Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?

On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.


How and why she got there comes in at a baffling second only compared to what happened to her next.


Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.


On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave.  was located by a nearby resident.


While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.


Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.


On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.


Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.

Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.


On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .

Unregulated Regulations In Security

The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.


Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.


The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).


College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown.   Campus Security Officers are primary first responders to incidents of crime and violence on campus.


Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.


How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?


By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel.  While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.


Who’s Looking Out For The Kids, Exactly?

As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting.  Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.


In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.


A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm.  I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?


Who is vetting the security that is responsible for ensuring safety?


While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Bail

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.


HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.


Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.


While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.

Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.


How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.


According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?


Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.


Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:


“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…”  Lisa McGee

Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.


There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.

For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.


These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.


I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.

There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.


Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”.  How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

    Also, I can be quite naive at times, and am curious as to what your demeanor or thoughts are at this time on Morgan’s unsolved murder.

    I know that no police department wants to brag on the number of unsolved crimes in their district, especially crimes such as murder. Do you think there are still officers even working this case or do you think poor Morgan’s murder file has been moved to the bottom of the case file pile?

    No, I think it is being actively worked, yes-

    I think there are some very deep roots in the community, and they are entangled with some that are in positions of public trust. When that happens, there are conversations about the overall fallout that takes precedence.

    Who wants to be the one who let the fox in the henhouse, who never checked to see if it was a fox in the first place?

    Is tourism important in Charlottesville?? Given the fact that we are in close to proximity to 3 of our founding fathers, Thomas Jefferson (Monticello), James Madison (Ash Lawn), and James Monroe (Montepelier), I would say the answer is a huge yes. Short history lesson that I’m sure none need. Within just a few hours drive from Charlottesville are the homes of 4 other Presidents and the first permanent English colony, Jamestown. Within just a few miles of Jamestown is Williamsburg. As a point of fact, in the area of the Colonial Parkway. The first major battle of the Civil War, or War Between the States or War of Northern Aggression, depending on where you are from, was at Manassas (Bull Run.) The war ended at Appomattox with the surrender of General Lee, a Virginian. Arlington Cemetery is on the grounds of the Custis-Lee Mansion, the home owned by Robert E. Lee and his wife prior to the war. Cornwallis surrendered at Yorktown, VA to George Washington’s forces during the Revolutionary War. Do I need to mention that George Washington, the father of our country, was a Virginian, his home, Mount Vernon, is a very easy day trip from Charlottesville. In fact, it’s hard to drive anywhere in Virginia without being in the immediate vicinity of a battlefield from either the Revolutionary or Civil Wars. Huge military facilities, including the Pentagon, are located in Virginia. Within 15 minutes of Charlottesville are the Blue Ridge Mountains, with the Blue Ridge Parkway and Skyline Drive. The current first family, in the short time they have resided in the White House, have visited the Luray Caverns (about an hour from Charlottesville) and Monticello twice. About 3 hours drive from Charlottesville is the Chesapeake Bay and the Atlantic ocean. In addition to it’s historic nature, Charlottesville has also become very well known for it’s winery’s. I’ve only touched on a small part of what makes Charlottesville a very popular tourist destination. I’m not in the know, but I have heard nothing to indicate that tourism has suffered due to Morgan’s disappearance and death. I’ve heard nothing about her disappearance affecting enrollment at the University. I’m sure tourism has taken a hit due to the economy, but truthfully and unfortunately, where in this country is there not a story similar to Morgan’s? Everyday, children, women and men disappear or are victims of violence in every state. In every state there are horrific unsolved crimes. They occur on or near college campuses, on city streets and in the country side. Wherever there are unsolved crimes, be it in Virginia, Idaho, Indiana, California, NY, small town or large, there are people who knows something. I don’t intend any of this to in any way lessen the tragedy of Morgan’s death or to justify any silence by people who might know something that could lead to Morgan’s killer. I’m just stating a horrific truth that none of us can or should ignore. I think because we do hear similar stories everyday, people tend to maybe read with interest, and have a moment of “oh, that’s too bad.” Then, they go on with their own lives. Few, I think, see actual danger to themselves if they stay out of certain areas of big cities or don’t go out alone at night in smaller towns. The people of Charlottesville, Albemarle County, North Garden, or any other small community in this area are no more secretive, no more devious, than certain people in your own home town. We have wonderful people who do great work for the community and their neighbors, and we have people who were born evil and will be evil until the day they die. It’s possible Morgan’s killer is one of these born evil people and walks our streets everyday, but it’s just as possible he walks the streets of Fairfax everyday, or it’s possible he’s from neither of these communities. He could be in North Carolina, West Virginia, Maryland or anywhere. I’m not saying this to make myself feel better. I personally do believe there is a local connection of some sort. I just hope LE, when investigating Morgan’s case, aren’t so enamored of their own theory of a local connection that they have failed to look for similar crimes across the country.

    high possibility and probability jade task force knows something about Morgan Harrington disappearance and murder …

    The Jade task force includes the lead investigator in this case, as well as a few detectives that may have worked the case early, so I believe that is a safe assumption for sure.

    Strom contends that Stoltz went “magistrate shopping” to find someone to issue a warrant for the alleged stalking. Magistrates in Orange and Albemarle refused to comment on that allegation, but the magistrate in Orange, who declined to give her name, says Orange handles complaints and issues warrants for Greene County, which issued the complaint. Greene Sheriff’s Major Randall Snead had not returned a call from the Hook at press time.

    Then let me clue you in. I live in Staunton, VA, in Augusta County very near Albemarle. I was planning on taking my wife to a new restaurant in downtown Charlottesville recently. As we got ready I remembered the homeless disturbed person who was savagely beaten near the downtown area, then I remembered Morgan and Yeardsley. Most of all I remembered the Eppard shooting and how the Albemarle County Sheriff’s Department could not even deal with a disturbed youth without gunning him to death with about 100 shots and those would be the same incompetent clowns who would have jurisdiction over myself and wife until we got inside the city limits. Basically we shelved the trip and went downtown Staunton.

    This makes me sad, but I understand it.

    has anyone researched any connections through the clinic?
    The clinic,could be a clue, if there are any facts to prove she used or abused prescription drugs. even if she didn’t have prescription medication, the clinic still could be a place where there is a connection.

This case and LE seem “way to politically correct to me.” The young RSO is my most ardent example. Yes, no innocent person should be denied their liberty … THIS applies to Morgan as well!! Please Virginia – over-come this established “hands-off” and reach out for some proven criminal detention techniques!! The truly innocent pay for your socially correct experiments.     The rain has temporarely stopped. Another band is South about 20 miles,but I can get on the net for a while. Twelve to fourteen inches so far. We went from powder dry, with a burn ban, to flooded in two days. I drove 65 miles in the mess yesterday teaching private lessons. Got lucky that the two low water crossings had on a couple of inches on the road when I crossed them.

    Central Texas is located at a conflux of two major air streams, one from the Gulf of Mexico and the other across Mexico from the Pacific.
    Both these currents were in play on this storm.

    My thoughts exactly about the fox in the henhouse Blink and I have held those for a while. I really don’t care who made a mistake, the fox and any who support the fox need to be exposed and incarcerated.

    I am carefully gathering my thoughts about this situation and plan on contacting the Governor. This letter will have the governor as the addressee, but it will also be a letter to the judge. Blink, I am sure you know what that means.

    Even though I am 1500 miles distant, my family has roots in Virginia. I have a cousin that lives at Richmond and our family arrived in Virginia about 1650.

    Another coindence is that I have to travel tx. hwy. 29 a short distance to get to town and my wife’s and my initials together exactly match JPJA.

    George, just saying what I know. Perhaps there are some who do not come to Charlottesville because of what has happened. Just for the record, I seldom go downtown, not because I’m afraid to do so, but just because there’s nothing for me down there. I DO NOT go at night because I don’t like the atmosphere on the pedestrian mall after dark, but I also wouldn’t wander the streets of Staunton after dark.

    Now, the reason I had come back here to post. Fox will be doing a story about a man who defended his home and family against thugs from the gang, M13. This man lives on Long Island. Part of M13′s initiation is apparently to kick and stomp people. Don’t know whether the stompees are members of other gangs or complete strangers. Some have speculated about possible gang activity in Charlottesville. I still doubt that we have the real hard core gangs, mostly because I think we’re to small potatoes, but there could be wannabes in the area trying to immolate the real toughs from the big cities. Don’t know how Sketch would fit in unless grabbing the woman in Fairfax 5 years ago was his initiation and he was in Charlottesville recruiting the night Morgan was grabbed. Not usually one for speculation, but this story did grab my attention.

    PamVA, what great news about the billboard. Interesting it’s not more local, or not supplemented by local posters and flyers.

    MsL, I hate to say it, but I believe George’s is just one of many examples. All I can cite are my own anecdoctal experiences, and it comes up probably 5 out of 10 times when people find out where I’m from. You have to remember, Yeardley, the VQR mess, and Morgan have all made national headlines recently, as did the Parkway murders and Alicia Showalter Reynolds. I agree with many of your other points, though.

    there’s a rant on his fb page from this past sunday that suggests some members of the ngvfc want him to hit the road and he doesn’t seemt to happy about it. looks like it could be about the number of calls or not being around the fd enough, but perhaps there is more to the story.

    Dear Blink, thank you for your encouragement re my art being somehow important to Morgans’ case.
    Morgan certainly is a huge presence who burst like a shooting star into my life, and the deepest part of my heart and soul. Rock and Roll is my world, and Morgan rocked, she was in her loving fathers words an “original.” She had been to Paris, loved music, seemed to be LOVED by ALL kinds of people, and she LOVED all kinds of people, from all kinds of walks in life. Somehow when evil brutally and cruelly took Morgan and snuffed out her light, a little part of my soul died along with her.
    Along with that death came a new awakening for me, a cold realization of how many young woman and children are being abducted, tortured , murdered, trafficked, on a daily basis, not just in third world countries but here in our own backyard, in the good old USA.
    My eyes have been opened. Now I cannot close them. Morgan will not go quietly. Evil did not take into account the back lash that her murder has set into motion. I am just one person here on BOC, but I swear until my dying day,I will fight Morgans fight, long after her killers are in jail. Morgans’ legacy , the effect that she and her courageous, smart and loving parents, have somehow had on me will continue.
    There is no way back to what we all assumed and wanted to believe life was like, if things like this can and do happen to our young, on a regular basis, and the bad guys get away with it , and the laws are not changed …well we are doomed as a nation, as a species,as a world.
    I do have a tendency in my writing , of standing up for women and children, even before I had a daughter of my own, and felt the hopeless love and vulnerability of being a parent to a fragile, precious, young being ,in this crazy and frequently cruel world.
    Artists must at times be somewhat selfish, to claim some precious solitude, in order to hear the quiet murmurings of the soul. The time and quiet in which to write them down, and get them out to the world at large . People in general crave truth, and authentic art can speak to them, no matter how much energy, sacrifice, money , time, insult or injury it may take on the part of the artist.
    In order to remain detached and challenge accepted norms of behavior, artists need to remain somewhat of an outsider, that can be a bit lonely and also one can feel or appear to be a bit self indulgent.
    That has always been a bit of an issue for me to deal with, the guilt that sometimes comes with the territory.Thankfully a wise old monk once told me that the suffering and tears that it takes to creating works of art, in fact water the earth and humanity in general. Picasso said that before creation must come destruction.
    The truth is not always popular, and does not necessarily sell records, or books, or paintings, but without it we are somehow left deprived. The mainstream media and money corporations have a huge say on what the public ever get to see or hear ….but in the end enlightening messages do get out to people.
    I now feel that I need to more than address what needs to be said and done in my creative work, but also in a “hands on” manner as some kind of victims advocate and personally push towards changing the laws
    that are no longer effective in keeping women and children safe on our streets and even asleep in their beds ( for Gods sake!!)
    That said dear Blink thank you in your wisdom and in your ever so practical one day at a time approach to solving crimes and standing up for victims and their families. I promise I will keep up my art, no matter how challenging. I agree with you in some way it may just help Morgans’ cause , although I also cannot really explain the why or how. This could come across as somewhat insensitive (not intended that way) and just a little sarcastic. If you were serious about coming to Charlottesville, you had absolutely nothing to fear with regard to the murder of Yeardley Love unless you were planning to visit the Joint Security Complex for Charlottesville Ablemarle. That’s where George Huguely currently resides and will hopefully remain until his trial and then he will move on to less comfortable surroundings. I do not believe you would have had to fear the same fate as Colby Eppard unless you planned to steal a City of Staunton Police Car with a shotgun inside and then lead police across 3 counties before coming to Charlottesville. As for Morgan’s killer, for all you know, when you are in Staunton, you could be much closer to him or them than you would have been in Charlottesville during your thought about visit. Until there is an arrest, there’s no certainty where the killer lives and what he/they do when not grabbing a young woman. After all, if you are able to drive from Staunton to Charlottesville, then so could the killers on October 17th. Now, as for coming to Charlottesville to dinner, why? Just my humble opinion, but Staunton, Waynesboro and Harrisonburg have much more to offer than Charlottesville does unless you were coming for the club scene or the very eclectic establishments on the downtown mall (read that to be hoity-toity, over-rated and over priced.) Get the idea it’s not one of my favorite places? As for our movie theaters, most of them are dumps. Now, as for the homeless beatings, another reason I do not frequent the downtown mall and the surrounding streets after dark unless there is a large entertainment event downtown where there will be lots of people walking to the various garages and lots. I might defend my town when I think it’s been unjustly portrayed as the crime mecca of America, but I’m not stupid.

That’s fantastic news and should renew everyone’s obviously dampened spirits (that’s a really bad pun- albeit unintended- and I should rescind my comments for those in TX, including my favorite grandfather). I think that shows tenacity on the part of VSP and Lt. Rader by increasing resources assigned to this past due case. I am positive that it will yield the results that we’re all after, if that’s indeed the case.

    First of all, I want to thank you for replying to my post yesterday. I loved your answer and especially the yes. I so agree with you about another young girl being attacked, if they don’t get the murderer soon. The question is when and where and whose child. This should put the fear of God in all of us. Thank you for reminding us to tell our children and college kids to be aware. Don’t go anywhere alone and not after dark. Use the Buddy System. I tell my son who is twenty two these things every time I talk to him. He just graduated from UVA in May and decided to live in Charlottesville for the next year or so and work for UVA Health Systems. He’s trying to decide where he wants to go to Med School and some of the places he’s applied to have far higher crime rates. I’m happy to say he does use the buddy system. I know it may sound silly to worry about him at his age, but I do. It’s a mom thing. He always says to me, ‘Mom I know what you’re doing and ______ is going with me’. And I always say ‘get back in before dark, if you’re walking’. He doesn’t always and I know this. If we don’t worry about them and remind them, who will? Please everyone, take Blink’s advice and tell your kids that every time you talk to them.

    Alexandra, thank you for the link this morning to the news channel that gave the update on Morgan’s, Jennifer’s and David and Heidi’s cases. It was encouraging to hear. Also, thanks for sharing with us your answer from Lt. Rader. That is indeed encouraging. I do feel much better.

    Minnie Penney, I think that arson investigators were never brought in to investigate it. We’ve been told — I think informally — that the cause was electrical.

    To my knowledge, we don’t know of any official report by any agency – including any insurance company investigator to corroborate that conclusion. Such an insurance report – if it exists – could be very interesting.

    Bottom line I think that Sutherland is definitely still in play here.

    Didn’t CW write on FB or MS that he’d called in a tip while at that fire with NGVFD?

That is the reason I doubt very seriously there is any effort to stonewall, deceive or keep silent. I do not believe this man would stand for such actions whether it be UVA or a well heeled, well placed individual. I’ve said generally the same thing about our own Chief Longo (Charlottesville Chief of Police.) If I am wrong about either of these gentlemen, I will loose a great deal of faith in all of LE.

    Blink, the first thing that came to mind when I read your remark is the controversy about criminal records checks for EMTs which arose shortly after Morgan’s remains were found.

    Here’s a bit from an agenda for a meeting of Albemarle County Fire Rescue Services where they take up the subject of these criminal checks which will now be required.
    (Meeting was on Feb. 25, 2010

    “VI. New Business

    B. Criminal Background Checks
    1. Chief Brown reviewed a letter from Mike Berg with the Department of EMS.
    2. The letter stated that each EMS Company must have a Virginia State Police criminal check on records for their members. This could be in a form of the completed check in their personal file or a letter on the company’s letterhead.
    3. The Criminal History Check form can be found on-line at the Virginia Department of State police.
    4. Discussion was held.
    5. Chief Alibertis requested that the policy should be pulled for review by ACFRAB and what the cost is that is associated with the checks currently being run. He asked if this information could be brought back at the next meeting.”

    We discussed this at length then, and if you review the subsequent meetings, they tabled it again, and stopped the way the minutes reflect it’s discussion and no longer include open incident reports OR the compliance percentages which was supposed to be part of the accountability initiative in the first place.

    Considering they are spending a sizable marketing grant they got to encourage enrollment and volunteerism, that floors me.

    O, and if that does not piss you off, anyone happen to notice that there was a 12 asset response to a fire on Red HIll Rd on 8/20/10 with no coverage, unlike Sutherland.

    Sometimes just that kind of a response is a reassurance that there is some positive forward movement on the case. We just don’t hear enough updates on what actually is being done behind the scenes, by you and your colleagues. I dare say not everyone here is a part of that group on “the front lines” with you….. so to speak. So it is good to know that even if the VSP is not giving updates on their progress, there is progress being made. Perhaps if you could communicate that from time to time, it would help with the frustration felt by the many. After all just read through the last few days of posting here, (and I might add FM), surely you can see the pent up frustration being felt.

    In the year that I have been following this forum, I must say, Never did I expect to be on the other end of one of those “Verbal Beatings” you give out from time to time. But I must say “thank you for your response”, I guess I got my answer.

    Never the less, I would like to make myself clear , in that at No time did I ever accuse the entire BOC of “turning their back on the Harrington’s” , to the contrary, I believe everyone at BOC wants justice for the Harrington’s and won’t stop until they get it. If my post misrepresented those feelings, I sincerely apologize to the BOC forum. Also perhaps my statement personally offended you, but “the Many others”?? , I am not sure how,as my post was singularly addressed to you.     My first thought was AT was feeling some heat due to the new standards set forth. But, it appears that has been dismissed. ??
    Who are the over-seer’s? Does Mike Berg not follow up, or where they given a timeframe to accomplish this? Maybe they are grandfathering current volunteers? Doesn’t seem that was the intent of the policy.
    I would think in a close knit community such as this, everyone is already aware of how the criminal checks will turn out.

    This is pretty bad. More like zero accountability.

    Has the area ever tried any kind of Citizen Advisory Board that meets with the police/fire/ems regularly? Seems like they could use something like that in Albemarle!

    I noticed the open incident report problem being talked about briefly in one of the later meeting agendas, a couple of months later, but then it disappeared. I suppose that’s one way of doing a sort of “transparency” — Just make it disappear. :-(

    Somehow, I don’t think that’s what accountability is all about. Such a shame.

    In the last month that I read, April 2010 I think, the cost of a criminal background check was said to be $55. So … for the grand sum of $55.00 per volunteer, the public would know that they were safe from a convicted felon in EMS.

    Seems like a bargain.

    The township supervisor is at most of the meetings, which I belive is also new.

    LE has the same database some of our editors have access to, and then of course the ability to process criminal data that is proprietary, so I have no idea what the need is for ANY expense. Sounds like a smokescreen to me.

    Why not call up ACPD and say, we have a compliance issue, can you run these? And furthermore, it was voted that a background check should NOT be kept in their personnel file. If they pass the screen, who cares?

    Judi, I never thought that those words were written by you. I was responding to those commentors that choose to just post mean, factual incorrect tripe about Blink, BOC or any # of her contributors.

    She was kicked out of the venue before the concert even started. In her position, I would feel really bad asking a friend to waste the money spent and miss the concert to drive me home (or at least keep me company outside) and then wait for everyone else to come out so we could all drive home together. It’s a situation of lots of people in different situations but only one car to get everyone home.

    Which I could understand too, but personally, my choice would have been to wait outside by myself. I wouldn’t want to waste anyone else’s time bc I would feel bad, but I wouldn’t try to hitch a ride home. IDK, IDK…

    The other thing I noticed is that on the facebook page Please help with finding Morgan Dana Harrington. Please.
    (with Sarah Snead and Joshua Mason as moderators) there was a lot of activity from Sarah encouraging people to contact LE with sightings, expressions of concern, etc., up until about page 50 when the information about the grandmother’s sighting came out. Then Sarah stopped commenting. I wonder if they didn’t know what happened until the grandmother came forward, then based on that description things became clear about who was behind this, and that is when LE told the friends not to talk. It seems like the grandmother’s information coming out was a turning point if you look back at reactions from the beginning.

    The other things that are confusing are the “suspended” police report about the stolen purse, I believe it was? And on the findmorgan.com site, someone posted about records of EMT calls on the night of the concert. Then they went back to post the link and saw that some of the records had been removed.

    Don’t know what to make of any of this but wonder if someone else does.

    Judi, I hope I cleared up any misunderstanding. I am glad to really know that you do not agree with anything that commentor said- and I am also glad you brought this back up because Rae’s comment is rather interesting, regarding SS and the Grandma sighting and if Rae was accurate, then it would seem information pertinent to the investigation has disappeared.

    Agreed — People have a right to expect LE to run these checks. If the county or city is going to send out volunteers under its aspices and banner, they should check the criminal records as a matter of simply keeping the public safe.

    It does look like a smokescreen, particularly where, as you point out,
    the results of the background check won’t be kept in a personnel file.

    People in positions of public trust need to be able to be trusted by the public.

    Ere go- the civil organizations which sponsor them need to make sure we can. We pay for it, we deserve it.

    Speaking of buses, I called the Charlottesville Transit Authority, and the phone rep said that the number 7 goes by JPJA. It also is running on weekends and nights. The map route looks unintelliglble to me, so I will leave deciphering that to a local knowledgeable in transit matters.

    I wonder if any bus driver that night saw Morgan on the road? (I am still unconvinced that Morgan would be hitch hiking, and the conflicting time frames given by witnesses about parking lot v. hitchhiking are what lead me to that conclusion.

    I wonder if Morgan was looking for a bus to take her to the downtown area, or just to ride around until the concert was over?

    As re: the recent transit driver in the news, stories say that his case of abduction with intent to defile was reduced to a misdemeanor. His charge originated in July 2009, so I have to suppose that he was not driving a bus at the time Morgan was abducted.

    What puzzles me is why the court was closed for some if not all of the testimony, and why the charge was reduced so substantially.

    I am not in any way saying that this bus driver was or could have been involved with Morgan;s disappearance. But could he have known something that provided a lead in another case ? Like Morgan’s?

    I am just puzzled, as I said, over the closing of court for testimony which ended up with such a light sentence.

    next, what about alvin daniels? convicted of obstructing justice by supplying a false lead in the case. hmm. perhaps his motive was more than just a vendetta against the person he accused? he left an anonymous tip back in november. what was the tip? did he have some information that originally gave it some credibility? mr. daniels is from alexandria, which i find is also interesting.

    last question, does anyone remember the whackadoo that was on here very early on in the case, cement contractor. posted a lot, was atagonistic or trolling. had a gun that was a cigarette lighter and used it in a threatening manner or something like that? what was his name?

    All of us here not only support, but we RESPECT Blink and AND the Harringtons, we DO want justice for shiny Morgan, and we DO want the streets safer by removing people like this from streets. Yes, we have invested hours for that very reason but we are all EMOTIONALLY attached as well, as fellow mothers and human beings.

    If you did your research, you will find that Blink not only says she supports victims and their families, her actions back it. Blink talks the talk AND walks the walk there, buddy. I can name one case right now right off the top of my head where BLINK MADE A DIFFERENCE – Christine Sheddy. Don’t believe me? Here’s words from Christine’s mother herself in Blink….

    “Lynn Doddenhoff, Christine’s Mom, wishes to make the following statement.

    We DO NOT have confirmation that the remains found in Snow Hill are Christine, but we remain hopeful that they will be identified as such.

    When Blink and her team became involved in Christine’s case we were at a dead end.

    Thanks to Blink’s efforts, public awareness was raised to a level that forced law enforcement to take a second look at her
    disappearance.

    Christine, my family and Blink have endured many personal attacks we never deserved.

    As we await word from the medical examiners office, we ask that you please pray for our family and the entire Blink team.

    Without the tenacity of their work Christine’s case would never have received the attention she deserves.

    This will be the only statement I will make until official confirmation is made.

    Please, we have all are here for good hearted reasons with good hearted intentions. If you don’t support us, fine. But, please, don’t take someone who is trying to do something good and make them out to be a bad guy. We have enough real bad guys in the world. Let’s value the good people, or at least not insult them.

    deetee, Shannon McDaniels was asked to come over and talk to BOC by a poster in Ireland. He was angry at first, but fish calmed him down, IIRC. The same poster asked Wayne Towsend to come talk to us. He did.

    Another bus – This one is the free trolley from downtown that goes through the campus. There was a to-do, this past winter, about the trolley possibly bringing people from downtown to Alderman Library. There were some peeping incidents if I remember this correctly, at the the library. (That turned out to be a library worker?)
