Kyron Horman Missing Case: Terri Horman Breaks Her Silence In People Magazine Interview

New York, NY-  For nearly five and a half years Terri Horman has refused to speak publicly about her step-sons case.  Outside of one assertion of her innocence while on the stand in a name change hearing she ultimately was denied, Horman did not speak to any reporters or answer any of their questions regarding Kyron Hormans disappearance. Until Now.

Horman was interviewed by People Magazines Elaine Aradillas for both the print and online editions,  and will be doing a series of personal interviews over the next week, to include wwww.blinkoncrime.com.

In the brief online video excerpt , the second part to air on ABC’s Good Morning America Friday morning,  Horman  maintains she is deaf in her left ear, a critical factor in the outcome of her first polygraph.

“… At what point are Kyron’s biological parents going to realize I don’t have the answers, they need to change this thing around…”

“…There is so much the public is not being told about this investigation, that’s why I am doing this- nobody is looking for Kyron…”

Horman’s interview drew sharp reactions from Kaine Horman and Desiree Young, Kyron’s parents.

“…Why is she silent for 5 1/2 years if she is innocent.  I want her to tell me where Kyron is.  If she is innocent she should call Multnomah County Sheriffs Office and sit down for an interview…”-  Desiree Young

Christina Stoy, www.blinkoncrime.com Editor In Chief was able to confirm with Ms. Horman directly that she has been willing to meet with Kyron’s investigators both previously and in the future with the sole provision that it be conducted in the presence of her Attorney,  Portland criminal defense lawyer Stephen Houze.

Horman went on to say that investigators with the Multnomah County Sheriff’s Office have been well aware of “that” over the last five and a half years and they have never requested an interview.  Um, What?

Horman reveals some shocking details about the subsequent polygraphs examinations referenced by Kaine Horman and Desiree Young and other allegations of improper tactics on behalf of MCSO in the second half of her interview to air tomorrow morning on abc’s GMA and on Nightline.

    I believe in most of what you are saying. I worked with both of these people for my entire career. The best part is that I was on the bottom of the food chain and did not have to endure what the command staff have been forced to adhere too. After the corrections division voted no confidence is Staton he became tougher to deal with. Made the entire command staff, Lts and above sign a letter stating they are wth him on every issue. If not, start looking for another job. That letter was signed by all, except one Lt.
    Staton has the right to run the Sheriff’s office in anyway he wishes as long as it is in a legal manner. For the most part, line staff dealt with the frustrations of having to do MORE, with LESS. In the last 15 years, the Sheriff’s Office budget was told by commissioners to cut, cut, and keep cutting. Yes, the comissioners are just his bankers, and even though the sheriff is an elected official, the commissioners hold the purse strings on budget. The commsioners don’t care how the money is spent, but they give him just so much money. I think with what could be corruption, commissioners were responsible for he closures of the troutdale farm and the restitution center.
    You are dead wrong concerning the start up the restitution center and its closure. The restitution center was a part of the corrections division from the mid 80s. One of the commissioners was married to a man who was an achitecht. His firm wanted the center to turn into housing. That’s when it was closed. Sme time later, Commissioner Rojo-Disteffie, probable spelt wrong, she completely upset the people from then INS and overnight INS pulled 200 INS held inmates from Multnomah County. That opened the door to close the Troutdale jail, and eventual sale to McMinnimen Bros.
    Most people who make it through a career in law enforcement grow thick skin. You have to let things roll off your back in order to make it that long. But our society has changed. Many people lack respect for others, and it shows in how they communicate.

    to be honest tkg, imo he is not particularly corrupt just in my opinion based on his press way managerially inept, and a foul-mouthed, thick-headed, secretive, misogenistic autocratic manager (altho his management style as documented by Riddell wrt his Chief Business Deputy is shocking) who in fact micromanaged kyron’s investigation.

    I suggest we look back at each time Staton announced he made management team or lead changes dating to 2010 and try to ascertain why. what prompted the investigatory change?
    knowing he covers up, lies, and wants to work with beautiful bodies male or female.

    Maybe I am missing something but Staton isn’t exactly svelte or uber fit. Heres how I look at this- there can be NO Doubt that there is a very deep and very large wave of growing distrust (mild) of LE in the US. Not specifically just LE, but as a jump off point for the hiccups in our criminal justice system and due process. If that sounds self serving to my recent content on BOC- I wish the Hell I was writing about the case that just closed “swimmingly” because I happen to believe strongly models for success are an excellent training map.

    In 2015 alone there was a record number of exonerations in this country of 149- an average of 14 years spent in prison each for wrongful convictions. When you add to that an investigative agency the size of MCSO led by a jailer with zero investigative training leading similar acumen with a virtual magic wand deputizing the barge brigade ( while throwing fistfuls of cash and pension bumps) at the staff- if this were a company would it be Enron? Cellgene? (arms length disclosure- I worked for an Agency that designed an early Annual report and some PR for them- pre SEC issues). In my view, Kafoury (among others) saw the writing on this wall ( in between trips to Dunkin Donut apparently- KIDDING) and was trying to get in front of it. The amount of money that is going to be paid out in settlements and jury awards in the next 5 years over various stages of LE and DA misconduct is positively staggering. It has nothing to do with whether or not the DA or LE “breaks a state law” in torts-land- liability and negligence (willful, purposeful) are NOT protected from remedy. Just ask Freddie Day’s family- who never so much as filed a notice and are $6.4 million richer while the LEO facing jail are being tried by their DA counterparts driving the bus they threw them under.

    You know, I have said this a few times, and probably more emphatically the more I trained and experienced over the years- but I almost wish TH had been arrested so at the very least the discovery process would reflect what a hot mess this agency is.

    I don’t care what the real issues are or who does the mentioning, I was just happy to get the words “his agency led the unsuccessful investigation” out there instead of “ongoing active investigation” which, IMO, is a lie to cover up an unsuccessful investigation. An “active investigation” can still pretend to have some meaningful evidence and a suspect in mind, an “unsuccessful investigation” pretty much blew it, IMO.

    Jacquiss would go out of his way not to get a sound bite in “from the pop press” he knew something and he knows something, period.

    To be clear, Yankee informed him that in taking over Troutdale, msco was garnering too many Sgts vs patrol.
    Therefore mcso patrol deputies would have to be diverted to Troutdale for coverage. And since mcso lacked adequate deputy positions for that patrol coverage, much unbudgeted OT would have to be paid dept-wide. He didn’t want any County Comm to hear that budget analysis.

The OSP could hook the Sheriff up to one of those APA-disapproved lie detectors and ask him what did he know and when did he know it about the abduction. after all Kaine has always cited mcso’ lie detector results to the public as THE proof of his Ex’ guilt and THE reason he will not let k to see her mother. And Staton has heard that.
    If the Horman “evidence” was ever discussed in those Exec team meetings, Yankee will probably be a star deponent in Terri’s potential suit wrt 2013 exculpatory evidence known that shoukd have been disclosed to Judge Kantor in his custody litigation. Failure to do so such that she was barred not only from custody but visitation seems actionable. And lying to Underhill about new evidence such that a GJ 2 was convened could morph into some criminal conspiracy charge, excluding of course any exec deputy who came forward to State or Federal investigators and squealed.

    @Blink. the crux of the matter wrt Staton in managing his Chief Deputy in charge if business and the budget is he was allegedly beyond paranoid and threatening that she not disclose details of mcso expenditures and income, and budget tracking and imbalances to any ir all Commissioners who fund his agency and have attendant fiduciary duties. if he will lie on some matters by omission or commission, he lies on many matters.

    So what Kafoury needed to do to get out front was not to call for a free OSP investigation of sexism or threats in the workplace but to propose and push through an immediate forensic audit of mcso in its entirety by an independent (not govt) auditor. And go to Court to get an order preserving all financial records from destruction. This is too like the Oracle-Health debacke where tge responsible govt employees stuck their heads in the sand. Without securing records and getting an independent audit, imo Kafoury is just politically posturing.

I am through with Kaine. His putting his daughter back into the very environment her bother was taken from was cruel to both Kitty and Terri. The politics are beyond me yet Rose I am so glad you have some kind of virtual handle on it. I don’t catch some of it quickly but eventually “ahh haa” moments kick in. It is becoming evident that some fine tuning needs to be done in our LE offices and Judicial system. What is happening in my own back yard? I am afraid to look.

    let Cosby be a takeaway for Spicher. Before one abandons the 5th, innocent or guilty, to answer a Grand Jury’s questions, get a legally binding no prosecution agreement in writing. Based on Soldier’s recent rinse & repeat
    accusations of DDS, imo Desiree has been assured by mcso that she’s still on their prosecution hit list.

    As much respect as I have for DeDe’s level of integrity- and that does not come by me easily for most, I would never have reported that Ms. Spicher had an immunity agreement in the matter for which I interviewed her, (hey, waddayaknow the HC believes that?) and to be completely honest possibly published my interview with her at all if I had not verified that definitively myself and through counsel. As we all know, what that woman went through under the auspice of “helping LE and through that effort she believed Kyron” was unconscionable and I was not going to contribute to it.

    I wish to be clear on this- the DA would not contact DY directly last June- this occurred through counsel and 2 MCSO detectives. I am positive I know what she was told by counsel and what she was told by LE do not match.

    Keep peddling (watching the whole mess) Rose. Maybe if the news media was half as smart as you, they would have uncovered the real story of the County that covered themselves so the corruption could continue.

    Where is the County Auditor in this story? The Commissioners Court must authorize the funding of the Sheriff and he should be furnishing them records of expenses to support his budget requests. Every division of the county government is subject to an audit by either the county or the state.

    If one blusters enough, and intimidates those who might stop some of the marginal activities, the desired result is accomplished.

    Do you thinks it’s possible that if the Sheriif falls from grace and corruption that DY might save face by claiming she was lied to by MCSO and she was wrong about Terri?…perhaps get her “volunteers” to back off?…probably dreaming.

    I would certainly have hoped for that- but considering I know some of the things she is saying are actual complete fabrications I am not sure how she gets out of being a party to the problem. To be completely honest, in her heart of hearts I do not believe DY believes TH ever harmed or would harm her son. That may sound off to some, but I doubt it does to any analysts or investigators with experience. If TH is in the beginning stages of civil litigation, and I do believe she is, I do not believe she will ever admit she has been lied to, or lied about public commentary about TH until she is compelled to.

    Would certainly be a lot easier to say- “Gee- TH is about to sue you guys and I doubt highly she would be doing that considering.. do we maybe want to have a conversation about how this will effect efforts to find MY CHILD?”

    What has happened is the Sheriff micromanaged his troops, hornswoggled DA employees with 2 easy targets,

    The O has been as competent to investigate the Sheriff’s budget and agency management as to investigate
    the abduction investivatory failures. A little bit of fieldwork with a few questions might’ve helped the County before the 2014 election.

    They reeled her in after her open commentary about DDS, subsequent admonishment and warning, and I dare say revelation MCDA and MCSO are NOT on the same page. They are lying to this woman, using her to deflect investigative status or both. I wonder when that run on the MCSO and MCDA is scheduled by the hater crater?

Accusations against Staton have not been argued or proven thus far however Yankee’s story sounds true particularly in light of the career advancement she experienced and that she had come out with budgetary concerns that Staton was responsible for.

    Is it me or is Staton modeling the cartel business model? Enrich your subordinates with OT, not just today but keep in mind it’s pension match so it can buy your loyalty forevs… This man is an accountant by trade, WTH?

    IMO Staton was being controlled by someone(s) behind the scenes during the Kyron investigation. He was a puppet. Something has changed.

    Blink, you say about this very public undoing “It’s time”. Do you mean that the time has organically arisen or that it is by design? Care to extrapolate if it is the latter?

    It just ticks me off to no end that the systems in OR (and countless other cities)are so politicized as to be poisoned. The folks who are supposed to be supported and benefitted by these systems (ie… taxpayers) are giving their dollars to this crooked, ego infested, dramatic, self aggrandizing BS. I work in Human Services and this s*** just P***** me right the f*** off. Excuse my language but seriously, it does.

    The lack of professionalism is astounding, which is hilarious considering my sailor’s mouth but I’m at home right now where it’s kosher.

    1. Not proud of it but I hold some sort of Major rank in sailor swearing. Sadly, even when, and *especially when* I am alone in my office, lol. My only rule is I never use profanity towards another or in an argument and as a proper lady of course I admonish my husband when he uses it in front of me or the kids, or any public setting :)

    2. Grab a sanka, diet, sweet tea or afternoon beverage of choice y’all… When I say “it’s time” I think I mean from an organic and systemic perspective that I have NEVER seen an investigation like Kyron’s go on with quite literally no oversight or adherence to rules, law or our US constitution. I have seen hundreds of cases that there may be well-intentioned LE error, perhaps over-zealous and untrained investigators, short fuse DA’s and the like in a high profile case- but this chit from Fink on down at the DA level ( in Rees motion a 2nd gj was suspended multiple times by MCSO) the tactics used, and with Staton fully engaged and in charge the utter reckless abandon and negligence shown by incompetent and untrained “investigators” while racking up the promotions and overtime is unprecedented. Maybe at a close second would be Ramsey- and we all saw how that turned out- with the mild exception that the DA REMOVED THE CASE from LE and of course there was no made up MFH story from the non English speaking help to take their other child. So there’s that.

    Keep in mind- this is from an agency that had 2 predecessors that were criminals and booted and an undersheriff who could not pass an exam but people like him spending 73% (approx) of the county’s overtime. If these people are so frequently and voluminously suicidal (prisoners and Staton’s excuse) who the eff makes the call that they can only visit with loved ones via a machine? Who the hell studied the effects on deppressive or suicidal ideations and lack of human contact from loved ones? I am pretty damn sure I would have every psych expert on my side on that one.

    I have posted the links- Oregon is the second worst state in the US for tracking its sexual offender registry, I forget how many tens of thousands of DNA test backlog they have and many of their RSO’s are described as “homeless”. The reason Staton is playing the mentally ill card is being DOJ came down on PPD for it’s treatment of mentally ill suspects and inmates, period. Lastly- who does it make sense to that if you need to fill 30 slots in your own “house” and you allegedly can’t hire anyone although your lead “earner” is pulling down more than the chief and the District Attorney? Who can believe the very basic questions this LE administratively untrained ( except maybe a 3 credit-er in LE admin) blonde bimbo can come up with?

    I think this is the fallout from the time behind Kitz because everyone’s eyes were on that, and so in contrast for Kyron in particular this is considered by many a very small ripple in that pond. But not only is a missing child not a ripple, but neither was the family these assclowns with badges and guns tore apart without a shred of proof to ANY theory or accusation. If anyone doubts that please know I get saltier by the day when I see cases of kids ripped from parents internationally and subject to Hague- and the lengths our country goes to reunite them among actual allegations and in some cases criminal charges and convictions. Blows my damn mind.

    Who the hell negotiates a Union contract and agrees not to test for steroids when there are cases within the criminal court system with steroid use and abuse as factors in domestic violence and worse AND.. it is a felony to use them?

    And wait for it… I don’t even live there and I know more about that jello rhomboid of a structure- than the people throwing their hard earned cash at it. I don’t get it. It is true I come by that via a little boy with a giant smile and an even bigger heart who, in my view was used in furtherance of an unlawful agenda if not a complete abuse of power and money.

    This may be an unpopular stance (I made a sash with that on it for a presentation I gave at Temple last year lol) but if my kid was missing and I spent the last 5 years praising the investigation of an agency who’s leader et al is circling the bowl- what would that look like if my son was my only concern? (hint- didn’t DY mention repeatedly Kyron’s case just got new funding and new resources. Really interesting considering MCSO does not agree with that statement.

    I am so thrilled to hear the Pulitzer prize winner Nigel Jaquiss who won the first ever Pulitzer for a weekly publication wrote the sentence ‘But his agency led the unsuccessful investigation into the June 2010 disappearance of Kyron Horman, then a 7-year-old student at Skyline Elementary in unincorporated Northwest Portland’. I had really hoped against hope that Nigel might say something on this case. This guy just won another award of many he has received. I personally have a great deal of respect for him. Several years ago he ran an expose on education for boys in our schools and I sent him a somewhat emotional email as my son was in elementary and he responded with a thoughtful email providing additional resources. If Nigel gets in on this it will be from a political standpoint as that’s his specialty but it would break this wide open. Remember Nigel brought down a governor for his sexual proclivities. And then we might look at how the sheriff’s prejudices derailed this case.

    Of course it make sense that Kyron was taken away by Terri and placed out of harms way, it the best scenario for her to want for Kyron. “He was a loved child”…nothing horrible could happen to him.

    Sheriff Staton was named the Assistant Sheriff in September 2009 and sworn as interim Sheriff November 5, 2009 and elected to his four year term in 2010.

    Call me late in coming to this party, but I had not realized that Staton was newly elected in May 2010, just before Kyron went missing and had only been “acting Sheriff” since November 2009.

    Mentally ill is a clinical diagnosis to my knowledge Sheriff Staton nor anyone in his employ is licensed to diagnose- how does one provide a narrative argument or brief without a single statistic or citation? How are these OT charges calculated and on what basis? This should be an easy excell entry- x patients intake dates/booking data/psych eval and/or determination and causation/cell assignment and watch log.

    Maybe the suicide watch is of his staff watching this coverage and watching their driveway for service?

    When I sat on the GJ here, we were ALL required to make notes. Went through tons of yellow tablets. Nothing was recorded. The Foreman was responsible for collecting and keeping all the notes together which were turned in and locked up by DA personnel @ night, and then retrieved by the GJ Foreman each subsequent morning before they met again. (The foreman is selected by a judge by putting the names in a hat.)

    This was around 10 years ago, but I can tell you even back then, I thought this was an antiquated practice, and I think recording is the way to go and don’t understand why it hasn’t been done since the invention of tape recorders. I mean why not?

    Btw, even reading my own notes after a few days away was hard, I can’t possibly imagine trying to make heads or tails of another person’s.

    to run for election unopposed in 2010,
    Staton was handpicked by Skipper in 2009
    to replace himself by appointment
    from down in the ranks & thus was a surprise choice.
    He reportedly was the one who tutored Skipper for those failed exams.

    Judge Waller was on the DY/Civil case. Villa-Smith should have taken over from Meisenheimer and it was passed on instead to Kantor as well. Villa-Smith & Waller, both women Judges. Hmmmmmm? Sure would like to know why these cases ended up with Kantor.

    I’m sorry, maybe someone can help me understand how the agency entrusted and tasked with this case is coming under Federal review, allegations of sexism and budgetary impropriety (yes, will absolutely involve Ky’s case) and a few short weeks ago HC’s were about to “peacefully demonstrate” in protest of the status of Kyron’s case. Stalkfest on DA Underhill Facebook… Dy mentioned new financial resources and technologies- as did one of the bogus FB sites. Yet- all quiet on the biggest development in the Agency responsible for Kyron’s case since his disappearance?

    What does that say to the commitment for Kyron?
