Morgan Harrington Murder: A Security Check On Security- Why Did It Fail?

On the afternoon of October 17, 2009, Morgan Harrington and three of her friends drove to John Paul Jones Arena, located on the University of Virginia campus, to attend a long-anticipated Metallica concert. Following an apparent fall and chin injury occurring around the time she was visiting the ladies room, Morgan ended up outside the arena and attempted to gain re-entry to the venue.


How and why she got there comes in at a baffling second only compared to what happened to her next.


Nine months ago Dr. Dan and Gil Harrington, Morgan’s parents were notified their daughter was missing which is when their nightmare began.


On November 5, 2009, the day before a search which was organized at the request of the Harrington’s was to commence, a vintage black Pantera t-shirt placed on a bush in front of an apartment complex at the intersection near 15th Street and Grady Ave.  was located by a nearby resident.


While this discovery was not released publicly, Charlottesville PD knew immediately it belonged to Morgan Harrington. Sara Snead, one of the friends that accompanied Morgan to the concert, immediately confirmed the distinct vintage design that compelled Morgan to borrow the t-shirt from her a week before the show.


Subsequently, DNA analysis confirmed the t-shirt was indeed the same one Morgan was wearing the night she disappeared.


On January 26, 2010 the remains of Morgan Harrington were discovered by David Bass, owner of Anchorage Farm, located in Albemarle County. Although her cause of death has not been released, her manner of death has been classified as a homicide by the Virginia State Police.


Dan and Gil Harrington marked the nine-month anniversary of Morgan’s disappearance from her memorial on Copeley Bridge 4 days ago.

Gil Harrington’s impassioned statement made it clear that her family’s mission is to prevent what happened to Morgan from happening to another victim and their goal is to educate young women about safety and personal security.


On July 1st, based upon an article posted on blinkoncrime.com inside sources confirmed a forensic link between Morgan’s homicide and a Fairfax County Case. Research on this case indicates it was a violent sexual assault that happened in 2005. The victim assisted in the sketch of a man police wish to interview in connection with both the Fairfax assault as well as the apparent abduction and murder of Morgan Harrington. .

Unregulated Regulations In Security

The 2004 General Assembly, through House Joint Resolution (HJR122), requested the Virginia State Crime Commission to study safety at Virginia’s institutions of higher education. As a result, DCJS created the Office of Campus Policing and Security (OCPS) to address the law requiring minimum training and employment standards for campus security officers.


Campus Security Regulations for Institutions of Higher Education in the State of Virginia, fall under the Virginia Department of Criminal Justice Services (DCJS) Private Security Services Advisory Board. Below is an excerpt of the unapproved draft meeting notes of their quarterly meeting held December 8, 2009; the first and only since Morgan’s disappearance from JPJ.


The issue of safety and security on college campuses was addressed in a 2006 Crime Commission Study on Campus Safety. This study resulted in the statutory requirements under Code of Virginia (Code) §9.1-102 (49).


College populations represent a large concentration of students between the ages of 18-25 years with limited supervision and life experience. In terms of homeland security, campuses are identified as “soft targets” and are frequently targeted by domestic and foreign terrorists. Campuses also house volatile materials and research facilities that are also targeted by radical elements in society. Campuses host large stadium events and concerts that are potential targets for terrorism and riots. Most campuses also have facilities that are open to the public and are relatively difficult to secure and lockdown.   Campus Security Officers are primary first responders to incidents of crime and violence on campus.


Although UVA campus security officers require a certification provided by DCJS, there are ZERO regulatory standards for certification. It was NOT until Morgan Harrington disappeared from the grounds of the JPJ Arena that emergency regulations were sought from Governor Bob McDonnell.


How does a woman on the campus of a University that provides it’s very own Police Department in addition to event security simply vanish without a trace?


By the time Morgan ends up in a hay field 7 miles away, she has passed through 3 different law enforcement jurisdictions and a slew of private campus and event security agencies and personnel.  While private security regulations fall under the umbrella of the Virginia Department of Criminal Justice Services, they also require a judicial amendment only if and when they are approved via “emergency” status by the Governor.


Who’s Looking Out For The Kids, Exactly?

As the safety on campus study showed, our college age kids are at their most vulnerable in the University setting.  Out from under the watchful eye of Mom and Dad and wading through the rich culture and nightlife of downtown Charlottesville, students face a host of potential safety risks.


In fact, during the very development of this article, I received an alert from UVA security that a UVA student was sexually assaulted in the area of Roosevelt Boulevard. While I commend the swift response and warning from UVA PD chief Michael Gibson, I can’t help but wonder if a similar alert upon learning Morgan disappeared from the UVA/JPJ campus would have made a difference for her.


A simple Google of “Charlottesville security” produces the front page for HH Security Services, Inc, a local private security and bail bonding firm.  I am no expert but isn’t it a bit odd to claim to protect one’s security and then bond out someone that may threaten it in the first place?


Who is vetting the security that is responsible for ensuring safety?


While HH Security or it’s employees have no known ties whatsoever to the Harrington case, it is a prime example of the weakness of current security regulations, involving students and private events, 6 years in the making.

HH Bail

HH Security, in a business journal ad, claims to hire members of law enforcement and be very well connected with various police departments and security agencies for nightclubs, special events and home security checks as well in 2007.


HH Security is the security firm of choice for Club 216, Buffalo Wild Wings, and Rivals, which are bars frequently visited by UVA students and athletes.


Roderick M Howard, owner of HH Security and H&H Car detailing maintains active licenses issued through the VA Dept of Criminal Justice Services for private security and as a bailbondsman.


While blinkoncrime editors were researching this piece, a review of Albemarle County Court records show Roderick Howard was arrested for felony rape in 1993, subsequently indicted for same and a year later on the first day of trial, pled guilty to misdemeanor sexual battery whereby he was sentenced to 12 months, 11 of which were suspended and two years unsupervised probation.

Howard was also arrested a few times for felony bad checks; both cases ended nolle prosequi.


How can an accused rapist and convicted sexual batterer hold a dual license in the private security sector as well as two classifications of firearms, all of which is monitored by the VADCJS? It is specifically stated in the regulations regarding moral turpitude AND sexual battery that the VADCJS MAY DENY an applicant on those grounds.


According to Mr. Howard’s own advertisement, he has been in the security industry since 1989. Would that mean he was employed in the security field when he was arrested for rape?


Shockingly, It may be perfectly legal. Although the administrative statute for licensure prohibits granting a license to someone with a misdemeanor sexual battery conviction, if Howard divulged the crime in his application and requested a waiver from the director at the time, it is possible one was granted.


Blinkoncrime.com spoke to Lisa McGee, Regulatory Program Manager for DCJS, private security advisory committee:


“…there is a code in the statute that allows the potential for both an individual convicted of a felony and the outlined misdemeanors exceptions contained therein to obtain a director’s waiver. Two felonies we would never even consider are rape and murder, but dependent upon the criminal offense, the circumstances and the length of time that has transpired with a clean record, the verbiage in the statute would allow an applicant to at least request a waiver for our consideration…”  Lisa McGee

Ms. McGee was not able to address Mr. Howard’s file specifically, citing privacy laws, but she was able to verify that Mr. Howard’s registration with the agency is current.


There are however, some discrepancies in the press release written to announce the “restructuring” of both companies, announced October 19th.

For starters, there was only a name change to Mr. Howard’s business, which actually took place prior to the October 19 release date, in May, 2009.


These are not two separate businesses. In fact, the bailbondsman license issued to Mr. Howard’s agent, Anthony Halstead, leads back to Accelerated Bail Bonds, which is not a listed entity in the state of Virginia or listed as a fictitious name for H&H Security Services.


I would be willing to wager that the police departments that allow off duty security employment with this firm would appreciate some clarification on both the personnel and licensing issues.

There has been no arrest in the homicide of Morgan Harrington. In a statement released by Corrine Geller, PR manager for the Virginia State Police, VSP has received approximately 100 significant leads from the release of the sketch of the alleged perpetrator of the 2005 Fairfax County sex assault.


Dan and Gil Harrington will be meeting with new University of Virginia President, Teresa Sullivan, next month to address safety and security issues on campus.

Editors Note: I am not a resident of Virginia. However, I think the interest of the safety of our children is a National one. Any person that is placed in a position of public trust, most especially those that come into contact with our vulnerable students, should be REQUIRED to disclose past convictions that would negate them that position without some sort of subjective “pass”.  How can we know-TRULY KNOW the level of presumed safety if we really aren’t aware of the backgrounds of those in charge of it?

    @CVa Native Away: yes LE needs to look at that truck. I hope LE has questioned a number of the perverts that are located in the area. I think they have a little group on Saturday nites and get stoned, drunk, cracked, and coked. But this is only my opinion from knowing the genre.

    The mud bogging is a hillbilly redneck thing that I think would be their sport of choice.

    I can’t say enough that when the pervs are hauled in eventually, I do not think they will be the normal looking concert goers who work in investment banking. I think they will be the pervs which have previously been id’ed as “offenders”. They will not look like normal people, they will be demented from the crack, coke, and whatever.

    This is my opinion, but I suspect I am correct.

    My thoughts on Granny prior to locating Morgan:

    It’s easy to think of this person as an elderly granny, but consider that she could easily be much younger (50ish, which I now consider to be the new 30ish) and therefore, less afraid to get out of the car and speak up.

    She sat in that interview with her grands Metallica tickets in her hand. She meant business.

    She really only noticed Morgan, because in my estimation, her spidey senses kicked in and she knew she was a young woman in distress. For me the big earring was key. You will not find Morgan with Big earrings in any photo I have seen, but that necklace was chunky and distinct, it flashed in the light to Granny. She goes towards the arena, he toward the street, and then turns back.

    My take: She tries to get back in, he waits in the wings?

    Blink, I thought I would thank you. Through this site and these comments I heard about the book, Gift of Fear. I read it about a week or so ago, and did not realize how quickly I would need it. As I was leaving a library today (on a bright Tuesday afternoon here in Charlottesville, and in full sight of at least 3 people), a young man approached me, grabbed my backpack, and told me to “Get out of here.” I swung around, looked him in the eyes and LOUDLY told him “No, you will not touch me.” I was wearing the backpack, and there was really no quick way to get it off my shoulders.

    It seems that this young punk thought I had stolen his backpack, and that “we could settle this real quick” if he could look inside my backpack. I told him to call a cop if he wanted to look, because he wasn’t going to look at sh–. I also told him that he was never, ever supposed to touch a woman.

    As this was happening, a friend of his approached, and the jerk asked his friend to check to see if the backpack was still in the library. Lo and behold, it was. This jerk had accosted me for nothing. After the deaths of two women in the past school year, one would have hoped this young man would have thought for a second or two before grabbing a woman.

    I’m safe and sound, but still angry. If I hadn’t read the Gift of Fear, I might not have reacted so well. In retrospect, if I had hit him (gut reaction) it most likely would have escalated, and it would have been worse for everyone. I was alert enough to observe him, see the odd behavior in his movement toward me, and most importantly, see his facial expression change a split second before he grabbed me. All these things prepared me for the confrontation – things I might have missed otherwise.

    Thank you for your service to crime victims, and for your help to me – tonight I’m NOT a victim of violence.

    I cannot tell you how important your message was today, thank you for sharing.

    Since I have seen various photos with Morgan wearing big earrings, is it safe to assume you mean photos from that night? In otherwords you saw pics from that night and she wasn’t wearing earrings?

    And are you saying that you think granny confused the big gold earring for the necklace?

    When I say “big earring” or something that is noticable to granny in the dark, I am thinking chunky.
    I have seen her wear many hoops and dangling earrings, but nothing to me that matches that description and if I am not mistaken, she was wearing silver hoops.

    Yes I am saying since granny mentions “a big earring” I feel she mostly saw her profile and it is possible she mistook the necklace for an earring.

    I have always believed granny saw Morgan. Do you know the “friends” that kickee was waiting for, by name? Any familiar ones? Blink, you don’t have to tell us his name to discuss him. Kickee is fine. I’m thinking that after the incident in front of JPJ and the kick, he followed her in to the parking lot, granny witnessed the loud noise, like a slap, the arm lock, and it went from there. I wonder how many “friends” kickee was waiting for.

    cw, regarding land issues. It is my opinion that 3 neighbors, seperate families, burned our 7000 sq ft home under construction down to the ground in 2006, and continue to harass us (dead cat hanging by neck off a tree limb) one neighbor actually laid down in front of 5 concrete trucks to keep them from from building our house, smashed our mailbox and it goes on and on…and on. At first I thought it was because I’m of Greek descent, but my dear husband and our 3 kids are all blond haired, blue eyed all American looking, so I have concluded it is not a that. IT IS ABOUT LAND and development, not in freaking Montana, but only miles from the nation’s capital! Arson unsolved cold case.
    P.S. we rebuilt in 2007, same house, and here I sit, locked and loaded…just in case.

    That is hellacious. I have said this many times, at the end of the day, there is a component to this that is absolutely a smack to Mr. Bass. It is my belief that had that angle been taken seriously, it develops a suspect profile faster.

    I believe she knew the individual, albeit superficially or otherwise, because I believe she had a perception of trust with this person. That could mean that they had a mutual aquaintance, or simply, met outside before the concert and established that rapport.

    As you know, I will never believe Morgan hitchhiked and got into a strangers vehicle.

    Her jacket, her friends, her vehicle, her keys were all unavailable to her, and then also her phone.

    Is it possible she knew sketch? Yes. At this point it is not my personal belief though.

    I believe sketch did not know his DNA was on file in the 2005 incident, and will be his undoing, and the start of the arrests in this case.

    I am thinking Granny is key.

    IMO, I still to this day feel that in the first crucial days, this case got screwed up by investigators believing she was “just a girl who took off on her own accord” and was also trying to quiet the situation for the sake of protecting an image. This is just IMO. I also believe that once Radar got involved, that all changed, but it was a little late in the game and very critical time and/or evidence was sacrificed because of it. I only hope that Morgan’s life was not sarcificed because of it – in other words, I hope Morgan was not alive for several days first ( I ride the fence on this ) and could have been found and was not.

    “We know he is a strong individual,” Leyton said, adding that the suspect is “preying on individuals who are alone on the street.”

    Although I don’t believe this individual killed Morgan, I certainly am aware of just how many men are abducting women these days and are stabbing/raping/killing them. Is it possible that birds of a feather flock together?

    Morgan’s DNA sketch is linked to Fairfax…this sketch is linked to Leesburg. Any chance there could be a connection?

    This is the first time Ive seen you mention that she knew or somewhat knew her attacker or the person she left the concert to meet, or met outside…(I apologize if I missed it if youve mentioned it before)

    This was my initial thought…I cant find the post…but…remember me telling ya’ll the story of how I brilliantly met a cute guy at a grocery store in Virginia and accepted a ride back to GWU? My parents would beat me if they knew that story. Anyway-your thoughts above reiterate my initial thoughts of her trusting her attacker because:
    1. he was an acquaintance from somewhere anywhere….she felt comfortable enought to leave and hang out with him (especially if she had been drinking…”liquid courage” as we used to call it)
    2. She struck up a conversation before the show, a party the week before…anywhere….and felt comfortable leaving with him
    *In this case, I cant see her leaving with anyone who wasnt mildly attractive
    And no offense Mr. Scum, I mean Sketch….you’re hideous. Call me snobby, call me whatever….but I cant see her trusting Sketch….
    UNLESS
    he was WITH someone she knew and trusted or someone she met that was attractive.

    If SKETCH WAS A SECURITY GUARD!!!!!!!!

    Security- IF there is anyone id EVER feel safe taking a ride from (guess I should say FELT) It would be security IN THEIR OFFICIAL LOOKING VEHICLE.

    Someone could have TRANSFERRED to UVA

    graduated and MOVED to Charlottsville (sorry I cant spell it)

    was from that area originally and moved back after college

    Maybe even transferred to the community college
    (This happens often…people “flunk out” or make terrible grades and are forced to leave the big school and transfer to a small community college because their grades are so bad they get kicked out

    They could very well know Morgan or or someone else who knew Morgan who was also in the vacinity of the concert that evening.

    -There’s a good chance (IMO) that if she knew the person she left with, it was someone who she knew from college)

I agree with you that the anti-housing development attitude stretches beyond the borders of Blandemar-AF, North Garden and even Albemarle Cty. Yeah, who or what is the common denominator between: Blandemar, Bundoran, Biscuit Run, etc. Is AF/Bass a catalyst- to prevent or allow- for further development? Maybe I’m way off base here but the motive for placement is at least tangentially tied to this, as I think most of us would agree.

    Just as a thought, there are a variety of people who know how to open a car without a key, I have seen this myself several times. Could Morgan have asked someone to open her car for her, so that she would have a place to stay until the concert is over? Security, perhaps, in one way or the other? Or a firefighter or policeman? These are the professions I would expect to know how to do that, and I can see why she would have trusted the person. He grabbed her, grandma intervened, they parted, she walks across the parking lot hoping to see one of her friends, she spots him again, and, being locked out of the arena, being cold, unable to use her phone, with this pervert on the parking lot, she goes to the bridge to hitch hike? The above scenario is purely speculative.

I live in Christiansburg and naturally was concerned about our Roanoke resident and Tech student. Quite frankly, I was shocked it was still being reported like that after 5 days.

    When I was a student, getting the police involved would have been a last resort. It was a completely different mentality… there were stories of students who asked the police for help, and ended up being fined for a defective break light on their car or similar. We regarded them as our natural enemy. I would probably have been naive enough to try and sort the situation out myself.

    It is possible she did not know him and her trust was placed in him because of his appearance or his approach.
    Such as a uniform or he lied “conned” her in telling her he was a frined of a friend or some other nonsense as he is a professional bullshifter.
    His own family members probably know him as a con-man and he has probably taken advantage of his family members over his lifetime perfecting his ability to obtain confidence in his next victim before he takes advantage of them in some way.. He escalated to Rape and then finally to murder over years of practice.

    I just found that also lily, didn’t know if I should post that or not.

    I’ve been researching the Metzler/Childs murders and I found that 2 hour or so drive wouldn’t have been so long for someone that was in the area and then traveling back to either Roanoke or Charlottesville.
    I mentioned the possible connection between the murders and missing Morgan, but those that read it didn’t seem to see there could be any connection.

    Blink – Apparently this man is 41 not 51.

    I have a different age than both those 2, wanna guess?

    Just wanted to relay a little story. I worked in a prominent restaurant, in DC, back in 1987. There was a strange guy who managed all of the produce and the prep for the high end displayed dishes. Several times when i passed him in the hallway with the walk-in freezers and refrigerators I got a very bad vibe. Every time I had to come or go from my office, I had to pass this guys work area. I tried to go when i thought he wouldn’t notice me. One day I asked my supervisor, “So, what is that guys story? he really creeps me out.” My friend and boss simply said, “Oh, that’s just Haddon. He’s harmless.”

    Well, Haddon was Haddon Clark the serial killer!

    Just to remind everyone, many serial killers manage to get written up in newspapers or interviewed on local TV before they are ever found out. And, they have usually had some run-in with the police. Think in terms of Ted Bundy, Dennis Rader, Haddon Clark. All were spotlighted at one time or another for something newsworthy that didn’t involve their crimes. They also tend to ingratiate themselves or insert themselves into cases with police.(IIRC, Gary Ridgeway)

    I’d look hard at the “socially awkward seemingly helpful or civic minded people.

    @katie- Now I’m going to have to go look up Haddon Clark. I hope he doesn’t freak me out like Joseph Duncan did. (Blink dropped his name on here one time for some reason – no relation this case whatsoever-) Now, I’m not one to double check locks and windows after I know everything is secure, but after reading about him late one night, I did. Let’s just say this guy had me hiding in my own house. I only skimmed the details of his case, refusing to process the words I read. It didn’t matter, though. I was haunted by what he did for days. THAT guy was/is a freakin’ Monster.

    I agree. In fact, I thought she WAS a runaway, because of this and the silence.
    Wonder what made the police think this? Could the answers her friends have led them in this direction?
    Could it be that the friends told the police that she was meeting someone? There is so much we do not know from that night. No hints, no clues, NOTHING about where they were before the concert and what the friends really told the police. I think that is why so much seem OFF. The police know; we just don’t.
    I feel that thought Morgan was safe and therefore, no concern why she did not get back with them.

    I cannot recall, was Morgan’s chunky chain link necklace recovered. If it is missing, I believe if AMW aired it, along with sketch, it might produce some more leads.
