Perhaps her things (purse, batteryless phone) were dropped in the RV lot by the perp. Maybe the back of her phone–found in the U-Hall lot–came off during the argument…

    The Granny sighting. Just off the top of my head it was between 9:30-10:30 I think. She heard a commotion, a “slap?” and saw a girl and guy in some kind of to and fro motion and she said she told them not to do anything they’d regret…she said they seemed to know each other…and did she say Morgan ended up going with the guy? Or he with Morgan? There was never a real description of him was it?, just that he was a young guy. I should have it saved…I’ll try to find it.

    Everytime I reread this sighting by the grandmother, I really think she saw the killer. Assuming it was Morgan, she was arguing with someone, tried to walk away, and then the man ran back towards her. Unfortunately, the woman left at this time.
    She says she thinks they knew each other (ex-BF?)and she thinks that someone got smacked…the beginning of the violence? The timing is right – he grabs her, drags her to his car, purse strap gets broken, she is assaulted/killed, he runs her up to the farm, then returns to pick up/rejoin his friends at the arena…or goes somewhere else quickly that gives him an alibi. All the pieces fit.
    Yep. Do we know for certain Morgan was injured on her chin INSIDE the arena?
    I believe Granny and I always have. She sat there and held her grandsons tickets for the news.
    She was not messing around, imo.

    Deetee I’m not sure where Morgan is believed to be in that video as the link came from another poster in a previous article. I’m trying to find any discussion about where it originated from and why Morgan is believed to be present.
    The Granny sighting is interesting. I wouldn’t be surprised if it was true because I doubt we have the whole story from Morgan’s friends regarding her actions that night. If Morgan and her friends weren’t getting along that night I don’t see why she would let them keep her keys and car especially since she new she was supposed to be studying the next day.If I was Morgan and there had been a conflict that resulted in me being stuck outside of a long awaited concert then when SS called me I would have told her to bring me my keys and wished her and the rest of the group good luck on finding a way home.The friends have said Morgan studied in her car on the way to the concert and she was supposed to study Sunday with her father. If she really was studying on the way to the concert AND she knew she had plans with her Dad then why she would willingly become separated from her own car which had the books she would need to study for her exam? Unless I have missed newer information the last activity on Morgan’s phone was a text she sent at 7:20 PM. There was no activity after that until 8:48 when SS called Morgan and Morgan told her that she would get a ride from other friends. Why did Morgan tell SS that if there is no activity on Morgan’s phone after her 7:20 text? Why is there no evidence showing that Morgan was trying to get a ride with someone she knew? I wouldn’t tell my friends to go on without me if I hadn’t already been fairly certain about finding transportation especially if I knew Ihad to be at a certain time the next day. Therefore the Granny sighting makes sense to me in terms of Morgan knowing someone else was already there and would be willing to help her out. Although if true she may have ran into someone she knew yet had a negative past with. I believe that sighting was at 9:30 and even if it was violent then we know she did leave that person following that altercation if the sighting on the bridge is correct. I wish we knew when and how she lost the battery to her phone after 8:48. Another thing bothering me is that if Morgan was spotted on the bridge trying to hitchhike then when did she become seperated from her phone and bag? If an encounter happened that resulted in her being so scared she fled without her bag or phone then why the hell would she decide to go hitchhike instead of going back towards a more populated area?

Imo, they believe that’s where she was truly last seen since that is the memorial spot.
