Kyron Horman Missing and Endangered Sources: Terri Horman Arrest Is Imminent

Portland, OR– Late this evening, blinkoncrime.com has learned from a source close to Terri Horman that she expects to be arrested at anytime on possible charges related to endangering the welfare of a child.

It is not known if those charges are related to the disappearance of her 7 year old step-son Kyron Horman, or her daughter, Kiara Horman, 18 months.

Following the filing of the and restraining order by Kaine Horman, Terri’s estranged husband and Kyron and Kiara’s Father, the restraining order was subsequently sealed by the court on Monday.

However, under Oregon law, for primary custody to be awarded without mutual agreement in this phase, an emergency ex-parte order must be filed. That requires a fairly heavy burden in the immediate threat area.

This is all adding up to a very sad conclusion for me, folks.

First, we’ve got The Family Statement (minus Terri) released Monday:

“We have been fully briefed by law enforcement on the on-going criminal investigation.

We are in complete support of that investigation. We have asked the Multnomah County Sheriff’s Office to facilitate releasing this statement for us due to their access to the media/flash news.

We understand that we have free access to the media but are limiting statements to the media to keep the integrity of the investigation intact.

Any actions taken by the investigation, or by us, are based on the best interests of Kyron and Kiara and comply with the law. Beyond this, we have no comment on the matter.”

Got to say… I’ve had a baaaaad feeling ever since the term “criminal investigation” was used following the initial groundswell of search efforts. To me, that says, while short a body, it has been determined a crime was committed and, as such, resources were shifted from recovery/rescue to collecting evidence for beyond-a-reasonable-doubt identification of the suspected offender and his/her eventual prosecution/conviction for the crime.

In other (read: fewer) words, the emphasis is on criminal responsibility now. That likely means there is reason to believe Kyron is no longer expected to be found alive, and it’s time to enforce the law against the person(s) responsible for his death – even if, in Terri’s case, she only suspected of being guilty of endangering his welfare. (Though, as opposed to many astute thinkers here, I believe she – and she alone – is directly behind his death.)

As far as the seemingly dragged-out nature of the case, there is, of course, something to be said for the old trope: A watched pot never boils.

But, more to the reality of the situation, detectives assigned to this investigation have to abide by the consitutionally guaranteed rights of the accused throughout its course – that’s why we have not seen an arrest yet, imo. I think (as B has noted repeatedly) they are building a case here that can be prosecuted based on someone’s *intent* to do harm. (And the specific question in this instance is: Who had the means, will and way to intentionally harm little Kyron?)

I also agree with B and other posters on this thread that the procedurals in the case – and its seeming veil of secrecy – totally reflect the Susan Smith situation: i.e., *dual* investigations, with one out in the open and the other hush-hush until the “shocking” arrest was made.

To wit, there was the “public” investigation in the wake of a desperate, sobbing mother’s police report and pleading press conference – here, LE searched for Smith’s allegedly “carjacked” young boys and the alleged kidnapper; the other was “secret,” wherein Smith herself was the focus. While these separate probes were being conducted, LE couldn’t be truly certain which one would be successful, but ultimately they were able to get a confession out of Smith by confronting her with the evidence uncovered during their under-the-radar investigation.

I’s with B – I think we’re about to see that happen here.
This was further underscored on June 26 by Kaine getting Kiara, a powerhouse family attorney, and the F outta Dodge. The fact that he was able to successfully obtain emergency legal custody (without Terri present at the hearing) through Oregon’s FAPA law shows he was able to show the judge that Terri’s ability to access him and Kiara put his child in immediate physical danger.

5 years ago I took care of Kyron at a daycare (he was ages 2-3).

I saw his step-mom and talked with her at each drop off. She was very kind, very motherly.

For the past few weeks I kept thinking…they look really familiar, then I realized I knew her during her body building time. She was dedicated to that new hobby and seemed to enjoy it.

Her older son was very well behaved, and was loved by Kyron-I don’t recall feeling any concern at all. He helped read to Kyron on the rough drop off days. Not one thing in my mind raises a red flag about her behavior then to what is going on now.

But, that is what’s scary- it’s usually someone you just would never have suspected. It’s heart breaking to think about.

As for the dad’s job, my husband works at Intel and it’s a job where you might have manditory meetings all morning but can work from home as well. Depends on exactly what he did. Most engineers are flexible and Intel wants to enable you to work from home if you cannot come into the office for whatever reason. His being home at ‘odd’ times to everyone else could have just been a thing that even our family is used to.

No speculation there. It’s interesting reading everyone’s comments. I’m more of ‘innocent until proven guilty’ not visa versa, but this case is so strange that that’s hard to apply- even having once known this family.

Sometimes we have received partial responses from families, and we just want to make sure that we have all the responses from everyone in your family who was present that day.

We realize it is possible that the reason we haven’t received a response from you could be as simple as the fact that you were not there that day.

At this point, it would be helpful for us to know that as well. A simple reply to this email with your name and the information that you were NOT present can assist us in taking you off of our list requiring follow up.

If you or your child WERE at Skyline on June 4, and you haven’t yet responded, please take a moment now to do so. The questionnaire is attached for your convenience. You can either print it, fill it out, scan and send back OR simply respond in the body of an email. Please remember to include your full name as well as your child’s (or children’s).

According to Terri’s hopelessly “helpful” backwoods publicist, “Terri Moulton Horman was ‘blindsided’ by the divorce papers, according to a close friend.

“A friend of Terri who wished to remain anonymous, told KOIN Local 6 Kyron Horman’s step-mother was caught off guard when she was served divorce papers as well as a restraining order from her husband and Kyron’s father, Kaine Horman.
‘Terri didn’t know she was going to be hit with divorce papers or a restraining order,’ the friend said”

Oooookay. When paired with the gist pieces of the Family Statement (strategically released the day before the divorce “bombshell” got dropped):

This can only add up to one conclusion, the way I see it. Kaine, Desiree and Tony were advised by the Sheriff’s Office last week on Terri’s impending arrest. (And Kaine was likely further advised: Lawyer up. Leave. File. Wait.)

    Maybe I’m just to stupid to get it. Where’s the evidence? A child endangering charge for leaving Kyron inside the school? By all witness accounts he can be placed there right? Everyone freaking out because of divorce papers? Somehow pointing guilt to murder? Some people even commenting guilt because he had a CSI T-shirt on. Get a grip people, it’s a T-shirt. How about her having an affair (like I said in the beginning)? Perfectly explains her mis-matching story and the recent divorce papers. Doesn’t prove murder period. No hard evidence, confession, or body, you have no case. Granted, this whole damn case has been bizarre from the start, but a halfwit defense attorney would have a field day ripping this case apart, and would surely walk away the victor. I can’t wait to see what the prosecutor has as a basis for these charges.

    What I’m racking my brains over:
    If they know the who/why (as many of us believe/d)and TH isn’t the only one involved, why haven’t they arrested the other person, yet?
    I feel like there has been no push. My DH asked me this morning if they have any other suspects and I’m like, maybe this one guy BP? Someone else has to be involved, who is it? Or am I just so off-base?

    The theory that makes the most sense is that when KOIN ran the article his body was found (which was quickly retracted) that they really did find his body. LE clammed up IMMEDIATELY after that (after denying it as rumor, of course)

    Laughing at the defacing facebook comment. As you have noticed, Willamette Week is not a very journalistic paper. They are not good at checking facts, clearly, and they are a bit callous and smutty. I would not put a lot of faith in what that paper says.

    Hi, I have been following this case since it began, but I am confused.. if Terri (Step-Mother) is a “potential”, but not yet identified “person of interest” then how could the father of their mutual child (the daughter) get an order that prevented her from seeing her child, as this would surely have an impact on an innocent child deprived of her mother? I am not convinced that her behaviour during an investigation might be so bad that she would need to be removed from her child who needs her (esp as it is understood that LE are monitoring the situation). I have to say that I have followed this investigation through reading the comments but especially focussing on Blinks comments in “BOLD”, as I feel that due to contacts that she has that Blink will know more than we can. But the sense that I get is slightly differently to Blink’s (with respect!) and that is that Terri must have been actively involved as if she was merely invovled in a affair or even “swinging” that that is not enough to keep her from her daughter. I am not sure about “swinging” in the US (or in the UK, ergg quite frankly!) and while it is not at all ideal, is it something that would prevent a mother seeing her daughter? Perhaps something associated with this lifestyle such as leaving a child unsupervised while some “swinging” was in practice would have consequences but if that is so it is hard to see why Terri has found herself in so much trouble. Yes neglect of a child but surely supervised visitation for the sake of the child?)

    For example, if with out any judgement, Terri was a “swinger” (which yes is not great at all frankly) how does that make her a murderer? That lifestyle cannot make her that, and if Kyron has been hurt then it is not directly her fault. Then I could see that Kaine would want a divorce but why (even though I don’t approve) would that mean that her daughter would be taken from her???? I am very doubtful that Terri has a role that is not a direct one, but what do I know!

    I don’t find it odd at all that Kaine and Terri went to the bus stop to meet Kyron. I admit that it could have all been a set up by Terri, and I guess only she, Kaine, and the bus driver know if them both being there was out of the norm.

    kaine didn’t go out searching for his son because he “wasn’t qualified” or “was afraid of getting lost” ??? and LE was searching Sauvie Island because “the family spent time there” ??? and he “hit the gym” while his son is missing??? (yes, he went too)

    I’m not sure he is involved – although you have to admit his actions, non actions, and words make him look extremely suspicious.

    I’m on your wavelength. Not surprising that BP has a criminal record. Still wondering how his son got to school the day that Kyron disappeared. BP must be a very persuasive fellow who found a weak woman desperate for attention; maybe the plans went awry when the co-conspirator got cold feet and wanted out–after it was too late. BTW, wasn’t it BP in the background of the Science Fair picture? And the “girl” in the picture might not have been a girl at all. I haven’t looked that closely, just guessing. Have LE searched under the houseboat?

    A threat related 9-1-1 call was made from the home of missing Portland boy Kyron Horman Saturday night, two days before the father filed for divorce and obtained a restraining order against his wife.

    Kaine Horman recently moved out of the family home with the young daughter he shared with Terri Moulton-Horman.

    The two 9-1-1 calls from the Horman home were made Saturday evening. The first came at 5:17 p.m. and was a “threat” priority two call, meaning officers were sent in person, according to an emergency dispatch supervisor. They arrived at 5:25 p.m.

    It was not clear whether the calls were placed by a woman or a man.

    Later, a “custody” related call was made at 11:39 p.m. It was a priority four call, meaning officers did not respond in person, but a call back to the home was placed at 11:46 and the situation was resolved over the phone.

She gets the most attention here because SHE IS the last pesron seen with the missing kid, she didnt do weel on her lie-detector test, she lied to the cops etc… Last weekend, her husband left her and filed for divorse….Do you really think US caps have no idea what they are doing ?

I recently spent two weeks making psychological diagnosis of individuals presented to me in case studies in a graduate level psychology class. Diagnosis is a challenging art & science. It requires knowledge & wisdom to make accurate determinations. The goal of diagnosis is treatment administered with a large dose of compassion. I am saddened & dismayed by those who make judgments beyond the amount of factual data that has been presented. People’s lives have been dramatically altered through this unfortunate situation.     The police have stated that THEY know who the man in the science fair picture is. They did not tell the public who it is.

    I have NEVER heard LE state they know who that man is.

    I have read someone post somewhere they did, but nothing verified.

    I can tell you unequivocally they have not accounted for 100% of the attendees in the school on June 4

With Grandma or with bio dad? According to reports he lived with his grandma and recently moved in with his bio dad. Bio dad says he lives with Grandma? Is James also missing? No one seems to be able to keep their stories together.

    Had it occur to anyone that Terri might be on anti-anxiety/anti-depr. meds?
    It is very likely given her weight gain, her odd physical stance at presser and rather blank stare (plus she is in PPD period given recent child delivery). That was my first impression.

    However, as mentioned before, biological father, Kaine, had the most odd presence. At first i thought i misunderstood who is who and kept thinking that the detective (Deseree’s partner) is the father of the child.
    Hopefully this case gets wrapped soon – it is heartbreaking to follow and can not imagine grief of those that loved Kyron.

    I don’t know how they would be able to account for 100% of the science fair attendees since they did not have anyone sign in or out. No cams, no sign ins. Anyone could have walked into the school and then out again without attracting attention. And i would think that anyone could pack up an “exhibit” at the end of the fair and carry it out in say “a container” or “duffle bag”. There was absolutely no monitoring of who came in and out of that school during the science fair. The only thing they would have is first hand accounts and photos they collected that parents may have taken.

    Didn’t Tanner say that Kyron said he was going to see the cool electric project? Maybe it wasn’t Tanner’s project. Maybe “someone” suggested that he go upstairs to “see” the cool electric project. Would upstairs be closer to the parking lot or less exposed exit door. Could Tanner have led Kyron to “the cool electric project”………….? where Kyron could be snatched without anyone noticing with all the hustle bustle. Is Tanner afraid of his dad BP? If so, it wouldn’t take much convincing to get him to obey. Have to wonder why grams immediately had Tanner on the news saying he saw Kyron going the opposite way as Tanner=alibi for Tanner.

    1. Reading here is the 1st time I heard about a “red mustang speeding around Sauvie Island”, has that been confirmed?

    2. watching Kyron at the 1st pressor, he’s the only one lookin down, no tears. Tony and the deputy on left were reading from notes in their hands. Terri holdin lookin up at Desiree as Desiree stared up and out. Kaine keepin his head completely down at his feet. Thats weird. The Pressor was about his son. Not Tonys natural son.

    3. Remember, for all the things being listed about Terri that sends up flags or questions charactor or motive, Kaine Horman is the one who married her. Knowing her better than anyone.

    Might have been overly exposed to the “Ron comments concerning babysitter/wife Misty” made by those who hate Ron. But if this was Haleigh Cummings case, people would be all over Kaine for allowing her to baby sit his young son he just took from the Mother, and then marrying her.

    Is this statement not true Parents and caring sleuthers:

    That as a Parent of a minor child, are we not responsible for who are children are in the care of? Why is he getting a free pass? Though I’m not placing Kyrons disappearance on Kaine, yet. Kyron had no choice, Kaine did.

    Maybe after Kyron is found, Desiree will open up more about the dynamics of her life with Kaine, why Kyron really was in the custody of Kaine. I’m curious to know if Desiree was offered the love and support during her Kidney failure and having a newborn by Kaine. Real support. As Desiree is appearing to be a stand up loving Mother for Kyron. Something is hidden inside that box and it’s looking more like a Pandoras Box.

    Desiree surely doesn’t look like she would approve of “swinging” in her relationships. Hmmmmmm

    From what I ascertain, it IS unusual, in that Kaine is generally at work past the time Kyron arrives home from school. But, Kaine also mentioned something of taking Kyron out to get ice cream that particular day, to “celebrate” or whatever you wanna call it, his Science Fair project. Thus SM, Kaine and baby were all at the bus stop. Now, on the face I find this perfectly plausible that they were all going to go from the bus stop to get ice cream, so it makes sense that for once Kaine would be there.

    However, let me put this out there. What IF SM did something to Kyron, and SHE is the one who suggested that they go out for ice cream after the science fair? What if that was part of her alibi? Just like the Dr. Appt. that got “misconstrued” by the teacher? I mean think about it: she drops Kyron off and tells the teacher he has a Dr. appt., so when she absconds with Kyron later, no one thinks anything of his being missing. Kaine is at work most of the day, so he doesn’t know what’s going on or where SM is. He believes she’s just out running errands as she’s probably apt to do. She comes home and spends some time with him, then they all go off to the bus stop.

    Her being at school (and witnessed), then being witnessed at home by her own husband gives her at least a partial alibi; if she claims she was out running errands, maybe she figures that’s enough to “prove” she couldn’t have time to do anything. Also, by bringing Kaine to the bus stop, he is a witness to how “distraught” she was; thus throwing some suspicion OFF her, that would be there because she was the last person to see him. She may also think that the “Going for ice cream” plan would somehow “prove” she was innocent, as afterall, who would plan for ice cream for a kid they were going to kill eh? Stupid to me, but perhaps plausible to her.

    One thing I seem to notice about some perps is that they seem to think they are oh so much clever than anyone else. Mostly delusional on their part I think. Now I’m not saying she did this, or anything for certain. Just saying the Dr. appt., the having Kaine at the bus stop, the ice cream could all be some way that she thinks she is throwing suspicion off of herself.

    I certainly think that she needed/needs her own husband to believe she is innocent, and if she arranged for him to be at the bus stop to witness her “anguish” and “shock” at Kyron being discovered missing, then she thinks that would probably do it.

    PORTLAND, Ore. – The Multnomah County Sheriff’s office said it knows who the mysterious man is in the background of the picture of Kyron Horman standing in front of his Tree Frog display.

    He has been interviewed but is not a person of interest in the case.

    His name will not be released and the Sheriff’s office will not say if he is a parent or teacher.

    The picture and that man in the back of room became a hot topic of conversation after Portland Mayor Sam Adams sent out this alert to the public asking for help in identifying the man…

    Upon readinf through all these posts today, here are my two-cents:

    My best guess for an “endangered missing person” and a missing person is based on the person and the evidence…if I went missing but I packed clothes, took my purse and car, I would probably be considered “missing,” but if I disappeared from my house without my kids and above mentioned items, it would probably be considered that I was “endangered.” I am assuming because he was 7 it’s considered “endangered,” where as a 16 year old who “runs away” whom they speculate may be with friends and has the ability to care for themselves would simply be “missing;” this is just my logical best guess. Again, I assume it would include the normal behavior of the person, history and circumstance in and around the disappearance.

    Where did “prostitution” come up? As someone earlier commented, I think we are diving too deep here. I think she has some mental health issue, most likely a personality disorder and snapped. She’s tried and tried again to have a successful marriage, her image is obviously something that she cares deeply about, most likely to the point of heavily manipulation and things were getting out of her control…the details about this are probably more simple than complex. I think she had a dangerous combination of ingredients that lead her to “snap.” She probably spent a lot of time fantasizing about what she thought life should be like and it wasn’t fitting into her ideal. My best guess is that she was desperately trying to resolve this, thus Kyron disappearence. But that’s just my theory and there are lots of them out there.

    Also, there is no report that I have seen that confirms she moved in with Kaine to take care of Kyron. That seems like a likely “in” for her and would certainly fit the profile most of us believe she encompasses, but we don’t know that’s true. That was a rumor from an Oregonian article that Desiree debunked in one of her interviews (KOIN 6 I believe).

    Blink< isn’t is common for LE to arrest a POI on other charges before they charge them with suspected crime?

    Why the sudden shift to Kaine? This doesn’t make any sense to me. In order for a judge to get the kind of RO that Kaine did, there has to be some serious allegations made and something to back them. I think Blink did a great job of explaining it. No judge is going to willy-nilly sign this kind of RO, especially in such a high profile case. And the fact that it was granted and subsequently sealed, says to me that they do not want the public condemnation of her to reach an even more heightened levelfever pitch, or what is in the RO could directly complicate the case. Furthermore the topics of insurance and such are in EVERY single divorce paperwork. It is standard. They have spaces where you fill these specific questions in. Kaine isn’t going after her for there things or stratigizing in this way. He just filled out the same paperwork everyone else does.

    I LOVE this site because poeople seem to be grounded and really after the facts. Even the kookiest theories on here seem to be based on suspected or concrete facts. I like all the different theories and such, but why the Kaine witch-hunt now? I don’t get. I am not advocating for him…I just think we are going to start sounding like the “oregonlive” commentors, yikes!

    Not feeling a witch hunt toward Kaine at all. I think that the concern is more relationship related, as opposed to having anything to do with Kyron’s disappearance.

    For the record, I do NOT believe he had anything to do with it, nor does he know where he is.

    I wonder if James had a relationship with neighbors like the Pumala’s, some of BP’s myspace friends are early 20s. Maybe they wanted him out of the environment? Horses sure seem a lot more wholesome than Mom’s house does, that’s for sure.

    Someone could have hid Kyron in the school until the talent show. Someone leaving carrying a container of sorts if noticed could say he/she had their son/daughter’s science project in container. Just another thought running through my head.

    Obviously there are a great many things we are not privy to in this case- Alot seems to be going on behind the scenes and behind closed doors- We do not know what it means-

    I know right now I would hate to be in Terri’s shoes.

    She has no family no money no recourse. I have to believe that Kyron’s dad is doing all of these things because he is protecting his children.

    I am awaiting an update from Blink when she can tell us more.
