Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?

On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.


How and why she got there comes in at a baffling second only compared to what happened to her next.


Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.


On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave.  was located by a nearby resident.


While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.


Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.


On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.


Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.

Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.


On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .

Unregulated Regulations In Security

The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.


Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.


The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).


College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown.   Campus Security Officers are primary first responders to incidents of crime and violence on campus.


Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.


How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?


By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel.  While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.


Who’s Looking Out For The Kids, Exactly?

As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting.  Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.


In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.


A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm.  I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?


Who is vetting the security that is responsible for ensuring safety?


While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Bail

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.


HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.


Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.


While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.

Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.


How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.


According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?


Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.


Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:


“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…”  Lisa McGee

Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.


There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.

For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.


These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.


I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.

There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.


Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”.  How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

    As for a state of shock – I was once run over by a car (I was cycling), and I was so irrational that I first of all collected my shoes and my other belongings, and then *gave the woman who had been driving my contact details*, even though it was her fault. Somehow, I must have made it home, even though I don’t remember much from this time. The next thing I remember clearly is waking up the next day with lots of bruises. I can remember a number of details, but I wouldn’t be able to describe her. She did have a little child in the car, this is all I remember.

    Some time ago, I also witnessed an accident, bike versus pedestrian; when they crashed into each other, it all suddenly looked like slow motion, until both landed on the street resp. pavement/gutter. Even though I have done a first aid course, I just couldn’t move, I just stared at them, until other people came and helped them. This is completely out of character for me, I would have helped them, and I certainly wouldn’t have just been staring at them. I was completely petrified.

    Regarding the new UVa policy – I had to sign a form saying that I didn’t have any previous criminal convictions to be admitted to my PhD viva. I always wondered what would have happened if I *had* in fact had a criminal record. Would I still have been able to get a doctorate?
    I can see why UVa wants this data, they can now keep an eye on those who are likely to cause trouble, and this is certainly a good thing, for all parties. But are they now able to turn down applicants who have a criminal past, who decide to lead a normal life and get a decent education?
    PS: For what it is worth, sex offenders fall into a different category for me, I don’t believe it is possible for them to change.

    UVA can decide to decline anyone they want on any basis that does not discriminate against a protected class. Criminals are not protected classes. However, this move is really meant to bring the issue of prior offenses within the honor code. UVA is one of the few universities in the country (maybe the only large state school) that has a strict single sanction honor code. If a student lies, cheats or steals and is found guilty of such in an honor trial by a jury of his/her peers, the sole sanction is expulsion. If a student is discovered to have lied about committing a crime, he or she can now be expelled. Previously, that option was probably not legally available to UVA.

    I went back and reread the proposed legislation and the final legislation furnished by Starbucks. The more I read,the madder I became.

    He states that the universities fought the first bill which would have transferred jurisdiction immediately in the event of a case like Morgans. The second bill that was passed is a real load of nothing. It is a ploy to keep the universities in control through the administration. This is a prescription for further disasters on and adjacent to the campus.

    The Harrington’s are beyond belief that a state of the art video system did not catch anything about Morgan. This tells me that state of the art or not, someone tasked with running the video did not do their job. The person(s) responsible need to be identified and questioned. If the event management was responsible for video and they didn’t do the job, their license to use the arena should be revoked.

    Then it cam to mind that maybe the video system was not completed and was unworkable. That is a scary thought. Video cameras for show only.

    In Texas, an event such as the Metallica concert would have required sheriffs deputies to be located all around the building at all times and in the parking lot entrances. The event promoter would have to pay for them, but if they didn’t, there would not be a concert. It doesn’t matter if it is on a school property.

    I am sorry that you did not have a good time looking for deer. They are hard to see until you have experience. If you saw any, you did very well. The green vegetation this time of year makes it even harder.
    If the purpose was not really to find deer,but to try and see the site where Morgan’s body was found, you could not see it from hwy. 29. You could get close by following the creek that crosses Red Hill Rd. just South of the entrance to the hwy.

    @ CVa Native Away: I think you are on the right track, your points about the vehicle and ‘that name’ (there are others also with ‘that last name’….esp in C’ville proper)coincide with my thoughts as to what is going on in North Garden on Saturday nights. I suspect that there is a group of pervs who conglomerate there.

    As to fire calls to “that address” during the fire “the same day as”, I can only suspect that someone was playing with the system, in a mean way, during the time of Morgan’s finding, or that a vol firefighter may be in the “group.” I think the numerous calls, and the fire are a clue, whether the objective was actual evidence obliteration, or just mean pranks to call attention to their dirty deed.

    I wonder if any mud bogging went on in the vicinity or grounds of the burned down house, news reports said that there was a pond on the area, and the ground was wet on 1/26, so that firetrucks could not park, Of course, we are more interested in any mud bogging that went on during the fall break from community college, 10/17/09.

    There is a reason for the new North Garden State Police satellite office.

    She pulled up with her party and got out of the car and kind of immediately engaged me and my brother and my cousin and my friend who were at the concert,” he told CBS Station WDBJ correspondent Jean Jadhon.

    I never at any time said Dee or her party rode with Dave Gardner.

    I simply stated that Dan C and Sara S are mutual friends of Dee S.

    I appreciate everyone wanting to get the details correctly, but what happened to Morgan ultimately, as in her murder and subsequent “discarding” at AF had nothing to do with any of these folks.

    I have looked and it is hard to see especially since she is in black.

    First and foremost, I want thank everyone who commented on my story and thanks for the great advice Texas Grandfather, I do believe I will take it :-)

    I’ve been out of town for a few days so forgive me if any of this has been covered already.

    I am anxious to see what you guys all think of these few questions that just keep bugging me. These just aren’t sitting well with me. Morgan was BRUTALLY murdered. If this isn’t a crime of emotion committed by someone she knew, then…..

    1) Why no such attack/crime before or after Morgan? (Thank God, I’m glad not, but it really doesn’t make sense).

    2) Why no sense of public danger coming from LE?

    Also, she had to have at least believed she had a ride already set up if we are to believe SS account of being told Morgan had another way home. One would hope that they had some reason to believe she was or would be safe. What was that reason?

    WHY hasn’t the basketball players said anything about their interaction with Morgan? If LE has told them they are free to speak, then UVA must be telling them not to. Why?

    Is there more than just this Voth person who seen Morgan on the bridge?

    Is the kickee event and the Grandma sighting in the same area/time? Could they be one in the same event?

    How does Morgan get “taken” so quietly and unseen? A taser? Good old tainted rag over the mouth trick? How? Does this tell us the perp was prepared for this, thus planned?

    I cannot tell you had badly I want this case solved, as I am sure all of you feel as well. In spite of all the cases I follow in the news, I just don’t get how this happened in the first place and I don’t get damn near everything that has happened since, by LE, UVA, all involved. It seems that they are treating this as an isolated case with no public danger and I don’t understand how, unless they have more info than we do, which I hope they do, but it doesn’t seem so.

    No Security footage from that night. Do we know why that is?

    Morgans friends were the only ones to confirm she was inside, but think about their behavior that night. We all find it very strange that they would allow her to be stuck outside,without her car keys,hurt from an apparent fall, and accept her phone call explaining she will “just try and find a ride home?”. What if they knew Morgan was using the concert as a excuse to meet up with someone and would go into the concert after they arrived, or not go at all, but rather go to another location, ie perhaps a party somewhere else. The friends make up this story to cover for her. Perhaps they have already told LE she was never inside, that would explain why security tapes of that evening are not important.

    Has anyone other than her friends been identified as seeing her in the arena. The absence of Morgan in the JPJA would explain a great many things we still question.
    Like: Why would she go outside right before Metallica took the stage?
    Why , if not allowed back in, would she not get her car keys
    and wait in HER car.
    Why would her friends not look for her after the concert was
    over, or at least see if she got home ok.
    Why has JPJA have no taped footage of her or her friends.
    Strange that NO one remembers seeing her or her friends when
    when there were people all over the place seated around them.
    ( although LE may have names of people inside who saw her,they
    have not made that info available to the public)

    I know they have said she went to the Ladies room, fell, was cut and bleeding, went outside, and tried to get back in. How do they know that??
    Blink , do your sources still lead you to believe she was seen inside the arena?
    We have all been assuming Morgan went to the Metallica concert in the JPJA, but if she never went inside, and was meeting someone outside first, maybe that can explain why the actions of Morgan, her friends, and security that night seem so puzzling.

    What about this? They think he’s been in Va. The stabbings have been “crimes of opportunity..he is preying on individuals who have been alone on the street”. He is targeting mostly African-Americans, but you never know with a whack-job like this guy.

    i agree with Judi … well said. LE has nothing significant. if they did, there absolutely would have been an arrest by now. they aren’t waiting on any “results” back from anything … they just dropped the ball and are hoping it all goes away when school starts.

    I am happy you will take the advice. If my experience in life can provide help to anyone regarding their personal safety,it makes me happy. I firmly believe that each of us have many purposes in life, that we are our brothers keeper and that we should do good to others as we pass by them in life.

    There has been a lot of hard work and thinking by those who post on this site. We know a lot of confirmed information, but not what LE has determined. They will hold information that they regard as critical to their investigation. One of the hardest things is deciding when and how much to give to the public. Sometimes they make mistakes as all of us do. Based on the discussions here, I believe that we will eventually detemine that many mistakes have been made.

    We will probably not know the reason that Morgan was taken until the perp(s) are jailed. Most likely is that Morgan was alone and an easy target. Did she fight whoever did this to her? I think the broken bones tell us that she did.

    Was this something that was preplanned? Possibily we had a group of bad guys looking for a victum of opportunity. However, I do believe, without positive evidence, that more than one person is involved. We had some bad people that took advantage of a situation with a young woman alone at a venue where security was low or non-existant.

    The group that arrived with Morgan included some young men who, in my opinion, failed miserably in their duty to take care of the ladies. My generation was taught that if you were in a party that included women, your task was to take care of them with every fibre in your being. Today, not so much.

    Let’s go back to her ticket stub, the one that has been reported she didn’t have with her when she left the arena. Where else would it be other than in her purse? It was suggested that she didn’t wear a jacket and the skirt probably didn’t have pockets.

    I am a day late and a dollar short, but want to say so sorry to Mom3.0 and young one….I know it is scary. To this day my daughter carries the scar where she almost cut one of her tiny fingers off “helping” me remove utensils from the dishwasher when she was very young….I remember it so vividly and it was 18 years ago! She reminds me to this day! Hang in there and good wishes for quick recovery!

    Mom3.0 – I really believe OYE has nothing to do with anything and just wanted a little “fame” for being “in the know”, which she wasnt. She’s totally irrelevant in my opinion.

    I want to go back again to the research Yoshi and I did in which the coordinates where Morgan was found came up in course schedules for UVA, Virginia Tech and JMU. Blink said this may be important, and until we have closed that angle as being irrelevant, it is still relevant.

    Also, remember in the beginning that there was the “scout” we had batted back and forth? Blink posted his pic and an article in regards to him. Its possible that HE may be kickee?

    The thing is, how stupid is kickee to talk to the media?

    Cosmo, If that’s true, it would appear they have dropped far too many balls (LE, in Virginia, that is). Still, I think Blink and Company CAN solve this case. Whether or not LE appreciates this and uses Blink’s work to resolve it, is on them.

    I am also beginning to think law enforcement has no more information than they did months ago. I honestly feel that Blink and all the regular contributors have meticulously studied and pieced together the events leading up to Morgan’s abduction/murder. I am extremely optimistic that each of you has brought forth the information needed to finalize this complex puzzle. I pray for the Harringtons and justice for Morgan.     Some posters are wondering why certain people who saw Morgan that night are not making public statements – I wonder if some of these folks might be prosecution witnesses when there is a trial. I’m thinking of the BB Players – people who really did see/talk with her. I think some of the people who claim to have spoken with her may really not have, but maybe want the attention of becoming “part” of the story when in fact they were not. Just my thoughts.

    Fish- I rewatched the video- I was unable to definitively see a purse/BP- but- at the 2:59 mark, She bends forward and to the right and there seems to be a bulge where a small BP could be-

    For those who haven’t watched, you first see ‘Morgan’ highlighted at 0:32 and between 1:03- 1:05 you can see the long string in her right hand- could this be a camera strap?

    Lovely- thanks for your thoughts- my guess was way out there, but thought what the heck- OYE is way strange and the whole photoshop crap was weird.

    I thought of the scout also, Lovely, especially after all that playful hitting, turning bad…. but Blink said that kickee never posted as himself and scout did at least once IIRC. I’ll have to go back, and look.

    I am kinda disappointed to learn that kickee will not be known- but I totally understand that it is in the best interests of the investigation. I wish him well and truly hope that he is doing everything in his power to help.
