The Jennifer Kesse Case: Six Years of Fears, Tears and Degrees Heat Up The Hunt

Last evening, 6 Years ago at 10:40 PM, Jennifer Kesse’s cell phone battery was removed.

Experts from the newly formed SMART panel concur it was likely removed by the person or persons responsible for her disappearance.

As chronicled in an expose  last week by www.blinkoncrime.com,  current leads are pointing to further investigation of Jennifer’s professional associations and colleagues at Central Florida Investments.

On November 15, 2005, Jennifer’s promotion to Manager of Mortgage Process Engineering  was announced.

While there is no known indication her responsibilities included corporate real estate acquisition and divestitures, www.blinkoncrime.com’s investigation into her disappearance has uncovered a very notable corporate transaction worthy of a  Made-off* award.

Is this the meeting Jennifer missed that prompted the call by a colleague to her Mother Joyce?

The very morning Jennifer disappeared,  under the direction of CFI’s CEO-  David Siegel- the company sold an undeveloped parcel of commercial land for 4.7million dollars on GrandNational Drive .  The financing agreement was finalized on January 24th and the sales contracts were signed two days later.

Joyce , Don & Associates agreed to pay interest-only installments of 10% on the 4.2million balance monthly until the third year anniversary; at which time a balloon payment for the entire remaining amount was due and payable.  That is like the zeppelin of balloons in commercial real estate without so much as a plat plan or wetland study.

Who agreed to fund the acquisition for JD&A?  Central Florida Investments.

Why CFI would to carry that amount of debt with no “win” on the balance sheet at the start of the decline in home sales leading to lack of funds for time shares, I have no idea.  Why CFI would agree to such a proposal without appropriate due diligence is the next head scratcher.  As the new process improvement specialist- did this come under Jennifer Kesse’s review?

Joy, Don & Associates was the latest brainchild of Osmond Decoteau, and Donna Rachael Daniels.

The short version:  After the dirty duo bought up 2 remaining parcels on International Drive they did not have funds for, Decoteau & Daniels were indicted in 2008 for wire fraud.   Both were accused of bilking investors, landowners and residents of over $20million dollars for properties in Brooklyn, California and Florida.

What started out as the slum-lord version of ponzi worked so well the Trinidad native decided to migrate South and rip off wealthier folks in a warmer climate.  Makes sense if the villagers are crossing the Brooklyn bridge  with torches and  you have been unsuccessful in selling it thus far.

 

Decoteau is currently in Federal prison awaiting an order for the govt to forcibly medicate him to be competent to stand trial.

Bernie Madoff walks past his cell and mutters “underachieving slacker” under his breathe on his way to Canasta in the rec lounge.

Daniels is free on a $500K bond and is believed to be cooperating with prosecutors.  An unsuccessful hand-written bankruptcy filing was dismissed.  Deconteau set up his family members to buy the property at a loss under the now defunct  Ambeeka  Holding Corp.

In the end CFI got the property back by default.

Members of Decoteau’s extended family also own a timeshare in Westgate’s Sand Lake Resort; the sale of which was processed during Jennifer’s tenure at CFI.

NOT THE VALET

Just about the same time Jenn’s enrapt co-worker Johnny Campos arrives at the CFI offices in Ocoee, the mystery suspect , the only named suspect in her disappearance to date, is parking her car next to the pool at the Huntington On The Green apartments.

He pulls in, quickly reverses and straightens the wheel, waits about 32 seconds and makes his way past 3 separately angled security cameras making no attempt to hide his appearance.

Theories abound about his attire.  Cook, painter, security patrol, bike runner or messenger.

New leads acquired in Jennifer’s case by www.blinkoncrime.com have presented a new possibility.

 

Is the video a break or a bumper?  We are talking cricket-speak.

While it is not known if she was alone or with a friend,  Jennifer visited the Cricketers Arms 2 month prior to her disappearance.

Could the man parking Jennifer’s car at noon on January 24th, 2006 be wearing a cricket uniform?

Cricket is a major fave among the younger Euro-set in Orlando as well as the pub named in their honor- The Cricketers Arms.  In 2006 “Cricketers” was located on Industrial Drive and recently re-opened on W. Sand Lake Rd, adjacent to the Sand Lake Resorts owned by Westgate.

    Thanks Blink! Well that’s a new one for me. Having a table constantly set is not something I’ve seen in my life, so that’s why it jumped out at me. Am I odd for having never seen that in my lifetime?

    @ blink, #1 – do you mean it was jenn’s norm to keep her table set for four?

    that does seem a little strange to me. the guys stayed at the apartment over the weekend. i know you said it was restored to it’s “pre – frat” state – did they reset her table? ( i’m guessing it did not stay in that condition while they were there? ) her brother should be able to verify that.

    otherwise, that means, she came in, dumped her luggage in the hall, did not bother to unpack… but set her table? and yet, did not appear she had anything to eat the night she came home or in the morning?

    maybe… but that feels like another possible element of staging to me. and drew said it was as if the maids had come in. i’m just thinking, either her brother left it that way, jenn came home and did things like that while she was on the phone maybe, rather than unpacking.. or someone who knew her habits came in and “cleaned” her apartment, set things up to look as if she had gotten ready for work, just as, apparantly, it now sounds like they “cleaned” her car

    This is with regard to the Tuesday Jennifer was reported missing a work meeting:

    “while on the way to Orlando the Kesse family requested Mosaic management check on Jennifer’s car and condo.
    Two management staff reported her car parking space was empty and moving on to her condo they found it locked. On entering they found nothing appeared to be disturbed.’
    I can only assume this is a true report.

    Is it normal for management to hold keys to privately owned condos? I see red flags all over that arrangement.

    Someone had to have run the shower for it to be wet when the family arrived. It must have been the perpetrator and he was taking a big risk with that action.
    Or was it someone from Mosaic?

    The mgt. had a master key set as in the case of most condo’s with HOA’s. They DID not have access to passcodes so if an alarm went off and needed to be reset, that tags the system.

    To my knowledge, the request of Jennifer’s parents generated a work order, which includes the name of the individual who entered the unit and the time, etc.

    That said, the master key set had been stolen (or thought to be) the month prior and Jennifer’s lock had not been changed yet- it was not discovered until after she went missing via a police report.

    For me, and what I would recommend, is to never choose a living arrangement where anyone you do not know could have access to your home, period. There is a beautiful young woman named Ginnie Orange who comes to mind.

    I am not convinced about the water droplets in the shower/tub, in terms of if being a definite that the shower was utilized that morning. For all we know, the shower head could have had a leak or not have been turned off properly ( the shower to tub switch). By every account of anyone who knew her, Jennifer was never, ever without her cell phone with her and turned on.

    It was not with her ( if she was at the condo which I do not believe) or on after 10:40PM the night before.

    I hate housework yet when I was young and had a new apartment I can remember leaving my table set with my good dishes etc., sort of staged like a show house. This year my daughter had her first apartment and yes I had the table set with new dishes and linens. It is not that way anymore, there was no room for her to pile her junk. I understand totally having the table set. The car being cleaned is far more interesting to me. This would make sense as to why the cord for her charger would be wrapped around the gear shift. I do not think you would wrap the cord that way unless you were cleaning the car. You would not routinely drive around with the gear shift being restricted that way. Also if someone had done something nefarious to Jenn and was dropping off the victims car would you wear something like a soft cricket cap that would or could identify you? I think it is likely that the car could have been left at a detailing shop with the keys and directions were left to deliver it to the HOG visitors lot. Did the police state emphatically that no keys were with the car? Someone could have left it with cash, keys and a note at the detailing shop. 6 years later how would you check that out?

    There were no keys with the locked car, confirmed.

    As I stated earlier, the gear shift with the charger out bothered me because Jenn’s malibu had a port directly in front of the gear shift with a battery system that would shut it down should the car become low on battery. In other words, no need to pull it out. She would know that, a stranger would not.

    Jenn was proud of her new pad as she should have been, she bought her new place settings a few days before she closed.

    I would argue this as insignificant if she followed the advise of ‘old school’ dudes..(i.e. Dad)….It might not be harmful to keep plugged in but old school dudes might figure ‘why chance it’…turn everything off before turning ignition off…so when ignition is turned on the wipers, radio, fan…cell charger…will not effect the electrical system. JMO

    I agree with you on it’s own, and I do not know how much Jenn paid attention to her cars “features”.

    The consensus is the vehicle was cleaned and vaccumed for a variety of reasons, including there were almost no prints in the vehicle, including Jenn’s, and the limited amount of vaccumings when it was processed for a car that sat closed in heated temps for several days previously at a minimum.

    There was a partial latent found on the DVD player, believed to exclude Jenn or Rob that also would seem to indicate a cleaning.

    Per her Dad, Jenn was a “car slob”. He said when he last saw her during the Holidays, he cleaned and detailed her vehicle for her, and this was mostly the norm.

    Hi Blink & friends! I’ve been doing searches on stuff involving le bc I do find it odd that Jenn’s coworkers weren’t interviewed right away. If so, I believe some of the more recent concerns would have been brought up and should have been investigated immediately. I also find it extremely odd that 2 original OPD investigators working Jenn’s case retired on the same day.

    So in looking up some old info involving cops in that area, I’m reminded of the UCF tailgating incident during a UCF football game at the Citrus Bowl on September 24. 2005. An undercover UCF officer was shot and killed by an OPD bike patrol cop that mistook a “situation” and made it even worse by shooting & killing an officer. The OPD cop was cleared of wrongdoing in December of 2005. There is/was a major million dollar lawsuit on this.

    Jenn goes missing the following January, evening to morning of Jan 24-25 of 2006.

    OPD & UCF cops were at the Citrus Bowl that day to try to curb underage drinking that’s so common in college. The shooting occurred while many people were tailgating. I’m wondering if Jennifer happened to be at that game, maybe tailgating with some of her friends, and witnessed something that could have opposed the OPD.

    —– This is only speculation. I’m just trying to cover angles we haven’t covered before. I happen to like the direction Blink is going in with regards to coworkers. I find the 2 OPD officers retiring on the same day and not keeping a single fricken note on Jennifer’s case to be uber hinky.

    Blink, how could investigators NOT take notes? It’s part of their job descrip. I do think those 2 retired investigators took notes, but I also believe they hid them or threw them away or destroyed them. So the question would be WHY? Why get rid of their notes? How ironic that not just 1 but BOTH didn’t keep their notes? It doesn’t make sense…unless they were covering up something or took some kind of payoff. So if they happened to have been covering up something, could it be covering up their mistakes OR covering up something bigger?

    I have concerns about how that went down, no doubt, nobody is talking about it though.

    the possible scenarios ,are, she was accosted in her parking lot ,as she was going out : to mail the phone,or elsewhere , she was abducted in the parking lot at the place of arrival-a bar to meet someone,the package lot,someones house,or unknowned. it is possible although i hope i am not giving someone an idea, that a married man (johnny) was waiting somewhere and she didnt show up ,being married he kept it secret ,but that person wouldve been calling her , cells do register all incoming calls after being powered off.to me says what ever, who ever -it was planned,if it was love jilt ,he wouldve had to have had a major excuse to get her out of bed at 10 pm ,IF she wasnt interested in him,and it wouldve had to be preplanned if no phone call , unless he showed up at her house. , although it could still be random.

    And, Blink it would have been or should have been charged for the night, because Jennifer used her cell phone as her alarm clock.

    Blink, was the LG charging power cord found inside her condo?

    The wound-up charger cord always suggested to me that a man had done that–either in efficiency or, as Jeff D. said, in “old school” style, or out of anger that the thing was in the way. Now we know “in the way of cleaning.”

    I thought car detailers wore gloves, but clearly not if there is a latent finger/hand print on the dvd player. Then again, anyone Rob knew could have touched the player.

    I don’t think the perpetrator would take the risk of being in Jenn’s car; perhaps he realized that after the fact.

    And Logan. He must have put the dishes back the way he found them and had the other guys help clean before they disbanded. I can see that.

    As for being messy in the bathroom and the car, that tells me those are places she spends more time and is not as relaxed–she’s got stuff on her mind and doesn’t pay much attention to the debris left behind. Drew seems thoughtful and protective and doesn’t want people to judge her (which would hurt her) for having a slobby car. (I’m guessing that Joyce may have tidied up the bathroom a time or two, also.)

    1)Jenn was lured out around 10pm, possibly to the Lake Eleanor office, killed (perhaps near Adam’s brother’s apt), disposed of, her phone battery removed (once he realized he should do that); the car was dropped at the detailers and a worker engaged to deliver it to HOTG.
    The condo was then staged–except for the slept-in side which Jenn may have been lying on while on the phone–to look as if she departed in the morning.

    2.)Jenn was lured out around 10pm to have a drink and get an apology from someone (imo JC) who argued with her that morning. She and her phone were disabled (roofie?)at 10:40pm as the pair were leaving the establishment. The above scenario would follow.

    I think the manner of death would not involve loss of blood, but be more likely strangulation–although perps don’t realize that can make a victim incontinent of bowel and bladder during the act and, after death, there is usually leakage.

    Without mentioning names, I’m wondering if both are one in the same (witness & friend in search) and also found another same name died after argument with her bf so she jumped from a moving vehicle. Pls tell me they’re not all 3 the same person bc if so that’s too coincidental. Can you say if Jenn was at that game I referred to and also can you say that Oct 25th was the dare you were referring to the recent time Jenn was at Cricketers Arms Pub? I found a link to a band that plays there & they post pictures from most dates & venues they play at. Again, some are at Cricketers. If this band does that, probably others do as well. Don’t know if it’ll help but if we can find the last night she was there, I was thinking maybe wr could locate pictures that could show maybe a potential perp.

    I don’t recall anything being said or confirmed that Jennifer was actually at/in the Cricketer Arms January 23-24, 2006.

    Blink’s article says, just above the image of Jennifer’s credit card statement showing the transaction date of October 29 for Cricketer Arms:

    Puts this billed visit back in 2005.

    Re the Mosaic’s master keys being stolen… I forgot all about that. Why did it take for Jenn to go missing for them to report the master keys stolen? They would have known exactly when those keys were stolen & should have advised the residents there asap, then worked with changing locks immediately. Sure it may appear to be a large work order but in hindsight think of the implication now knowing one of their residents went missing. Or did they indeed notify the condo occupants of the stolen masters?

    You did not miss it, I had to file some docs to get some docs, just got them this afternoon.
    Was found at the recycler by the insurance company when they claimed the title and ran the VIN.

    Respectfully Blink, it is easy to confirm something was found but not so easy that something was not found with 2 LE who did not take notes per their admission, who knows? I wonder this because of the brown pocketbook that was returned. Going on the assumption there was no key is it possible that someone delivering the car could have taken the key back to the business for future pick up? If so could somebody have that key waiting for it’s owner? Parking a car in a vistor space would surely bring attention to the car. Was the space near the leasing office. Also by directing someone to park in the visitor spot you would not have to have an actually address at hand.

    I can tell you that LE had to have the dealer make a key to gain access to the vehicle. Drew had the only spare in Bradenton, and he was not permitted at the scene when the car was located nor was he asked to produce one. This is verifiable information based on the corresponding VIN.

    In other words, one cannot make a coded key to that car without a lockservice license which is queued at the dealer.

    I am retracing over everything from this article & your most recent past one. “Adam Frank” mentioned that Johnnyboy has “friends” in Miami. He used to live there, I believe with his wife maybe? Trying to remember all the info collected after you posted his name… Anyway, trying to be constructive so now I’m searching out his past acquaintances in Miami.

    Another note: Jan 23, 2006 is when I believe Jenn disappeared. She was reported missing on the 24th. She’d never have removed her phone’s battery or completely powered it down. A tidbit of info I found is that a past employee or two from Westgate/CFI opened up their own LLC. When I look at the LinkedIN of one of the owners, he advises he’s owner of this same company from January of 2005. There’s no reason for him to inflate his resume due to his background, so why the discrepancy? This LLC wasn’t formed til 2006. It’s odd, which is why I’m noting it. It is a tech company specializing in CCTV, electrical, security installments, etc.

    You may post anything that is public information, most especially if it is from Florida, I would just ask that it be relevant with some nexis. I would be shocked with a company that size if several folks did not have LLC’s or biz interests. In fact I know they do.

    Blink, one question about the cell phone. Jen’s phone was from 2005 or before (unless she had just bought a new one), and cell phone batteries from that era allowed for very limited talk time. Could the fact that it stopped pinging at 10:40 mean that the charge happened to run out at the time, and she fell asleep without charging it? Or does it have to mean that the battery was taken out at that time?

    The talk time for Jenn’s phone was 3 hours and 48 minutes. By my calculations, her phone was in need of a charge unless she was charging it on the way home, and we know her charger was not plugged in in the vehicle.

    Her phone battery was removed from the source, it did not run out of power.

    Is it possible for authorites to subpeona the bank account records of the two retired police officerts that botched this case? Or look at possible questionable purchases made by them? ei. paid off a mortgage, purchased a new car, etc. around this time period.

    Not without a warrant, and I have not seen anything to suggest an upscale situation in any of my research.

    Blink – Re keys…I believe I had a key made for a microchipped car at an Ace Hardware in Richmond, VA. They have a code reader and are able to copy existing key at a lesser cost than dealer. Maybe someone was able to get her set and copy the entire ring i.e., car and home.

    Unless they are licensed to do so, they cannot, I promise. I had a key made to Mr. Blink’s SUV a couple years ago, not realizing you could not duplicate a coded key. We were about to leave on vacay, like Laurel and Hardy one runs in the house thinking the other is outside or whatever, lol, and we end up locking both our keys in the truck.

    Well, it opened the door, but would not start the car. We sat in the driveway for the next hour as AAA made us new keys. It is done via VIN link to dealer database, and programmed via bluetooth.

    VA may be different in statute than FL, but I should hope only a bonded locksmith who is registered similarly to security is the only way outside of your dealer those keys get made.

Like you Blink, I don’t completely trust dogs but in this case it’s pretty interesting that the dog alerted to the Driver’s seat & went right to Jenn’s condo, bypassing the front gate & going directly to an opening in the fence, then to her front door. I am again reminded that there were only 3 other condos being inhabited at the time Jenn disappeared bc they were still in the construction faze.

    Me: Ok, I knew le had video of the valet but didn’t know it was the same day they towed the freaking car away. What was their logic on holding that close to the vest? Also, photographed a gym bag in a dumpster? Is there a reason they didn’t describe the gym bag? They wouldn’t have photographed the stuff in the dumpster if they didn’t suspect it may be related, so why not release the description? If there’s video of homeboy parking the Malibu, then there’s video of the dumpster, right? Or no? Wasn’t that dumpster really close to where the car was parked?

    Furthermore, now that I’m thinking about it, the dude’s sweater found in Jenn’s hamper – did they release a pic of it? Brand?

    The canine information is incorrect in that article. The vehicle was NOT opened at the scene. There are pictures of it on a flatbed being towed. OPD will not even respond to questions about the whole canine result thing now so I think that speaks for itself.

    Yes, they had video on 1/26/06- the gymbag has no known tie to Jenn’s case, but I guess it could be said they won’t know that for sure until an arrest.

Also, her Malibu was parked in DIRECT LINE OF SIGHT of the pool’s surveillance camera, so the sneaky valet WANTED to tantalize by being seen but nondescript. Why? What’s the significance and why dud he pick HOTG to park Jenn’s car? Then to go back to her condo complex is so perplexing, unless it was to clean up some more, maybe run her shower for a few secs to make it look like she was there, maybe lay out a few outfits on her bed, etc…then just bounce.

    One more question: Did le request surveillance from properties along the road on the side of the Misaic where the perp could have entered through the fenced area? If not, why? Since Bo alerted all the way back there directly to the opening in the fence, then le surly had enough to use in a warrant to retrieve video from area surveillance or security cameras.

Police didn’t even open up the car… But it doesn’t make sense about the dog bc how ironic that the dog would even follow a scent right back to her condo… Maybe the dog smelled by the driver’s door, like on the outside? I wonder if they gave the sweater a sniff? Iow, how in the world could the dog “not” smell something if he ran right back to Jenn’s condo, directly bypassing the Mosaic’s main gate & going right to that break in the fence? Could the handler have taken the dog there prior to finding the car?

    We have no way of knowing for sure the specifics of that canine result because it is flat out defective.

    I have met one of the handlers for OPD and 2 for OCSO and their dogs Gerus and Bones- after spending some time with them in the field, I can tell you this would not be a result they would consider credible.

    Overall, with the proper certifications and handlers, I have great respect for cadaver canines and bloodhounds. However, they are only as good as the intelligence is for the area they are searching.

    On the Feb 19, 2010 search, I can tell you there was strong and credible canine evidence that went into the basis of the search and I have not discounted the possibility that a deceased person was moved from that location, or evidence that included the possibility of a deceased person was recovered.

    As to whether or not that had to do with Jennifer, I can’t say.
