    No, Whites or dress blues.

I have a dear friend of mine who just retired, had been stationed in HI.
He got infractions once a year or so for not wearing his tidy whities until I suggested he press his skibs inside his pants so the creases lined up.

One of the funnier conversations/”how to” sessions I have ever had, lol.

    Hello,
I’ve been reading here since October, but have never posted. I came across this article about an unrelated case today and thought the DNA discussion might be helpful.

    http://www.washingtonpost.com/wp-dyn/content/article/2010/07/08/AR2010070805703.html
“In 2003, Virginia became the first state to take DNA samples from suspects as soon as they are arrested, rather than after conviction. The DNA taken from Torrez at the Arlington jail was entered into the national data bank. Seventeen other states have since followed Virginia’s lead to varying degrees — Virginia takes samples only from people arrested in violent felonies — and President Obama said recently that he would like to see the arrest sampling expanded to all 50 states.”

In case you’re wondering…I’m just an interested Virginian…mom to two daughters and a son. My oldest daughter was born in Charlottesville the day after Morgan. I’ve lived all over the state, including Charlottesville and NoVa. I cannot fathom the Harrington’s anguish and would like these monsters off the streets. Thanks Blink for keeping the discussion going…hopefully something will help someone make a connection that will make the difference.

Thanks for the further info on CODIS — and no polly needed. Glad to have confirmation from you of what I found.

So . . . I hate to do this twice in one day, but I beg to differ on the Navy khaki issue. My dad and FIL were both in Navy (and I grew up in big Navy town) and yes, certain Naval officers do wear khaki uniforms — called service khakis. http://en.wikipedia.org/wiki/Uniforms_of_the_United_States_Navy#Service_Khaki

That said, our JB would have likely been out of the Navy by 2005, not to mention attacking someone in Naval Officer service khaki uniform would certainly stand out. Of course, that might not have been the purpose of the question — just a thought . . .

  5. ChrisCA says:

Blink, no the military dna database and CODIS do not automatically talk to each other. LE can subpoena a comparison to the military dna database though. Keep in mind that many, many military members did not ever have their blood or swabs taken to get their dna profile, even after 2002.

Also, yes the Navy does have a khaki uniform. Generally for petty officers and officers. If this guy did 20 yrs. in the Navy, then he most likely was a petty officer.

  6. ChrisCA says:

^ above should state Chief petty officers.

  7. Katie says:

Well, I haven’t gotten very far but the one and only, Joseph Anthony Broadway of Stafford, VA has 32 cases against him since 2001 (that I have found) in Stafford County alone. 29 are for traffic or inspection/licensing and/or registration issues and the three recent charges for Abduction by force..Rape,,,and Malicious Wounding or Injury,

I have found nothing in either Alexandria or Arlington or in Fredricksburg proper….I am still looking at Fairfax County and Spotsylvania Counties

  8. counselor4u says:

    Blink,
I think there are times when they (Navy) can wear other colors… I might be wrong, but found this online.

“The service khaki uniform is the sole province of officers and Chief Petty Officers.” “Also, the Navy issues foul-weather jackets, which are either olive or Navy blue in color, at various commands.”
    http://en.wikipedia.org/wiki/Uniforms_of_the_United_States_Navy#Utilities

  9. CVa Native Away says:

Not to be Mr. Smarty Pants (no pun intended): there are dress khakis worn by officers in the Navy. Maybe this guy is still a reservist.

  10. diana h. says:

counselor4u and Blink – check this out at wikipedia:
    http://en.wikipedia.org/wiki/Uniforms_of_the_United_States_Navy#Service_Uniforms

“The service khaki uniform is the sole province of officers and Chief Petty Officers. It is a khaki button-up shirt and trousers, worn with a gold belt buckle. The shirt features two front flap pockets and a pointed collar.”

Being in there for 20 years one could easily be a CPO or higher. (Especially if one were Search & Rescue or other specialty.)

There are also “working khakis” further down the page for officers and cpos.

  11. Mom3.0 says:

worriedmom- thank you for that information- I too was unaware that military’s DNA profiles were not in the system.

  12. diana h. says:

Thank you worriedmom for the post about codis.
I’m pretty sure that military DNA is kept separate too Blink. I’m almost certain that it can be subpoenaed by a police entity — and that the military will be very cooperative.

Thanks Blink for checking all of this out for us with real experts!

I love that you call this a learning blog because that is precisely what it feels like, and I mean that in the most complimentary way possible!

  13. katie says:

Having checked the VA Court records, I have found 32 charges, in Stafford alone against this JB (Stafford, VA). All but the most recent three are traffic/vehicular related.I checked civil and traffic/criminal for the following Counties:
    Arlington
    Alexandria
    Spotsylvania
    Albemarle
    Fairfax
and haven’t come up with anything yet.

When i furthered my Google search by his full name (J.A.B) followed by VA, I got a bizarre message about Malware. I have been trying to fix my pooter ever since (5:40 PM)

Richard Evonitz, who was responsible for killing the Lisk girls and the Silva girls in the Fredericksburg area in the 90s (he killed himself in S. Carolina, 2002, when he knew he would be implicated in their murders) was former Navy personnel and is also believed to be the Colonial Parkway murderer in the 1980s as he was stationed in the Hampton Roads area during that time. He is also believed to have connections to the 29 Stalker cases as he was out of the service at the time, but was working in the private sector and often bragged to co-workers how easy it is to get women to pull over by telling them something is wrong with their vehicles. (I have been unable to find the most intriguing of the articles that I read, but there are numerous write-ups and a wikipedia entry about him).

The reason that I think this is relevant is that he lived in the Northern Central Virginia area, was able to move in and out of these areas with relative ease, had a military background, and was able to gain the trust of unsuspecting individuals perhaps using a number of methods.

The Stafford case seems eerily familiar. I wonder if these two ever crossed paths, compared notes?

    http://www.cnn.com/2010/CRIME/07/13/sex.offenders.passports/index.html?hpt=Sbin

CNN) — Thousands of registered sex offenders have received U.S. passports, including at least 30 federal employees, according to a Government Accountability Office report obtained by CNN.

The GAO report said the Department of State cannot legally deny passports to registered sex offenders, except those specifically convicted of sex tourism.

The report concluded that about 4,500 U.S. passports of the more than 16 million issued in fiscal year 2008 were issued to registered sex offenders.

“Federal statutes authorize the Secretary of State to deny issuance of a passport in certain circumstances, such as while an individual is imprisoned or on parole or supervised release for a conviction for international drug trafficking or sex tourism or is in arrearages for child support,” the report states. “However, there is currently no comprehensive program to deny passports to applicants who are registered sex offenders.”

“It also is disturbing that the GAO found examples prior to that new law where the State Department issued passports to convicted sex offenders who fled law enforcement, received government housing subsidies, and work for the Post Office. This report raises a lot of serious questions about how effectively the government protects us from child predators,” Grassley said.

The report also studied a group of registered sex offenders — many who held positions of public trust, including a school teacher, religious layman, and health care provider.

“Other cases involve registered sex offenders who owe child support or are currently in prison or whose whereabouts are unknown,” the report said. “… Several of our cases showed that sex offenders left the country and moved to Mexico. According to State officials, Mexico does not have a sex offense registration system, so these offenders are likely unknown to authorities and their neighbors

This is a general question and not to be linked to any specific individual.
If a member of military commits a crime off-base, but is discovered by the military while on base, who has jurisdiction? Does the military always and automatically notify the civilian LE or is it a matter that is handled within the confines of the military. If the latter is true, then, do they and/or can they maintain secrecy regarding their own?

    Another general question.
Does the civilian LE have access to DNA on file with the military in crime cases?

  27. counselor4u says:

I have another question. This time it’s specific.
Where was the rapist/abductor between 2005 and 2009?
He did not just disappear. I doubt that he stopped his behavioral pattern unless he was confined. Otherwise, there are probably other victims….. somewhere.

  28. katie says:

If this JB FB is the same JAB/Stafford accused Rapist/Abductor/Abuser then I noticed that his daughter, who has nearly 700 FB friends does not have a single “B family member” in that list of FB friends. If this is his FB page and I think it is b/c I found traffic tickets in Norfolk (2000 and 2001)and he said his child is a grad student at ODU, in Norfolk; then I have also found that there was a citation in a 1997 study put out by GMU on “Critical Path to…”(a study about securing the nation’s infrastructure) for a YN1 or a yeoman 1st class JAB listed as “support staff” in the credits. Still no confirmation on if this is all the same JAB, though.

I still found nothing on JAB on the court records of any locality besides Stafford and Norfolk.
In addition to those two, I checked:
    Alexandria
    Fairfax County
    Fairfax City
    Arlington County
    Spotsylvania County
    Albemarle County
    Prince William County

  29. TSinTN says:

Does anyone know if a person in C’ville arrested and charged (not convicted) of ‘abducting with intent to defile’ would have their dna sample taken?

  30. Mom3.0 says:

To all those who helped answer the questions regarding uniforms thank you.

Redly, Hello, in your July 12 comment you wrote in part:

If the 2005 victim got the color of the guy’s skin that wrong, I don’t think we could take the facial structure or anything else about the sketch too seriously either. As blibnk said, they can tell a lot about race from the dna, though they don’t always do that test. A lot of people in this country, especially African Americans, have mixed racial backgrounds.

    —-

We are assuming that the victim may have gotten the color of her attackers skin wrong. But as JoeAmerica, I believe said, it is all a matter of pigment.

African American’s just like all, having varying pigment in their skin. Think Wesley Snipes in contrast to Morgan Freeman. Think Morgan Harrington in contrast to most of her friends-

We do not know what was in the mind of the victim when she gave that description-ect

I also agree that many African American’s have mixed racial backgrounds- but DNA would be ruled “black” regardless of that…Right?

As an example, the actress Jennifer Beals from the movie, FlashDance is an African American- Her father is African American. She is an African American actress, her mother is an Irish Caucasian.

I think her DNA makeup would show, she is African American.

My point is, what made the victim say “black” was it the darkness of her attackers skin? Just because his DNA shows African American, and the Sketch says ‘black’ we IMO, still do not know exactly what Sketch looks like, and on what side of the pigment spectrum he may be-

If an attacker had been a very pale, blonde Caucasian, he might be overlooked if he dyed his hair black and went out and got a severe tan- or took those tanning pills- right? I just think we have to keep in mind that the victim could have been spot on in her description- but perhaps her description was over simplified- JMO

    Here it goes!

If we only look to Anchorage Farm.
Mr. Bass stated that he gave all the names of people on his property who either hunted or worked there.

    http://www.c-ville.com/index.php?cat=11101808092903167&ShowArticle_ID=11800802104188707
“…The day after he found Harrington’s remains, Bass said, “I did give them the names of people who come to the farm frequently.” He added that he knew some of his neighbors had done the same, “because they’ve told me.”
Among the names Bass turned over to state police were those of maintenance workers, hunters he allowed on his land, acquaintances of his daughter, and a complete list of tenants who have lived in a farm house on his property, dating back 20 years…”

LE most definitely has interviewed all.
Including the names Bass’s neighbors provided.

Someone who put Morgan there is one of their friends.
    Period.

Look again at the site from TDBone’s photos from findmorgan. com
If LE and State Attorney ever needed work product. Here it is!
This guy is truly like a dog with a bone.
Not givin’ up and neither are we.

    http://findmorgan.com/forum/showthread.php?t=3194&page=3

I would even implore Mr. Bass to look to his own friends!

Maybe even one that went on that search!
Does someone know of Bass’s farming habits. Good or Bad ones.
Maybe he feels Bass is lazy on checking land or hires, oh, I don’t know, hires low-lifes. That could be what someone thinks and is not shared by me. I’m just trying to work this through.

Sketch shares a friend in common with David Bass and….

This should make Bass, his wife, and kid very concerned. I’m not trying to scare anyone or put thoughts in anyone’s head but I would have that wife and kid in bed with me and have my property lit up like a prison on lockdown and I’m also going to believe that they coughed up everyone and anyone that was ever on his property.
Their family, friends, and neighbors included.

    http://www.youtube.com/watch?v=6RFxKfyFUc8
Mr. Bass said something that just made me think. He stated that due to the weather there would be little that remained. Very little evidence. Yes, agreed but somebody else knew this too.

    Back to knowing Anchorage Farm.

    &&&

J4M, I’m sorry if you are emo-fragile. Try not to be. We all have those days. Remember your name says it all!!!
BTW, your application has been accepted. My kid is thrilled.
And in regards to the link you posted about Sheila Deviney.
    I’m linking to this…

    http://justiceforthedead.com/sheila_deviney
“Now, six years after Sheila’s death, the Office of the State Medical Examiner is threatening to incinerate portions of Sheila’s remains kept following her autopsy for potential future forensic tests, citing storage space concerns. These remains amount to small samples of tissue and blood roughly the size of a deck of playing cards or smaller”

Well, I would imagine if the ME has anything left,…

    My heart,
says give it back to the family no matter how small. Some victims in the World Trade only got a deck of cards of their loved ones. One in NJ just that!
    My head,
says what if LE tossed out remains, DNA, whatever. We would not be linking Sketch to Morgan Harrington now would we. Well, yes we would. I guess we would there is a database.
There has to be a better way. We are smarter than this.
I do not know the outcome of Sheila’s parents crusade but I hope they received what they were seeking.
Afterall, six years happens in a ‘blink’ of an eye for some of us.
It is tragic for those kids growing up without their mother.
No child should have to endure this! And, no, you do not need to tell me that this unfortunately happens. I understand it completely.

I, in no way am stating, that Mr. Bass and his family are involved, I just want everyone and thing to be scrutinized with a fine tooth comb.

    That is including those gates!
I had asked RedhillLocal a long time ago about those gates. Back in January, I believe. If they looked new. How many hands touched those gates. Not many, I would suppose. I’m just sounding off here.
Remember, not a professional just feel with all my heart about this girl and her brother. What another young life is left to endure. Pray that it doesn’t happen again.

And, let us also throw a prayer up that we do not go back to square one. Leads have dwindled.

Oh, and I do understand when you say, “I, in no way am stating, that Mr. Bass and his family are involved, I just want everyone and thing to be scrutinized with a fine tooth comb.”
I feel the same way regarding all of us needing to leave ‘no stone unturned’ when exploring possibilities. There are good and bad people found anywhere and in any group.
I sometimes come across as very direct… too direct sometimes, I realize. I think our words can sometimes be magnified and misconstrued by mere electronic text that omits our emotion… especially if we inadvertently leave out or unwittingly add just one or two words that might change the entire meaning to others. I wonder if anyone has asked the Hendricks’ whether or not they recognize “Sketch”. From aerial photos, it looks like Morgan was found closer to their house & property than to the Bass house(s). I’ve not read anywhere that they have ever been questioned about who has access to their property. I don’t believe for one moment they have any direct involvment in Morgan’s murder, and as far as I can tell, have so far been able to avoid being in the spot light of all this, so I kind of hate to call attention to them now. But I think it’s a question that needs to be asked.

    @ Mom3.0 says July 14, 2010 at 1:30 pm

As far as I know, the US only regard those as African American who are of West African descent. Obama, for instance, is not African American, as his father is from Kenya.

(Can’t remember where the basketball players come from – at least one of them was from Africa, I think, and black, but this doesn’t mean he would be recognized as African American in the US).

There are also a lot of ethnicities with black skin, which are not African. Think Melanesia, for instance, or parts of the Middle East.

This whole racial profiling system is completely absurd. In some countries, Indians (the ones from Asia, not Native Americans) would be regarded as white, even though they have black skin. The reason is that Northern Indians are from a racial point of view Caucasians… or Aryans, as they were called not that a long time ago. And the person who invented the system evidently wasn’t aware of the fact that Southern Indians have entirely different origins.

I have various friends who, even though of European descent, have been classified as non-white outside Europe – not just Italians and Greeks. I can think of at least one person from Northern Europe who was perceived as African American at a US university.

In academia, you see the most absurd versions of ethnic profiling when you apply for a job. Each country has its own history, and develops its own view of ethnic classification and world history based on its specific social class hierarchy.

And of course it all depends on how much you know about your origins. Myself, I have very fair skin (apart from the freckles) and red hair, and thus always selected a “white” option, in particular since I was, so I thought, of European descent. A few years ago, I discovered that I am in fact about 12.5% Jewish, which makes me, in most systems, mixed race Caucasian/Near Eastern. I have no idea what my DNA would tell about my race.

Apologies for ranting and being so cynical about it all.

My point is – Sketch could have black skin and be non-African. Both police and the public might overlook him because of this. He might come up under a different ethnicity on a database.

The reason why I questioned his ethnicity in the first place is because he did look Pakistani to me, when I first saw the sketch – this was before it was revealed that the victim was from Pakistan. Since she was severely traumatized, her memory could have “overlaid” the image of her attacker with features she would have been more familiar with, from her own ethnic group. So – no idea about his race – but African American doesn’t really go with the sketch, in my view.

-Leads dwindle after sketch released in Morgan Harrington case-
What I found to be the most important information in this article was the end sentence-
“State Police characterize the tips so far as significant. Investigators remain busy checking out those leads.”
    Significant Indeed :)

Well, so first they complain you forced them to release the sketch because of the unfounded information you published, and then they are pleased about all the new significant leads it resulted in.

    Welcome to my world, anotherB-
Honestly, as long as it brings justice and closure to a victim, Morgan and the Harrington’s that’s really all that matters.

So has the clock reset once more?

Bass said in the video fish linked to above that he was checking on the cattle to make sure they were warm when he found Morgan’s remains.

    I don’t have a clue what’s involved in cattle farming. I wonder if it would be correct to assume the cattle on the Bass farm fed on the hay grown in the fields and drank from the creek. Whether or not this is the case, I wonder;

    1. did the cattle require any regular care?

    2. if yes, Did Bass hire someone, on or off the books, to help with the cattle, check on them, or care for them in some other way?

    3. did Bass own the cattle himself or did he “lease out” part of his land to someone else who owned the cattle?

    4. if he leased out part of his land, who did he lease it to?

I also wonder who baled the hay on the Bass farm. The last time the hay was cut was August ~ did Bass do this job himself I wonder or, again, did he hire someone, on or off the books, that cut or helped cut and bale the hay?

    AnotherB,

I apologize if my post was generalizing all people of varying pigments as African American- that was not my intention at all. Thank you for pointing out my ignorance. And I agree that Obama’s father is of Kenyan decent, but he is still known as an African American president.

My point in bringing Redly comment up, is that like you just pointed out- we do not know what knowledge the victim has regarding race and origins. We do not know who she or LE includes or excludes in there forms or sketchs as ‘black’

And as you further made my point by stating: “My point is – Sketch could have black skin and be non-African. Both police and the public might overlook him because of this. He might come up under a different ethnicity on a database.”

Whether or not this attacker was African American, a more politically correct term than ‘black’, you’re right, he may not be -Black- and his skin could be light. and he may show up as a different ethnicity than African American-I agree and that was my point, although, as you so nicely pointed out, I didn’t state it as well as you did.

So thank you, and I again apologize if I was not clear in my previous post.

Just read my EMH comment again re; “it feels to me like something is off with respect to EMH”. Sometimes, I swear Morgan is here with us on FM and BOC.

Was EMH monitored by an electronic ankle bracelet? If yes, is it possible to remove or disable it?
