Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    Hm, learn something new every day. As you know, I’ve been incensed from the beginning at the school and PPS’ behavior and liability through all of this but my impression of Porter has always been ding a ling without coherent thought. I would have gone after her too, as Terri. However I’ve never given too much thought to her as an accomplice. I have given thought to why she was not questioned further or treated as the one who lost a child and I always thought it was covering for PPS liability.
    There is so much brain power on here :)

    Public schools in states where funds are allocated on a pupil being in school have a required reporting time for those who are absent. The funds are allocated per pupil and no funds are allocated for those who are absent.

    This absentee list is supposed to be checked by making a telephone call to the home of the absent pupil. Originally, these calls were made by someone in the administrative office. In a high school with a large student population, the calls were often made by student volunteers.

    Today those calls can be done by an automated system that records the call and the response at the home.

    In a K-8 environment like Skyline, the students do not move from room to room as a they would in a middle or high school.

    The science fair was an organizational mess. People were moving all around the school without supervision.

    Is Kyron’s teacher Porter a ding-a-ling? Based on what we know, that appears to be very possible. She apparently had some problems with Kyron. Could this be because he sometimes left class for the rest room and didn’t return in the time he should? Maybe. It is another unknown.

    The largest thing in this case is the lack of reporting Kyron absent and the school along with MCSO doing everything they could to misdirect responsibility away from the school.

    It is too bad that a case like this did not have a person with Blink’s knowledge to head the investigation and a team with wide experience such as those who post on this site to support her efforts.

    I believe that Kyron was deceased within 48 hours or he was moved outside the country to be sold.

    I appreciate the vote of confidence ATG, but in fairness, a great deal of my specific training wrt to the FBI’s protocol of “sexually motivated offenders” as a criminal profile occurred from 2012-2014 so I would not have had much to offer in the way of serious credibility to “lead”- but MCSO certainly had access to the world’s foremost experts.

    Oregon. & on reflection asordyl & tribe PFEPP FB have well documented particularly in C Smith’s era, the most egregious behavior of principals & other administrators simply nets ot termination but paid leave for years. So linely front line workers too; it’s the cukture. It woukd be interesting to go back 10 yrs, if I were K’s detective, and “unmask” (get name of) every employee the BOE voted to terminate. They were anonymous. I can’t think of anything PPS woukd terminate an employed fir excelt falsified credentials (no State TC) or sex abuse on site. Theft seems to be tolerated as is racial harassment.

An org social system with closed impermeable boundaries would be incapable of that, but it was a critical investigative intervention.fir a crime occurring in a setting like a school fair or a group covention session or any otber public group settkng with defined attendees.Reese has proven just as incapable of transparency and working with the public. mcso seems to be a siren’s call to autocratic control freaks.

    Investigative protocol for a child abduction, or a child walking away from the school, until either can be determined with certainty is standard. Yes, I proposed very standard fact investigation and timeline comparatives that I do not believe anyone with MCSO had any experience. Fwiw, I am pretty convinced that nobody within the FBI believed that Terri solicited someone to secret Kyron, but felt it possible that either accidentally caused Kyron’s death or killed him and concealed it to look like an accident (omg the Casey Anthony theory of making an accident look like a homicide rears its head). I am also convinced not all intel was shared with them- such as SZ. Along the way, I have been shocked as to the amount of “insiders” this was withheld from. Even the most well trained agencies with abundant resources

    One thing that I always pay attention to is my satellites. When something makes me shoot up like an arrow, almost physically calling a nerve to shoot up my spine. I was sitting in a lecture with Roy Hazelwood and he started the session saying “And now its time to talk about the offender profile we almost never catch and when we do it is almost always by a stroke of luck, not because they make a mistake, because they won’t.”

    This was a man who helped write the standards for the BAU- and helped catch some of the worlds most prolific offenders and through intense study and empirical data creation- was saying what I ultimately knew applied to Kyron’s offender.

    I know many analysts who get caught up in their study so to speak- its almost like as they learn, their profiles tend to take shape in the form of the area of their expertise. Its natural if the markers are there and the rules are followed- but to follow protocol, one has to work just as diligently to disprove their own theory for it to stand.

    Does anyone really believe anyone in MCSO has ever, at any time, said ok folks- now we are going to try this exercise- we start over, and we start over with the “fact” that Terri Horman is in no way a suspect and all hands on deck to identify SZ cannot include any knowledge “by her”. I say if that were even possible for this agency, and I doubt that it is without a completely neutral oversight leader, this case will solve. 100% of the time, in my experience, it is always the devil in the details- the minutia.

    Knowledge is an ever growing thing when one seeks it wherever it is to be found. In 2010 when this case began, IMO the basic skill set was already at a level for leadership even though it was added to in later years.

    The poor people in MCSO had zero skills in real investigative techniques and no experience. They were easily pushed in the wrong direction by bad decisions and the efforts of the school to escape responsibility. MCSO had some experience in drug stings. How successful they were is not known. I suspect their success rate was far less than fifty percent.

    It should be a huge red flag when your lead investigator is fired from the CAT team, and to my knowledge, that information was not told to even some of the task force. He was demoted and I am quite sure will never be a detective or a Sgt and his wife is the head of officer training. I do not understand the culture sometimes, whatsoever.

    Problem with that team was Sr DA Charlene whatshername was in charge of it. Bet she
    didn’t disclose her personnel change reasons to Underhill/Rees as well.
    MBS had decided opinions on her from observation.

    I don’t believe Woods was in charge of CAT- I believe it was the female PPB captain who has since retired who’s name escapes me at the moment. OMG I know one of genius’s will whip it right out, lol.

    And they probably already interviewed SZ early
    on and failed to verify his minutia–alibi, timeline,
    etc. As you said, several men in attendance
    resembled each other (and SZ). You recently said
    someone did not resemble SZ, can’t remember who, so
    you must have some descriptors.

    Yes, as I have also said, that are similar enough to match at least 20-25 men there who’s identity’s are known. Descriptions must come from witness collaborations matched to a timeline, imo. I don’t even know if this has ever taken place properly.

    I don’t know what the requisites are in Oregon for someone to be in charge of officer training. Is there a state certification?

    With the crazy administrations of MCSO, a promotion to the head of some department seems to be not based on skills, but on being recognized as supporting the current culture. If all the training department was doing related to new cadet classes, then they didn’t have to know anything beyond those requirements.

    Many times in today’s society a department head is appointed and there is little to no requirement of knowing all the jobs they are to manage. This leaves gaping holes in the decision making process that can lead to bad results. This is the prime reason that MCSO has fallen into the realm of mostly a non-functioning LE agency.

    I agree with your audit concept Rose.

    The problem is an audit team with skill sets that reach across all the areas that a LE agency is responsible for. Then the audit must be reported to some entity with the authority to make changes were problems were found. This would be the state or local county government management. In Multnomah county there is another entity that interjects itself into the mix and that is the government unions and their work rules.

    As I have stated before, audits of financial systems is only one piece of auditing. The most important piece of audit is looking at operational practices.

    If Porter thought (assumed) Kyron went with TMH to an appointment for Kitty, why would she NOT mark him absent, unless she didn’t take roll at all?

    I don’t remember that you had any adult work experience in a school system. After 8 years of dealing with multiple schools in three districts, I can say that most of the time the people have good intentions. Some are not suited for those jobs. The turnover rate in the first five years is as much as 25 to 35 percent.

    The problem is at the administrative level. Often they are not qualified for a job at that level and they will do whatever is required to hide their lack of qualifications or in a case like this to push the blame onto someone else.

    The entire administrative staff should have been fired along with the person(s) organizing the science fair and Kyron’s teacher.

    The other problem is often a school is represented by a union, something that should never happen since they interject themselves between management and the teachers. This is true of most government entities that allow for union representation. Even the socialist FDR recognized the danger of allowing unions into government.

    So Porter was 36 in 2010, not a youthful & naive twenty-something. Was first hired as a probationary teacher at c33 (09-10 was her 3rd probationary year). She’djust been given tenure earlier in 2010. So when hired by Keefer her son was 10. Wonder if she was a divorced single mother & that aided her retention. iirc ATG she was said to have been an organizer of the Fair to excuse her inattentiveness. I thought she’d married into the Porters & ed attorney could be a counsin or other relative of husband’s. The ed attorney was educated in KS (likely from) & SC. Wonder how he came to practice in Portland?

    It is a big Q how Bonneville chose Skyline as their first solar for schools project in Portland. They expanded it into several States. Skyline doesn’t seem conducive to solar efficacy. You’d think Bonneville woukd’ve chosen an inner city urban school with a poverty pooulation and electrical wiring in its environment. Skyline’s building & grounds were not conducive to supporting a solar panel, which a first glance at the electrical box in the barn woukd’ve suggested, and rewiring was impossible. Inihara’s applying for every grant she could find doesn’t explain why BPA thought Skyline suitable out of all Portland el eds or middles. George MS would have been better. But Skyline had all those cue little boys carrying a log on their we site.

    It appears she’s been living in Warren OR, a 21 mi or 30 min commute to Skyline. And a possible exit route to WA on 30 a SZ might take. Wonder if she took classroom pics, showed them to Warren acquaintances, described her kids and/or her sci fair event?

    Questions re what eroded the standard of care that ultimately aided the disappearance of a 7 year old from the school are proper, imo, and add to that… her admissions during her deposition. Remember, as conservative as Kantor was in his Judician (is that a word I just made up lol) he did COMPEL testimony from people HE KNEW gave statements to LE, although we do not know if those differ from the deposition. The depositions in the dissolution could ABSOLUTELY be used in the civil case- eviscerating the possibility that TH planned an abduction that could not have been foiled in minutes had Porter bothered to confirm his “absence” on several opportunities that day.

    The potential for answers as to what happened to Kyron start and end at the school, his ground zero if you will, and to my knowledge the only one of Kyron’s parents to ever consider suing them to get to that information is Terri Horman.

    Damn I wished they had taken Tony to heart when he asked.. If not Terri than who. How can you answer him without an open mind? Did he want an answer? Kaine is hopeless in my opinion because he sent his daughter right back to Kyron’s ground zero. There is not a reason in the world she should have gone back to that school. She is in Kyron’s shadow there and it is not a great shadow to be under. That school let Kyron leave a building under their watch and poof he is gone. He didn’t go to Oz I’m sure. The actions of bio mom has taken me from sympathy to why do you not ask someone else to look for answers about what happened to Kyron. Why do you have people in your army that raised not one but two murderers? Something is askew there. Other sites that I read to follow certain happenings all want to hang Terri. They say things and then pull up 2010 articles to back up what they think. Those article are so annoying. You can’t debate these people because of Portland’s lack of ethical media. They still say to this day Kyron was last seen with Terri. Maybe Desiree needs a phone number for help from fresh eyes. 911 I need fresh eyes.

    The over 7 year old articles would be laughable if they did not seem to be commensurate with some folks ability to think past them. If over seven years later, multiple investigation teams and 2 gj’s later one’s thinking has not changed, it tells me that it says more about the individual than the case, imo.

    For me, regardless of who one thinks is responsible (and I would offer that if that could be proven whatsoever in the form of evidence Terri Horman would have been indicted and presumably this case resolved) one still has to concede the point that if the information out there was true and correct, and the investigation was on point as well, wtf is this child? Critical thinkers are aware that all things considered here, whatever theory is being considered has not resulted in the location of Kyron or an arrest of anyone- so at what point does anyone who really cares to see resolution in this case say… Um, what you are doing is not working so it is time to try something else?

    If everyone is so dang certain that Terri Horman is responsible- can someone explain to me why no parent and no LEA is not meeting with the FBI to request a review of the case file and recommendations, 7 1/2 years in? Can someone explain to me why no parent is requesting an elevation for review by the ODOJ? What’s the damage in a transparency attempt? What’s the downside to say- we have failed so far- anyone else want to take a crack at it? We are talking about a 7 year old – I don’t get the ego.

    Solar and wind turbines are two different approaches to electric power generation.

    Solar panels are flat panels that through an electro-chemical process triggered by sunlight produce small amounts of electricity that outputs DC current. This must then be converted to AC current to interface to the school electrical system. The number of solar panels to equal the output of the wind turbine installed at Skyline would have filled the entire yard in front of the school or one-half of the athletic field adjacent. Solar panel installations produce a large amount of reflected heat from the sun and cannot be installed near populated areas.

    The school was built in 1938-39 and did not have an electrical system that matches modern systems. The electrical wiring was probably an early use of Romex wiring which was new at the time. Romex wire was a two conductor cable insulated with paper and wrapped with a cotten cover. It was certainly better than the old knob and tube wiring used up to that time. Other than lighting, the need for electrical outlets for equipment were few. Today thermoplastic insulation is used along with a similar cover and all electrical systems include a ground system to help with safety of equipment and people.

    So after looking at what it takes to NOT be hired, I wonder why TMH didn’t try to get a teaching job, and if not there, why not in CA? It appears her license didn’t expire until 2013. Her record is clean, other than the DUI which she completed diversion course for, right? If she had been turned down, therein would lie a discrimination lawsuit.

    It is quite common in school systems to have a three year period required for new teachers before they can acquire tenure. Tenure is a bad concept for it protects those who really should not be teaching at any level.

    Why would any school allow a teacher that was still considered to be under temporary status organize a project like the science fair? That had to be approved by the school administration and should have been managed by someone other than a classroom teacher. By claiming Porter was the entire management, I think the school administration were trying to deflect any liability from themselves in the event of a law suite by the parents.

    It is too bad that Terri was thought to be precluded from bringing such an action because she was not a bio parent. Since she was married to Kaine at the time, there should be provisions in the law to allow it. And, there may be such a provision. Good research may find it.

    I don’t believe Porter was in charge of organizing the fair- did I miss something re that though? She was tasked with organizing her class’s participation and submissions afaik.

    Under Oregon law, one must have some form of legal custody of another to have “standing” to sue as an injured party.
    That means only DY and KH were in a position to file a suit. DY filed a civil tort action against TH and withdrew it on the eve of it’s abatement lapse. There would have to be something newly discovered demonstrating liability/negligence to reset the clock on the OR 2 year statute of limitations. The courts are pretty apt to find summary judgements in frivolous suits so TH only recourse really would have been to file a counterclaim, and it is my belief DY dropped her suit to avoid that very possibility.

    MOO, that Kyron acted out because he saw things at home (threes, etc.,) that he just didn’t understand – what 9-year-old would? Did KH ad TMH know LS at this time – he was working with children at the school at the time, wasn’t he? IT’s a small community over here and most people know each other.

    Too bad TMH didn’t have an inkling and grab that little boy and run to keep him safe — unless she tried, with the help of her lady-friend (forgot her name).Of course, someone may have beaten her to it if any of the Sauvie Island pings and sightings are related.

    For those who live in the area, barrel bumps under houseboats and cadaver dogs signaling, or those familiar with Forest Park, it’s vast area covered with trees and underbrush, unless somebody gets ‘squished’ for information, we may never know. Still wondering if the Sauvie Island guy who disappeared (disappeared??) after that US 101 chase knows some scary stuff. Unless someone has any kind of conscience, this may remain a mystery.

    Well, let’s do that here. TMH didn’t “do it”. This means that it was most convenient for someone that she take the blame for it, maybe even go to prison, definitely – but for sure: get her out of KH’s life.
    Who was it most important to that she have NO relationship with Kyron, that he would never be with her again?

    Something just went horribly wrong along the way. I think Kyron knew that she loved him; the little guy probably just never understood the ‘strange’ things going on around his life, so acted out.

Additionally, it seems this man admits to loaning his car to a drug dealer and has been accused of rape by his ex-girlfriend, and assaulted by his current girlfriend. He’s 3 out of Minimally, s, though no convictions. Wonder why he has only been charged with 2X DUI. Shouldn’t child porn be on that list. Does this mean Logan Storm still has a valid teaching license?

    Failed to refrain from exploiting professional relationships with any student for personal gain, or in support of persons or issues. OAR 584-020-0035(1)(b) Educator exploited her professional relationship with a student to promote her own religious issues. Educator repeatedly communicated with a student suffering from an illness that religious faith would be the source of healing for her condition.

    Sanction: 6 months suspension, special conditions for reinstatement and four years probation upon reinstatement.

If he thot about it, imo he’d assume “kyron wandered off” or someone at the school would be blamed.

    Dearest Rose- gonna be conservative on the “sociopath” claim- no way to know that, and he very well may qualify for the psycopath upgrade. Could be either, could be both, I see the potential.

    The big thing about the wind turbine is that even if it did not produce electricity for the school, it was visible to all who came to the campus and those who drove past the school. Thus the PR value.

    We don’t know how the class of modeling came about. There are multiple sources on the internet regarding design of turbine blades, support (towers) and actual turbine construction and other important design criteria such as inverters and interface electrical equipment. More than enough to keep students in grades six through eight busy for hours.

    The one thing it did do that could be related to Kyron’s case is allow a lot of outside people access to the school. People who build and design things quickly learn the layout of a building and how to get around in it.
