Kyron Horman Missing Case: Terri Horman Breaks Her Silence In People Magazine Interview

New York, NY-  For nearly five and a half years Terri Horman has refused to speak publicly about her step-sons case.  Outside of one assertion of her innocence while on the stand in a name change hearing she ultimately was denied, Horman did not speak to any reporters or answer any of their questions regarding Kyron Hormans disappearance. Until Now.

Horman courtesy of People

Horman was interviewed by People Magazines Elaine Aradillas for both the print and online editions,  and will be doing a series of personal interviews over the next week, to include wwww.blinkoncrime.com.

In the brief online video excerpt , the second part to air on ABC’s Good Morning America Friday morning,  Horman  maintains she is deaf in her left ear, a critical factor in the outcome of her first polygraph.

“… At what point are Kyron’s biological parents going to realize I don’t have the answers, they need to change this thing around…”

“…There is so much the public is not being told about this investigation, that’s why I am doing this- nobody is looking for Kyron…”

Horman’s interview drew sharp reactions from Kaine Horman and Desiree Young, Kyron’s parents.

“…Why is she silent for 5 1/2 years if she is innocent.  I want her to tell me where Kyron is.  If she is innocent she should call Multnomah County Sheriffs Office and sit down for an interview…”-  Desiree Young

“Hi friends. Yes I am well aware of the tabloid journalism piece in the media today. FYI – there will be more of the same coming Friday
We have a HOST of MCSO and FBI investigators STILL standing by with interviews and polygraphs when someone actually wants to cooperate. FEEL FREE TO STOP BY THEY ARE WAITING!! STILL!! Until then we’ll stick with the scores of people with valid/accurate information and the failed polygraphs as the only actual actions taken to-date.  To all of you: how about not linking the article/interview?
REMEMBER KYRON?!?!? This is what we need to be focused on!!
Love you Kyron!!” – Kaine Horman post on his Facebook Page

Christina Stoy, www.blinkoncrime.com Editor In Chief was able to confirm with Ms. Horman directly that she has been willing to meet with Kyron’s investigators both previously and in the future with the sole provision that it be conducted in the presence of her Attorney,  Portland criminal defense lawyer Stephen Houze.

Horman went on to say that investigators with the Multnomah County Sheriff’s Office have been well aware of “that” over the last five and a half years and they have never requested an interview.  Um, What?

Horman reveals some shocking details about the subsequent polygraphs examinations referenced by Kaine Horman and Desiree Young and other allegations of improper tactics on behalf of MCSO in the second half of her interview to air tomorrow morning on abc’s GMA and on Nightline.

When one witnesses drug buys in a public park within sight of the PPB location, things no longer belong to the people, but to the high dollar crooks running the drug business.

The eleven thousand no-bid contract for a spreadsheet design works out to a little over seventy-three dollars per hour. That is not out of line for those type of services. However, it was a no-bid contract which may violate state law.

The real problem is why didn’t the school district have several people already in their administrative staff or even classroom teachers that could design and build an automated spreadsheet of the type that was contracted.

From the beginning, spreadsheet programs have provided some level of programming for performing math related tasks. Lotus was the first that provided more sophisticated features and then Microsoft joined in with Excell. I can remember using VisiCalc to build a program for a church where they were interested in attendance and other things regarding membership activities.

last night I read an email chain likely found by googling Jenny Malheur relating to a WW information request by WW Nigel Jacquiss wrt the “research” done by Staton in tge Citizens review committee. It was about Jan 11. I can’t find tge url now, too many crossword searches in History.

But, she wrote Underhill attaching the request, and he replied no orobkem, release everything you have. In thus string, she also cc’d Mary L, using the title Chief Feputy. So before the Settlement, there was no Acting attached. I suppose she gets tge salary attached to tge titke, too. Doubt Staton rolled that back. But since she heads Business and Budget and IT, she’ll find a way to sell it to the Budgeteers. Bailey’s out campaigning anyway. Nothing in ML’s education or experience appears to have made her a merit selection for Chief Deputy Business, excepting managing a jail budget recently.

In the chain Malheur averred she had found no misconduct (in the research).
Attached was the Chief Deputy’s work product for Staton with “google” penciled in from some info.
Any secretary who prepared that product for an agency head shoukd have been sent back to high school. Looks like the work product of a HS volunteer. Sloppy cut and paste phrases with poor capitalization, spelling.

“McIntyre wished this whole affair would go away; he wished he could call the whole thing off. He couldn’t, though. He knew that now. He had to face what he’d done five years before. Not a word of Laverne Pavlinac’s story was true. Nor were any of his own lofty, passionate proclamations to Pavlinac’s jury. Pavlinac’s face was not that of a murderer.

Had they all suffered from tunnel vision once they started hearing Pavlinac’s stories? Had the detectives, trying to corroborate those stories, asked questions that led and fed Pavlinac? Had the detectives, regarding her as a victim, drinking her coffee and driving her around, grown too close and unguarded? Had the detectives manipulated Sosnovske with their hypothetical questions? Or was it all Pavlinac’s fault? Was she that masterful a manipulator and deceiver?
Each theory had its supporters. Whatever the reasons, McIntyre had to admit: They’d all been utterly, colossally mistaken. Even in honorable hands, the criminal system could convict the innocent.

McIntyre called his boss. “We have the wrong people in jail,” he told Schrunk.

    http://www.oregonlive.com/portland/index.ssf/2016/03/sheriff_dan_statons_sister.html#incart_2box
Before the CRC’s monthly meeting, he verified he was not to speak.
Though he says that’s why he went.
His sister was the only public comment, and she distributed her written remarks to the CRC.
imo they both drank the same koolaid at the family table.
His attendance despite bejng told he would not testify indicates to me he is monitoring the entire
CRC process closely. which suggests a bunker mentality.
PS I thought most Multnomah gangs were latino or skinhead. maybe a local like the Sheriff’s sister knows more.

If you have not read the above link- my best descriptor is to remove any liquids out of your mouth. As an MS candidate in Criminology and a practicing CLI, I could not believe the inaccuracy and blatant insensitivity of Dodd’s commentary.

This is a very simple exercise for any base level analyst or crime stats analyst. If the impetus for the comments was the Lamb audit re excessive force, then quite simply, one takes the reference documents (actors/prisoners/deputies) + incident reports for analysis. Tracking by inmate number will reflect the conviction, prior records and of course any gang affiliation. On such a small sample, no doubt this already exists in the citations and exhibits of Lamb’s report. If I were a betting person, Lamb felt this part of the presentation was to contain confidential information not releasable to the public and Staton tried to hide behind that prudent decision by saying he did not understand where her data was derived.

Actually, Multnomah County has no quantifiable gang tracking and it got them a grant- which, btw, indicates a sharp decrease in felony gang crime, although a misdemeanor rise. Which…. (sigh) flies in the face of usage of the “using violent crime” as a proxy method.

Multnomah County emphasis on Youth gang reform (Asian): http://www.oregonlive.com/politics/index.ssf/2015/02/john_kitzhaber_granted_clemenc.html

That research took me about 3 clicks without referencing any vast resources to counter Dodd’s claims, which btw, are not even true of her brothers jurisdiction. Moreover, the 2 major issues MC is facing is its juvenile system and Le treatment of mentally ill. Did I miss where Staton or any of his staff requested that audit considering his claims that issue is the major consumer of his overtime woes?

Respectfully, this man is a glorified warden. That’s fine if one continues their Administrative education and models as a result, but in my estimation this is exactly why a sheriff should be appointed based on merit and resume, not elected.

I would say would be interesting to see this fam on “The Family Feud” but I doubt Steve Harvey would have them.

    from WW ”
“Multiple sources tell WW that Dodd was part of a group seated with Staton at the hearing in a group with Staton. Staton’s mother, Ann Putnam confirmed to WW this afternoon that Dodd is Staton’s sister, and spoke in his defense.”
I gather he and mama didn’t grab Kim by the coattails and tell her to sit down and be quiet. And likely she was so proud of her written remarks she gave her family group a copy at the meeting before submitting it. Doesn’t this sound like a tea party Sheriff? He’s reminding me of Trump to be honest, using the family. Tho Staton doesn’t have 2 Slavic wives, 3 in all.
@TKG, and is the second family female name a regular Soldier either?
Staton and his extended family obviously have strong views on some topics.
He and his extended family must have strong views on the Horman investigation, because it has not budged.

  27. Rose says:

    @Blink. thank you for info.
If there is been a sharp decrease in felony gang crime, along with a sharp increase in misdemeanor same charge, to me that means the new DA in town had a sharp increase in plea bargains in that element of an individual’s charges. Which is consistent with Underhill’s promised easier hand on nonviolent crime incarcerations. Probably irriating Staton wrt gang enforcements. Fodder for family dknner table.
    —-
Initially Staton did not hide behind I don’t kniw the data source.
He hid behind I didn’t know about the audit report.

If one continues one’s administrative education (credibly).
Yes, I did wonder that wrt the new Chief Deputy Business over Budget, IT, etc.
And since her promotion was apparently last fall after Smith’s demotion, it was likely the primary reason Rhea Marshman (that her name?) and Lamb left. Shoukd’ve been Rhea’s promotion in her mind I bet.
So why didn’t Staton’s just take 2-3 deputies who were loyal and fund-match (from his slush fund)
their parttime night MBA programs at some point since 2009? Wonder if some of these deputies, like Mary, grew up with him in Gresham.
    —-
Anyway, Sheriff’s visible and blatant attendance with his family and a large group (of supporters) at a CRC meeting knowing he was not on the agenda suggests there is no chance whatsoever he will voluntarily resign. One supposes his wife was caring for her young teen daughter?
    —-
The public’s hope is the single case before the Labor Commissioner, Avakian, in his election year, filed by tge seasoned and wiley Riddell on behalf of Ritchie.

  28. Rose says:

correction demotion of Yankee, not Smith.
(Smith remains the IA deputy in charge of “holding audits”)

  29. Rose says:

You realize all this press wrt Dodd’s statement is mere campaign speech to rally
the County tea party wing behind his continued office retention.
I see it as planned speech being given a huge press airing to voters
without critical thinking skills, or a Blink.

  30. Rose says:

Actually, isn’t the Sherriff’s attendance with a large group inclusive of family members when he knew he was was not on the agenda another act of nonverbal intimidation? If I were press, I would have asked each CRC member privately if they looked beyond race and crime, did they feel intimidated by his famiky-based “gang’s presence in the conduct of their deliberations?

  31. Rose says:

    from WW url above:
“. Staton says he laid off Amanda Lamb for financial reasons”
The Labor Commissioner needs to look into the merit promotion process resulting in Lindstrand getting
the Chief Deputy position hitting Yankee’s rear going out the door.
Perhaps others in line at mcso, Rhea, or Reiser, could file a BOLI complaint?
Doubke paying 2 chief deputies for the same position seems like a bigger financial
    waste than an auditor’s salary.

  32. T. Ruth says:

Is it possible that Kim Dodd is related to officer Dodd who DD shot?

  33. A Texas Grandfather says:

“Respectfully, this man is a glorified warden” as are most of those making up the leadership of MCSO. I normally do not subscribe to the idea of an appointed Sheriff, but in this case, it may be necessary to begin the steps necessary to clean up and build a real professional organization that works for all the people.

One has to hand it to Stanton for trying to always control the action and narrative whether factual or not. Using his sister and then claiming he did not agree with her statements when things didn’t go well shows his game.

A Sheriff with good administrative skills and knowledgeable of the law should be searched for by the Commission and when found appointed. The next step would be to set aside the union that exists in the LE community during the correction phase. This may be the most difficult task.

All major communities across the country are faced with youth that do not behave themselves in society. It is NOT racist to call-out blacks or Asians or any other group that create social behavior problems.

Most of the problems are created by families headed by a female single parent who made poor choices as a teen and later. Not having an education and using the children she creates as a means to obtain financial help from the government.

Oregon Bureau of Labor and Industries Will Investigate Whistleblower Complaint Against Sheriff Dan Staton

Ritchie’s BOLI complaint covers much of the same ground as a tort claim notice he filed against Staton last month. The difference is that BOLI is an independent state agency that investigates workplace and civil rights violations. That could broaden the scope of scrutiny that Staton’s agency is undergoing.

  44. Rose says:

@ATG. Can’t have an aappointive Sheriff unless the Citizens (review Comm) recommend a change to the County Charter be put before the voters (and it’s too late for that this election year of heavy voter turnout). They’re apparently gonna put that issue and school bonds out later in a light turn out year. And you can be sure when it’s on the ballot all the Oregon constitutional Sheriffs and their constituents will campaign heaviky against it.

The only thing I can see besides the Labor Commissioner’s case by case approach, right now Ritchie, is some leadership by the DA, breaking ranks with Staton and holding him publically accountable. He started with telling the City Attorney she could put it all out there to Jacquiss in the google matter. It would be a major step if the DA put it all out there re mcso’s “work” in the Horman investigation in 2010 and thru the Task Force period into 2011 if Jacquiss woukd request it (the specious Sting; the groundless RO, etc) On the other hand, I guess the DA needs to protect the ADAs then assigned like Heidi and Rees.

  45. Rose says:

@erose. thank you for the url; it’s a shame each County can’t regulate its own officer use of deadly force policies and training without a Senate Bill.
It looks like by Intergovernmental Agreements, all the Muktnomah LE agencies specify the E Cty Major Crimes team will be the investigating entity in these situations. Apparently they already have been, and that has gone well because the associated grand juries on these incidents historically clear the officer in that County.
In the near term mcso will shortly have absorbed every local PD (wood village, troutdale, and is supposed to roll up Fairview next) except Gresham (where Staton is from).

  48. Rose says:

opinion….to think about the last four years of promotions/demotions in mcso, especially in the period when he publically contemplated retiring to run this year for Gresham’s Commissioned’s seat in one press piece, is to realize the promotions had to embed Staton’s succession planning. And it would be a person sharing his Constitutional Sheriff politico-cultural worldview. Right now, rocketeer Gates seems in the lead, with Lindstrand closing from behind. And Reiser falling behind. Don’t know their political beliefs, tho. But for one of them, hugs used to go with the job, per Yankee.
