Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    Get busy with the new iPad. There is a help feature and intro video to make you familiar with the device. Mrs. ATG has a little one (not the pro series) that was a gift. Of course she handed it to me to set it up. It was not difficult. There are also on-line help features that cover a wide range of information.

    Tiburon rang a bell when I first saw the name, last place beloved Robin Williams lived. I guess the rich are more willing to give up personal privacy in trade for an expectation of security, or the first to get the opportunity. I know TH was in Belvedere for some sort of work, but I wonder who and how. Not exactly people posting on Craigslist. Maybe she has an agency helping her look for work.

    If you are using the crossing at I-5, I can see why they know who you are when you reach the border station. That is a very busy crossing. I’ll bet you get in a line a half mile long sometimes. It gives the agents plenty of time to point the scanner and get your information.

    I think Portland has the license plate reading gadgets – at least I know they were looking into buying them a few years ago.
    Re speeding in neighborhoods, etc. You can be stopped for going 1 mile over the limit, although that is unusual. A radar van in Oregon cannot stop you until you are going 11 mph or more over the speed limit. We do not use the van on side streets, but rotate it around other areas in Milwaukie. People fussed about it, but I think if you are going that much over the speed limit coming into town, you need to be stopped. The state requires plenty of notice there’s a van ahead.

    My computer needs repair so I am using a laptop which is great, but takes getting used to. First thing I did was buy stickers to put over the keys so they stand out more (larger, brighter letters, numbers, etc.) – I can see but laptops tend to get used in darker places, it seems to me.

    I wish you all the usual holiday blessings, but this year I think we should add (1) calm in the face of chaos, (2) persistence in the midst of discouragement, and (3) wisdom through the continuing flow of mysteries which seem to keep coming our way. If there ever was a year and a case where we truly need each other, seems like 2017 will be it. Love to all.

    In regards to the camera systems operated by Palantir. Just wait until the R&D costs have been recouped. The price will drop and that will allow other agencies to join the data net. That is when things will get real interesting. Some people will be super curious and push the data gathering outside the bounds of law.

    Your reference to the Pygmalion Effect reminded me of the early quality control work of Walter Shewhert at Western Electric, the manufacturing subsidiary of Bell Telephone. His first experiments took place at a facility located on Diversey Avenue in Chicago. Their product was telephone handsets including the base and hand piece.

    He called all the workers together and told them that over the next few months they would be making changes to their work environment in an effort to increase production and improve quality of the product.

    Then he proceeded to move work stations slightly, then decrease lighting and increase it. These were not the only changes he made. No matter what the changes, production improved and quality too. In reading that story I often wondered how much the expectation of improvement was from the Pygmalion Effect that he created for them during his initial meeting.

    Not to long ago SG displayed a comment by DY that went something like “Let’s just get TH behind bars” I think she also said something about she wanted TH to get prosecuted for all of her (supposedly ) planned murder for hires. Maybe she found out the murder for hire’s were not provable or prosecutable.

    I think DY has realized that asking TH over and over where Kyron is is not getting her any closer to finding him and there is not enough evidence to even name TH as a person of interest in Kyrons case. The reality that TH could just walk away from any legal entanglement in Kyrons disappearance probably has hit home. So now DY just wants to see TH behind bars whatever the charge. Maybe she found some sympathy with MCSO and they along with Iboshi, and/ or SG, TY and KR are working to get TH on the wrong side of the law.

    If TH gets out of her current troubles I think she needs to move far enough away so this kind of activity, LE coordination, and media coverage is more difficult because of distance and familiarity with the local LE. I would also research a state with strict anti stalking laws.

The parsing of the entry by the domain server must have continuous characters in order to find the actual numerical address for the server housing the information.     this was one such poofer.
    The cure someused was to eliminate the “.”,
    replacing it with (dot), trusting to coreaders to reverse engineer.
    I feared that did not compute this late in the day, so tried again
    using spaces that could be eliminated.

    Your comment on the previous page about your daughter’s vehicle being towed from an apartment complex after a few minutes indicates to me that the apartment security is in cahoots with a towing company. The security person has a towing company truck nearby and makes a cell call to the driver to initiate the tow. Then the security guy gets a cut of the fees.

    Someone needs to set up a sting with witnesses to catch this fraud.

    I was worried about the content of her vehicle. She probably had her musical instrument and support equipment in the car. That means she was denied the use of them during the time the vehicle was impounded. My trumpet alone is $3500 and the support equipment inside the case is another $500 (mouthpieces at $50 each several mutes at a similar cost, tuner and metronome).

    You can tell I am duller these days (temporary) that did not even occur to me- thank you for reading back and commenting so we saw it. I agree with you.

    Someone, you or your daughter, should make a formal complaint to the local District Attorney about the tow scam. They may have other complaints on file. If so, there may be an opportunity to gather enough to file a class action suit against the apt. operator,security company, if on contract, and the tow company. There might be enough interest in stopping this behavior to get the local media involved to warn the public.

    I didn’t even include the cost of my music stand,it’s case,instrument stand and the cost of replacing the music at a dollar to two for each of the 120 pieces. Yes, she had a reason to cry. It is a tough lesson to learn.

    In my case, I could have my horn with a replacement cost of $5,000 in the vehicle. Professional level equipment is not inexpensive.

    While you may think that girls are suckers for “can you please give me a ride home” and some may be. I don’t think that should apply to your daughter in this case. Musicians always check with those making up the ensemble before leaving. Sometimes a gig may last late into the evening and leaving a fellow musician with an instrument and other equipment to get home via a taxi or public transportation is simply not done unless there is no other way. Your daughter was IMO being a caring person to her ensemble mate by getting her safely home.

    There seems to be 2 roads here either DY is at the root of it, as you say and KI and the soldiers are there possibly with the help of TY and his LEO pals, or KH’s ex and her family. Or, MCSO is still trying to sting TH for the umpteenth time.

    If TH is still trying to pursue reunification with k, then her whereabouts are probably known by the court, thru her appointed reunification specialist. How much of that info KH gets is beyond me, but I suppose MCSO could get what they want when they want it since the information goes thru their county courthouse. And it does seem that KH and the sheriff’s office are still sharing, at least the way he talks.

    In addition to DY’s wish of putting TH behind bars, KH may also have a motive to thwart anything on Billie Belle’s list of things for TH to accomplish for reunification, which I imagine to be a residence, a job and a vehicle. He might also have an understanding of technology and how it plays into arrests, like license plates and the financial means to persuade roommates and domestic partners to see things his way. He also is the most likely person of the bunch to know someone in Belvedere who might lure her there. Just speculation, of course.

    Her domestic partner said he just recently learned about the Kyron Horman case. Cristobal said Moulton explained she was the victim of corrupt police in Oregon.

    I think the interview actually went somewhat better than I expected. As you said the time and the format left a lot to be desired when it came to expanding and clarifying, such as the SF day vs. the presentation. From what I know of Kyron’s case, Terri was forthcoming and truthful relative to the facts as I understand them.

    I was surprised Terri went directly at LE as to being corrupt. I think that has been substantially documented here by you, Rose, Erose and Truth. Still, poking a stick in the hornets nest will often get a lively response, which I am sure was the intention. Little response from LE/DA is telling me, what I, and many here, have long felt, they got nothing.

    These are blues brothers she’s accusing. Their brotherhood runs deep and far-reaching. Hornets nest is right. I was also surprised she publicly stated this, unless she either was trying to stir up some sort of LE reaction or ????IDKW????

    Don’t get me wrong, the majority of LE have my respect and appreciation and do a fine job, but there are corrupt officers of the law AND sometimes they encompass entire departments or the majority thereof, as we’ve seen happen historically.

    According to KTVL-TV, the CBS affiliate station in Medford, Oregon Ms. Moulton was booked into the Marin County Jail and charged with taking a vehicle without the owner’s consent.

    I read this the other day and this sounds to me, and I can’t say for sure, but as it is written, it sounds as though the very first report of this incident came out of a station in Medford. Now why would that be? Who reported it to KTVL Medford TV? Does KTVL Meford have a dedicated TMH stalker too, or did it come from the Medford PD?

    I’m with Rose, sounds fishy for a car to be pulled over in broad daylight for a mechanical violation. Makes me wonder if someone sort of accidentally punched out a tail/brake light.

    If this car was registered to TMH, but had stolen plates on it then my guess is she purchased black market plates because she knew she was being followed. But then the not having permission to drive the vehicle makes no sense, so it sounds to me like she could have been a co-owner of the vehicle. Perhaps it was registered to TMH “and” JC, as opposed to being registered to TMH “or” JC. Perhaps JC knew she was going to do this (take the car and change the plates) and maybe he was advised by some LE to pop-out a tail light.

    I don’t know if any of this is just too far fetched to be real, so I’m back to waiting for court, but just thinking outloud.

    Do you know what the rules for lighting on an auto or small truck are for California? Do both taillights have to work or is one sufficient?

    I know from experience that sometimes patrol officers get bored and make a stop just to have something to do. The other thing is the plates that may not have matched those listed for the vehicle. The officer would have been following long enough to use his computer to run the plates.

    Pickup trucks and SUVs often have tail lights mounted on/in the fenders with an additional lights mounted up high on the rear center of the vehicle.

    I remember getting stopped by an town officer while riding with my friend after a band rehearsal for a headlight being out on low beam. He was a new patrol officer. When he flashed his lights behind us to pull over we knew that it had to be lights and my friend pulled into a restaurant parking lot.

    One of use went to the rear of the vehicle and the other to the front. The officer panicked and demanded that we get back in the vehicle. We told him to calm down that we knew it had to be a light and that we had found it. Then we thanked him for pointing out the problem. I don’t know what his game was as a single headlight is not a stoppable offense in Texas. Anyway we thwarted his plan in a polite way. I think could have been just looking for an opportunity to turn on his flashing lights and show the local traffic that he was working.

    I knew someone in that this kind of harassment happened to. This person was an hourly worker who did not make a lot of money.

    After a traffic incident that involved someone married to a local LE he was targeted for tickets. He got tickets of not using his blinker soon enough for a turn(not enough Ft), not using his blinker for a lane change, No front license plate ( I had an automobile at the time that never had a front license plate because for the year model I had there was no place for the plate and I never got stopped by LE for it). And on and on he got dozens of tickets.

    LE does this because even if the ticket is dropped by a judge you have to take time from work to get it dropped. Otherwise you have to pay the fine and have the ticket on your record. Pretty soon your insurance drops you then they can ticket you for no insurance. After a while you may lose your job and not be able to pay for all the tickets then DMV pulls your license. Now you can’t drive so bye bye getting another job and on and on. He finally moved out of the area but by then his drivers license was suspended he was unable to get auto insurance and he owed a fortune in unpaid traffic fines. This person moved to another state got his license back and has not had a traffic ticket since.

    LE justifies this by saying these people are losers and deserve what they get.

    TH should know If this kind of harassment is started (and I am not saying that it has) it will probably will not stop until she is broke and unemployable.

    This guy sounded like he was being profiled and harassed by local police (63 traffic stops) using traffic stops so it does happen. i don’t think this guys traffic stop problem was racial I think it was because he said or did something that angered the local LE.

    I am still thinking about the car towing incident with your daughter.

    Ask your daughter if there was any signage present warning of a tow to unauthorized vehicles. If none were present, then that is another thing to bring about a halt to this process and may provide an avenue to recover costs plus damages.

    Also have her carefully check the instrument. If it was in an unheated vehicle for a period of time, there could be damage to the body from temperature stress on the wood.

    Of course we know MCSO has been corrupt throughout Staton’s reign. His own stellar employees, the nontoadys, sued, settled and won with him due to corrupt practices internally. And, Reese? He did have to resign PPB, although he went on to other community enterprises til Staton left. Imo he wanted a position where he could not be fired, and being elective and a yes man to Kafoury works well. If termination while PPB Chief were not a possibly he would not have resigned, because he wants PPB powers, as evidenced by contributing putting a “friend” who is weak politically in charge there, and proposing MCSO take over some PPB responsibilities — notice he proposes MCSO is in charge, not PPB, or shared functions.

    Of course a Medford TV was first to break, probably where a Medford resident coule place it; and Kyle in the Portland market.

    Imo Blink has said only that the DA himself personally will not speak to DDY, and that is as it should be frankly. He has personnel handling the case. She has not commented on MCSO other than to say there are some employees who have a different take on TMH involvement than those running the case. But she can speak for herself and flesh out our understanding if she deems useful.

    DDY speaks frequently of Our LE Team. We need to take her at her word. She is close imo to the MCSO case lead and supervisors, and more than one LE agency is involved. The two LE agencies involved from the beginning were first FBI and then DEA. IMO mcso represents their work as being conducted in a team like fashion, like the Task Force despite its no longer being formally constituted. Krafve was the head of that Task Force. He has probably carried on with many of the same players.
    The hiring of Baltizan’s son from Calif, a civilian for the first time, marks the closeness of the Sheriff to Balitzan. Reese interfaced with him when Chief of PPB. Baltizan has plenty of Sacrament and Marin County FBI connections whom he once supervised before he retired, but who are not yet retired but were promoted up. Easy thing for Reese to connect and build his Calif supports once he took over.

    TH’s last mug pic was strikingly difference from her Dr. Phil appearance. She had lost a lot of weight, perhaps water weight. There are mood medications which add weight; perhaps she stopped a medication. I initially just thought she’d acquired weight post menopause like many of us. On the other hand, her face looks the size and shape of her weight years, so perhaps she has been dieting unwisely. Perhaps that led to mood vulnerability. We don’t know; and she can’t tell us.

    @cd. Desiree’s statements focusing on Terri behind bars for any reason. Her singular focus on punishment of her ex husand’s mistress and later wife rather than on her son is striking. Her whole concentration should be on finding Kyron. She is buttressed imo by her husband who from the beginning fingered Terri, later publically, and imo just wants to catch the perp he has in his sights based on his policing by instinct and gut rather than hard evidence.

    One wonders DDY’s motivation other than ex-vindictiveness. She could be mentally unstable. MCSO could have lied to her, but sustaining her belief in misrepresentations for 6 years is a stretch, esp after Eldon backed her down apparently. Other motivations? Saving her marriage? How was it when Kyron went missing? One of her earlier statements was she and Tony had made a pact their marriage would stay intact. Biggie for a time 3 and in her eyes desirable mate. The abduction sure drew them together on the same page imo. How about Quinn? How else but a strengthened attachment to her would he have left home in his all important Sr year, his track team, and college appl counselors to left with his mother but for her neediness after the abduction? She’s had lots of makeovers and media appearances. Maybe she’s learned to like that. IDK, but her overfocus on Terri and underfocus in my opinion on who the man was Kyron left with is as fishy as the mechanical stop. (btw, that could have been a damaged side mirror, window shield, etc.)

So wherever and whenever she drove, the car was a time bomb for any stop of any kind. Probably at the holidays whoever put the car in the system was hoping for a stop after a glass of cheer.

    The CA code was section 12 spmething or other iirc,
    and it has a number of excuses to stop mecanically,
    which makes sense in a drug corridor State.

    the force by the District Supv along with what house reported.
    I heard the Supv said they had to police the community anyway
    even if they didn’t like certain community characteristics (ie those who
    rat them out).

    Your memory of the vehicle code number is correct. There are multiple chapters and sections. This code concerns itself with all types of equipment. A damaged outside mirror is not a reason for a stop as long as an inside mirror is there and there is no obstruction preventing the driver from using it. There is also no mention of damaged taillight lenses.

    The code is available on line. It is IMO too complicated for a patrol officer to store that information in his or her memory. I would bet that there is another handbook that is paperback or stored in a file on the patrol computer. This is the same as the procedures in a court that are not easily found by the public and not referenced in the law.

    TH might be better served by moving to Boise, Idaho to get away from the harassment. This type of behavior by LE is what makes the public distrust the profession. LE management has got to clean it up as a part of regaining the public’s trust.

Terri needs L Lin Wood. DDS has it right, go to a small OR town where every officer is known, and they are accountable to the public because it is so small. Be where you have a family support system. Get an office job for a business with worksite protections.

    If she didn’t get a correction ticket for the mechanical violation, there was not one. Sonce she had no ticket, likely it was a pretext for an illegal stop. maybe they pulled the fuse on a brake light when towing or stored, or unscrewed a bulb after the fact. That makes running her plates and arrest fruit of the poisonous tree imo, but she has to deal with the info in the system on which the arrest was based tho.

    Happy 2017 to all those in the Eastern time zone. The rest of us will have to wait an hour or three.

    The Boulder area is where the incompetents resided that never were able to solve the Jon Benet Ramsey case. I would not recommend that area for TH. Eastern Oregon has many small towns. However, finding work is the problem in those small communities. Maybe a job in the county government although a background check would reveal all that has happened in the last six years. Family support is important but not likely to be found in just any town.

    Imo Blink has said only that the DA himself personally will not speak to DDY, and that is as it should be frankly. He has personnel handling the case. She has not commented on MCSO other than to say there are some employees who have a different take on TMH involvement than those running the case. But she can speak for herself and flesh out our understanding if she deems useful.

    Your premise for a mechanical problem is only marginally possible. Depending on the type and make of the vehicle, bulbs are no longer screwed into a socket and are housed in a plastic cover that must be removed. Lights are still fused with plug-in fuses that are sometimes split between a fuse site under the hood and another under the dash. It is doubtful that a patrol officer would know where to find the fuse to pull.

    If I get stopped for a light infraction, my first question to the officer is going to be which light and I am going to take a look at the light. Since most women do not understand the wiring of a vehicle, they are not likely to question the officer unless they have been taught to do so.

    Some officers are just sneeky. I remember traveling on I-55 North just North of the Missouri state line one evening and got a stop by a State Trooper for as he stated wobbling while driving. There was a NW wind gusting to 35 or 40 MPH against the drivers side of my Suburban. Powerful enough for a few seconds to move it.

    What Trooper Wobbly did not know when he made the stop was that I had noticed him South bound on the service road and then watched him speed up to reach an intersecting East-West county road. Then cross over I-55 on the bridge and take the North bound service road on I-55. There was not a ramp to get on the main highway for two miles, so Trooper Wobbly decided to just drive across the drainage area between the service road and the main hwy, slipping a sliding and almost getting stuck in the process so he could get to me sooner.

    He turned on his lights and pulled up behind me so I pulled over on the paved shoulder, got out and walked to the rear of the vehicle, folded my arms and waited for him to approach. I greeted him and asked what the reason was for the stop. He was surprised by my question and came up with the wobbly driving excuse. Then I asked him if he had ever driven a Suburban in a crosswind. He stated he had not.

    Then I laughed and told him that my son-in-law was a Texas State Trooper and I was quite familiar with the wobble excuse for a stop. Then I proceeded to relate to him all the things I had watched him do to get to me and told him I had planned to go back to where he crossed and nearly got stuck to pull him out if needed. He knew he was caught and laughed with me. He couldn’t believe that I had watched him that carefully.

    After getting back on the highway, I thought to myself what if I had not watched him and did not know about the wobbly excuse for a stop. He would probably pushed his wobbly case to give me an undeserved ticket.

    I know from personal experience that once you are on county sheriff dept’s radar, you can get pulled over repeatedly, and for something as trivial as a ‘crooked license plate’, be held along the side of the road for up to half an hour, and then reminded to be ‘take care’ of your family… Corruption is widespread in Oregon, and I bet each county department has it’s own core of corruption of this sort, even in upscale towns in California. All it takes is ONE officer targeting someone to turn their life upside down…

    Good morning, Blink! Here are some of my experiences in the Boise City and the Idaho court system. It definitely is off the topic, so feel free to edit or delete. I see that someone has suggested Boise, Idaho as a possible solution to avoid the problems in Oregon and Northern California! Unfortunately in three or four cases in Idaho I have seen incredible incompetency and/or outright fraud!

    In the first case we were able to keep the Muslims from building a Mosque on one of the busiest corners in Boise. I was amazed at the “mistakes” made on the paperwork and it seemed like the decision had been made before the hearing! I could not believe the lack of notification of hearings or incorrect dates. The blatant lies during the hearing caused the attorney on the Council to say “We have to go what is written on the paper vs. what you think they meant something different! Fortunately, on appeal the attorney on the City Council said they had to have adequate parking before building a Mosque. The good news for us was they chose a different site without creating a traffic nightmare on Friday afternoons when they gather for services.

    The second case my brothers wanted the Dad’s power of attorney and hired an attorney from Senator Risch’s office. After a long and expensive court battle the judge ruled in my sister’s favor because she was able to get one of the best attorneys in Idaho.

    The third case was trying to evict tenants for non payment of rent. We thought we had done every step correctly, but the judge still gave the tenant permission to stay for two more weeks without paying!

    Unfortunately, here in Southern California, there is an attitude of “who cares” when dealing with situations with abused children and/or elder abuse. And occasionally there will be an employee willing to tackle the problem but some employees simply don’t have the talent needed to improve the situation or solve the problem!

    This case is representative of the kinds of behavior from social workers or police. Teachers, principals, nurses, doctors, etc. are mandated reporters. One of my students waited until the policeman assigned to our class under the “Adopt a Cop” program about the abuse he had at home. The next day the mother came in very angry and said that every time the police came to the home they would beat him more!

She tries to segue Kyron to DDY’s home allegedly for his benefit and at his request. She gets James out of dodge where he is not doing well. Her spouse is involved in some illegal enterprise relating to steroid use, allegedly.

    The only new variable in Terri’s life in the public domain is DDY’s marriage to Tony and Terri’s request they take Kyron (and someone…who…in that home just said no, allegedly.)

    If Terri initiated divorce, then push would come to shove with Tony et al under pressure to take Kyron in.

You know the Kaine connection, Samuel Hoagland, barely scraped into office. Initially I thought he was a just man, but a decision vs the ACLU in 2016 affecting public defender representation speaks for itself about his legal training and acuity.

    Went to one Rose parade and game, maybe 15 yrs ago; very impressive.
    Glad to hear it was a good year.

    I think it’s a viable theory. Of course, it negates the random stranger abduction, but she has been relentlessly under attack for six years in a public way. Maybe she was under private attack leading up to Kyron’s abduction. If true, we have to decipher who her Kent & Jill Easter are.
