Kyron Horman Missing: New Years Eve Settlement Ends Horman Marriage

Portland, OR- In a surprise court hearing,  Judge Henry Kantor signed off on the agreement between Kaine Horman and Terri Moulton Horman to end their marriage this afternoon.

Details of the agreement have not been released publicly, but according to KGW,  a financial settlement to include child support and a lump payment to Terri Horman has been reached.

In what can only be described as a bitter family court feud-  the divorce matter was last in court on December 16th to decide if the Horman landscaper,  Rodolfo Sanchez Estrada -who alleges Terri Horman tried to hire him to murder Kaine Horman at a lunch meeting – would testify.

Judge Kantor has not yet filed an order from that hearing but Attorneys for Terri Horman were granted a continuance from the pending temporary custody motion scheduled for December 19th and 20th.

Eric Estes, a Skyview High School teacher and baseball coach, pleaded guilty Thursday to sexually abusing the 15-year-old son of a family he was living with while playing minor league baseball in Maryland in 1997.

Estes, 42, who was placed on paid administrative leave from the high school in late May 2014, was fired Thursday after he entered his guilty plea, Vancouver School District spokeswoman Patricia Nuzzo said.

    http://news.streetroots.org/2015/01/21/technical-difficulty-sheriff-staton-s-move-replace-person-visits-multnomah-county-jails

“Both County Chair Deborah Kafoury and Commissioner Loretta Smith asked the sheriff to consider keeping in-person visitation as an option in the county’s jails during a meeting Wednesday morning.
County spokesman David Austin says the commissioners were surprised when they learned of Staton’s new approach to visiting, and there will be further discussions.
As an independently elected official, Staton is free to sign contracts and make policy changes within his department without oversight from the Multnomah County Commissioners. According to Austin, Staton didn’t consult with or notify the Board of County Commissioners before signing this contract.
While the commissioners can’t tell the sheriff what to do, they do have some control over budget allocations for his department. Should the board decide to compel a change in Staton’s position, squeezing the budget has traditionally been its only recourse.
As reported by Street Roots earlier this month (“Captive Consumers,” Street Roots, Jan. 2), in 2013, Staton signed a contract with Securus Technologies Inc., agreeing to replace all family and friend in-person visits at county jails with Securus video-visiting service. Once installation is complete, the only way to visit an inmate in county jail will be through a video terminal in the jails’ lobbies or a computer screen from a remote location. Securus’ terminals have attached phones for audio and small display screens for visual. The camera’s positioning above the display screen makes it impossible for the inmate and visitor to make eye contact during a video visit.”
    —–
    imo:
    1) the silent, disappeared Staton did not inform Commissioners controlling his budget in advance of a very significant policy change, GUARANTEEING lawsuits against the County, in advance of signing the contract.
    2) even monkeys in a zoo get better treatment.
    3) what County interests are say middlemen brokers or co contract salesmen, or straw owners, in this company? (or Staton associates from his other associations?

I don’t recall that firm being a line item in his budget proposal- did I miss that?
    Bizarre.

feed off of Corrections (ie mcso & County budgets),
but off of the individual credit & debit cards, of desperate, poor, & most likely minority
    family members of the incarcerated.
imo minority, poor family & friendsof incarcerated in mult cty hails are
Securus’ target sales population. And, you know, Kafoury is imo too stupid to understand that.

A much larger trough for Securous than the County Sheriffs & budgets, which can be lowballed

No conspiracy I can think of is large enough for this monopoly to go unchecked in the US. Imo one patron is “Homeland Security”.
This video system ensures gov’t access to every prisoner-friend/family contact.
Yet, It goes further, to prisoner-Attorney contact.
Staton is such a loser as a Dem, and Kafoury/Smith lack budget-contract supervisory respect from him. And Kitz is out to lunch or in bed (ahem).

Sorry, but this unbid contract, preventing human contact for inmates, and billing the “cards” of likely poor & minority, riles me.

  23. Rose says:

@Blink. if mcso eliminates in person visits from attorneys, famiky & friends, that saves LOTS of Correction deputies budget $. OT Securus is owned by multinational HIG in Miami, 1 cofounder = Bain man (ring a bell?) & the other a Blackstone man. HIG goes for monopoly niches. MCSO Staton will persuade Kafoury due to deputy cost savings.
I suppose the lack of Kyron investigation saves money too.

  24. Rose says:

@TRuth. well, it does demonstrate that in his own business, and therefore likely

Unless they’re referring to some other service, they provide.

  27. T. Ruth says:

Never mind, it is another service, (didn’t finish reading this) but it is interesting to see that not all OR counties use this company.

The video visitation contract was not Securus’ first deal with Multnomah County. It’s been making millions off county inmates for years by collecting fees on inmate phone calls. Under the terms of its new contract with the county, two additional out-of-state corporations are also making money from charges on inmate account deposits and debit cards given to inmates upon their release. The debit cards hold any cash the inmate had on his or her person at their time of arrest, and they have five days to get their cash off the card or it begins to incur fees.

Now that unlikeable male teacher who wanted my otherwise mainstream boy kept in his room, has been indicted & arrested for having & distributing child porn. hehehe. If the prosecutor takes a plea, I’ll be mad. And, I suppose there’s no hope he’ll forfeit his pension. And the male principal who protected him in my day, a golden boy on a rocket to high County promotions, left one day for another State’s job. And now I wonder what might have been hushed up with him.

The point being, no PPS staff should have been ruled out by the bios, & a tort suit & depositions were critical. So why didn’t at least the intelligent Mr Horman pursue the true truth? Originally, I thought he was just a cheapskate, but a tort is contingency, so now My opinion is mcso had some illegality having over his head. maybe his own online dealings (not suggesting child tho).

Wrt young Kyron, it is my opinion that a California certified “Life Skills” sped was wholly inappropriate for Skyline’s population. I suspect mainstream kids were put in his pullout room in part to create a caseload, just like our HS porn purveyor who needed pullout victims in a mainstream age; I wonder if any teacher (Porter, whom Keefer would have backed imo 100%) had recommended Kyron for some % of pullout time the following school year, & Terri being educated had rejected or fought that?

@Rose, That really is the crux, isn’t it, which of course is where the steroids could fit in, or something else shady altogether. There was nothing in those original days that the four parents did that seemed to be what we had seen before in other missing child cases. Everything was weird. They didn’t beg for his return, or even get in front of the cameras for awhile. They were letting LE/SAR look under rocks for a wandering child. They were being “portrayed” as something other than what they were. Naturally they were in shock and vulnerable. Who manipulated them? Who comes out and declares the school that “lost” their child is safe? Who sends their other child there?

At some point we have all asked ourselves what would we have done. And you never really know, but I think they would have been pulling me off the teacher and the principal until I got to the bottom of when and where he was last seen, who he was seen with and who the eff dropped the ball. And, if they tried for one minute to turn it around on me, I would (now know to) get an attorney.

If the school was discussing with the home Kyron’s alleged classroom listening problem and a difficulty following teacher directions–to the extent it engaged & alarmed the Youngs & Kaine enough for them to actually work on it–the Drs’ appointment seeking a “teacher form” was likely the start of a workup for some school intervention the teacher wanted.

and so here is securus. How I would love to have $ & contacts into miami parent hig.

    a critical study:
    http://ktar.com/22/1801386/Report-raises-concern-over-MCSOs-inmate-videovisitation-system

apparently in maricopa cty ( where Staton’s #2 likely got the idea on a junket) pays Securus by contract 12.95 for each “visit” currently costing 5.00. So Securus gets that hefty per visit billed to the County AND bills inmates’ family, friends, & lawyers on their cards. double dipping.

Imo Jacquiss & Bernstein need to retire.

  44. T. Ruth says:

Kyron is well-versed in “stranger danger,” his parents said, but because he has some trouble following directions in school, they have worked with him on listening to teachers and parents in a school setting.

When asked if Kyron might have left Skyline with an adult he didn’t know, Young said she wasn’t sure.

“I can’t say he wouldn’t because [he knew] it’s a stranger danger situation,” Young said. “I don’t know if he would recognize that.”

    http://www.oregonlive.com/portland/index.ssf/2010/06/parents_of_kyron_horman_to_app.html

So Desiree Young says right there that Kyron may very well have left with someone unknown to him, because he would have assumed, as he had been told to, that the adults in that school are NOT strangers and he was to follow their instructions.

    Remember this interview?:

(I’m sorry, but link doesn’t work anymore, it was from June 25, 2010. http://www.kgw.com/video/featured-videos/Raw-Kyrons-parents-full-interview-97177194.html )

    Kaine: We’ve had some concerns…

    Desiree: Yeah.

Kaine: …along with his teacher around listening to instructions from adults while at school.

So we’ve been working with him to try to understand that we need to work with the faculty there, the parents there, the volunteers there to make sure that when they give him instructions he’s following those.

He normally does a very good job at doing that. Just occasionally we get a little bit of that behavior so we’ve really reinforced with him that if you’re at school and you’re working with a parent or a teacher, you need to follow their instructions.

So in that particular environment he would be expected to follow the instructions of an adult…

    Desiree: Yeah.

Kaine: …at school. Outside of school he’s very well versed in the stranger danger and everything else, but in that one particular setting that’s the type of behavior that’s been reinforced through all of us.

    Desiree: Yeah.

    ********

I always thought it was odd that it wasn’t the teacher he was referring to and that he used the term adults and further specifies both parents and volunteers. So who exactly was it that both Porter and the Horman’s were having concerns about whose instructions Kyron had not been following? He is talking about the past, prior to Kyron’s disappearance, although in the second comment he says, yes, “in that environment” (school) he would be expected to follow the instructions of ” an adult”, as in ANY adult, and he makes it sound as though he is referring to the Science Fair day.

I think Rose may be on to something here and I also think that both Kaine & Desiree knew way back here that Kyron was seen with an unidentified man. Of course, I’ve said that before. LOL http://blinkoncrime.com/2012/11/27/kyron-horman-missing-civil-suit-against-terri-horman-delayed-and-sealed/comment-page-26/

Interesting that link still worked in 2013, now it’s “oh, Snap! The page you requested cannot be displayed”, so why was this interview pulled from KGW’s site? (We all know it was a hit. Pun intended.)
