Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?

On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.


How and why she got there comes in at a baffling second only compared to what happened to her next.


Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.


On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave.  was located by a nearby resident.


While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.


Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.


On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.


Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.

Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.


On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .

Unregulated Regulations In Security

The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.


Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.


The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).


College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown.   Campus Security Officers are primary first responders to incidents of crime and violence on campus.


Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.


How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?


By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel.  While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.


Who’s Looking Out For The Kids, Exactly?

As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting.  Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.


In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.


A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm.  I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?


Who is vetting the security that is responsible for ensuring safety?


While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Bail

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.


HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.


Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.


While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.

Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.


How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.


According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?


Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.


Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:


“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…”  Lisa McGee

Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.


There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.

For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.


These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.


I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.

There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.


Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”.  How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

    Its impossible to think of a theory that fits all we ‘know’ as facts so at least 1 prolly more are lies or misinformation. Which ones? I strongly suspect the HH one and the ‘limited interaction’ ones, considering her being in danger and very cold , wounded ( we dont know if it was really superficial I always thought that was an assumption ) If the friends are protecting her memory (which is honorable ofcourse) we were all wrong and there is a definate suspect (without evidence).

    mom 3: yes her native language was Urdu (if i read it right) in the years that passed she might have recollected more details but didnt come forward (or can even read about Morgan) and didnt see a good reason as she hopefully moved on. That woman may be the only primary witness of the BG we are looking for

    Okay , this may sound strange or odd , but I get stuck here at times when a comment will just stick out to me . I have been wondering about the DNA that was found. I do not doubt the existence of it at all , but am wondering of the source as in how it got on the shirt that was found.
    Was that the Only source of any DNA at all ? See , Morgan’s DNA should be present as well as anyone who had been in contact with her. So I have had a thought in the back of my mind that keeps popping to the front that I have not shared.
    I am referring to this not in the context of Morgan’s friends , but in the context of the Bad Guys , their friendship .

    Finding a discarded item such as this & transferring the contents to a shirt would be something the goons that killed Morgan might think to be a very clever move on their part. Just like they thought placing a shirt Away from the area of Anchorage Farms would lead LE in the wrong direction ?

    Early on in the case, your opinion was that when the light comes on, both sides of the tracks will show so to speak. Do you still believe this to be the case? With some of the latest conversations on here, I’m struggling to see the “better” side if you will. Also, early on the locals seemed to be pointing to the brothers with the common “S” last name. Are these guys still on anyone’s radar?

    Yes, it is still my opinion, and largely because I am no longer sure where the tracks are located-

    In this area, the affluent and the “not so much” live next door to one another really.

    It was interesting to see the video of the young man on the video of the reporter asking why there were no posters of Sketch at the ACPD NG satellite office (your welcome B for the idea, btw).

    He seemed very much like a regular working guy, salt of the earth, and looked just like Colby Eppard to me.

    He was very supportive of the flyers going up, and compassionate to what happened to Morgan and the fact that a bad guy is still out there and that was not even his local community.

    iirc, I believe you are correct that Dr. Harrington said Morgan was studying in the back seat. On Oct 18 Dr. Harrington planned to help Morgan reconcile her bank account and to assist her in preparing for a upcoming math test.

    That said, I do not feel this kid is involved and never have. We are talking about a seriously deranged violent predator.

    When he is arrested people are going to come out of the woodwork saying.. OMG , I remember that one time he… (fill in the blank).. but we did not think anything of it. He has a marked disrespect for women, and is especially noticeable around those his own age. Not that he hangs out with them, because they would reject him at “hello”.

    Ladies, the guy that gave you the creep factor, the guy that just sorta seems to be hanging out, no agenda, not looking you directly in the eye, but you can feel his eyes on you, and the hair on the back of your neck stands up- that’s him.

    He may graduate to feeling confident enough to go after someone he knows, a grudge perhaps, and that girl, will have no idea who he is really, or that he was into her, but probably rejected him, or dated a guy he hates- if he has not done so already.

    The skill and precision it took to abduct Morgan from that arena without a sound or notice also takes an inhuman amount of adrenalin.

    Your query and Blink’s response take me back to the carpenter allegedly working on Anchorage Farm in the summer of ’09, who saw a Jeep driving from the back of the property out. The driver claimed to be David Bass’ brother, but Mr Bass later said he has no brother.

    I can find nothing in the crime logs about a trespassing report filed over that summer.

    Just want to highlight that again. Where did that story originate and who was that carpenter? Has VSP followed through to ID that carpenter, confirm the story, and get a Jeep/faux-brother description?

    Just another of the many unanswered questions, and if it’s a crock, I’d love to be able to cross it off the list. Above all I want to keep it out there to ensure VSP has checked it out.

    Anyone?

    Do we know what the carpenter was working on?

    Perhaps he was from The Millwork?

    Yes, I posted that some time ago, unfortunately Dr. Harrington had to request Ms. Geller add Sketch to the VSP after I pointed out it was not posted on their site, more than once.

    To date, someone needs to explain such apprehension to me, cause I think the entire episode of how “sketch” came down was odd.

    Interesting Blink, are you now adjusting your belief from Morgan leaving with someone she knew to being attacked by surprise by Sketch? It would most certaintly fit Sketch’s MO, 5 years would be quite a length of time to master his restraining technique. As he was sucessful in the 05 case, it would appear that he would stay along a similar course of action.

    There were also details, from what I recall, about the 05 case that were never released by LE. I would be very interested to know those details and if perhaps they apply in some to Morgan’s case.

    I am not feeling sketch attacked Morgan, but he was involved in some capacity, obviously.
    I have said I believe it is someone she is familiar with, not necessarily she “knew them”.

    For example, she could have exchanged a glance on her way into the venue, and not had another thought about it. Or, she could have met him outside in a time of stress; or observed him.

    I have learned so much from the Harringtons and from Morgan. Morgan lived more in her shortened life than some people do in the entire lives. Her parents exhibit such grace, it simply awes me. In spite of their own devastation and pain, the continue to think of, worry about and care for other people. Just amazing.

    It was Morgan’s case that introduced me to BOC and I have been coming here every day, often multiple times a day, ever since. And, I am so glad I found it. Blink also amazes me. Her dedication and hard work, just pure determination, to find justice for victims and their families. She fights day in and day out, tooth and nail, for this. She fights not just for the justice but to also make the streets safer so that no one else falls victim to monsters like this. This is something that I cannot tell you how much I respect and admire. I am extremely proud to be even the smallest part of Blink’s community.

    And, speaking of Blink’s community, which is all of you :-) I am honored to “know” all of you as well. You are all such good hearted, big hearted people who care, truly care – a trait unfortunately hard to come by these days. In a world where so many people are selfish, only caring about what is going on in their own little world, not caring a bit about the rest, SO much good, SO much heart.

I would add a few more people who grew up in the area and still have family there, or those who live in the adjacent counties and work in very close proximity to AF, permanently or on a part time basis. Also add JBs friends. Take away all those who are too old and too young, or who were away at the time, and we should be left with a manageable pool of potential suspect.

    In my view, the murderer fits one of these categories:
    - an illegal hunter
    - a friend of JB
    - works in direct vicinity to AF, utility, security, gardening, maintenance…
    - grew up close to AF and still has friends or family there whom he visits
    - lives on Blandemar

    “I heard this second hand today, and have absolutely no idea IF there’s any truth to it: A black carpenter that was re-modeling the old home this summer saw a Jeep drive up from the back of the property.     I’ve recently changed jobs and had a lot going on so my ability to keep up hasn’t been what I’d like. I know RH from H&H looks like sketch and has the credentials to be involved. I also know that some of his employees are tied in with MMA fighting. Eloise has done a fantastic job tracking everyone and getting their tie ins. Being away for some time, I haven’t been able to connect the dots quite as well. So, if Eloise, Blink or anyone wants to throw me a bone to help me get on the right track, it’d be greatly appreciated :)

    hello all my old blink friends!
    i still check in almost daily (and, sometimes more than twice, thrice daily)….
    i can tell you why the security failed, internally anyway….. the kids don’t talk. they think they are protecting each other. it’s crazy. they are so programmed into protecting the bully. i can almost guarantee that many of the kids with morgan suspect or know exactly what happened to her..they just feel something is wrong and are too scared to come forward…

    i have always believed there was drugs involved, either directly or indirectly. i believe sketch ties in with the drugs.somehow.

    Do you mean, as in, Morgan was drugged, or individuals involved are also tied to illegal drugs?

    What if you spent your winter’s in Florida? Might you use Piedmont’s Dark House Service or have your farm manager contract with them?

    Maybe someone went out there to check Lady Blanca’s fences or to perform some type of “maintenance”. An ex Piedmont employee who was familiar with Blandemar could have gone out there as well.

    When I think about these possible scenarios, the location doesn’t really seem very significant or risky. I hope VSP has thoroughly looked for a connection through Blandemar Farm.

    However, I am still very much of the opinion at least one individual involved knows this land intimately.

    The latter. i think whoever she was with called sketch when things got out of hand. he needed someone he trusted and could help him move her. i think sketch been moving a lot of drugs and HE was buying from him and they have a mutual trust. i don’t believe morgan was drugged. But i do think she was using that evening.

    As far as the posters being took down,they could be friends of the BG doin it. out of site ,out of mind.

    It seems like we have considered almost everyone in the greater-Charlottesville area as a possible suspect. I, for one am feeling VERY frustrated! I really wish we had some indication that the VSP are getting closer…some information on the status of the investigation…some indication that the woman in the area are not at risk…some indication that LE actually gives a &#@& about what happened to that shiny girl!

    I believe it was Alexandra who said that the circumstances of Morgan’s evening just make the whole situation so difficalt to fathom. HOW in the world could she have had such horrible luck that night?!?! I can’t shake the feeling that the injury to her chin (can we PLEASE get confirmation that it did in fact happen???), her getting locked out of the venue, her losing her purse, all are tied into what ultimately happened to her and were somehow linked to her abductor. In my head, the most likely person to link all these events together is a person of “authority”. EMT? LE? Security? He is in that realm, or she thought he was!

    I simply cannot believe that more than 2 people could be involved…someone would have slipped by now.

    She definitely tripped on the step. Imo, we have seen the image of it both on video and in a still created from it. It also verifies the account of the woman who said her daughter and son in law helped her up ( or words to that effect). I want to say it was mom 3.0 who spent hours pouring through video and brought it to our attention.

A lot of times, facility management companies are overglorified outsourcing companies, OR, they may utilize other like companies to be a one stop shop for their clients. Let’s say a homeowner is out of town for long stretches of time. They would not only want to make sure that their home is maintained properly: boilers full, temperature set accordingly, no water damage, etc; AND, they would want to make sure the house is SECURE. That would be a formidable partnership that allows the facility management company to provide multiple services, including security checks, under one hat.

    Ironically, an Orkin Pest control banner pops-up as I write this.
