Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

Our Opinion: City should turn its watchdog loose

    • And, perhaps most problematic, the Auditor’s Office currently may obtain legal advice only from the City Attorney’s Office, which represents the commissioners and bureaus that Caballero needs to investigate. The only way for her to obtain outside legal services is to get approval of the city attorney, whose office is subject to the auditor’s oversight.

    (snipped)

Caballero has researched how auditors operate in other local governments — from Seattle to Quebec and right here in Oregon — and found examples of how they offer the kind of independence she’s seeking. She wants her office to have autonomy over administrative decisions, the ability to hire its own lawyers and greater independence on budgeting.

She’s asking the City Council to allow a public vote on her proposed reforms next spring in the form of a Charter Review Amendment.

Part of the issue is that the Portland auditor’s duties and the public’s demand for accountability have both grown since the City Charter was revised in 1986 to approve performance audits of city bureaus. (The police review and ombudsman functions aren’t even mentioned in the current charter.)

The year 1986 was when President Ronald Reagan, preparing for an arms control negotiations with the Soviet Union, took a Russian proverb and famously made it his own: “Trust, but verify.”

Thirty years later, that same adage applies to Portland’s elected officials. We trust them to carry out the people’s business with due diligence. But we want an auditor’s office equipped to verify that it actually happens.

The council should give serious consideration to Caballero’s proposals in January with an eye toward giving her the chance to sell voters on her ideas in the May 2017 election.

    http://portlandtribune.com/pt/10-opinion/334355-213937-our-opinion-city-should-turn-its-watchdog-loose

Talk about zero transparency and accountability.
I hope Ms. Caballero is successful in bringing her reforms to the public for a vote.

The stepmother of Kyron Horman, a missing Portland boy, is facing unrelated criminal charges for allegedly stealing a handgun in California.

Terri Lynn Moulton, also known as Terri Horman, is scheduled to appear in court later this month.

In August 2015, Moulton’s roommate reported the 46-year-old stole a handgun from a safe in his Marysville, California home. When contacted by police, officers say Moulton had the stolen gun in her possession.

Prosecutors charged Moulton with grand theft firearm, a misdemeanor crime. Records show she failed to show up for arraignment and a warrant was issued for her arrest.

The only thing I can say prior to a resolution or adjudication of a pending criminal matter is that the allegations re the firearm have nothing to do with Kyron’s disappearance and I would encourage folks to form opinion as this plays out in court.

It’s possible he said take this gun for protection and then turned her in. She wouldn’t need the safe combo for that and if true, he most likely was motivated by outside sources. Wouldn’t be the first time she was set up.

It’s also possible she thought she needed a gun for protection, and was not allowed (legally) to have one. She saw it as “the” opportunity to get one.

They recovered the gun “on her” so no homicide, no suicide in the interim, though we don’t know how long she had it. She did go on to talk with Blink and Dr. Phil, after the fact.

Interesting, on many levels, including how long it stayed under wraps.

We used to give out bus tokens or taxi vouchers in CPSD or the Fed hospital so poor folks coukd get to Court (or to outpatient apptmts). Me though I’d drive em to Court to be sure they were there even if technically an adversarial party.

Apparently Terri moved out and was not speaking to her former RM. I surmise she knew nothing of his report and the notice of arraignment was mailed to that former address, his place, so she knew nothing about the charge or arraignment. Speeding was stupid, but I do that constantly so can’t throw stones.

It is a shame with SZ on the loose and physical violence threatened daily by stranger stalkers she felt the need to carry. As we see with the employees of Comet Pizza, her fear is far from misplaced, and she had 6 years of it. I don’t see why she didn’t buy her own gun and get a concealed carry permit.

Desiree won, but she lost wrt her objective of finding her son. In her kgw phone call she indirectly endorsed all of Soldier’s stalking behavior. Desiree can’t even come up with her promised professionally done updated flier.

As I stated previously- I can’t/won’t comment directly on TMH pending legal matter as reported (please note subsequent coverage on different outlets at least contains names and quotes as is a journalistic ethics requirement) and as a general opinion- I am not a fan of anyone in possession of a firearm that is not in strict observance of the firearm statutes of the jurisdiction- that includes all parties- namely, to my knowledge a person utilizing a gun safe would have to grant access, as in, permission, for someone to access its contents.

On DY- what’s to say anymore? If someone sees the benefit of her repeatedly publicly making threats and criminal accusations to someone directly and through a FB site and admin who has been publicly named on the record as evidence of fear of safety and documented stalking behavior… I will be very interested to see if the reason (if true) someone felt the need for firearm protection circles back to that mess.

Notably, Ms. Green is calling the cauldron to attend, but she is not. I believe I opined previously about the potential of her repeating illegal behavior in CA- no surprise there.

I just realized Blink why TH could not buy a gun and get a permit, the Civil Order in Oregon.
She should have gone back to Court and had that lifted, justified by her stalkers. I have no patience with
anyone who violates a Court Order.

  32. Rose says:

For TH’s protection, the same Order shoukd’ve been reciprocally laid on Kaine.
That way Kristen daughter 2 wouldn’t have had to put

broken by kgw = straight from desiree’s mouth to kyle’s ears.
no wonder he published her phone call comments. quid pro quo.
how dumb is it to illegally carry in the Sacramento area
where Kristen’s 2 sibs are LE-employed and one is the Union honcho?

  34. Rose says:

from the kgw site of Desiree’s text buddy Kyle:
“Kyron’s mother, Desiree Young, suspects Terri Moulton was responsible for Kyron’s disappearance. She told KGW the gun charge “further reinforces the idea that we have the right person.”
“I think that her time is running out and I think that she knows that. We are getting closer and closer to her and I think that she should be scared,” Young said.
She said she worries Moulton will hurt someone else.
“I am concerned that what will end up happening is someone is going to be harmed, in addition to Kyron, and that is when we’ll be able to hold her accountable,” she said. “I really hope that is not going to be the case but I really have this feeling. There are so many cases that we are familiar with and it is unfortunate but that is sometimes the catalyst that ends up getting them arrested is some other crime or problem.””

Imo Terri’s impetus for a gun, any gun, is a direct fruit of Desires’s 6 year stalking and threats of physical bodily harm thru surrogates crusade. Desiree reaps what she sowed. And confusing Terri’s terror and misguided self defense with Kyron’s abduction is apples and oranges and is itself delusional of Desires. Kaine has been noted on line to not only have a gun but to shoot it in a Skyline residential area and to get himself a new gun for Xmas. She has the same “need,” indeed more of a need, as she becane a violence target at Desiree’s hands, but he was foxy enough to slip gun preclusion into the divorce. He can do it; she can’t. Yet she is the one arguably with a real need.

  35. Ode says:

First it does state it was a male roommate and that could be any number of circumstances not just someone she is shacking up with. It did not say “boyfriend”. Maybe a couple rented her a room, however, a gun will never solve any of her problems. I agree with Rose that TH needs to not talk about this to anyone but her attorney and the judge for now.

  36. Rose says:

@erose. Well both Stacey R-G and Beth Greear were busily posting at midnight even to each other’s comments, as well as replying to a looney claiming Sabrina Harmon of Eugene is Terri’s daughter on KVAL FB in Eugene of all places rather than Portland media, altho O does have Fake Names to match their fake news. One knows it’s the real S R-G because of her consistent use of “don’t” instead of “doesn’t.” Why stir up Eugene?

  37. Rose says:

I suppose it’s crass to place a bet on a new gofundme letter from Desiree?

  38. A Texas Grandfather says:

This whole issue about the gun smells like a domestic issue to me.

I have said it before, so I am repeating myself. TH has a problem in selecting men to be in her life. She seems to be unable to detect men who extend a hand and then pull a control activity that negatively impacts her. Those types are out there just waiting for an opportunity.

I have no independent knowledge, and if I did I could not share it anyway. As a general comment I totally agree with you. I also think it is incredibly difficult for the most “open to change and growth” individual to do so in full-time defense mode.

I also think nobody in a position to affect it has the first effing clue how to locate this sweet and innocent child.

a quick glance at old articles says she reregistered her car from Oregon to Sacramento in October 2015.
That was after the bench warrant issued in Sept (his complaint was early Sept).
She apparently moved out in Aug 2015.

I have no trouble understanding why she didn’t appear at the arraignment on reflection.
The complaint was made to Maryville PD. The only address to which notice of the complaint could
and her hearing date could be mailed was his address where she’d resided.
I doubt he had her forwarding address (very likely was a falling out,
or else he woukd’ve phoned her directly and just asked for his gun back).

She had left town and apparently had no kniwledge of his complaint or the hearing.
It is possible he bought the gun for her and rued its value when she left. What’s he gonna say?
I gave a gun to someone under Court order not to have one.
No, he’s gonna take the initiative and cover his A…, report it as a theft ,
and say she broke into my sturdy safe.

Q for Terri, prior to 7/3/16, did you know you had a bench warrant?

If No, imo OK to say that only.

    If yes, do not reply.

Subject to moderation of my Q

  46. Rose says:

You disappoint me Blink. I was sure Soldier would show up at the 12/16 Hearing.
That would be stalking across a second State’s lines. It’s a pity this is heard by a local Judge in a
poorer less educated town than a Sacramento Court would have afforded. She’s probably skipping
it because no way even a Marysville Judge or her defense atty would let Soldier or her cauldron mates
    testify.

  47. StopPlayingVictim says:

There is no excuse, not being staked, and not being restricted to own in other states.. No excuse for her to steal a firearm especially if she was asked not to have one.

    1. Perhaps you can let the court hear the issue and it can be decided on the merits of law, not hasty opinion. I am about facts here. If you would like to post here again, I would ask that you choose a general moniker, otherwise I will choose one for you.

    2. From a legal perspective- there is no such argument as “asked not to have one”. I would also add that TMH agreement in a custody stipulation which is not entered as a foreign decree in CA has no bearing here. It is not even enforceable in CA as a criminal issue.

If they had it first at 6:03 pm, and Kyle’s was 10 pm news,
then imo an interested party living in Marysville
shared the local press article with Desiree. Maybe even
the RM. Maybe the RM learned of the Kyron stalkers
in Aug and asked her to move fir that reason. When did Soldier
begin her California “search for Terri” FB crusade in 2015?

  49. Rose says:

according to the timing on their site, kgw first published at 9 pm monday 3 hours after the Marysville press.
    Desiree acted with alacrity imo.

It will be interesting to hear RM questioned under oath about any contacts
with Desiree, Kelly or Soldier. Imo
that would be prima facie evidence
    of malicious intent.
