Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?
Charlottesville, VA-
On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.
How and why she got there comes in at a baffling second only compared to what happened to her next.
Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.
On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave. was located by a nearby resident.
While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.
Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.
On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.
Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.
Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.
On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .
What did it mean to the investigation and to the parents of young women in Charlottesville? We have a serial offender on the loose in multiple jurisdictions and an immediate need to beef up personal security.

Unregulated Regulations In Security
The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.
Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.
The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).
College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown. Campus Security Officers are primary first responders to incidents of crime and violence on campus.
Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.
How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?
By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel. While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.
Who’s Looking Out For The Kids, Exactly?
As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting. Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.
In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.
A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm. I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?
Who is vetting the security that is responsible for ensuring safety?
While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.
HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.
Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.
While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.
Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.
How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.
According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?
Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.
Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:
“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…” Lisa McGee
Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.
There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.
For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.
These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.
I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.
There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.
Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”. How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

I think you are right about Sketch being in construction, a rigger.
Are the types of projects on highways like RT 29 more similar to a Sketch skillset, or would any project with cranes be up his alley?

Blink, I was driving home from work last week and I passed a roadside farm with a patch of wooded area with a small creek running through it towards the road. Someone was driving a small tractor with a front end loader into the wooded area about 20 feet or so from the creek. It jolted me because my first thought was that the small tractor could manuver in wooded areas and that the bucket attached to the front of the tractor could hold a body and if wrapped in a tarp, or covered in mulch/leaves/debris would not be questioned by anyone who might possibly see it. It gave me pause because I know that in these parts if someone is driving a tractor down a rural road no one would question it. Would Bass have known if anyone entered his farm from one of the gates if he could not see it from his home and didn’t survey his property often. With new home contruction in the neighborhood, I would think (and I believe there have been photos posted somewhere) of neighborhood work being done and some equipment present.
I agree that Sketch could be connected to construction. Maybe he worked in the North Garden area and drove past AF to work.
It would be helpful to know if Sketch’s DNA was linked to Morgan at AF or on the shirt found on Grady.

The University of Virginia’s much discussed new system for knowing about student arrests is not working.
It was supposed to ask, when students logged into their e-mail accounts for the first time this term, if they have been charged with any crimes. A technical glitch has stopped that from happening.
A spokesperson for the university says the prompt system has not gone live yet because they are waiting for the final technical details to be completed on the system. This comes after UVA’s new president said during a news conference earlier this month that the new self-reporting system would be in place before students arrived on grounds.
President Teresa Sullivan said when students log into NetBadge, the UVA e-mail program, for the first time this fall students would be asked whether they have been arrested. But now, four days into classes, not one student has been asked that question, or answered it.
A UVA spokesperson says the glitch would be fixed and the prompt installed on the e-mail system by Monday. She also notes that the idea was conceived and built in a fairly short amount of time.
This all stems from the murder of lacrosse player Yeardley Love because the suspect, George Huguely, had failed to report a previous, out-of-town arrest before the killing.

Both attacks occurred in strange months- what I mean one would tend to think if he were traveling for construction jobs that the attacks would have occurred in the spring or beginning summer- not Sept-Oct
Could he be returning to the area when kids return for classes?
What kind of work would allow that? Do those safety cabs for the campus run all year round?

When I’m thinking asphalt, I’m also reminded of a person that was previously discussed on here that has his own paving business located between Roanoke and Blacksburg. He posted a lot on the FB page not long after Morgan went missing. I wonder to what degree and to whom these companies sub out their work.
With respect to the Yeardsley Love case several things are bothering me. Yeardsley was a highly social “fourth-year” student (as Virginia calls their seniors) active in athletics and all kinds of social activities yet she felt she had to leave campus temporarily in order to get away from her assailant. Shouldn’t she have been able to go see a trusted professor, or the Dean of Women, or the Dean of Men, or the Campus Police, or her lacrosse coach, or the men’s lacrosse coach, or the office of the President? Any one of them should have been able to put things right, immediately. And yet she obviously felt that she was helpless. Maybe UVa’s honor code needs to be revamped as it hasn’t been of any use at all in curbing student alcoholism or date rape. How about any public drunkenness and you are out for a year, any assault whatsoever on a female and you are out for good?

You remember, the one that had the large construction dumpster behind the State Farm Building?
I believe there was a search prompted there after a report of a “suspicious vehicle” in the area.

Blink, I’m sorry to ask again but, when you speak to LE regarding Morgan, do they sound positive, do they give you any hope? You’ve said yes before, do you still feel this way? We’re going on 11 months.
I am not able to discuss any conversations I have with LE on any active case.
I will however make a general comment- VSP is interested in one thing and one thing only- preserving and exacting a successful prosecution in Morgan’s case.

There is a lot we do not yet know about what transpired with Ms. Love at UVA with George H. We do not fully understand what help she sought or what she may/may not have chosen to do to about her situation with him (I have heard rumors from my daughter who attends UVA but I certainly won’t spread those as they are not “facts”). This tragedy could likely have been prevented in many ways with appropriate intervention all along the way. Just like with Morgan, a young woman’s life was taken from this earth and from those she loved. Luckily, george Huguely was quickly apprehended. We certainly need to all do whatever we can to influence the appropriate laws, rules, regulations, etc in ways that will prevent this from happening again, as well as insist that judges don’t let these people go when they are clearly to dangerous to be on the streets!
As far as the UVA Honor Code, and how that has affected any crime on campus, I doubt you can make those assumptions either. Do you understand the “Honor Code” (what matters are addressed in the code) and how reporting against the code occurs and how they are adjudicated? I do believe they take the Honor Code quite seriously, but I am no expert on the Code either. I doubt you or I can obtain those statistics on violations and outcomes. Would be interesting to see!
Yes, my daughter goes to UVA but I certianly don’t dispute that more can be done there and just about every other college campus…even more reason that I want every possible precaution put into place since she is there! I do think Ms. Sullivan is taking steps in the right direction and I applaud her for it. We as parents will never think there are enough precautions that can be taken. I worry every single day.

I’m with Eloise and dee tee…Sketch or his accomplis(es) are from NORTH GARDEN. I am not feeling the traveling construction worker. Who knows AF intimately? Everyone in the area who knows who knows that back 40 needs to come forward (hopefully they have) to give LE all of those names…every single one. Someone in North Garden knows something…lets just hope and pray LE has it already and is getting all they need to make a solid case.
I feel this is all going cold and it makes me very sad.

Ok, as best I can tell, if we were to incorporate the search around Martha Wash Hospital with either the High St State Farm or the one over on Richmond, ( I need clarification, it didnt seem specific enough for me), it still clearly shows someone driving around what I call downtown. Include H&H security or Bail location and it was all very close. And we have the t-shirt on 15th & Grady.
I will try and organize the locations and addresses. I wish I could do on a map, I’ll see if my brain can handle it.
Would someone like to start checking out the construction links wrt to the hospital that Blink associated for us? I am not trying to be pushy, just suggesting since we have a new lead.

Your observations about Yeardley are the very things that always concerned me regarding her going home for a while.
She obviously did not feel that anyone on campus could or would help her. This in my mind is a direct indictment of the incompentancy of the administration in dealing with properly protecting the female population of their campus.
She needed help from a father or grandfather, a male figure that cared deeply about her well being. It apparently was not there. Her father had cancer and passed a few years earlier.
If she were my grandchild and she had been attacked and intimidated enough to go home, she would have been given three choices:
1)drop out of school for one semester until that drunken lout Huguley was no longer there.
2) go with me to the authorities and file charges on him and I don’t mean the campus police whom I have a low opinion of.
3)I would go and find the guy and his coach and confront them both about what had happend. I’m an old guy, but I don’t put up for one second bad behavior of guys against women.

Building construction for large commercial buildings is seldom shut down like housing. It continues year around. A bad ice storm could stop things for a few days, but they would continue after that.
I have worked crews outside in the dead of winter on industrial construction in New York state where the temperature was so cold that when working outside, we were limited to a half hour outside, then have to go inside for warm-up.
Blink is looking at a hospital construction going on in October or a building being remodeled for converting to a hospital or some sort of medical facility. This type of construction usually has a set number of days for the construction and after that the contractor pays a penality for each day past the completion time.
These buildings often have large pieces of equipment that need cranes and other lifting devices to put equipment on roofs or raise them for insertion on upper floors. Heavy equipment is expensive and so are the operators and addendants. Contractors will often sub-out this work for the period of time they are needed. So, this could happen at any time of the year.
It is probably worth checking any work of this type that was going on in October 2009.

You are getting to be very observant of what you see when you drive. Sometime back it was mentioned that Mr. Bass would not drive his tractor in the area where Morgan was found. I found that to be very strange. Most tractors used for cutting hay have wide stance wheels in the front although smaller than those in the back. This type of equipment as you saw can move safely in areas that most people are not aware of.
It is eleven miles from my place to town down a paved ranch road. People who live in the country are very observant of what goes on in their area. You never know when you will see someone in distress and we all stand ready to help.
I wonder if LE has really canvased the area along hwy. 29. Someone may have noticed something out of place.
The one thing I failed to mention regarding highway maintenance and construction is the contractor will have access to all kinds of drawings and maps of the area. Years ago aerial photos had to be made from a low flying airplane. Today we have google earth in the limited free version and the commercial version that makes it possible for anyone to learn about areas anywhere in the world.
Josie, maybe I’m dense. All she said was VSP wants to make sure they have a solid case. As they should. I just wanted to know if VSP was feeling confident. I suppose they are checking on everything and everybody, as they should. What’s wrong with that?

Yes, they definitely require security, in most cases it is specified in their bidding contract, but not always.

The construction is non-stop.
Yes, days off for the ice, snow, only a few days if that. Maybe enough time to run home? Fairfax or reverse that, Charlottesville.
My point being, Sketch could have worked in both areas.
I know FOR A FACT that out-of-towners are put up in local, cheap hotels. This is where they temporarily live and they do not stray far. They carpool too.
Gas, fast food, restaurants, local in and outs is where one would spot them.
I’m just wondering if Sketch is tied to a

by a similiar lot in life.
When you look at them…No, nothing nefarious but check them closer and they bad to the bone.

WAY back when, in a convo posted here between J2K and me, I revealed that I’m the Queen of a can of AquaNet and a Bic lighter! Learned it from cousins running ‘down the shore’ when I was a wee-little one. We took it out on those spiders that are as big as my. Ok, not that big and I do feel really bad about it. But we were running free and obviously without parental supervision. I’ve changed my ways. Even spiders can be loved.
