Dr. Phil Show Hosts Missing Portland Child Kyron Horman’s Step Mom Terri Horman Over Two Episodes

I have been covering this case since Kyron Horman disappeared from Skyline School in June, 2010.    Like most missing persons cases I have covered in the past,  I am of the strong opinion that best efforts at the truth are the only way to propel investigations that, similarly to Kyron’s, have gone cold for one reason or another.   This approach has worked in resolving some of my previous cases.    I am proud of that.  I remain steadfast to the integrity involved in those and future cases.

Over the past 10 months (or so) I have been developing an updated series on Kyron’s case to include my multiple interviews with Kyron’s step-mom,  Terri Horman.   Needless to say as she was the subject of at least three simultaneous cases before an Oregon court and remains a person of interest by the agency investigating her sons disappearance, this has been an arduous and sometimes delicate journey.    Ms. Horman’s experiences during the ongoing investigation of the disappearance of Kyron Horman are critically important to propelling his case and with great hope- finding the truth about what happened to this cherubic and innocent child.    There are dozens of sources,  collateral interviews, forensic experts and legal analysts that also contribute to my series and have done so because of their belief that my motivation is to bring to light information and opinions in such a way that would almost “require” a focused review of Kyron’s case and the likely shaking of that proverbial tree everyone talks about.

Set to publish about 6-ish weeks ago I was asked to postpone the first installment of the series, which I did.  I subsequently learned Ms. Horman was participating in the Dr. Phil program after she completed taping.  Dr. Phils producers were well aware that Ms. Horman had interviewed with me extensively, and anticipated my series would be publishing information that was not known to the public previously in the days prior to her scheduled episode.    When Ms. Horman conveyed to me that she feels obligated to speak out about “her son” in any national medium that will have her,   I most certainly respected that.  I still do.

While Dr. Phil seems like a gregarious fellow for sure,   I have zero interest in being associated with his program, nor do I believe his shows content is designed to do any furtherance of investigation or truth.  There is much concern (although I have no affiliation to the show whatsoever) that the timing of the publication of my series on the Kyron Horman matter might be interpreted differently or inadvertently contribute to the programs content or audience reactions.     Not what I signed on for.   A missing 7 year old boy six years running is not a framework for entertaining a target audience.   He is not fodder for online social media bully campaigns- yet it occurs.

I will be publishing my series on Kyron’s case at a later date, in it’s entirety with no editing adjustments as a result of any of the appearances on Dr. Phil.   I appreciate your patience and your understanding.   Feel free to discuss the show below.

    A top Clackamas County sheriff’s supervisor was placed on paid administrative leave this week amid allegations that male deputies staged a nude photoshoot at the courthouse after hours for a calendar they gave to a retiring colleague.

    The Sheriff’s Office will launch an internal investigation, officials said Friday.

    The allegations were contained in an anonymous letter addressed to Sheriff Craig Roberts and also mailed to The Oregonian/OregonLive.

    The letter writer said the calendar contains photos that include nude deputies with objects hiding their genitals, including a gun belt and a firefighter’s hat, another nude deputy on a desk with his backside facing the camera and shirtless deputies posing in a flower bed, on the second floor of the courthouse, and with an assault rifle and a cat.

    Capt. Dave O’Shaughnessy, a 24-year veteran with the Sheriff’s Office who heads the civil division, is now on leave, said Deputy Ben Frazier, an agency spokesman. O’Shaughnessy supervises courthouse deputies, among other duties.

    I don’t know how the CC Courthouse is set up, but why are all these dudes allowed in a courthouse on a Saturday, when it’s officially closed? Silly, childish stuff, but what else could one do in a courthouse on a Saturday when no one else is around? Access court documents, evidence, perhaps? IDK, but it seems strange to me.

    T.Ruth look back at your post. The Person put on leave-O’Shaughnessy- was the supervisor of the Courthouse deputies. He probably has an aux. office there and thus has a key(s) to get access.

    Thanks to erose for her links regarding our word discussion. The last two have important information in them. The last one reminds me of an English class taken in college where we looked at words and phrases used around the country and the history of their development. That was more than half a century ago.

    I haven’t posted due to commitments to music activities. Played a one and one-half hour concert with the orchestra last Sunday afternoon, rehearsed two hours with the band on Thursday followed by a concert on Friday afternoon and then a new Christmas music reading session with the orchestra for two hours today. Travel, set up time and take down time usually eats up four or more hours for each.

    The Washington County Sheriff’s Office says patrol deputy Brian Waterbury was arrested Monday by Beaverton police on charges also including menacing and tampering with a witness.

    The sheriff’s office received a complaint about Waterbury alleging domestic violence in early April.

    September 19, 2017 — A patrol deputy has been arrested for off-duty domestic violence related crimes.

    On April 3, 2017, the Washington County Sheriff’s Office received a complaint regarding alleged off-duty domestic violence related misconduct by Brian Waterbury, a deputy assigned to the patrol division.

    On April 5, 2017, Mr. Waterbury was placed on administrative leave and the Sheriff’s Office requested the Beaverton Police Department conduct a criminal investigation.

    On September 18, 2017, Mr. Waterbury was arrested by Beaverton Police and booked at the Washington County Jail on charges of Assault in the Fourth Degree, Strangulation, Menacing, and Tampering With a Witness. The investigation is ongoing.

    An internal investigation has been initiated.

    Oh my. Just to be clear, this is not referring to the MCSO officer who MCSO claims is under criminal investigation but will not release his name publicly as a personnel matter. Unfortunately, I have to say in my experience when a police officer is involved with personal domestic violence it never ends well (career wise) at a minimum. It is an incredibly difficult and highly stressful job which takes certain personality traits “on the job” that do not seem so easy to turn off in one’s home life.

    Wasn’t that O’Donnel’s case with Wife 1? She had an RO. Then they put him on family DV detail (CAT team) for 5 years! Abysmal judgment of Skipper & Staton. Imo after a year on that gig one gets ptsd. Then they give him Terri to focus his wrath on & “heal.”

    As I recall he had an incident where he tasered a kid in 2015. He is a liability on the job, and I do not take such an accusation lightly. He has a long record and I will add he was demoted and remains on a street beat with like 25 years in.

    O/T Rose had brought Josh Moulin’s name up before as he was head of the Southern Oregon High-tech Crimes Task Force and he’s now suing the Grants Pass PD for $2M, alleging wrongful termination and GPPD are the ones who used illegal search and seizure as well as other cyber altering methods to change computer data. So perhaps, not so off-topic depending upon how TMH’s computer/cell data was handled.

    Beyond the botched investigation, probable cause exists to prove that Central Point investigators themselves committed similar crimes to the ones with which they charged Moulin, namely computer crime, according to Winemiller, who also alleges identity theft and forgery, among others.

    On May 23, 2012, Central Point staff twice accessed Moulin’s personal Dropbox account without a search warrant, both times using Central Point computers that had previously been issued to Moulin.

    “Forensic evidence reveals that these unlawful searches originated from the City of Central Point’s Internet Protocol address,” the lawsuit states.

    Further, the lawsuit alleges that Day “attempted to hack into Moulin’s personal GoDaddy website account” multiple times. The complaint says Day made so many attempts to access Moulin’s personal account by guessing his password that GoDaddy locked the account.

    “Day even went so far as trying to impersonate Moulin using Moulin’s FBI identification credentials to attempt to access the GoDaddy account,” the lawsuit alleges.

    Winemiller said she believes Moulin has a strong case.

    “The evidence supporting the alleged misconduct is solid, much of it coming from documents, emails and the defendants’ own testimony in the criminal case,” Winemiller said.

    He is no longer with police, and has apparently been without Union defense & appeals, so criminal activity on that laptop is sure imo. And throwing out the case, rather than being merely righteous (and it was), without publicity as to the charge(s), guarantees a coverup.

    Apparently this is the only State LE group that could have been involved in the tech side of Kyron’s case.

    Fwiw, and it may be actually worthless in terms of info wrt to Kyron’s case- I do know that in light of this overall breakdown of “shared services” Individual LEA’s agencies sent their designated digital investigators (or created them) by putting them through EnCase (or competitive product suite) training.

    Service Magic? IIRC, that’s where one other gardener went on some radio program and said he’d been contacted by TMH at some point as well. So, then the rumor was just that…..a rumor, and TMH had no prior meeting of or any recommendation to use RSE.

    Makes me wonder why she picked that service. Price alone? I know if I were picking a landscaper, I’d want some client testimonials.

    Yes, thank you T.Ruth. To my knowledge, RSE had offered references, one of which was Skyline School for a volunteer project, but according to TMH she did not anyone else that had used him. I have interviewed clients (years ago) however and the ones I spoke to were positive references.

    There is not enough information about the activities of the Southern Oregon High-Tech Crimes Task Force including the training levels for those making it up.

    Why did the new police chief dismiss officer Josh Moulin? She had to have a reason. One reason could be that he was hacking into things in the Grants Pass system where he was not allowed and the chief was made aware of it from outside sources. Another reason could be that officer Moulin was practicing with his new tools and went a little too far.

    The internet is very insecure for many reasons. The encase tools apply to capturing data from a device that has some protection,but not high level encryption. It takes a very clever hacker to use the internet to access data on a device and not leave evidence of the break-in.

    If anyone is interested,the book “Hacking the Hacker” by Roger A. Grimes published by Wiley in 2017 gives a great overview of all the things that hackers try to do. Go to Amazon Books via the internet and search for the title. Then use the look inside feature to read the table of contents. There will be a lot of things that most have no previous knowledge of regarding the internet.

    What’s left of the task force is now headquartered on the third floor of Medford police’s new building and includes one full-time employee and a part-timer. Medford handled 126 cases and 321 pieces of digital evidence in 2016, according to Medford police Chief Randy Sparacino.

    Medford police has been involved in computer forensics since 2004, Sparacino and Deputy Chief Brett Johnson said. Though MPD understood why partner agencies chose to focus those pooled resources elsewhere, they said maintaining progress in digital forensics made sense for Medford.

    “When everybody decentralized we kept meeting,” Johnson said, adding that Medford maintained relationships with the FBI and the Department of Homeland Security. Sparacino said there’s space for four carved out for the high tech crimes: Detective Brandon Bloomfield who works full time, retired Jackson County sheriff’s Sgt. Colin Fagan, who now works for Medford part time; an FBI agent; and an officer with the Department of Homeland Security.

    Though much of the equipment that was in the Central Point crime lab made its way to Medford, not much remains, Sparacino
    said.

    “A lot of it has turned over in time,” Sparacino said, adding that many technological components typically last 18 to 20 months. “The only stuff that’s lasted is the furnishings.”

    Speaking of the fires. My heart goes out to all of those folks who have been affected by them. I know that area and have many friends in the Napa/Sonoma area, many of them have been evacuated and some still don’t know whether their homes are standing or not. Oregon strike teams have also been down there helping and I would like to tell all of the firefighters, police and EMT’s thank you. God Bless all of them.

    Equipment for Central Point Crime Lab:

    Computing devices have a very short life span due to advances in electronics. This fact forces constant changes to software. Laptop devices no longer have CD or DVD drives. Solid state disks have replaced a large quantity of mechanical disks. Thumb drives are memory devices that are near the terabyte capacity on the high end.

    Because of budget restraints, LE has a tough job of keeping up-to-date with proper equipment and major software releases. With most of the original agencies dropping out, the budget now has far fewer resources.

    The general public has little knowledge of the true costs associated with forensics of any type. LE of top quality requires constant training at every level and constant expenditures for equipment.

    OT..Blink are you watching “Mindhunters”? I did not read the book and feel I should.

    I am a fan of Douglas- and over the years of my training and mutual contacts/colleagues he has become a resource to me. I can tell you he is one of the most respected former BAU section chiefs to date- regardless of the envy of those former colleagues who nicknamed “Hollywood” or something similar. I have read every book he has ever written and I have studied many of his actual cases within his career at the FBI. My point- while I do not consider myself objective, I can say his work has had a profound impact on me professionally. I would read and watch anything he wrote or contributed to anytime. I have not watched MindHunters yet simply due to not having any free time :(

Such a conflict of interest: if a Medford officer found anything, if’d be unuseable.

    Idk about the specifics here, but I can tell you it is pretty common in the PD line of work to have mandatory retirement from an agency and then rehire by some means- as a contractor, as an example. I see it pretty often.
