Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?
Charlottesville, VA-
On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.
How and why she got there comes in at a baffling second only compared to what happened to her next.
Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.
On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave. was located by a nearby resident.
While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.
Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.
On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.
Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.
Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.
On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .
What did it mean to the investigation and to the parents of young women in Charlottesville? We have a serial offender on the loose in multiple jurisdictions and an immediate need to beef up personal security.
As our very vulnerable student body returns to campus next month, blinkoncrime.com provides a glimpse at current conditions.
Unregulated Regulations In Security
The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.
Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.
The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).
College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown. Campus Security Officers are primary first responders to incidents of crime and violence on campus.
Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.
How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?
By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel. While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.
Who’s Looking Out For The Kids, Exactly?
As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting. Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.
In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.
A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm. I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?
Who is vetting the security that is responsible for ensuring safety?
While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.
HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.
Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.
While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.
Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.
How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.
According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?
Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.
Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:
“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…” Lisa McGee
Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.
There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.
For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.
These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.
I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.
There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.
Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”. How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

I can’t believe there were not any ticket scalpers in the area, who might have seen her or witnessed her outside the concert. They are usually seen all around a concert with a big name such as Metallica.
DCsteve, I think I agree with you at this point. I think Morgan ending up at AF is the big mystery. How did she get there in that particular place? If Sketch hadn’t been interrupted in the Fairfax attack, would he have left the girl’s lifeless body there, where she fell or would he have come back later in the night and moved her to a more remote area? What is his connection to Anchorage Farm?

The police never thought Morgan was a runaway. From the first moment I called and reported Morgan missing, the police took the case as a missing person.
Thank you Dr. Harrington, that is an important clarification for readers.
I think some may be referring to some of the early developments to the case in the media such as the girl at the Comfort Inn off 250, and the witness to the girl in Orange, which were obviously not credible, but may have given some that impression.
I agree from our research, the alert to her disappearance was swift once you called them back following her purse recovery.

Blink, just one question, was Kickee there to attend the Metallica concert? Goijirija and LOG had already finished playing and Metallica hadn’t started yet, Kickee said he was waiting for friends arriving late for the concert. So, if Kickee went ahead on inside the concert and saw Metallica, he is not involved. If he had tickets and didn’t go inside, something isn’t right.
He said he was waiting for friends to go inside, never specified if they had tics, or some sort of passes.
Depending upon the source, would not be hard to verify tickets presented at the time to verify one’s story.

mary, there was a video of the granny sighting interview. We never saw her face. I can’t find it and I don’t remember which media did the interview with dear granny.
This is all so chaotic, trying to put together her actions/whereabouts right before her disappearance is a total jigsaw puzzle. There are basketball players, some dude she kicked after taking his arm in hers and saying “let’s go,” security guards, mysterious reason for leaving arena, mysterious reason friends didn’t assist in some way, behavior that was erratic, sighting on a bridge that looked at a glance like she was hitching a ride and now I read of a possible sighting of her in a physical altercation [not just a kick] with a “young man” in the parking lot. The problem is it’s hard to tell which is confirmed and which is speculative. Can anyone point me in the right direction?

Grandma on some sort of sofa, placed against a wall, sitting with a light-colored top on, holding tickets in her hand. I think that video is being held out of her concern. Maybe she was/is frightened. I remember that you could even make out the seating numbers on those tickets. Thought to look to see if they were around Morgan’s section of tickets.
Either way, whether we see it again or not, I, for one believe her and the interaction she saw. I’m just perplexed on the time she saw her and the VSP time she was on bridge. Hmmmm…

Oh yes I agree there WAS a video. It’s odd not to be able to locate it now though. The woman did express fear for her own safety so maybe it was taken down because of that — even though I’m not sure they showed her completely, just holding the tickets? I never actually watched it but know it was out there — and the article had a picture of her (not showing her face) holding the tickets.

Blink’s thoughts on Granny prior to locating Morgan:
She sat in that interview with her grands Metallica tickets in her hand. She meant business.
She really only noticed Morgan, because in my estimation, her spidey senses kicked in and she knew she was a young woman in distress. For me the big earring was key. You will not find Morgan with Big earrings in any photo I have seen, but that necklace was chunky and distinct, it flashed in the light to Granny. She goes towards the arena, he toward the street, and then turns back.
My take: She tries to get back in, he waits in the wings?

First, I thought Blink miswrote, but I have reread and see she thinks BIG earings would exclude Morgan unless she (granny) was thinking chunky necklace. But I wonder, if long earings or hoops as she may have had on, might be considered big to granny. If I were to have characterized Morgan’s jewelry I would think big. (I am older than you B, but not a granny, lol!)So, whatever the case, I DO think granny saw Morgan.

I just found that also lily, didn’t know if I should post that or not.
I’ve been researching the Metzler/Childs murders and I found that 2 hour or so drive wouldn’t have been so long for someone that was in the area and then traveling back to either Roanoke or Charlottesville.
I mentioned the possible connection between the murders and missing Morgan, but those that read it didn’t seem to see there could be any connection.

As you know, I will never believe Morgan hitchhiked and got into a strangers vehicle.
Her jacket, her friends, her vehicle, her keys were all unavailable to her, and then also her phone.
Is it possible she knew sketch? Yes. At this point it is not my personal belief though.
I believe sketch did not know his DNA was on file in the 2005 incident, and will be his undoing, and the start of the arrests in this case.

Passes? Who gets passes? People involved in the concert itself or SECURITY?
I believe there were plenty of people that were in the area due to work or the notoriety associated with socializing with security or concert workers that had no intention of attending the actual concert. Also if one had passes, the feeling of wasting money surely wouldnt be present if you in fact did not use your passes. Curious if anyone offerred any such pass to Morgan to get back in after meeting up with them on the outside as a ruse for her to go out to begin with?
Or, if once out, she heard thru the grapeline of the parking lot, “so and so” has free passes check with him.?
I think alot of activity took place in that hour or so in the lots, all ending very badly.
So what if kickee is a security person, he has passes that he recently offerred to some buddies. They are late, only wish to see the big act. While waiting, he has an interaction with our M in the interim. They arrive, he shares the story, girlfriend or others are like, wow, she’s a B*****. Maybe this sidetracks the concert going, and attention is toward Morgan. ……..?

Man Convicted For False Harrington Tip

What police thought was a legitimate tip turned out to be an attempt at revenge and had nothing to do with the Harrington case.

A Northern Virginia man has been convicted of maliciously misleading investigators with a false Morgan Harrington tip.
State Police arrested Alvin T. Daniels of Alexandria in May 2010 on one count of obstruction of justice. Daniels was sentenced to six months suspended jail time, and pay more than $1,600 in restitution.
In November of 2009, Virginia State Police received a tip from an anonymous caller directing agents to a Prince William County man, claiming he was responsible for the disappearance of Harrington the month before. Police reacted quickly and apprehended both men within 48 hours of the tip.
Investigators soon discovered that the Prince William County man was in no way connected to the case, but was the victim of an act of vengeance on the part of Daniels.
The investigation into Morgan Harrington’s disappearance and death remains ongoing. The public is still encouraged to call in tips to the Virginia State Police tip line at (434) 352-3467 or the Jefferson Area Crime Stoppers at (434) 977-4000.

this beautiful 20 year old college girl with long blonde hair in a black mini skirt and cool high heeled boots walks toward him, reaches for his 44 year old arm, and says, “let’s go”. He refuses to go with her, he has a girlfriend, and she kicks him and then she leaves.

This 44 year old man, touches her somehow, and she says, “let go” and kicks him. His friends weren’t there yet because he said he was waiting for them, so who else was there? Just kickee and Morgan?
uh oh, he better call his girlfriend, she might know what he should do. She tells him to hang up and call the police, but he doesn’t just yet. He calls police, not VSP, on Monday October 19, 2009 and spoke to a reporter when he heard the missing Morgan reports and asked not to be identified.

According to the weather reports you guys are in a zone of rain and heavy winds. I hope everyone is safe.
My internet link is via satellite and we have been having showers for two days that prevents me from getting internet or TV. Rain dropped the temp. 20 deg. from 97 this afternoon.
I have been trying to figure out what may have happened to Morgan subsequent to her abduction from the area of JPJA and what connection the perp(s)have with security, LE or VFD. I still believe the house fire on Southerland Rd. is a part of this.
I think Someone posted about some kind of gardening or greenhouse operation on the property. If this is true, it would have been easy to hide Morgan’s remains in a composte heap. This would do three things: 1)Prevent someone from discovering disturbed earth: 2)prevent vultures or animals from disturbing them; 3)accellerate the decomposition process by preventing the temperature drops normally in the ground in Dec. and Jan.
Without knowledge of what was found at AF, we don’t know what became of her clothing except the T-shirt that was found at 15th in town. Clothing would not be destroyed in that length of time.
I am leaning more towards someone moving the remains to AF in late Dec. or early Jan.. This would have been subsequent to deer season and during the Christmas break for the students that lived in the house.
If I am correct,this means we have an abduction site somewhere near JPJA, then transportation to the house on Suterland Rd., with a final resting place on AF.
We have some sort of statement from VSP that they are satisfied with the fire inspection report for the house. I am not satisfied at all and I doubt if the grounds were properly searched regarding Morgan. Unless LE has taken dogs to the site and visually searched it, they may be leaving a big hole in their investigation.
Some of us know from other cases regarding the abduction of women, that based on how the perp has to work and whether or not there is a “safe location” where they will not be disturbed, will depend on how long they will allow the victum to live. Some victums are kept for as little as an hour or two prior to death, while others have been kept several days to a week or more.
We also do not know the actual cause of death. Was her skull damaged in a way that would have cause death. Bones broken prior to death indicates that the perp(s) became angry and tried to really hurt her before taking her life. Is this where sketch comes into the picture?

My understanding is they were detectives, not uniformed police officers, but I’m not sure they were ever identified as to specific department.
TexasGF, you’re wise. No one has told us if Sketch’s DNA was on the shirt, or on Morgan’s body. Mrs. Harrington hinted there was sperm on the remains. I’ll go look for the interview after sketch’s release, if Blink makes me. If sketch’s DNA is on the remains, or if it was on the shirt, makes a big difference.

Do we know if the friends ever said they had partied somewhere after leaving JMU? I know this is old, but like I said I’m just looking back to see if something may stand out a little differently now. Just go ahead and click on the word “Basic search” and the click on a street name. Let’s say “Red Hill Rd.” of even “Blandemar”.
It will spit you out all the houses on any given street.
You can look around that way and remember you can choose “Property Info” or “Map”.
Sometimes, I choose the “Map” feature as it give you the “Ortho Photos” from past years. Sometimes not. Sometimes the photo is in the property info section. It’s time-consuming.
Since you cannot be here in person, this is the next best thing.
