Kyron Horman Missing: New Years Eve Settlement Ends Horman Marriage
Portland, OR- In a surprise court hearing, Judge Henry Kantor signed off on the agreement between Kaine Horman and Terri Moulton Horman to end their marriage this afternoon.
Details of the agreement have not been released publicly, but according to KGW, a financial settlement to include child support and a lump payment to Terri Horman has been reached.
In what can only be described as a bitter family court feud- the divorce matter was last in court on December 16th to decide if the Horman landscaper, Rodolfo Sanchez Estrada -who alleges Terri Horman tried to hire him to murder Kaine Horman at a lunch meeting – would testify.
Judge Kantor has not yet filed an order from that hearing but Attorneys for Terri Horman were granted a continuance from the pending temporary custody motion scheduled for December 19th and 20th.

I wonder when KKR became aware he was not considered a violent offender in ID. They certainly need to pin down his whereabouts on 06-04-10. BTW, Federal Way to Portland isn’t that far to drive. He could have visited his aunt in Lake Oswego on a day trip. From everything I understand a person like this doesn’t commit violent crimes like this in the ’80′s and then stop. He should be looked at for every missing child, especially little boys from ’07-’15.

In March 2009, Rasmuson moved into a home northeast of Lompoc above the La Purisima Golf Course. As required by law, Sheriff’s deputies warned neighbors along Cebada Canyon Road of his presence, at the same time noting it is illegal to discriminate or harass a registered sex offender. He lived there for some time — how long isn’t clear — before bouncing around the state, moving to Oregon and Washington, and eventually settling in Idaho in 2010. Residents of Sandpoint protested, but they were told that though Rasmuson is considered a sexually violent predator in California, he’s not in Idaho.

KKR was opportunistic..a boy on a bike, a boy outside with other little ones playing with skateboards. Seems like he’d be driving by & see an opportunity. He took the boys away by car. His disposal sites — no serious effort to dispose of long term but increasingly concealed..a wash, then behind a construction sand pile (imo a big one), then the desert. He was unconcerned with witnesses or his license plate being recorded. He used a ruse. I can see KKR on Skyline Drive, seeing the sign ya’ll come on in and the many cars, and just being driven to go look. After that all he had to do was go to a room on ground floor with an exit door and use a quick ruse, and off he goes. In the past 6-7 yos were easy to scoop up & throw in his car. Imo he’d have jettisoned the glasses before throwing K in because at that point he didnt intend to kill and didn’t want to be id’d later securely. Imo Kyron would’ve been gone in 24 hours. It seems to me if all those2010 sar teams entertained the idea of a quick serial violent predator, which they should’ve done given SZ’s ruse, they would’ve combed the Forest Park. So anyway, KKR’s MO tends to fit the SF and child.

So my questions to the teacher are:
1 – I know the FBI shares resources and assists in investigations, but on a practical level, what does that mean? For example, do they do their own work and give other agencies a report, or do they actually have investigators join them to observe and learn? In other words, would/could MCSO have acquired/improved any of their own skills from working with the FBI, or simply received a summary of their notes on Terri?
It varies. In this case, the FBI was called in by Staton- but I am aware of some field activity in the region (as you all are) that I have to believe was part of his decision. The FBI does operate in assist mode- HOWEVER- they may not break protocol of their own agency, which means, for all intent and purposes, the FBI was lead in the CART response, and likely initial prior experience data, etc, but they should have been working in tandem with MCSO investigators.
The issue here, in my view, you had a team of k9 handlers and SAR staff basically deputized to be investigators in the highest profile case the region has seen- involving a young child. Staton knew his staff was never going to break this case if Ky were not found through the SAR efforts. I commend him for that. Yes, I certainly hope that some MCSO staff benefited from the limited exposure they had with the FBI- but from my purview- I am under the impression that the strongest FBI asset was detailed with TH out of the Portland office. I presume she provided an assessment of her to MCSO (likely through a report filed with her superior and IF I SAY IF.. they had determined Kys abduction was possibly steroid related pursuant to the operation going on across town- they would have taken over potentially.
I know there are excellent FBI training opportunities because some of our officers in Milwaukie have attended those. I’m thinking more of on the job experience involving regular debriefings, planning, etc. (I agree it isn’t practical to train everyone about everything when many things are relatively rare occurrences.) I trained with some Gresham Police in 2013-

with her knowledge and consent- Moreover, it is my verified understanding that this SA accompanied TH on her several route re dos. TH had zero time unaccounted for and was nowhere near Sauvie. I have more on that but do not have permission to release it.
3 – Does Houze have the right to subpoena FBI agents about an investigation if he ever wanted to?
For something actionable in an open case situation, or certainly a closed investigation that cannot be subject to exempt, yes. Anyone can FOIA request non-exempt records and files. In a criminal matter his office would be subject to standard discovery procedures. Now- a civil attorney would have a much wider berth if say, TH were to file a civil suit against MCSO.

4 – Did the FBI stop investigating Terri because they found no indication there was any reason to continue, or because MCSO decided to scale down the investigation? Would any of the expenses for the FBI investigation come from MCSO’s budget? The FBI picks up their tab- MCSO decides their needs or the FBI says when they no longer have investigative value to support.
5 – I am assuming that as long as MCSO was taking the lead in this investigation, the FBI would probably not talk directly with the bios about their own results – is this right?
A common thread in this case is that MCSO and the DA frequently lied to the principals in this case. It is my personal view the FBI saw that and in no uncertain terms would not be a party to it. It is my personal opinion that the FBI believes this was either a known male that was present at the Fair and secreted Kyron while he reappeared to offer an alibi or this was a stranger event based on access and opportunity. In both cases if true this was a sexually motivated crime and Kyron was deceased within hours, sadly.

wrt to FBI – assets deployed, & Portland office.
Iirc two types of fbi assets were initially deployed. 1) personnel experienced in profiling and abductions from more than one US Regional office–not the specialty unit in Quantico. Thus, not a pre-existing regional team, but a personnel blend from different geographically proximate offices available to fly in that Friday nite.
2) local Portland field office personnel for ordinary tasks such as Blink described a female agent paired with Terri. Imo the Portland field office was then focused on drugs and “terrorism” (ie Muslim gotchas), and probably not deep in child abduction experience. Grunt field office agents do things like field background checks for govt jobs, and are nothing like fbi tv role play. Staton needs to follow that 2014 FBI paper and call in Quantico for a formal consult. Except, iirc, next year is an election year.

The then Dir of the local fbi field office was a recent promotion,preretirement, from Calif (iirc Northern), so altho he was a drug specialist, he should have remembered Rasmuson fit the SZ profile if unknown and had been controversially released, and then found he was on the move in June 2010.

seems to me if anyone was to Q rasmuson, they’d have to wait until he pleads & secures life inside his mental hospital w/o parole. COEUR D’ALENE, Idaho — A long-haul truck driver from Coeur d’Alene who served as a church youth camp counselor is accused of raping and abusing underage boys in Spokane and Kootenai counties.
The Spokesman-Review reports that 30-year-old Kevin Sloniker is charged with rape and two counts of lewd conduct involving two underage boys. He is a suspect in the sexual abuse of at least eight other boys over the past decade.
Sloniker appeared in court Friday. He does not yet have an attorney.
He was arrested Sept. 14 in Menomonie, Wisconsin, and extradited to Idaho. He was booked into the Kootenai County jail on Oct. 9.
According to court documents, Sloniker is accused of raping and assaulting one Coeur d’Alene boy repeatedly over the past six years, and having lewd conduct with a 9-year-old boy from Newport, Washington.
It sounds like mcso/da were & are desperate to find a link between stepmother & SZ because
no one in LE, the judiciary, or PPS wanted to admit an opportunistic predator walked
into a wide open school, which habitually violated several pps safety policies,
and left with a child with the permission of a teacher.
This article might have been posted before, but it certainly suggests that someone somewhere in LE was looking at SO’s after Kyron was abducted, specifically in Beaverton. Not all 22 names were revealed.

@Blink, When a pedophile progresses to killing victims, does he ever “not kill” his victims? Would the perp who took Kyron have to either be a) a first timer who had escalated past say porn, or b) a serial offender that was either released and re-offended, or c) a serial offender never caught. Is there a “d” I am not think of? And would this perp be different from a Sandusky type who grooms his victims and seduces them with gifts and manipulation?
I wish I had a better response but all I can give you is empirical and even that is subjective because I really cant profile a singular event- the odds are this offender is a criminal serial violent pedophile who is either a stranger or who was a targeted associate (NOS). If you review the link you and others posted on Heinrich- you can see that in some instances such depravity can go unchecked for years and in his case- did he just injure Wetterling so badly that he had to kill him? Was he the last victim? These profiles are all over the place for stranger and/or/ associated targets. I am willing to bet Kyrons abductor is sitting right in MCSO files.

in the case of rasmuson, he was pretty driven, but at least on some occasions seemed to act out as part of an SO group met in the hospital, and probably was not dominant. His is a good argument for continuous hospitalization or treatment to include chemical castration under strict supervision. If he did do kyron it would be while in transit in State without supervision. An argument he did not preoccend or reoffend in OR woukd be he was in Calif and ID under supervision.

If it was a crime of opportunity, we can say he resides locally or was in transit between 2 registered residences (ie Lompoc & Federal Way). If he is in mcso’s data base, that would be as a registered residential SO (tho the in-transits like rasmuson would be omitted). Registered SOs are public info. Couldn’t Desiree’s repr (PI, lawyer, whatever) get a list of all SOs registered in Mult & adjoining counties the two weeks preceeding June 4? Likewise those out of compliance due to failure to reguister should be available to her PI. Unless she had no $ left over for a PI after stalking, suing, & searching.
I simply meant his identity and potential interview has crested the police file. I don’t know in what capacity, but I feel pretty strongly I am going to be correct on that point. B
An area of mcso’s likely omission bigger than Rasmuson would be registered so’s fitting the profile (violent, serial, sex, prepubescent boys) who were registered in CA thru early spring 200 and whose next registration was late summer or fall in OR, WA, ID, Montana etc. This feels like some underground chat room exists shared by former SO inmates suggesting the most hassle-free locations to move to.
