The Jennifer Kesse Case: Six Years of Fears, Tears and Degrees Heat Up The Hunt

Last evening, 6 Years ago at 10:40 PM, Jennifer Kesse’s cell phone battery was removed.

Experts from the newly formed SMART panel concur it was likely removed by the person or persons responsible for her disappearance.

As chronicled in an expose  last week by www.blinkoncrime.com,  current leads are pointing to further investigation of Jennifer’s professional associations and colleagues at Central Florida Investments.

On November 15, 2005, Jennifer’s promotion to Manager of Mortgage Process Engineering  was announced.

Kesse Family Photo

While there is no known indication her responsibilities included corporate real estate acquisition and divestitures, www.blinkoncrime.com’s investigation into her disappearance has uncovered a very notable corporate transaction worthy of a  Made-off* award.

Is this the meeting Jennifer missed that prompted the call by a colleague to her Mother Joyce?

The very morning Jennifer disappeared,  under the direction of CFI’s CEO-  David Siegel- the company sold an undeveloped parcel of commercial land for 4.7million dollars on GrandNational Drive .  The financing agreement was finalized on January 24th and the sales contracts were signed two days later.

Joyce , Don & Associates agreed to pay interest-only installments of 10% on the 4.2million balance monthly until the third year anniversary; at which time a balloon payment for the entire remaining amount was due and payable.  That is like the zeppelin of balloons in commercial real estate without so much as a plat plan or wetland study.

Who agreed to fund the acquisition for JD&A?  Central Florida Investments.

Why CFI would to carry that amount of debt with no “win” on the balance sheet at the start of the decline in home sales leading to lack of funds for time shares, I have no idea.  Why CFI would agree to such a proposal without appropriate due diligence is the next head scratcher.  As the new process improvement specialist- did this come under Jennifer Kesse’s review?

Joy, Don & Associates was the latest brainchild of Osmond Decoteau, and Donna Rachael Daniels.

The short version:  After the dirty duo bought up 2 remaining parcels on International Drive they did not have funds for, Decoteau & Daniels were indicted in 2008 for wire fraud.   Both were accused of bilking investors, landowners and residents of over $20million dollars for properties in Brooklyn, California and Florida.

What started out as the slum-lord version of ponzi worked so well the Trinidad native decided to migrate South and rip off wealthier folks in a warmer climate.  Makes sense if the villagers are crossing the Brooklyn bridge  with torches and  you have been unsuccessful in selling it thus far.

Decoteau is currently in Federal prison awaiting an order for the govt to forcibly medicate him to be competent to stand trial.

Bernie Madoff walks past his cell and mutters “underachieving slacker” under his breathe on his way to Canasta in the rec lounge.

Daniels is free on a $500K bond and is believed to be cooperating with prosecutors.  An unsuccessful hand-written bankruptcy filing was dismissed.  Deconteau set up his family members to buy the property at a loss under the now defunct  Ambeeka  Holding Corp.

In the end CFI got the property back by default.

Members of Decoteau’s extended family also own a timeshare in Westgate’s Sand Lake Resort; the sale of which was processed during Jennifer’s tenure at CFI.

NOT THE VALET

Just about the same time Jenn’s enrapt co-worker Johnny Campos arrives at the CFI offices in Ocoee, the mystery suspect , the only named suspect in her disappearance to date, is parking her car next to the pool at the Huntington On The Green apartments.

He pulls in, quickly reverses and straightens the wheel, waits about 32 seconds and makes his way past 3 separately angled security cameras making no attempt to hide his appearance.

Theories abound about his attire.  Cook, painter, security patrol, bike runner or messenger.

New leads acquired in Jennifer’s case by www.blinkoncrime.com have presented a new possibility.

Is the video a break or a bumper?  We are talking cricket-speak.

While it is not known if she was alone or with a friend,  Jennifer visited the Cricketers Arms 2 month prior to her disappearance.

Could the man parking Jennifer’s car at noon on January 24th, 2006 be wearing a cricket uniform?

Left Image Surveillance Footage

Cricket is a major fave among the younger Euro-set in Orlando as well as the pub named in their honor- The Cricketers Arms.  In 2006 “Cricketers” was located on Industrial Drive and recently re-opened on W. Sand Lake Rd, adjacent to the Sand Lake Resorts owned by Westgate.

Wow, just wow! Sure explains what seems to be with the unexplainable haircut. Having a Mother that has been a hairdresser for 40 years and a Dad that is an avid bike rider most of my 37 years. I just could not make sense of what I was seeing. If that was a haircut someone would recognize it I would think. And I have seen a million different bike helmets being forced to go to bike store after bike store and have never seen one that would have that look, even with a bad photo.
So, it begs the question, who is known to play cricket in her circle of friends. Who did she go with in October? What is the plausable link? Seems to me that if this is a “club” you might have to sign in? Who is signed in that day along with Jennifer. Seems to me if you went on an outing like this you would share that information with someone.

My hinky meter did light up a tad when I read how the company treated Adam when he filed the claim. I just thought it was because “Human Resources” is the wolf in sheep’s clothing…”everything we talk about is confidential”…my azz. Meaning, most corporations use their HR Depts to do their dirty work. If an employee has a complaint….it’s HR’s job to shut em up and keep the company from getting sued.

But what you wrote tonight B, takes hinky to an entire other level.

Either several people were involved or know what happened to Jen or

  11. Patricia says:

So did the Cricketers Arms, when it was on Industrial Drive, sit upon the 2 parcels of land that the Dirty Duo purchased (even though they had no funds to do so)?

And, how long had the deal to purchase the underdeveloped Grand Natl. Blvd. land been in the works before the finalization which happened the week JKesse disappeared? And, who at CFI was instrumental in that deal?

And, has anyone put together a map in this case that can be posted here? A visual would be great, but I’m not too good at that kind of thing.

The first deal between CFI and Joy, Don- was not a listed property, so I do not know. It was zoned commercial, was a former “shoppers world” and I am not seeing any development plans in front of Planning and zoning at the time. I know the 5.8 acre parcel was last on the market for 5.7million.

I have a background in both commercial development and residential development so I know this space pretty well. Commercial developments are what they are so to speak. Which means nobody is going to purchase something with the intent of changing zoning or ordinances which they do not know WOULD be changable without that knowledge up front.

Although I have NO idea why, my gut tells me these hooksters were tauting a variety of shops whereby they would hold the leases and produce substantial monthly income. This was a graduation for these crooks, I saw no other projects like this and quite honestly is the trend investors follow if the market is right.

That said, this agreement wreaks. I have NEVER seen one like it, and I HAVE NEVER seen an underwriter sign off on some of the documents presented as affidavits by Daniels in my life.

With much respect to those in the Real Estate business, I found it to be extremely shady working with builders that were being driven by rising holding costs and excess inventory and I got out when I spent about 200 hours analyzing a new development the landowner insisted developing himself and everything I warned him would happen-did.

The Industrial transactions were brokered deals, again, if I were a loan servicer or broker, I would have caught this on a credit report, and frankly a simple sunbiz check. I have a feeling these two gave quite the presentation.

Blink, after your first article; the ugliness and greed of the industry she worked was screaming through to me as motive, especially when new construction, mortgages, trust deeds and condos are mixed. Mr. Campos “flirting” with her, or even being the perp may not be mutually exclusive.

My question is: if she saw things in this deal and other transactions that troubled her, my guess is she talk about it to her boyfriend or family— do you have any interviews of family member or friend that cover any concerns about work transactions, you can post?

If Jenn was aware of this, and again, we do not know that was of concern to her, she did not mention it to her family the last time she saw them around Christmas. I think we have 2 scenarios to consider-

    1. Did Jennifer stumble on this and have concerns that she exhibited ?

    2. Did someone with intent to harm Jennifer use this information to get help covering up her disappearance? That is a chitload of cash floating around- buys a lot of quiet.

  17. Edward says:

Great work and Very interesting Blink. It really does look like you have found a close match to the image.

    what about the location of the 10:40 cell phone ping ? ..Not Yet ? :}

Not that he would be suspect but Jenns boyfriend being British ..Possibly they went together to that club in October ?
    He likes Cricket ?

    J.C. is a sporter too … possibly ?

I do not know what to think of the fellow from Trinidad. I do not see a direct line from Jennifer to him. She is only a manager.

  18. Blink- I feel like its the most information that has to come light yet- shame it has to be over 6 years for all of this to come to light. Think about what this could have looked like even 3 years ago. Itching to learn even more.

You and many others have worked to find answers in Jenn’s case and support her family for years, I pray the resolution is on the horizon.

If anyone has the time. Go watch some of these players. IMO, look for someone who might have a vitamin D deficiency or the beginnings of osteoporosis. It looks to me like the guy in the pic has a slight hunched upper back. JMO again. Do you agree Blink?

I would love to see a Dateline story on this case. As for the 10:40 cell phone ping and battery removal, was the ping from a location that’s on everyone’s radar already, or will it be another shocking twist? So frustrating that those crucial first detectives didn’t document a single thing for successors to follow up on. Completely unacceptable in my opinion.

We have been advised producers are currently working on an update as we speak, I am not permitted to disclose the who and program, etc.

  24. GeorgiaDad says:

    Great work.

This follow-up article clears things up a lot.

To me, this disappearance was well-planned and orchestrated, it does not seem to be a crime of passion by a jilted-wannabe-lover.

I would seem to be a case of someone telling her, possibly while at work that day (no electronic communication), something along the lines of “Meet me tonight at (site of last ping) and bring the documents with you and we can review them”. This would explain her taking a shower before she left, wearing nice clothes, no evidence of violence in her condo or car, and taking her briefcase with her.

My only problem with the theory would be why she wouldn’t have told her family and/or boyfriend about it.

I have no way to verify Jenn had any participation, analysis or input into the sale of January 24.

I do know whatever her meeting was had to be important enough for a colleague to call her parents.

I do know that there has never (imo) been proper investigation of her work as a potential impetus for her disappearance.

If this is connected to her directly, and not say, the avenue by which one got the help they needed to cover up her disappearance (and right now that is my prevailing theory) I would almost think it was more of a “she did not know what she knew” scenario.

What I am comfortable saying is that Jennifer Kesse did not vanish, and that her disappearance was not random or opportunistic. If Jenn stumbled upon this hornests nest at work, there is absolutely no question in my mind she would have discussed it with at least Drew, if not both he and Joyce.

  25. Shawn says:

Wow!!!!!!!!!!!!!!!!!!!! There is no doubt that the person in the video is wearing the exact same outfit! So, either the person in the video left work in that outfit on 1/24 and commited whatever crime or they dropped off the car on 1/25 and went to work. The Suspect/leads pool just got a whole lot smaller. Is this a waiters uniform at Cricketers the restaraunt? Is this a staff uniform at the field? parking the car at noon, straightening out the wheels, not concealing their face.. imho sounds like a roomate/friend doing another friend a favor before going to work.. Servers go in early.. usually dont make enough to live alone.. ride the bus to work.. definately a staff member at one of the two locations.. anyone who had the day off to go play cricket on a Tuesday isnt walking or riding the bus to go.. the shoes look like the types that restaraunts require employees to wear to avoid slipping… This is HUGE!!!

  26. pale rider says:

One thing that I’d really like to know more about now is what Jenn may have discussed with her manager that last day @ work.

Weren’t they seen leaving the building together @ day’s end?

And definitely who all was involved in this JD&A land deal???

I could write a piece just on the land and properties scams of this crew of folks alone, I wanted to keep the facts tight and specific to Jennifer without being inflammatory.

Yes, Jennifer walked out with John Willman, her supervisor. I have requested an interview with no response. Given the outcome of “Adam”, I can understand the unwillingness to discuss a criminal matter.

These people have millions sitting somewhere, there is no question of that.

I’m wondering how many people there were operating on the old saying “Those in glass houses shouldn’t throw stones”.

I have no idea how to address that. From a legal perspective, this was going on at the time:

1.The week before Jenn disappeared, the lawsuit which brought Federal labor board auditors to CFI shortly thereafter, was filed. Poole v CFI.

    2. The day she was discovered missing the financing agreement is signed prior to a sales agreement, which by my calculations, is not “regulation” for the transaction.

    3. An insurance firm filed a civil suit and ultimately won.

    4. A manager in collections filed a sex harrassment suit against her boss which was ultimately settled out of court. Hysler v CFI

Decoteau went around not only creating mortgage fraud but the extent of his greed include wooing unsuspecting victims and making them pregnant and then using them as straw buyers, having them sign POI’s in the process. Once he got the money and filled his promise for 11 months he left never to be heard of again.

    Quite simply: What motivated him?
Greed, and the ability of getting away with it using the title and escrow companies to do it. You can’t tell me they were not involved. The task force needs to go after the title companies for taking more money than the average closing. They knew what he was doing and they were getting fed by him

  38. Edward says:

Federal prosecutors want to forcibly medicate a delusional man to make him competent to stand trial in a $20 million mortgage fraud scheme, the Daily News has learned.

Osmond Decoteau, 50, suffered an apparent breakdown after he was arrested with his gal pal in 2008 and charged with bilking mortgage lenders and banks.

He was subsequently diagnosed with a rare “delusional disorder” that affects only .03% of the adult population.

Brooklyn Federal Judge Eric Vitaliano has set a hearing for Feb. 17 to determine whether to order prison officials to give Decoteau powerful anti-psychotic drugs – over his objection.

Delusional patients do not view themselves as mentally ill and, unlike schizophrenics, can have a high level of social functioning apart from their delusional behavior, officials say.

Decoteau’s medical records remain sealed, but the delusion appears to be religious in nature.

After the judge informed Decoteau that he had the authority to order a mental evaluation, the defendant shot back that only “the Lord” has authority over him.

He always carries a Bible and often quotes from it, sources said. He boasts of connections with Trinidadian politicians and claims he was working on a novel he predicted would be a best seller.

A native of Trinidad and Tobago, Decoteau was living in a palatial home in Kissimmee, Fla., while fleecing mortgage lenders and banks over the sale of properties in Brooklyn and Florida from 2005 to 2007, prosecutors say.

He and his girlfriend, Donna Daniels, are charged with forming a bogus company to collect millions of dollars in mortgage loans on properties straw buyers purchased at his behest.

Decoteau faces more than 10 years in prison if convicted of wire fraud. His lawyer, Michael Weil, declined to comment.

    Awesome piece, Blink; et al!

Does anyone think it’s possible that the fellow on tape, who was tasked with parking Jen’s car, was actually meant to have left the vehicle at her condominium complex, but inadvertently left the vehicle at this neighboring complex?

Or, is it more likely that he was told to park it at the complex where it was found, to mimic events related to the earlier disappearance of another young woman in the area?

I think it is one of the few close properties CFI does not own.

    B

  41. Titch says:

Blink, I heart you unequivocally. This is exactly what I was talking about when I said something about the company being worth sooo much but doesn’t investigate “Adam Frank’s” claims properly makes me wonder if they’re hiding something big. I know what happened to my friend that used go work for a major bank – she sued them, proved her case & CEOs are now in jail but it took a long time.

Maybe CFI knew the deal was bad but did it anyway bc they knew the land would default to them. Even though it was the beginning of a down industry, land (especially undeveloped) in that area zoned commercial will always be something good to invest in. Too much going on there for it to bottom out. Look at all the sub sourced financial institutions that were just caught, fibed, forced to claim bankruptcy, etc all bc of making loans happen that shouldn’t honestly be a “go”. Too many people in high lucrative positions turned their heads while approving subprime loans. High risk isn’t just about the consumer. Sometimes, especially with regards to a high end loan, well frankly sometimes financial banking is forced through as a deal between the lender and the consumer for a writeoff. It’s fraud but to put it simply, the money collected from interest can be wired through a Nassau Sweep account to collect interest on top of the original interest payment, so either way the lender is making money off a a bad deal and can still claim a loss.

I just heart this whole team, Klaas included. All are amazing.

Time to dig up some more dirt…

I’ve been reading your blog, silently lurking for well over 3 years and decided to finally come out of the closet and contribute. And the only reason I can contribute anything today is due to your newest post mentioning Cricketers Arms, of which I am very familiar. I so admire your work and the dedication you and your team put into every case you set your sights on. Even more grateful that you are working this case – we have way too many single, beautiful women disappearing in Orlando.

I live in Orlando (Ocoee actually) and I used to manage the shopping center where Cricketer’s Pub was originally located on International Drive (to my knowledge they’ve never been located on Industrial Drive and I don’t believe, but could very well be wrong, that there is an Industrial Drive in Orlando). While I can’t contribute much, I can enlighten your readers with a little knowledge of the Pub. The shopping plaza was called “Mercado Mediterranean Village” and was located at 8445 International Drive. I left there in 2005 when the property was lost under Bankruptcy filing. When Mercado went belly up in 2005, Cricketers moved to another location on International Drive in an Outlet Mall. The original property Cricketers was located on (at Mercado) was purchased by a group called Aqua Development, LLC and to this day, the lot sits empty. They bulldozed it, cleared the grounds and proposed to build a “water themed” hotel on the property ~ that has yet to come to fruition. I’m not certain if Aqua even still owns the property. Cricketers is now in it’s third Orlando home located on Sand Lake Road.

I spent many days/evenings @ Cricketer’s and can tell you I rarely, if ever, saw anyone dressed in full Cricket uniforms. More often than not, patrons had on Soccer jerseys as Soccer is big business for Cricketers. I’d venture to guess that Soccer is better at bringing in business than Cricket. During World Cup you can’t get near the place. Brits are huge Soccer fans and there are a lot of British folks living in Orlando now. There is no admission to get into Cricketers and it’s not private (unless there is a private event happening or during World Cup when they charge a small admission to get in). And to my knowledge, the employees do not wear uniforms. I’ve only ever seen them in regular attire (jeans, khakis, etc)and soccer jerseys or personalized Cricketers polo shirts. I know the owners of the pub very well – they are wonderful individuals and some of the nicest guys I’ve ever met.

As much time as I spent in Cricketers, I didn’t even recognize that the person parking the car does appear to be wearing a cricket uniform (or something extremely similar). I can relate to those who wouldn’t recognize it – until you put the photos up side-by-side.

Don’t know that my input was of any help, but I’ll slip back into “lurkdom” now. Keep up the good work ~ I know you and your team can solve this. I can feel it!

JAN- AAAAAH! Thanks for pointing out the Industrial Drive error, it is absolutely International drive. When my piece goes through editing if I abbreviate something it is similar to autocorrect hell, lol.
It has been corrected, thank you.

I also appreciate you weighing in about the cricket uniform, I agree from our research this is likely an individual on his way to a practice or game, and is likely living locally.

I’m with Tarheel. Could CFI have paid off the two initial officers in exchange for the disappearance of their work product and sudden retirement? Couldn’t “Adam” have a retaliation claim against CFI?

I am not a lawyer but given the practice issues that CFI had going on, then and prior to this, which resulted in a favorable remedy for the employees of almost $2million to date, I was shocked to learn he had not consulted counsel.

I have never spoken to Det’s Gauge and Barrett, so what I know is hearsay, but outside of poor detective work I have never heard any grumblings of that.

    Blink,

Do you believe probable cause warrants have been obtained and executed since the recent news conference?

In your opinion, would the warrants be in addition to DNA testing . . . like property search and seizure?

I believe this case will see a few Investigative subpoenas issued to be used in conjunction with probable cause warrants for other case needs.

The thing about an investigative subpoena that is awesome, is that it locks in an individual to their statement and lying in that proceeding is a felony. It is burdensome for the investigators because a level of immunity is granted to anyone testifying (giving a deposition really) so they have to be sure the individual has no complicity wrt to the content to which they are being interviewed in the first place.

    As an example-

If cricket were to come forward, via counsel, If I were his counsel I would advise LE my client wished for an investigative subpoena and establish those ground rules. Anything outside the scope of the agreement would not be open for discussion.

If Le finds cricket, and issues an investigative subpoena, if he retains counsel, he would then only allow him to address whatever he is covered by via the limited use immunity, or whatever is agreed upon upfront.

Let me put it this way- it would be in Cricket’s best interests to come forward via an atty proffer to OPD who would facilitate further with the state. I say that because I do not believe this person had a clue why or for what purpose he dropped off Jennifer’s car.
