Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?

On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.


How and why she got there comes in at a baffling second only compared to what happened to her next.


Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.


On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave.  was located by a nearby resident.


While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.


Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.


On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.


Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.

Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.


On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .

Unregulated Regulations In Security

The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.


Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.


The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).


College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown.   Campus Security Officers are primary first responders to incidents of crime and violence on campus.


Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.


How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?


By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel.  While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.


Who’s Looking Out For The Kids, Exactly?

As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting.  Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.


In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.


A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm.  I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?


Who is vetting the security that is responsible for ensuring safety?


While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Bail

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.


HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.


Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.


While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.

Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.


How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.


According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?


Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.


Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:


“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…”  Lisa McGee

Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.


There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.

For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.


These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.


I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.

There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.


Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”.  How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

    I guess I didn’t make myself clear enough about the driving in the storm. I was not teaching driving to young people. That is certainly not a wise thing to do. I was instead driving to the homes of my music students to teach them.

    Driving in a storm like that is way beyond the capabilities of most young people. Unfortunately, I have experience driving in four huricanes or major tropical storms. While this one dumped a lot of rain, the wind gusts were nothing compared to driving in Carla in 1961.

    Thanks for the links to the study about successful improvements to some agencies regarding murder clearances. I just hope they were doing their own research and not depending on the Uniform Crime Report of the FBI.

    The real problem is the level of training that investigators bring to the case as well as the dedication of those that are in charge.
    My oldest daughter worked in LE for 15 years. She recognized the importance of training and was always looking for ways to obtain funding for small town and sheriffs depts.to train their people in LE techniques.

    I spent about 10 years doing consulting work for engineering,legal and legal support firms regarding their proceedures and how they used technology. The first thing that I concentrated on was how long they had been using the proceedure being reviewed and were they really satisfied with the results. This is also true of LE. There are new ways of doing community policing being developed all the time and LE needs to be constantly aware of them.

    I believe that all public service employees should pass a thorough background check and their file should be available to anyone who has the right to know. Today, I would include a DNA profile for the benifit of the community and LE.

    We all get frustrated by events and the lack of knowledge in some areas. Please do not let your frustration get the better of your good judgement.

    A lot of things affecting this case cannot be made public and that makes it difficult for all that post here. We are all here for one purpose and that is to get the person or persons responsible removed from society and most of all to find ways of preventing this from happening in the future.

    My own durned fault Eloise. I just glanced at the photo of the two women – the body shape was sort of similar, say if SS9 worked out – and went right back to the JCR photo and the concept of there being a connection to one of the 9. Totally blanked on the other SS.
    What a doofus! Apologies all.

    I knew about the MMA — and have wondered a lot about granny’s mention of an arm lock that night.

    Anyway, thanks for the thoughts. Looking at the photos now, of course it’s not the SS who I referred to! FWIW, I never thought that SS9 was in any way involved, other than to possibly call in a friend to help MH.

    Not sure what JCR does but he’s obviously a big strong guy, so may do something physical like construction. He may be LE, but we’d have heard that by now, I think. Maybe he works the bail bondsman/bounty hunter side of things at Accelerated?

    There *was* a video of his UFC match in August, 2009 on youtube but that’s been taken down. Interesting comment there for BOCers. “Blink and you’ll miss it.” Down quickly in a KO.

    There were no close ups so hard to say for sure but he seemed pretty mellow. It was all over quickly. Shook hands as a gent should. For something so brutal, there’s a lot of that kind of formality in fighting. It’s incongruous. At least some of these guys must be seething inside when the quick KO happens.

    B and E, if his dad was in construction for 30 years, it’s likely that he’d be running the company now, depending on the rest of his family’s wishes.

    Any particular type of construction, I wonder?

    Good post regarding christeen. And the perps were found hiding in Texas over 1500 miles away from the crime. This is exactly why good citizens must let LE know that they appreciate all their work. However, it is sometimes like the story about the woman under the car and we have to insist that they take another look and sometimes they need a good verbal kick in the seat of the pants to get their attention.

    A man dressed for war and another having it handed to him in a black bag.

    That state trooper did not need to reach out but he did.
    Seems my father and this cop had something in common.

It will rip you in two and then divide that again. It is gut-wrentching and NO, they do not recover. YES, they go on but really shells of what they once were.

    I just have too! I have life experiences that I choose to share this way. My choice. The Harrington’s are trying to share their loss with all of us. Please, honor them by honoring their daughter and finding out who did this to her. We are not disposable.

    B: If you don’t mind me asking but what does this have to do with anything other than Mr. 3626, has had troubles with the law and the fire was never brought to our attention in the news, or is this to do with Colby Eppard or how about if Mr. 3626 has a neighbor who is NGVFR or does it simply have to do with response times and cost effectiveness of those responders. Or how about this, should I just ask the North Garden city supervisor???

It’s a job I do not believe most of us are capable of doing. They have to be tough enough to take out a bad guy if necessary, but then have the compassion to break the worst of news and comfort a grieving family, sometimes all as part of the same incident.

    A. Ordinance
    1. Mr. Thomas stated that in order to better understand the issues/concerns about the
    proposed ordinance, he would like to meet with the the volunteer fire and rescue
    departments. Mr. Thomas will work with staff to arrange meetings

    A. EMS Cost Recovery – Public Presentation
    1. Chief Eggleston informed the group that there had been a Public Information Sesssion held
    the previous evening at Hollymead Elementary School and that a second Public Information
    Session will be held at Monticello High School on Wednesday February 3rd
    B. VOSH Report
    . He distributed to
    the Chiefs the Frequently Asked Questions sheet as well as the EMS Cost Recovery brochure.
    1. Pam Carter reviewed a PowerPoint Presentation with highlights from the VOSH report. The full
    report will be issued in the coming days (no specific date was mentioned). Ms. Carter and Warren
    Rice answered questions regarding the report.
    C. Volunteer Climate Survey – ES Second Reading
    1. Mr. Downs reviewed the second reading of the Volunteer Climate Survey.
    2. Discussion was held.
    3. Mr. Downs will forward the proposed schedule to the Chiefs.
    4. Chief Stephens made the motion to accept the policy as presented and Chief Armentrout
    seconded the motion
    D. Operations Committee – Update
    1. The Operations Committee had its second meeting on Januarty 19th
    2. Additionally, the ECC’s practices with time benchmarks were also discussed. After concescous
    was reached on a number of items, Chief Sojka agreed to prepare an updated draft
    City/County Accountability policy that emphasized critical areas, and stives to be as
    uncomplicated as possible.
    at CARS, chaired by Chief
    Sojka. The committee reviewed the similarities and differences between the existing City and
    County Accountability policies, as well as the City’s Fireground Operations policy.
    3. The next area to be explored is the materials inventory and needs for each agency.
    4. Discussion followed.
    5. The next Operations Committee meeting is scheduled for mid-February.
    E. New paging system/combined dispatch – update
    1. As both Tom Hanson or Kathy Richardson were out of town, Chief Brown provided an update
    on the status of (1) the most recent Fire/EMS radio merger workgroup meeting held on
    January 26th
    F. Public Access Defribrilation Program
    ; the May implementation date for the new UHF paging system is still on track.
    (2) the 800 mhz “augmentation project” of fill-in repeaters for areas with critical 800 mhz
    coverage problems is moving forward as the FCC has approved site licenses, and (3) the
    County has reached a settlement with Nextel on the funding for rebanding (reprogramming)
    the 800 mhz radios. This will help defray some of the expense accosiated with updating our
    radios in the next year or soMr. Hanson said the final change order from Motorola is still
    needed.
    1. Doug Brede presented information on how the program would work. The program meets the
    need in the Department to be able to respond to members of the community requesting
    information and assistance in obtaining an AED. Mr. Brede distributed the information packet
    that he compiled, thanked Chief Alibertis for his initial input and guidance, and welcomed any
    questions and comments tonight and anytime in the future. Chief Alibertis made an initial
    recommendation to include an after-incident review item on a specific document within the
    packet. Chief Smythers questioned how the program deals with oversight by a Medical
    Director for AEDs placed in the community. Mr. Brede stated that ACFR’s Medical Director Dr.
    Brady will act as the Medical Director facilities that place AEDs in the community. Chief

    Brown clarified that Dr. Brady has agreed to serve as Medical Director; however, contractual
    issues would still need to be worked out if that is to be set.

    VI. New Business
    A. After Action Review – ES First Reading
    1. Chief Lambert introduced the first reading of the AAR process recommendations from the
    training committee. A timeline of its creation was provided, as well as a synopsis of discussion
    points throughout the drafting.
    2. Discussion was held.
    3. ACFRAB will provide suggestions to Chief Lambert for revision of the draft prior to the next
    meeting.
    B. New EMS Rules & Regulations – Feb. Public Hearings
    1. Chief Brown announced that the Virginia Department of Health, Office of EMS is holding a
    series of public hearings throughout Virginia in February, concerning the proposed new state
    EMS Rules and Regulations. More information can be located on the OEMS website and the
    Virginia.gov Town Hall website.
    C. EMS Inspections (background checks)
    1. Chief Smythers presented information about Seminoles issue regarding lack of proper
    background checks for volunteers. It was determined that it would be helpful for someone
    from the State to attend the next ACFRAB meeting.

    Eloise — I’m looking at the photo now.

    There’s a door on the right with a yellow “caution automatic door” decal. Indicates to me that it’s a commercial establishment or corporate offices. (Could be a hospital or docs outpatient offices setting though.)

    My best guess is that they have a range of “uniforms” — from t-shirts to these black suits for security assignments.

    Second best guess is hospital or docs outpatient office complex. (I have a relative that does this. Former Marine working his way through college and supporting 2 kids. Looks great and very professeional in his dark navy hospital “security envoy” suit.)

    Next best guess is that in 2008, when the photo was taken that both JCR and SH worked at an auto dealer.

    Finally, (whew…) it could be a conference center type security assignment. Plastic plaque to the left looks like a conference room number plaque. People going to conferences bring lots of expensive computer and other equipment – ex: overhead projector – that needs guarding overnight.

    I know it’s not an answer but just some ideas. Might shake someones memory or searching chops.

    Eloise — You mentioned WT in another message recently. Me too. I think he had something to do with how Morgan happened to find herself outside of JPJA. I think that’s why I never got into looking at HFMDH, other than to see – for a short time – if he was posting anything that would prove that I was right. Did you ever learn anything worth mentioning from him while checking out HFMDH?

    If you look at the online guest book the third entry is from the Sandridge family. I believe that GS is currently in jail. He was on the RSO list, then on the wanted RSO list at the same with EH from ALBEMARLE Co (not saying any connection just that ia why I remember him) and then in jail. He owns a disposal company in Crozet. We have talked about him before. His family must be friends with JR’s. Find it interesting he has been put in jail since he was wanted. It has just been recent since this summer he was wanted.

    He is, on a violation. Married to Becky. She used to have a pic on her myspace of her drunk and upside down on her floor we cached. Lovely.

Shifflett Knight. In addition to her parents, she was also preceded in death by her sister, Doris Blanchfield. Ms. Sandridge was a retired school bus driver for Albemarle County and was a special foster mother to many children and loved them dearly. She was a very special person and loved everyone. She was always putting others first. She is survived by her children, Greg W. Sandridge and his wife, Becky, of Crozet, Lori A. Raines and her husband, W.L. Raines, of Dyke, Amy L. Sandridge of Charlottesville, Christi L. Dibble and her husband, Charlie Dibble Jr., of Palmyra, Amanda L. Morris and her husband, George Jr., of Palmyra; three brothers, Wilson Knight of Free Union, Ronnie Knight and his wife, Pat, of Free Union, George Knight of Earlysville; grandchildren, Gregory, Tiffany, Chelsea, Wendy, Ashley, Sierra, Maleigha, Mandel, Jesse, Mariah; and one great-grandchild, Dylan Thomas; and many nieces and nephews. Otherwise one might conclude that since ACPD does not have jurisdiction, that it would not behoove them to seek a perpetrator- and post a police sketch of someone tied to the case as well as another one- in a marquee case where the body of the victim was found in what would normally be ACPD jurisdiction.     We need not just rely on VSP. How about we just support them.
    Volunteer or must we wait until the next one.
    How about National Night Out and distribute flyers.
    Just an example.

    Taping up a sketch is really not difficult. And what about the North Garden Post Office. They, for sure, have one up, right???

    Seems that North Garden, as a collective whole, is a crime victim! IMO

    You have so clearly shown a mother’s concern and outrage at the length of time this case has consumed. Just pick one of those persons or more and send it to them.

    I am still working on a letter to the governor. He is a busy person and I am trying to keep everything as clear and simple as possible. We have issues other than Morgan, such as those along the hwy 29 corridor and on the campus of UVA that need to be addressed.

    You guys have done a huge amount of research and I am trying to make certain that I have the facts correct. Anything that I bring to his attention must have some form of corroboration. This is serious business and I expect the governor to pay attention and take some steps for correction.

    This means I am rereading posts and taking notes and looking for good data.

    I believe it was you who called LT Radar regarding Morgans case. You reported that the case was not cold and that he had recently added additional assets, more dectives perhaps or some other form.
    Did you happen to ask him if he was tending to good PR and letting the Harrington’s have up dates or just contact to assure them that they were working hard on the case? Leaving a family to wonder for weeks on end is not good.

    I am not Alexandria, but I can confirm that Lt. Rader and his team HAVE added additional resources to the case, and the Harrington’s had an in-person meeting with VSP for a case update on 9-9, IIRC.

    The PR thing, I will tell you, is not their concern. Not judging, just saying.

But when they walk into the house and I look into their eyes I can see their fatigue and frustration. It penetrates me to clearly see Ed and Dino bracing themselves to receive an angry diatribe from me. These are good men, working diligently to the fullest of their abilities, to find resolution to the horrific murder of Morgan.

    I realize that the legitimate target of the consuming raging inferno of our anger about Morgan’s death is the person(s) that abducted her, raped her, butchered her, and abandoned her as refuse in a hay field.

    Anything that distracts us from focusing squarely on that evil crime is wasted energy. So I am learning patience and surrender – hard lessons.

    PR, in my opinion, should not be a concern of VSP. I know that when people speak here of PR, they mean updates, but to me PR means trying to put the best spin on a situation. Absolutely, Dr. and Mrs. Harrington should be briefed on every bit of information that can be shared without jeopardizing the investigation. They should not, and I do not believe are, be updated as a matter of PR. It’s the right thing to do.

    On a different note. Today as we all know is the anniversary of 9/11. Whatever your beliefs, please remember those we lost that day. If you are someone who prays, please offer up a prayer for survivors and their families, and a prayer that our country will never ever have a day such as that day 9 years ago.
